Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

This circular presents a summary of the domestic chromium industry, and discusses the salient features of the world situation , reflecting the literature of the subject . The United States Bureau of Mines has in its files additional detailed information on many subjects briefly discussed in this paper and desires to assist the industries and the public by giving further data in response to individual inquiries . It will welcome comment and criticism and any contributions that would assist in making future editions of this circular more accurate . Unlike most common metals , chromium is rarely marketed as a pure metal . The chromium industry deals mainly with chromite , the principal ore of chromium , and with ferrochromium , the basic alloy in which chromium enters the metallurgical industry.

MR. McKEEVER: I think we had to start some- where. The proceeds of the beltbuckles and hard hat stickers will certainly be a beginning in a scholarship for some of our young people. And maybe, you know we might even get one of them sometime to go to the University of Oklahoma. A few years ago the luncheon speaker for tomorrow, Brooks Mitchell, got a few of the mine presidents together and we spent a full five hours of just dedicated listening to Carl Terzian. We listened basically on three subjects: how to work with the media, how to work with image, and how to identify with our political systems and those who are in them. I remember that as one of the turning points in my perspective on how our system really works. This gentleman who will be addressing you today, Mr. Terzian, will be conducting about a three-hour session tomorrow. And it's a shame that our other activities will not allow some of the golfers to probably be there. Those of you who can come to the session tomorrow morning will find it most rewarding. A little bit later on we will also have a panel session. And I see all of the panelists are here except for Bob Golten, but I understand that he is registered. We should have a full afternoon session with Charlie and his panel. When we started working on this, we naturally went back to Carl Terzian to give us some guidance. If there is anything wrong with your session, it's my fault because he knows how these should be done and he guided us along the way. One thing that I am sorry, it wasn't his fault necessarily, is that Harry Reasoner will not be with us for lunch tomorrow. Brooks Mitchell is going to make all of the PR he can out of the fact that Harry got scratched and he got in place for him. Brooks gave me one comment along that line. He said, "Do you know what you get when you cross a gorilla with a computer"? Of course I bit on that. He said. "Well, you get a Harry Reasoner." A little over a month ago I was invited out to California to Woodbury University at Carl Terzian's insistence. I happened to be sitting by one of his vice presidents. It was a formal affair. We had to wear tuxedos and everything and Mr.Green was sitting there and he said, "You know," he didn't know who I was at that time, but he said, "You know Carl really didn't want this formal affair. Said he had a couple of friends coming from the coal mining industry and they wouldn't know what to do with tuxedos." So with that Carl, we will start this little session and it's your mike. MR. TERZIAN: Thank you very much Ira. Let me begin by expressing my appreciation to the men and women of the Institute for allowing me to be here. I'm deeply concerned about my reputation, my image and don't want you to get the inference that I am responsible for Ira McKeever's image. Nobody could be responsible for that! But it is a great case in point that we all should be concerned about our images. I guess tomorrow morning from about 8:30. a.m. to about 11:30 a.m. we are going to do a? hopefully, a productive and very pleasant expertence for all of us in this growing field and great interest that people have in the area of image. I happen to be from Los Angeles. I have a national firm which has handled about 600 corporations', over the years through the areas of public relations,' community, civic involvement all built around a strengthening and safe guarding our precious, free enterprise system. That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

State and federal agencies during rehabilitation of existing bridges may require the existing bridges to be evaluated under seismic conditions. If the bridge does not perform under the seismic event, the bridge may require seismic retrofitting. Bridges are classified as: Critical, Essential, and Others according to their importance. Geotechnical considerations play a major role in evaluating the bridge behavior under a seismic event. Subsurface conditions influence the magnitude of ground acceleration and hence the forces and moments on the superstructure. This paper will provide a detailed description of the geotechnical aspects associated with the seismic retrofit evaluation for the 12th Street and 14th Street Viaducts located in Jersey City, New Jersey. The paper will also present a description of the geotechnical investigation program including seismic cross-hole surveys to determine the dynamic soil parameters, including the results of site-specific response spectra for both the 475 and 2475-year events. Liquefaction assessment methodology utilizing an equivalent factor of safety will also be described and the design method used will be summarized. In general, the pile foundation is modeled as 6x6 foundation stiffness matrix with 36 stiffness coefficients at the center of the pile cap. The seismic loading on the foundation is evaluated in a pseudo-static analysis, where the dynamic earthquake-induced loads are presented by static forces and moments. The computer program FB Pier was used to evaluate the foundation stiffness. The moments, axial loads, and shear are input into the FB Pier model. The stiffness of the foundation is determined and the results are then input into the Structural model to determine new forces and displacements. Adjustments are made until the loads are compatible with the stiffness used. The understanding of the geotechnical conditions at the 12th Street and 14th Street Viaducts and the coordination between the Bridge and Geotechnical Engineers were able to provide significant cost saving to the Owner. The Design Engineers were able to retrofit the existing Viaduct foundations with reasonable number of additional piles. It is believed that the results and finding presented in this paper will benefit both the Bridge Engineers and Geotechnical Engineers by highlighting the importance of interaction between the two disciplines.

"As part of a larger research program, a number of MEGATEM airborne electromagnetic (EM) test flights were flown over the Gallen massive sulfide deposit in northwest Québec. A particularity of this test site is that a major part of the ore body was extracted before the MEGATEM survey. Therefore one of the purposes of this study was to verify the ability of the system to detect the remaining massive sulfides below the water in the open pit. The open pit is also surrounded by a metallic fence, and a power line is present in the vicinity. A large part of the case study involved accounting for the impact of infrastructure and acidic water on the survey, which will help in the interpretation of airborne EM responses in complex exploration situations.The Gallen deposit was also previously flown with the INPUT and GEOTEM airborne EM systems before the major exploitation period. A comparison between the results from the different survey results allows estimation of the physical properties of the Gallen deposit, which is a relatively poor conductor.A new method for removing the power line signal shows amplitudes with a smaller residual associated with the emanating fields, and more compact, cleaner responses associated with induced currents. This will make it easier to identify bedrock conductors close to power lines"

A study was undertaken to determine the effect of five industrial frothers on the relationship between entrainment recovery and water recovery. The experiments were conducted using a Batequip rectangular 60 liter steel cell which was run in parallel with the first cell in a copper/silver prefloat rougher circuit. The concentration of the frothers ranged from 2.5 g/ton to 8.4 g/ton. The experiments were repeated at three different froth depths. A power function was found to fit this relationship with no discontinuity in the relationship caused by the changes in frother type and concentration and froth depth.

The Archaeozoic Willyama Complex at Broken Hill has suffered several periods of deformation and metamorphism. New structural and petrological information together with that available from the literature gives a picture of the metamorphic evolution of the Barrier Ranges. Several epochs of metamorphism are recognized, and potassium-argon dating of minerals has been applied with limited success to the resolution of these epochs.INTRODUCTIONAdvancements in the mineral industry at Broken Hill over the past eighty years have been accompanied by a continual striving towards increased understanding of both the geological history of the Barrier Ranges and the environment of the Broken Hill ore deposits. However, although many detailed studies of selected localities and particular-aspects of Broken Hill geology have been carried out recently, the regional geology of the Barrier Ranges as a whole has received little attention from a petrological viewpoint since the pioneer investigations of Mawson (1912) and Browne (1922). There still remains a great need for regional surveys combining field studies of the habits, structures and outcrop relationships of the various rock types with laboratory investigations of their chemistry, mineralogy and microscopic ,fabrics. Recording observations arising from three brief visits to the Broken Hill area during 1959 and 1963 may stimulate further surveys.During one of these visits, the generosity of the Zinc Corporation Limited in providing field transport and geological guidance enabled the writer to collect material and study field relationships and appearance of the various rock types at numerous localities covering most of the Willyama outcrop. The properties of some heavy liquids which can be used in sink-float separations are discussed with major emphasis being given to the halogenated hydrocarbons. Data are presented on density, viscosity, thermal characteristics and the effects of moisture and temperature on the corrosiveness of the liquids towards various materials of construction. The toxicity of these materials, the hazards involved in handling them, and the procedures for handling them safely are also discussed. True liquids have certain advantages over colloidal suspensions for sink-float separation of minerals which makes their use especially advantageous when close separations, fine particle sizes or water-soluble minerals are to be treated. For best separating results, the medium should have an easily controlled, uniform, stable density. Here, true liquids have the advantages of allowing closer control of density and of not requiring agitation to maintain a uniform den- sity in the equipment. Low viscosities are desired in a separating liquid so that rapid separations of fine material can be made. Many liquids have lower viscosities than the colloidal suspensions at operating gravities of 1.4 to 5.0. For economic reasons and to prevent contamination of the product, the separating medium must be easily and completely removed from the ore. Normally, true liquids must be more completely removed than the cheaper suspensions and thus cause more problems in this area. The fact that the medium should not react with the minerals, air, water or the common materials of construction limits the choice of liquids which can be used, but many are available which are sufficiently stable. A more serious objection to the use of true liquids is that many of them present a toxic hazard to operating personnel and users of the product. Most true liquids are toxic to some extent, but modem knowledge of toxicity allows us to recognize the hazards inherent in handling them and enables us to design around them. Three types of true liquids are available for this use: 1) Halogenated hydrocarbons cover the gravity range from 1.2 to 3.3. They are generally more volatile and less viscous than the other liquids.

"BackgroundThe paper discusses post-mining land use however, the essence of the topic is the emotional motivation behind the decisions related to mining investment and development. Therefore this is not a typical SAIMM technical paper about the science and techniques of post-mining land use. There are already numerous papers written and conferences held on this aspect of post-mine land use; the science is well understood, but the evidence of the practical application of the (environmental, social, and economic) science is sparse. At a recent conference held in November 2017 on the theme of ‘Science, Business, Society Dialogue – linking science, society, business and policy for the sustainable use of abandoned mines in the SADC region’, it was demonstrated through the delivery of several papers on the possible viable options of post-mine land use. The conference was structured in nine sessions, covering the following relevant topics:? Sessions 1 and 2: Nature and magnitude of the problem: raising awareness? Sessions 3 and 4: International experiences in remediation: case studies? Sessions 5, 6 and, 7: Technological solutions: converting liabilities into assets? Session 8: Implementing solutions: social and legal aspects? Session 9: Wrap up, lessons learned: conference resolution.Summaries of the key outcomes of the sessions are available for reference.The aim of this paper, accompanied by the video speech, is to provide a visualization of the possibilities of post-mine land use. Mining contributes approximately 7% to South Africa’s GDP - this is the lowest it has ever been and is attributable to both a diversifying economy and to poor mining and investment policy which has resulted in reduced investment in the sector. The objective of the paper is to highlight the opportunities, for succeeding and diversifying economic activity following mining and mineral extraction which can continue to sustain the livelihoods and wellbeing of communities and societies beyond mining.During mining, very few alternative and local economies develop. Dependence on mining and its value chain prevails until mining ceases. This idea is conveyed in Figures 1a and b."

The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

In 1995, Louvicourt mine started one of the first paste backfill operations in Canada. From 500 000 t in 1995, the annual paste backfill tonnage produced reached 800 000 t in 1999. The maximum throughput of the surface plant (including binders) is 3500 tpd with a final density of 75% to 76% solids which gives a slump of 15 cm to 17 cm. Following the start-up of the paste backfill plant, the backfill strength performance levels were well below the pilot plant’s predictions. The introduction of ferrous slag, laboratory tests on various binder ratios with or without additives, and the desliming of the tailings enabled us to optimize the mix and operation costs. Primary and secondary stopes are filled respectively with a paste containing 4.5% and 2% binders in a mixture of 20% cement to 80% ferrous slag. In certain stopes, the binder ratio may vary from 2% to 7%, but always in a ratio of 80/20. Six years after start-up, or 4.5 Mt of paste backfill later, this paper discusses the present operation and the major changes that have occurred over the years to optimize both the operation and the paste fill quality.

This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.

Long extensible conveyor systems are an important option for efficient tunnel excavation where intermediate access is impractical. The conveyor system designed for the Pula Subbaiah Veligonda Tunnel #2 in Andhra Pradesh, India will eventually extend to 19.35km. The Ø10.0m water diversion tunnel will be excavated under India?s largest tiger sanctuary using a Robbins Double Shield TBM. Once extended, the conveyor will be one of the longest single-flight systems ever installed in India, and is expected to offer increased system availability over comparable systems using muck cars. This paper will examine the engineering challenges of long-flight extensible conveyor systems in the areas of belt selection, component design, and equipment location in confined assembly and launch areas

The combination of high strength and corrosion resistance of cold-worked 18 Cr, 8 Ni steel has been advantageously utilized for some time, particularly in aircraft and rail car structures. There are, however, certain limitations on the use of such materials because the high strengths can be obtained only by cold-working, limiting the available products to sheets, strip, wire and tubes. The authors sought to overcome these limitations by resorting to precipitation-hardening, which has been used so successfully in nonferrous metallurgy but only to a limited extent in iron-base alloys. Accomplishment of this objective not only overcame the limitations, but also effected certain improvements in mechanical and other properties. This paper is an account of the development by Carnegie-Illinois Steel Corporation of a precipitation-hardening 18-8 stainless steel (called Stainless W‡ and tentatively identified as type 322). A description is given of its composition and metallurgical characteristics, heat-treatment, physical and mechanical properties and corrosion resistance. Development of the New Steel For a considerable length of time the authors were unable to determine the mechanism of the precipitation-hardening process that had been noted by Ffield18,19 in 18-8 Ti or 18-8 Cb after cold-working and reheating to moderately elevated temperatures. All known variables were exhaustively studied, but with little success. However, results began to indicate that chemical composition was the most important variable, particularly the ratio of austenite-forming to ferrite-forming elements. The investigators then focused their attention upon the composition, and, in particular, upon the element titanium and its mode of alloying in the presence of other elements. A heat was obtained that could not be brought to the softness level of annealed 18-8. The response to cold-straining and aging* was very marked by previous standards, and, more important, cold-straining was found to be entirely unnecessary to produce the precipitation-hardening effect. The chemical composition of this heat was: C, 0.06 per cent; Mn, 0.54; P, 0.016; S, 0.016; Si, 0.58; Ni, 7.28; Cr, 17.60; Ti, 0.90; Al, 0.17. The latest outcome of science is that aII bodies are composed of vibrating atoms or molecules. In almost all mineral bodies when changing from the gaseous or liquid condition to the solid, if the vibrating molecules are allowed free play, they arrange themselves in a symmetrical manner, and at a definite angle to each other: This angle varies with each system of crystallization. In a great many bodies this process may be brought about artificially, and the growth of the crystal watched. The most common method is to dissolve some substance in water or some other liquid, on slowly evaporating the liquid, the substance dissolved will solidify and the molecules will arrange themselves in their particular crystalline form.The element carbon crystallizes in two forms; as graphite in the form of a short six-sided prism', and in the diamond generally as the octohedron in the cubical system of crystallization. Orystalline bodies, as a rule, have plain faces but what is remarkable in the diamond is that in a great many cases the faces are rounded. Its great beauty as a gem when cut, and the high artificial value placed upon it by fashion, as well as its value as a cutting and boring instrument-it being the hardest body in nature-has caused many attempts to be made to form it artificially. These attempts have met with fair success as a scientific experiment, but as a commercial speculation they have been a complete failure. The most noted of these experIments was carried out by Mr. Hannay, of Glasgow.Paraffin spirit with lithium was submitted td prolonged heating in strong wrought-iron tubes securely welded. In most of the experiments the tubes exploded; but in a few cases the experiments were successful, and on cutting open the tubes small crystals of diamonds were found embedded in a black mass.Despretz produced minute diamonds under the influence of a powerful electric current from coal.

Due to environmental concerns in urban construction, many typically simple projects become very complex or feasibly impossible. The introduction of relatively new concepts has redefined "impossible", again simplifying these projects and making them "possible". Case Study One covers the use of Pressed-in Tubular Piles on portions of the Long Island Expressway in Queens, New York. Innovations in the design, material and installation method solved many typically inherent problems on projects of this type and resulted in cantilevered walls that supported a 35ft (10.668m) excavation. Design predictions and actual measured deflections of this wall were within millimeters. Case Study Two covers the use of Pressed-in Tubular Piles on portions of the Hodogaya Bypass in Yokohama, Japan. Innovations in equipment development allowed for a cantilevered retaining wall to be constructed without affecting the adjacent right-of-way, dramatic reduction of the overall construction duration and installation of tubular piles in soils with SPT N values greater than 160.

Technically based guidelines for managing rock related risks associated with strip mines in South African collieries are currently vague and are to a large extent based on experience and trial and error. To date, no mine specific or universal design charts exist within the South African industry. Quantification is done on a reactive basis i.e. following reported instabilities. The conditions under which, proactive tools to manage instabilities would be practically applicable are: The design of simple easy to use charts. Designing the charts for a target audience that is primarily production management. Well organized, logical set-up of the charts that will allow for easy future refinements. Allowing for variations in rock and soil properties within the charts that would account for colliery specific and region specific variability. The factors selected for in depth investigation that were deemed to have either individually or in combination, a primary influence on the stability of strip mines are (in no order of priority): Appropriate batter angles for ?soft? materials. Surcharge loading (spoils, dumps, topographical highs) on the highwall side. Influence of the thickness of stratification on stability. Influence of moisture content on stability. Influence of the changes to the coal seam dip angle on stability. Influence of persistent ?strip long axis? parallel faults/joints on stability. Spoil stability for variations in material type. This paper provides details of the work undertaken, using principally numerical modelling techniques, to produce design charts that will allow for proactive management of rock-related instabilities on strip mines.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.
