THE war is now behind us. We in the mining industry feel a just pride in the part that our industry and our men and our products played in defeating the enemy on the fighting fronts around the world. In five years of mobilization and actual combat, our mines and oil wells produced over 3 billion tons of coal, a billion tons of petroleum, 500 million tons of iron ore, 21/4 million tons of lead, 31/2 million tons of zinc, 5 million tons of copper, 14 million tons of bauxite, 17 million tons of sulphur, 68 million tons of salt, and 3 million tons of potash. It was an unparalleled performance. But what of today? Why the present low production and high costs? Among the black clouds in the mining sky none are so black as that presented by the labor situation. We know it is the result of the legislation and the interpretation of that legislation in the past ten or fifteen years. Since the passage of the Norris-LaGuardia Act in 1932, we have had nothing but a succession of laws, regulations, and decisions that have intensified the strength of the unions and made the operators of the mines and the sources of their financing prartirally impotent

The selection of a particular machine for production drilling is the most critical drill evaluation the pit engineer is called upon to make. It is a true engineering design problem requiring value judgments. Generally, the procedure follows these steps: (1) Determine and specify the conditions under which the machine will be used, including such service factors as labor, site, weather, etc. (2) State the objectives for the rock-breakage phases of the production cycle of operations--considering excavation and haulage restrictions, crushing capacity, production quota, and pit geometry-in terms of tonnage, fragmentation, throw, etc. (3) On the basis of blasting requirements, design the drill-hole pattern (hole size and depth, in- clination, burden, spacing, etc.) (4) Determine the drillability factors and select the drilling methods which appear feasible for the kind of rock anticipated. (5) Specify the operating variables for each system under study, considering drill, rod, bit and circulation fluid factors. (6) Estimate and compare performance parameters, including costs. Major cost items are bits, drill depreciation, labor, maintenance, power and fluids. (7) Select the drilling system that best satisfies all requirements with the lowest over-all cost.

DURING a recent investigation of the transition from a planar to a nonplanar solid/liquid interface for the systems H20-NH4F and 0-AIR,' an apparatus was developed which enabled the morphology of the ice-water interface to be examined during the transition. The slightly curved interface was viewed at a glancing angle with a Bausch and Lomb X30 stereomicro-scope. The interface was obliquely illuminated by a polarized light source. It was thus possible to differentiate between small projections or depressions at the interface, both by a shadowing effect and by the way in which they distorted the colored interference fringes across a particular crystal surface. Many attempts were made to photograph the various stages of interface breakdown. Unfortunately, the limited depth of focus of the microscope rendered the system unsuitable for photographic recording. Visual examination, however, was facilitated by continuous adjustment of the microscope focus control. The following observations of the interface transition were recorded for dilute solutions of ammonium fluoride in water. They are compared with iller's postulated morphologies shown in Fig. 1. i) The initial departure from planarity was characterized by the appearance of a large number of small depressions or "pores" in the interface. ii) The pores were arranged in wavy rows all lying roughly in the same direction within a particular grain. iii) The pores did not appear to form near to grain boundaries. iv) The pores appeared in certain grains before others. v) The transition from the pore structure to the elongated cell structure, Fig. l(d), was difficult to follow. It occurred quite rapidly and no truly irregular cell structure, Fig. l(c), was noticed. vi) The elongated cells gradually became more uniform in size and shape, with straight cell boundaries. They remained elongated, however, and no regular hexagonal cells were observed, cf. Fig. l(e). Several conclusions may be drawn from these observations. Firstly, the appearance of a poxed or, more accurately, a pore structure can be used as a criterion for the onset of constitutional supercooling. Care should, of course, be taken to distinguish between the true pore structure and artifacts caused by splashed-back liquid, particles of oxide, or inefficient decantation of liquid retained between cell boundaries, as described by Spittle et al? Secondly, and contrary to the suggestions of Tiller el l., it seems that interfacial perturbations are characterized not by curved projections but by small depressions or pores. A recent independent investigation by Biloni, Bolling, and cole5 reported in this issue indicates that the depressions might be explained in terms of dislocations intersecting the solid/liquid interface. It is possible that the dislocation concentration is reduced in the vicinity of grain boundaries. This would then explain the grain boundary depleted areas noted in (iii) above. Earlier work1-4 has shown that commercial mild steels under static loading at the lowest natural operating temperatures fracture in a brittle manner only when damaged by a suitable history of straining. Notched and then compressed plates have fractured in subsequent tension at loads as low as 10 pct of the limit load and precompressed smooth bars at a subsequent extensional strain as low as 0.01. The comparison of the average net fracture stress with the flow limit stress was shown to be an excellent criterion of brittle or ductile behavior of mild steel structures when only loads and general stress levels are known. The present investigation shows that the deformation at fracture is a far more sensitive measure of brittleness than the fracture stress. Both criteria, deformation and stress, are used to determine the amount of uniform precompression of two mild steels, ABS-B and Project E-steel, resulting in brittle fracture under the strong constraint of a subsequently machined severe circumferential groove. The fracture stress equaled or exceeded the theoretical flow limit Ól = 2.680., ('based on the elevated yield stress at each prestrain) up to prestrains of about 0.20 and then fell off to about 1 at prestrains of 0.60. Yet a prestrain of only 0.05 reduced the elongation at the shoulders by a factor of about 4. The total plastic elongation of a region surrounding a sharp notch in prestrained steel deternines whether or not fracture will be initiated in large structures, hence is a direct and realistic measure of the remaining ductility and provides an excellent test of the material's resistance to embrittlement. ALMOST all engineering structures of mild steel which failed in service in a so-called "brittle" manner exhibited appreciable local plastic deformation (more than 1 pct) and a mixture of "cleavage" and "shear" fracture surfaces. Furthermore, the peak local stress in an advancing crack is always high. Such simple criteria as pure cleavage, absence of plasticity, or fracture stress, so useful in other fields, are insufficient to characterize brittleness in engineering structures at ordnary temperatures. The "brittle)' behavior of engineering structures is caused by the limited ductility at cracks or notch regions, as shown by recent work at Brown University summarized and extended in Refs. 1 to 4. It was also shown that the local ductility of mild steel may be catastrophically reduced by a suitable strain and temperature history similar to those which may occur in real structures. Localized yielding begins at the notch roots at low loads but is contained by surrounding elastic regions. The plastic strains are hence small. They increase slowly with the load up to the flow limit or limit load for an ideally plastic material. Unrestricted plastic flow then occurs. At such strains the real material locally st rain-hardens and fractures. With work-hardening materials no flow limit exists, and the transition from low to high plastic strains is gradual but increases more rapidly at loads close to the flow limit of an equivalent perfectly plastic material. When the available ductility is sufficient for reaching the limit load, the behavior is normal or "ductile". With insufficient ductility, fracture will occur at a low load and will be defined as "brittle". Accordingly the sufficiency or not of the ductility at a notch is reflected in the magnitude of the fracture load or average net stress as compared with the limit load or flow limit. The application of this criterion gave surprising results. Service failures under semistatic loading occurred mostly below the limit load, hence were "brittle". On the contrary all static tests with undamaged commercial mild steels reached the limit load in spite of the deepest notches and temperatures below Charpy impact transition (say about -30°F or higher). Notched bars showed no brittleness even under fully dynamic axial loading up to 1.5 x107 psi per sec at -23°F and about 2.5 x l06 psi per sec at -ll0°F, but broke in a brittle manner at -200°F and l03 psi per sec.' To propagate a fracture at low load, experimenters had to trigger it by superimposing a strong dynamic impact at a notch cooled by liquid nitrogen as in the Robertson5 or Esso tests.' Once started the cracks would run through warmer regions of smaller stress. Obviously the ductility of the apparently undamaged commercial steels was "sufficient" in the laboratory tests but not in the service fracture, where it must have been reduced by some embrittling procedure of fabrication or service. These conclusions were confirmed by the achievement of low static stress (brittle) fracture initiation in unwelded steel after a local reduction of ductility by simple prestraining. Symmetrically notched plates of undamaged mild steel cooled below the Charpy V-notch transition range were tested in central static tension: Undamaged plates withstood loads of limit intensity, but when subjected to prior in-plane com-pressive prestraining perpendicular to the notch axis and to accelerated aging, the plates fractured completely or partially at very low static loads, as low as one-tenth of the flow limit.2-4 However, damage could not be easily related to the strongly variable prestrain around a sharp notch. Swedish mining companies are noted for their excellence in underground mining practice, and this classification certainly has to be applied to their design of crushing plants also. All these mines are highly mechanized with either rail or truck haulage, and typical examples of underground crushing plants designed for each of these haulage practices are presented here. Almost all the primary breakers are of the overhead eccentric, single- toggle jaw crusher type with units as large as 55 by 71 in. (1400 by 1800 mm) being used. In contrast to North America, where jaw crushers are almost always preceded by apron or vibrating feeders, many of the. Swedish crushers are choke fed with the dump pocket being located directly above the crusher. This practice results both from excellent knowledge of the ore characteristics and the ability of the overhead eccentric crusher to also act as a feeder. An excellent example of a crushing plant of this design is shown by the sketch of the LKAB Alliansen Crusher No. 64 at Malmberget, Sweden. Forty-six st (42 mt) trucks dump magnetite ore into a 91.6 cu yd (70 m3) dump pocket mounted over a 55 by 71 in (1400 by 1800 mm) Morgards- hammar overhead eccentric crusher using a 180 hp (132 kw) motor and belt drive. Crushed ore at 10 in. (250 mm) size drops onto an air- operated tipping chute which diverts the ore to either of two 1962 cu yd (1500 m3) pockets equipped with 3 ft 11 in. by 7 ft 11 in. (1200 by 2000 mm) Schenk vibrating feeders. Dust is drawn into a wet scrubber and exhaust air is combined with mine exhaust air. Because the crusher must be assembled underground, a 45/5 ton crane is installed over the crushing installation. A crusher above ground such as at Sacaton can easily utilize a smaller crane. Capacity of this 'most interesting crushing installation is 1653 st (1500 mtph) .

"The 100,000 volt sub-station at Butte is located near the center of the district in which the power is distributed. The sub-station building is 150 feet by 50 feet in plan and 50 feet high. It is a brick walled, steel framed structure with concrete floors and roof.There are installed at present four banks of single-phase transformers, rated at 3,600 k-w. per bank and connected in delta on both high and low tension sides. They step the voltage down from 102,000 to 2,500, at which voltage it is distributed to customers. The transformers are installed in fireproof compartments, entirely shut off from the rest of the building by brick walls and opening only out of doors. The transformers are mounted on wheels and can readily be run out onto a flat car, which stands on a track running parallel with the building in front of the row of transformer compartments. This arrangement furnishes a convenient method of handling the transformers, both at the time of installation and afterward, in case it is necessary to make repairs."
