"Abstract -This paper describes fire assaying and ‘high tech’ alternatives for gold analysis, including advantages and disadvantages of each method. These ‘high tech’ methods include INAA (instrumental neutron activation), aqua regia digestion/AA (atomic absorption), GFAA (graphite furnaceatomic absorption) or ICP/MS (inductively coupled plasma emission mass spectrometry) and a combination of cyanidation with AA, GFAA or ICP/MS methods.Fire assay remains the stalwart among analytical methods for gold but, even with its multiple analytical finishes, is not fool-proof for recovering 100% of the gold present. Consumers of assays should not blindly trust the assay results without consideration of quality control data. Laboratories can and do make mistakes. Some of these can be easily discovered if you do your own due diligence. All these measures should ensure that gold analysis values from successive campaigns and from different laboratories meet acceptable levels of accuracy and precision, and can be correlated together, particularly when they occur in neighboring holes. This is essential just as much for prospect evaluation as for project feasibility."

The object of this paper is to present for your consideration some of the present-day trends of safety practice in the coal mines in the United States and Canada. Coal mining at its best is a hazardous occupation. Men must be experienced miners in order to appreciate the existing hazards and must remain ever conscious of them if they are to work safely. The question is often asked whether our efforts for increased safety are showing results. So often it appears that strides are made for a period of a few years in the reduction of fatalities and lost-time accidents only to have all ground lost by an unfortunate year, after which progress is commenced again only to have a repetition of the same thing. Table No. 1 is an answer to this question. It shows the fatality rates over the last two decades in the coal mines of the United States and Canada. These are given in divisions of five years. The general trend is noticeably downward, exceptions being due to explosions or disasters which claimed an unusually heavy toll of life. These last are certainly not as common today as they have been in the past. It is only reasonable to suppose that this trend towards a lower fatality rate is the result of well directed safety effort. Reliable statistical organizations have offered figures to the effect that only 15 per cent of all accidents can be eliminated by the use of mechanical safeguards. The state of mind of the man involved, or his attitude towards safety, commonly called 'safety-consciousness,' is the controlling factor in the prevention of 85 per cent of our accidents.

"IntroductionCoal deposits are found in many regions in Canada and vary widely in their age, quality and rank. All classifications of coal except anthracite are found in significant quantities in this country.Deposits in the Maritimes are mainly bituminous; Lignite is found in Saskatchewan and Ontario and sub-bituminous coal in the plains region of Alberta. The Rocky Mountain coalfields of Alberta and British Columbia contain low and high-volatile bituminous coal and, in a few places, semi-anthracite. The British Columbia interior contains deposits of semi-anthracite, bituminous, sub-bituminous coals and lignite. The Yukon and Northwest Territories also contain substantial deposits of bituminous coal and lignite.Currently Nova Scotia produces both thermal and metallurgical coal, Saskatchewan produces lignite and Alberta produces both sub-bituminous and bituminous coal for thermal purposes. Large deposits of metallurgical coal are now being exploited in the Rockies arefl of British Columbia and Alberta by open pit methods. The raw coal is treated in large capacity preparation plants to remove refuse and upgrade the product to a consistent metallurgical quality with respect to ash, moisture, volatile matter and coking properties.The treatment of coal involves crushing, screening and cleaning by dense medium, jigs, water-only cyclones, tables and froth flotation to produce a diverse range of coal products differing in quality and size for various end uses.The chapter on Crushing and Screening Circuits was concerned mainly with crushing of metalliferous ores to produce a concentrate of one or more valuable minerals which normally constitute a small portion of the original mass of the material treated.Coal differs physically from ores in many ways such as lower specific gravity, relatively large volumes but low tonnage of product, and its habit of absorbing moisture requires extensive dewatering processes more complicated than settlement and filtration. Most significant, for this paper at least, is the fact that crushing coal is not as energy intensive and much smaller equipment is applicable.Crushing and screening of ores is intended to reduce the size of all constituents as quickly and efficiently as possible to allow liberation of the mineral particles. The crushing of coal is different in that the coal is not the minor constituent and the production of fines, in the initial stages at least, is highly undesirable. The basic objectives of crushing coal are the reduction of run-of-mine material to sizes suitable for cleaning or further reduction of coal to market sizes."

Increasing demand for rare earth elements (REE) is expected to lead to new development and expansion in industries processing and or recycling REE. For some industrial operators, sending aqueous waste streams to a municipal wastewater treatment plant, or publicly owned treatment works (POTW), may be a cost effective disposal option. However, wastewaters that adversely affect the performance of biological wastewater treatment at the POTW will not be accepted. The objective of our research is to assess the effects of wastewaters that might be generated by new rare earth element (REE) beneficiation or recycling processes on biological wastewater treatment systems. We have been investigating the impact of yttrium and europium on the biological activity of activated sludge collected from an operating municipal wastewater treatment plant. We have also examined the effect of an organic complexant that is commonly used in REE extraction and separations; similar compounds may be a component of newly developed REE recycling processes. Our preliminary results indicate that in the presence of Eu, respiration rates for the activated sludge decrease relative to the no-Eu controls, at Eu concentrations ranging from <10 to 660 µM. Yttrium appears to inhibit respiration as well, although negative impacts have been observed only at the highest Y amendment level tested (660 µM). The organic complexant appears to have a negative impact on activated sludge activity as well, although results are variable. Ultimately the intent of this research is to help REE industries to develop environmentally friendly and economically sustainable beneficiation and recycling processes.

A New Field for the Mining Industry A new field for the mining industry is in prospect. This is the recovery of the petroleum which has been left in the ground in the older oil fields whose yield has declined until they are no longer profitable to operate in the ordinary way. The fact that an oil field has reached the economic limit for operation by pumping does not necessarily &apos;mean that the oil has ? been exhausted. In many such cases not over one-fifth, or even one-tenth, of the total oil content of the field may have been taken out when this stage has been reached. This means that there exists a large reserve of oil which can be recovered by whatever process best takes advantage of the natural conditions under which the oil occurs. Mine drainage is one of the processes by which this oil may be recovered. Its relative importance will depend partly on the ingenuity and wide-awakeness of mining engineers, and on mining capital. The opportunity is undoubtedly at hand. In order that we may be in a position to judge the possible advantages of mining methods for the recovery of this oil, I have reviewed, on the following pages, the methods now in use, and have discussed the physical conditions of the reservoir rocks in which the oil is found, and the suitability of the various recovery processes, in use or proposed, in the light of these reservoir conditions.

In this paper, the argument is put forth that the codes used for public reporting of mineral resources and mineral reserves have some significant limitations with regard to the information provided to investors on the short- to medium-term value of mining properties. Such limitations include a) failure to explicitly incorporate a time element and b) failure to state explicitly the quantity and quality of mineral product that will be produced for sale. A time-value framework for reporting mineral assets is proposed in order to overcome these limitations. The proposed system is based on two classification axes: a) an X-axis representing time in years during which the value of the asset is likely to be realized and b) a Y-axis representing the value identified by a mining or exploration company\u2019s activities. The potential benefits of this system are discussed, including the ability to incorporate factors, such as permitting and construction times, directly into the magnitude of the reported mineral assets. The proposed framework would assist in the standardization of mineral assets reporting in such a manner that they could eventually be more readily included in financial statements. Geostatistical conditional simulations are becoming increasingly popular as tools that provide models of uncertainty at different stages of a mining project. They have been used as grade control tools in daily operations, to assess the uncertainty of minable reserves at the project?s feasibility stage, and to assess mineralization potential in certain settings. Other applications include assessment of recoverable reserves, resource and reserve classification, and drill hole spacing optimization studies. All large-scale applications of conditional simulations intend to benefit from the ?correct? (or ?accurate?) characterization of uncertainty, adequately describing the variability observed from the data and its impact on the final objective. The objective of this paper is to compare the ad-hoc ?uncertainty model? provided by a traditional classification scheme with the probability intervals resulting from a conditional simulation model. It is argued that the uncertainty model derived from the use of classification schemes is of little practical use to the mining company or operation. The paper emphasizes differences in uncertainty based on the size of the mining unit considered and the extraction method, and local geological differences. Most importantly, it discusses confidence intervals for these mining units, as compared to the relative precision envisioned by a typical classification scheme. The application described in this paper is taken from a medium-sized Cu open and underground mine in northern Chile, and it demonstrates the impact of several variables on the resulting conditional simulation models. It also compares a more ?traditional? resource classification scheme applied, and the wide difference in local confidence intervals for each mining unit.

ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

"For the last three years (1967-9) the value of the output of mineral resources in the Province of Ontario exceeded one billion dollars per year. To produce this great wealth, it was necessary for the mining industry in Ontario to dispose of an estimated 80 million tons of waste mill tailings. Some of these tailings were returned underground but the greater proportion was disposed of above ground in lakes, watercourses, marshy areas and in engineered impoundment basins. This volume of tailings, if accumulated in one location would cover an area of 1000 acres to a height of almost thirty feet. The provision of proper disposal of the waste mill tailings in a manner such that they will not create problems in the environment is one of the costs which must be borne from the extraction of such a wealth from our mineral resources. It is principally the potential water pollution which may occur as a result of the indiscriminate discharges of waste mill tailings which is of concern to the Ontario Water Resources Commission.ONTARIO WATER RESOURCES COMMISSIONThe Ontario Water Resources Commission was formed in 1956 and operates under the Ontario Water Resources Commission Act. The programmable Logic Controller (PLC), at its present stage of evolution, is now considered as a mature control system. The PLC combines the solid-state reliability of hardwired logic and computer control systems with the simplicity of a relay ladder logic. Relay symbolic programming through a function-oriented keyboard provides a means which plant personnel can easily become accustomed to work with. In a large coal facility, it is shown that the control engineer can provide improved control flexibility with the advanced capabilities of the PLC.

Gas and oil seeps have been known in Quebec for more than one hundred years. These occur in three main areas which contain sedimentary rocks with a total thickness estimated to vary from 6,000 to 20,000 feet. The strata in these areas are similar in many respects to those in producing areas of southwestern Ontario and the Appalachian basin, and the prospects for finding and developing commercial reserves of oil and gas in Quebec would therefore also appear to be favourable. Little of the exploratory drilling to date has been con-ducted in a systematic manner, and most of the drilling has utilized improper or inadequate equipment. Many wells have also failed to adequately test and fully evaluate the principal zones of interest. Relatively high drilling costs have hindered systematic exploration; however, with improved portable equipment, it is expected that future wells can be drilled with greater efficiency and at less cost. Most of the mineral rights in Quebec are held by the Provincial Government, and acreage can still be leased in large blocks on favourable terms.

Introduction The mine at Copper Mountain of the Granby Consolidated Mining, Smelting and Power Company was one of the pioneers in the use of blast-hole diamond drilling for ore breakage. This method of mining has now been brought to a high degree of perfection. The system in use has?been described in a previously published paper which has become an important part of the literature o the blast-hole drilling method. At the time of the establishment of the system at Copper Mountain, standardized loading and drilling procedures were set up. These procedures were based partly on the results of experiment and partly upon the judgment of men experienced in breaking rock in the mine. The success of the method has been proof of their adequacy. With the progress of scoping in the mine, the diamond drill method of breaking was applied to other ore blocks where different conditions obtained. It was found necessary to make adjustments in the standard procedures to get the best results under the new conditions. The following paper attempts to express, in terms of mathematics, the relations of the variable factors. Until recently, estimations of drilling required were based upon the tonnage to be broken and the proposed rate of explosive loading. A revised method of estimating is outlined below which is direct and which involves no unrelated variable factors.

THE origin of various types and groups of ore deposits was some years ago a subject of much controversy. To this statement the copper-nickel deposits near Sudbury afforded no exception. Not since the Report of the Ontario Nickel Commission, in 1917, has there been any serious discussion of the origin of this very important group. This may be because, from the opening-up of Murray mine by the British America Nickel Corporation until the recent work at Frood mine, no new ore-body of importance has been developed in the district. The controversy fifteen or twenty years ago between those who favoured the theory of magmatic segregation, among whom Dr. A. P. Coleman was the leading exponent, and those who considered that most, if not all of the Sudbury deposits could more satisfactorily be accounted for by the theory of replacement, will be remembered by many members of the Institute. Perhaps, as too often happens in controversial discussion, each side tended to overemphasize the importance of those geological phenomena which seemed to be most easily accounted for by the theory it favoured. A more balanced view would perhaps admit that replacement was probably predominant in the formation of most of the offset deposits, and magmatic segregation in that of most of the marginal deposits . But there is danger in generalization. Each body of ore should be studied by itself, and no general conclusion of this kind should be allowed to warp the judgment in making such a study.

"The paper is introduced by an examination of the factors which have led to the present world-wide interest in charging preheated coal to coke ovens. Various possible methods of preheating and charging the coal are considered and reasons are given for the adoption of the methods chosen. The design of the pilot preheating plant for the British Coke Research Association is discussed and its influence on the design of the commercial units for the South African Iron and Steel Corporation's plant at Pretoria and the British Steel Corporation's plant at Beighton are explained. Operating procedures on the pilot plant are described, particularly with regard to the charging of the preheated coal. Design features of the commercial installations, engineered by Simon-Carves Ltd., are explained with emphasis on the built-in safety of the control system of the preheating plant, and the particular problems associated with the erection of such plants on working coke oven batteries. Commissioning and operating procedures are described and the problems associated with the integration of the preheating plant into the normal pushing schedule of the plant are discussed. Preliminary operating results with regard to the effect of preheating on coal throughput on the commercial plants and on the properties of the coke produced are given."

The business objectives of a metallurgical project determine targets and constraints, such as the range of products, production capacities, in-service dates, and capital and operating cost parameters. Permitting is usually left to the project team, as are decisions regarding site location, technology, and construction approach. Success requires an orderly methodology, represented in this book by front end loading (FEL) phases: FEL1 examines several alternative approaches; FEL2 ranks and eliminates less economically or technically attractive options; and FEL3 develops the preferred option to the point of major permit completion, with defined scope, schedule, and cost to submit for approval to proceed with implementation in FEL4. Working through FEL1, FEL2, and FEL3, the project definition improves, estimates become more accurate, and project risks are reduced. The project design basis at the end of FEL3 is the control document for project implementation in FEL4.

Some of the negative impacts of carbon addition on the strength of castables are yet to be overcome in order to fulfill its potential benefits for oxidation resistance. This paper reports the results of recent studies conducted at CIREP on the effects of different types of carbon additives on the thermo-mechanical properties of magnesia-based castables. Experimental techniques included measurements of the hot modulus of rupture (HMOR), hot modulus of elasticity (HMOE), as well as the wedge-splitting test (WST). The comparison of evolving microstructures was carried out employing scanning electron microscopy with microanalysis attachment (SEM/EDS) and X-ray diffraction (XRD). HMOR values of 12 MPa at 1300°C have been reached in MgO-Si02-C castables containing up to 7% carbon.

The making of contracts for the purchase of ores is a business which the metallurgist usually understands better than the miner. Companies in the custom ore business often employ an ore buyer who is aware of the class of ore which the smelter needs, and is thoroughly conversant with the business. The miner on the other hand makes ore contracts but seldom, and it is often only after a settlement has been made that he realizes the meaning of the terms of the contract under which he has sold his ores. He has expectations usually greatly in excess of the amount &apos;net proceeds&apos; shown at the bottom of the settlement sheet. Seldom does the occasional shipper really know his contract. A somewhat similar parallel is to be found in insurance policies. We all have insurance policies; we never know the conditions contained in them until after the fire. The clauses in the policy are for the protection of the Insurance Company. An Insurance Company has no friends.

"The Delnite mine is in the northwest part of Deloro township, Cochrane district. The property consists of 307 acres on the so-called 'South Break' in the Porcupine camp. The Company was formed in 1934 to take over the holdings of La Roche Mines, Limited. Gold has been produced continuously since June 1, 1937. The value of the gold recovered to date (December 31, 1946) has been $7,456,000, and the average grade of ore $6.81 a con.The ore at the Delnite occurs in relatively narrow, persistent, quartz-ankerite veins, which generally contain tourmaline and have a ladder-like structure. The gold occurs in the free state, and in association with pyrite and arsenopyrite, the two chief sulphides. The host rock is fine-grained, highly carbonatized andesite of Keewatin age."
