For a period of twenty years - from 1985 to 2005 - the Japan Oil, Gas and Metals National Corporation (JOGMEC) and Pacific Islands Applied Geoscience Commission (SOPAC) have jointly conducted surveys of deep-sea mineral resources in the EEZs of SOPAC’s twelve member countries. The overall Programme has obtained excellent results and has identified numerous sites with potential marine mineral resources of manganese nodules, cobalt-rich manganese crusts, and polymetalic massive sulphides. The survey cruises have identified numerous sites with potential marine mineral resources such as: manganese nodules in the Cook Islands; cobaltrich manganese crusts in the Marshall Islands, FSM, and Kiribati; and polymetalic massive sulphides in Fiji. Based on collected samples and acoustic data, inferred resources for manganese nodule, cobalt-rich manganese crusts, and polymetalic massive sulphides, have all been estimated to be about- 200 million tons in the central Cook waters- 200 million tons in the three seamount selected Marshall waters- and 500 thousands tons around the triple junction of the North Fiji Basin.

The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

"Two types of metallic deposits have been found in the deep Arctic Ocean: Hydrothermal Fe, Cu, and Zn sulfide deposits form along Gakkel Ridge in the Eurasia Basin and associated ridges between Greenland and Europe; and iron and manganese oxide crusts (Fe-Mn crusts) and nodules, precipitated from seawater onto rock surfaces in the Amerasia Basin, contain many rare metals of economic interest. Fe-Mn crusts and nodules collected in the Amerasia Basin during 2008, 2009, and 2012 cruises on the USCGC icebreaker Healy are characterized by unique mineral and chemical compositions, very high Fe/Mn ratios, fast growth rates, and other unique characteristics compared to those formed elsewhere in the global ocean. These characteristics reflect temporal and spatial variations in geological, oceanographic, and climatic conditions in the Arctic Ocean and surrounding continents over the past ~15 Myr.RESULTS AND CONCLUSIONSDiscrimination diagrams show that the crusts and nodules found in the Amerasia Basin north of Alaska are hydrogenetic. However, the mineralogy is not typical for hydrogenetic Fe-Mn crusts and nodules, which usually include only amorphous Fe oxyhydroxide and ?-MnO2 (vernadite). The Arctic samples also include the Mn oxides birnessite and 10Å manganates (todorokite, buserite, asbolane), and the Fe minerals also include goethite, lepidocrocite, feroxyhyte, and ferrihydrite. This mineralogy reflects formation under lower oxygen conditions than typical for samples formed elsewhere.The Amerasia Basin crusts have a unique chemical composition compared with crusts from other areas of the global ocean. The key difference is the high Fe contents relative to Mn contents, which determines the types of trace metals hosted by the Fe-Mn oxide phases, and their concentrations. The high Fe/Mn ratios reflect the expansive continental shelves (>50% of the Arctic Ocean) and upper slopes that support redox cycling and release of Fe and other metals to bottom waters, and to the large fluvial input from North America and Siberia. Brine formation on the shelves and currents promote the distribution of the metals throughout the Amerasia Basin, including the deep basins."

Every year approximately 22 million tonnes of marine sand and gravel are dredged form British waters. The eastern English Channel (EEC) contains substantial reserves, a proportion of which have been identified by the aggregates industry for potential future exploitation. The main aim of this study is to produce broadscale marine habitat maps of the EEC area. The UK aggregates industry has formed a consortium of representatives (the eastern English Channel Association), and have sponsored an initial baseline survey and follow-up sampling programmes as part of a Regional Environmental Assessment (REA) covering a patchwork of aggregate prospecting areas. To complement this effort, a large-scale geophysical survey was conducted in 2005 to place the REA in a wider spatial context and, thereby, to help assess the environmental significance of any future impacts arising from commercial aggregate extraction over the broader region of the EEC.

Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

Recent developments have seen AUVs deployed remotely with instantaneous access to data via the cloud. Our goal is to deliver the capabilities of each of these elements and present a cohesive data set with automated processing tools over a cloud based interface. nmanned Technology AUVs The HUGIN AUV System is the most commercially successful AUV ever built. Operated as a single vehicle, or as part of a swarm, HUGIN’s area coverage rate is unrivalled. Equipped with a comprehensive sensor package including Kongsberg’s synthetic aperture sonar, it collects a data set. Some of these data are processed in-mission to enable operators to readily access it when the vehicle is recovered. HUGIN is well suited to mining survey and exploration. Capable of reaching 6000 metre depths and conducting missions greater than 60 hours, HUGIN collects seabed sonar imagery, sub-bottom profiles, laser and camera images plus environmental data, with sensors running concurrently.

In November 2004, Australia lodged with the United Nations Commission on the Limits of the Continental Shelf possible new maritime boundaries in relation to Australia’s continental shelf extending beyond 200 nautical miles from the Territorial Sea Baseline (Colwell and Symonds, 2005). If agreed by the commission, just over half of Australia’s land mass will lie below the sea, and Australia will have one of the largest marine jurisdictions in the world (14.41 million km2). With this jurisdiction comes a responsibility to manage and sustain the marine environment (McConachy, 2006). Knowledge of minerals and their resource potential is part of this responsibility but is generally poorly known (McConachy, 2005).

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. Massive sulfides discovered in 1991 and further explored in 1993 in the eastern Manus back-arc basin, north of Papua New Guinea, represent one of the few modem seafloor occurrences known to he associated solely with highly siliceous volcanic rocks. As such they are very close analogs of ancient volcanogenic massive sulfide (VMS) ore deposits, and hence an excellent natural laboratory for developing new approaches for land-based VMS exploration. The Manus Basin lies between the active New Britain subduction zone and volcanic arc to its south and the opposed inactive Manus subduction trench to its north. It is being extended in a complex pattern of short neovolcanic zones and oblique transform faults. In its western sector, relatively mature back-arc spreading has created predominantly basaltic segments with characteristics and mineralization generally similar to those of mid- ocean ridges. At its far east, however, the basin is distinctly immature. The East Manus Volcanic Zone lies between two members of the Manus transform set, and is an en-echelon series of neovolcanic edifices constructed on extensionally thinned island arc crust formed during the earlier manus subduction episode. Individual edifices range from predominantly basaltic to predominantly dacitic in composition. Two of the edifices are known to be hydrothermally active, and a particulate plume with unknown source occurs in the seawater column above a third.

There is increasing recognition that in order for a development project to proceed successfully, it must first obtain a ?social licence to operate? from concerned stakeholders. Obtaining this ?licence? is in many ways a separate process to the legal one which involves, among other things, submitting an environmental and social impact assessment (ESIA) to the appropriate regulatory authority for review. Essentially, the function of an ESIA is to present a project?s technical, financial and social benefits, together with its environmental and social impacts in a transparent way to enable regulators to make an informed decision about whether the benefits outweigh the impacts, and thus whether or not the proposed project should proceed. The focus in the early days of ESIAs was primarily technical and was aimed to answer two fundamental questions: ?Can the project be built?? and ?Can we minimise impacts to a level that is acceptable to the community?? Basically, the ESIA process was a technical test of competence, but more recently, ESIAs have become much more than this. The main ESIA risk is now more akin to a test of a project?s legitimacy ? i.e., with more weight placed on the social licence, or the political test of moral authority ? with the process involving stakeholders from multiple backgrounds and disciplines, including some anti-development NGOs/civil society groups with their views on mining, (particularly in developing nations), often already pre-determined. Within the backdrop of this potential maelstrom, now enter a proposal for a new industry (such as deep sea mineral extraction).

Marine scientists at the University of Georgia, have in the past few years, designed, developed and refined two geochemical survelliance systems for the exploration of hard mineral resources on the seafloor. The one first developed is an underwater sled which contains a nuclear radiation detector for measuring naturally occurring gamma radiation that is associated either with marine phosphorites containing uranium and its decay daughters or thorium decay products that are indicative of monzanite. The latter can, in most instances, be used as a pathfinder mineral for placer deposits that may contain other heavy minerals of interest such as rutile, ilmenite, chromite, gold, etc. This sled is operational in continental shelf depths. The second system is capable of more definitive measurements in the form of direct elemental analyses of the silt and clay fractions within the surficial sediments. It consists of a towed sled containing a submersible pump which, upon agitating the sediments, transfers the finer fraction up a hose to a shipboard centrifugal cone then to an automated sample processor. The resultant samples are rendered into sediment wafers, suitable for non-destructive XRF analysis. The system is capable of shipboard analysis for specific elements within minutes after sampling, allowing a cursory look upon which an exploration grid can be formulated while on site. A much wider spectrum of up to 40 elements can be evaluated when the wafers are returned to the land based laboratory.

This project funded by Government of Flanders (Belgium) and coordinated by the Intergovernmental Oceanographic Commission proposes to draw recommendations for conservation of the biodiversity and for minimizing the impact of future nodule mining from the description of the referential state of suprabenthic megafaunal assemblages within a nodule ecosystem in the Clarion-Clipperton Fracture Zone (CCFZ). The description of this specific ecosystem is based on the analysis of about 200 000 photographs and some 55 hours of film collected by French and American exploratory cruises. The video and hotographic sampling has been achieved by means of different towed and remote control devices designed for Ifremer and NOAA including the manned submersible “the Nautile.”

The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

Massive sulfide ores and Fe-Mn oxyhydroxide precipitates represent two extremes of a spatial continuum of hydrothermal deposition along oceanic ridges. Elemental variations across this continuum are of interest to economic geologists as a prospective geochemical exploration tool. Theoretical considerations suggest that certain physical and chemical parameters can be used to model compositional variations within the far-field (i.e., Fe-Mn oxyhydroxide) component as a function of distance from ridge axis; however, testing and verification of such models generally has been precluded because the few available distal hydrothermal sediment sequences have been sampled at low resolution and/or are highly diluted with biogenic components (e.g., siliceous and calcareous tests). Recent ocean drilling (ODP Leg 145; Sites 885/886) in the North Pacific successfully recovered an extensive record of "biogenic-free" distal hydrothermal precipitates from an area approximately 60 km south of the Chinook Trough at longitude 168.1 °W. Geophysical and geomorphological evidence suggests the Chinook Trough is the southern lithospheric scar marking initiation of late Cretaceous north-south rifting, implying that recovered hydrothermal materials record distal hydrothermal precipitation from the now-subducted Kula-Pacific spreading ridge. The Chinook Trough hydrothermal sequence is a continuous 15 my record of "biogenic-free" hydrothermal Fe-Mn oxyhydroxide precipitation mixed with eolian clays. It was deposited during the late Cretaceous, early Paleocene (80-65 Ma) as the perpendicular distance from ridge axis increased from 75 to 600 km. A high-resolution geochemical analysis of this hydrothermal sequence reveals distinct trends for the up-core (equivalent to increasing distance from ridge) distribution patterns of Fe, Sc, As, and rare earth elements (REE). From an interesting and intriguing scientific research topic, deep sea mining has altered into an interesting mining prospect over the last years. Ten years ago most of the focus was on geological investigations, searching for typical deep sea deposits and getting answers on where we can find them and how these deposits were formed. At this moment we know much more about the interesting deposit possibilities and with our quest for minerals, metals and other materials to feed global economic growth, answers as to the technical and economic feasibility to mine these deposits are sought. This is not a new phenomenon as we already witnessed such question late 1970?s and early 1980?s. Most of the focus was on mining manganese nodules and brines in the Red Sea driven by the report of the Club of Rome that predicted shortages in near future at that time. Development went different, but later in the 1990?s a rival of interest could be noticed for mining deep sea deposits.
