The opposition to the project has risen as a result of some political pressures and from public perceptions about the project’s necessity and its impact on the neighborhood. As a result of this controversy, the Underground Conservation Hall was quickly termed “Bredesen’s Bunker” by the Media. Close exposures for blasting, required by the Conservation Hall construction project, have been regulated by specifications that regulate seismic monitoring, pre-blast and post-blast inspections. Planned blasting for the project included blasting to a depth of 30 feet (9.14 meters) within 35 feet (10.67 meters) of the front of the newly renovated Tennessee Executive Residence. Excavation for the project found more competent rock at higher elevations than identified in test drilling which required blasting within 2 feet (0.61 meters) of the side of the Residence.

Metal market prices rose drastically in 2006, and most broke historical records as shown in Figs. 1-4. This increase has been basically driven by economic growth in Asian countries, especially China. The growth trend is expected to continue for several years. Then, India will follow the same growth trend. Their metal demands keep the price levels high for 20 years or more. One more additional important factor on the metal market prices is hedge funds come into the market. Japan imports all metals for domestic use from overseas. The amounts imported were 1.27 million tons in copper, 0.32 million tons in lead, 0.59 million tons in zinc, 0.20 million tons in nickel, and 1.18 million tons in manganese, respectively in 2006 (Source: http://www.jogmec.go.jp/j_resourse/index.html#03). Though mainly we import the concentrates and our domestic customer smelters take the part of metallurgical leaching, the payment necessary for purchasing the concentrates is estimated about US$ 10 billions in 2006. The payments in 2005 and in 2003 were about a half and a quarter of the 2006, respectively. Japan must have effective counter measures to reduce the future payments.

The Australian Centre for Minesite Rehabilitation Research (ACMRR) was established through a mining industry initiative to meet the need of industry, governments and the community for sustainable systems for land affected by exploration, mining and mineral processing activities. The Centre, which is a consortium of the major groups associated with mining rehabilitation research in Australia, has a focus on both strategic research and technology transfer and combines a wide range of multidisciplinary skills covering engineering and the physical and biological sciences. The paper briefly describes the goals, structure, expertise and research and technology transfer activities of the Centre. The major research program areas of waste rock dump and final void stability, acid mine drainage, tailings disposal, and remediation of ecosystem reconstruction are described in the context of national priorities.

"The development curve in the extractive sector has become longer, steeper, and riskier due to increased social, legal, and political risks from various stakeholders. Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. Stakeholder identification, management, and engagement are key risk-mitigation tools required to successfully convert risks into opportunities.RÉSUMÉ La courbe de développement du secteur de l’extraction s’est allongée, elle est devenue plus abrupte et plus hasardeuse en raison de l’accroissement des risques sociaux, légaux et politiques venant des divers intervenants. Les peuples autochtones sont des intervenants uniques puisque leurs droits légaux croissants sur les terres et les ressources déterminent souvent ce qu’il adviendra d’un projet. Un projet ne pourra réussir que s’il est capable d’obtenir les permis légaux, passer à travers les analyses judiciaires, puis obtenir et maintenir le permis social d’exploitation. The principal objective of Geotechnical Engineers supporting operating mines is to provide safe working conditions and ensure that pit designs are geotechnically optimised to site conditions and pre-defined stability requirements. Pit slope designs are delivered in advance of pit excavations. Making changes to these designs is usually slow to enact and involves a layered sign-off before implementation, leading to unwanted delays in their adoption and subsequently increased production pressures. When unexpected ground conditions are encountered during the mining process, or short-term mining schedule requirements demand it, changes to these designs may not be easily feasible in certain situations. It is when these scenarios arise that Geotechnical Engineers need to be proactive and consider unconventional options to deliver safe operating conditions while satisfying short-term requirements to the mine schedule. Essentially, the geotechnical short-term strategic designs double-pronged approach supports the mine schedule while providing safe conditions and minimising geotechnical risks for people and equipment. Common short-term strategic geotechnical designs include; slope buttressing, over-steepening cut slopes to increase reserve recovery through unplanned or emergency cutbacks, and accepting risk threat and operating under unstable slopes. When implementing strategic design options, the Geotechnical Engineer must consider the broader implications for such designs. They must think of the plan’s long-term effects on the mine schedule and pit wall stability. Initiating aggressive designs to recover additional reserves to satisfy a short-term scheduling demand could result in-pit wall instability or suboptimal pit layout. Before and during the implementation phase, the Geotechnical Engineer must communicate and engage with relevant stakeholders to ensure that the plan is executed accordingly and geotechnical risks are effectively managed. Proactiveness to ground response and implementation of risk management strategies will improve safety performance and optimise mining schedules.

The risk associated with mining induced seismicity is one of the major threats to the safety and sustainability of deep underground mines. This paper describes techniques that allow site practitioners to efficiently control such risks in mines. The proposed approaches rely on ground support to strategically control seismic risk and re-entry time to tactically control this risk. The strategic approach is based on the detailed understanding of past seismicity to as certain the seismic hazard of individual sources throughout the mine. This approach also relies on assessing the potential damage that these sources can induce on nearby excavations using the excavation vulnerability potential (EVP) and rockburst damage potential (RDP) concepts proposed by Heal et al. (2006). It is then possible to investigate how to reduce the risk of experiencing damaging seismicity in mine drives by locally enhancing the ground support system. The tactical approach relies on a proposed methodology to estimate reliable re-entry times or exclusion periods based on the seismic decay following blasting. Some examples of how these techniques have been applied in Australian mines are given.

The mining industry continues to experience a skills shortage and this is having an impact on the ability of mining companies to operate sustainably. Apart from a few exceptions, there is a dearth of geologists, mining engineers, metallurgists as well as environmental scientists and other professionals in the global mining industry. This relates to both quantity and quality. It makes good business sense for mining companies to employ local professionals rather than expensive expatriate staff. In some cases a mining company could employ more than 10 local mining engineers for the cost of one expatriate. However, in many countries local professionals are not always equipped professionally to work on mine sites. The result is that many companies are not operated optimally due to human resources gaps. In some cases, particularly in key areas such as mine planning, this threatens the sustainability of the operation or at the very least results in sub-optimal resource utilisation. This paper briefly presents some of the issues and strategies being implemented and that might be implemented to maintain a sustainable supply of quality minerals graduates to the industry in 2011 and beyond.

The challenges of noise emission in the mining industry are well known. These challenges are exacerbated by the increasing trend towards mechanized mining, and there is general consensus that an effective industry-wide Buy Quiet initiative (BQI) will significantly assist in reducing noise-induced hearing loss by minimizing noise at its source. In its endeavours to improve the health of workers, the MOSH Noise Team has facilitated development of a proposed strategy and structure for a BQI. Extensive consultation with stakeholders resulted in support for the initiative. The MOSH Noise Team was advised to solicit the contributions of consulting mechanical and electrical engineers (CM&EEs), whose support is viewed as critical for realization of the initiative, since elimination of noise at source is an engineering challenge, and most procurement standards and specifications are set and managed by engineers. A workshop with CM&EEs and their representatives, as well as group environmental engineers (GEEs), confirmed the urgent need for the initiative and provided valuable insights. The workshop used obstacle based planning techniques to identify the factors on which the success of this BQI will depend. Most potential obstacles to the implementation revolved around proper scoping, leadership commitment, and companies? adherence to the initiative. Lack of involvement by the relevant stakeholders and economic issues were also identified as potential obstacles. Delegates at the workshop felt that the successful implementation of the industry-wide BQI, will depend on the mining industry addressing the specific obstacles. The most critical and urgent issue was identified as the formation of a properly constituted industry-wide BQI task team that includes representatives from critical stakeholder groups and which is mandated and empowered to drive the initiative.

The authors describe two stratiform intrusions within a two miles thick ophiolite belt, one of the many ophiolite (serpentine) belts of the eugeosynclinal sequences of the Kalgoorlie System (metamorphic age c.2700 million years). Unusually good evidence of gravitational differentiation involving cumulates for an Alpine type peridotite-gabbro intrusion has been obtained, in spite of modifications of the original igneous rocks imposed by regional metamorphism. Unmetamorphosed relics of cumulate rocks are a surprising feature of this occurIfence.'fhe differentiation process reflected in the layered sequences is compared to that of the Stillwater Intrusion, Montana. Phase, cryptic and rhythmic layering are recognized. The economic significance of this study lies not only in the possibility of nickel mineralization in this ophiolite belt, but also in that much detailed information on the nature of these belts, which is difficult to obtain in the case of the more altered and sheared rocks of the belts carrying gold and nickel ore deposits nearby, is gathered from the Yilmia occurrences.

"Industrial-grade limestone is found in both the Lower Silurian La Vieille Formation and Upper Silurian LaPlante Formation of the Chaleurs Group in northern New Brunswick. Currently, between 150 000 and 200 000 tonnes of limestone are produced per year from the proximal facies of the LaPlante Formation at the Sormany quarry of Elmtree Resources Ltd., located west of Bathurst.The proximal facies of the LaPlante Formation was deposited on the margins of tectonically uplifted Ordovician terranes. This facies comprises stromatoporoidal-algal bindstone intercalated with wackestone, packstone, and floatstone in variable proportions. The distal facies comprises calcareous shale and minor limestone deposited deeper offshore.Folding and faulting related to Middle Devonian Acadian tectonism have caused an increase in the apparent thickness of the limestone sequences, especially adjacent to the regional Rocky Brook-Millstream fault. Structural and stratigraphic observations indicate that some of the limestone bodies in the area have been tectonically displaced from their site of deposition.A variety of prospecting techniques was used to locate new limestone resources, including geological mapping, airborne and ground electromagnetic surveys, and satellite remote sensing. Clastic rock units above and below the LaPlante Formation have distinctive properties that help to trace the intervening limestone along strike. Because of water-saturated glacial cover, thick vegetation, and the small size of targets, airborne geophysical methods did not prove effective in delineating limestone beds, but aeromagnetic surveys helped map the underlying clastic unit. The remote-sensing data and especially high-resolution digital elevation models helped in identification of karst topography related to limestone."

Located at the southern end of the Awhitu Peninsula, the Waikato North Head ironsand mine is approximately 50 km southwest of Auckland . The ironsand deposit consists of Quaternary sands, clays and peats, formed by aeolian and marine processes. We sampled on widely- and closely-spaced intervals to test variability within the mining area. X-Ray powder diffraction shows that samples contain feldspars, quartz, pyroxenes, amphiboles, clays and titanomagnetite. Densities range from 1.6 to 2.5 grams/cubic centimetre, with porosities from 30 to 43 percent. The percentage of magnetic minerals values range from 0 to 75 percent, slimes (clay minerals) values of 0 to 26 percent and non-magnetic minerals from 20 to 95 percent. Mineralogical differences in the Mitiwai Formation and Waiuku Blacksand Member cause bimodal populations in the density, magnetic minerals, nonmagnetic minerals and slimes plots. The Mitiwai Formation has higher non-magnetic mineral values and lower density, slimes and magnetic mineral values than the Waiuku Blacksand Member.

"Seven lithologic units, informally characterized, were recognized in the vicinity of the Montauban orebody. The first five lie in stratigraphic order. From structural bottom to structural top these are: (1) grey composite gneiss; (2) dark grey quartz-biotite gneiss; (3) quartz-biotite-garnet gneiss hosting several calcareous, aluminous and magnesian members and gold mineralization; (4) light grey quartz-muscovite-(sericite)-biotite gneiss; and (5) metabasafts. The last two intrude the sequence: (6) amphibolite dykes and (7) pegmatite veins. The orebody lies on the inverted limb of an overturned synform verging to the west with the metabasafts marking the core of the fold. As the foliation is folded, this fold is attributed to deformation ""D2""; deformation ""DI"" being responsible for the formation of the foliation. A late brittle deformation developed shear zones with probable strike-slip motions. The refined stratigraphy and the identification of the structural position of the orebody provide new tools for regional interpretation and prospecting.RESUMESept unités lithologiques ont été définies informeffement à proximité du gisement de Montauban. Une deformation cassante tardive se traduit par des zones de cisaillement, d rejet apparemment directionnel. Cette stratigraphie plus précisé et l'indentification de la position structurale du gisement fournissent de nouveaux omits de prospection et d'interprétation regionalé."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. In less than two years, Stratmin has discovered, explored, developed, financed and put into production by open pit, a large graphite mine. The deposit, hinted by airborne electromagnetic survey, was discovered in September 1987 through various ground geophysical surveys, diamond drilling and trenching. The open pit started production in February 1989, feeding a nearby leased mill at Notre-Dame-du-Laus (Quebec), having a processing capacity of 400 tons per day. A new 1,000 tonne per day mill was built at the mine site, in Lac-des-lies (Quebec) and began production in April 1990. The Lac-des-lies graphite operation is currently one of the largest of its kind in the world. Mine and mill facilities are operated by Stratmin Graphite, jointly owned by Stratmin Inc. (75%) and Imetal-France (25%), a wholly owned subsidiary of Imetal (France). From initial exports limited to Japan and United States, Stratmin Graphite is now exporting in fourteen different countries, attesting to the very high quality of its products, with grades ranging from 92% to 97% carbon. Among the numerous graphite deposits discovered in Canada, Stratmin Graphite Inc. has emerged as the leader and virtually the sole crystalline graphite producer in North America, operating on a continuous basis.

concentrations) and physical nature of receiving streams, which in turn affects the stream ecosystem. Benthic macroinvertebrates are used to illustrate these impacts, and to investigate natural recovery in affected streams. In Charming Creek, a severely impacted stream in the Buller District, the macroinvertebrate community recovers diversity and the proportion of sensitive species (EPT) in the community is more significant with increasing downstream distance from the source of AMD. This is most likely due to dilution of AMD contaminated water by tributaries to the Charming Creek mainstream. Other impacted systems with less dilution from tributaries did not display similar levels of recovery. The effectiveness of remediation products BauxsolÖ and Zeolite was investigated using laboratory trials. Both products mitigated the toxicity of AMD and enhanced the survival of mayflies exposed to AMD contaminated water. Such products may be of use in the New Zealand environment but are likely to be most effective in conjunction with other systems (eg wetlands). Mitigating the impacts of AMD on stream ecosystems needs to include systems to directly address water chemistry issues (low pH, high metal concentrations) as a component of a holistic approach to restoring environmental conditions.

The REGCHEM (Regional Exploration Geochemistry) stream sediment geochemistry database of open file mining company data, managed by GNS Science, was recently made accessible via the internet (http://maps.gns.cri.nz/website/minmap/). REGCHEM provides coverage of selected elements in mineral rich areas of New Zealand. Analysis of REGCHEM data highlights problems with inconsistencies between different surveys in terms of sampling methods, number and types of elements analysed, analytical techniques and detection limits. New, consistent multi-element geochemical surveys with national coverage are required. To test sampling, analytical and data treatment techniques for the new surveys, a pilot stream sediment geochemical survey was carried out in the Thames area, Hauraki Goldfield. Seventy samples were collected in an area of 220 km2 representing about one sample every 3 km2. The samples were analysed for 50 elements, mostly by XRF.   Regional patterns are apparent in the concentrations of some elements. Several elements, such as As, Cd, Cu, K, Pb, Sb, Se, and Zn exhibit anomalous concentrations mainly in the western part of the study area, related to Au-Ag-Zn-Pb-Cu epithermal quartz veins and porphyry Cu occurrences in hydrothermally altered andesitic terrane.   Mercury is anomalous in southern samples, reflecting cinnabar occurrences in the Kauaeranga valley (eg Mangakirikiri), and the occurrence of cinnabar as a late stage mineral in some of the Thames epithermal veins. Ba and U are anomalous in the eastern samples, and these anomalies are probably related to the presence of rhyolitic rocks in the eastern part of the project area.

Fracture initiation and propagation, being one of the most intensive subjects in rock mechanics; contribute significantly to the deformation of jointed rock masses. An experimental study on fractured granitic rock was carried out to determine the peak strength of specimen under triaxial loading conditions. The commonly observed failure mode for rock specimens in this study was found to be the shearing of the plane of weakness. The minimum peak strength of fractured rock is observed when the joint orientation is approximately 70° to the horizontal axis. Based on experimental test data, an empirical expression was developed to accommodate the effect of joint orientation and joint trace length in estimating the peak strength of fractured rocks. The predicted values of peak strength using the proposed equation well agree with the experimental results carried out on singly fractured specimens under triaxial loading conditions. The threshold stress values of crack initiation and propagation depend on joint geometrical parameters, their degree of interconnectivity, as well as surrounding stresses on the fracture plane.

A new loading apparatus was fabricated and used to conduct true-triaxial compression tests on KTB amphibolite, a crystalline basement rock. Tests in dry jacketed samples reveal that the intermediate principal stress has a significant effect on the onset of dilatancy and on rock strength, contrary to the implicit assumption made by Mohr-type failure criteria. Failure is induced through a shear fracture that dips steeply in the direction of the least principal stress. Experimental results lead to a new generalized strength criterion in terms of all three principal stresses. Unjacketed KTB amphibolite specimens, exposed to confining fluid, are considerably weaker than the jacketed ones, despite the negligible porosity and permeability. Failure is facilitated by several closely spaced subparallel tensile cracks normal to the least stress direction. SEM analysis suggests that microcracks developed upon dilatancy onset are penetrated and extended by the confining fluid, bringing about the unexpected rock failure mechanism at reduced stress levels. Un nouveau dispositif à chargement fut fabriqué et utilisé afin de réaliser un vrai essai de compression tri-axial sur KTB amphibolite, une roche cristalline du sous-sol. Les essais effectués sur échantillons enveloppés et secs révèlent que les contraintes principales intermédiaires affectent considérablement le début de la dilatance et la résistance de la roche, contrairement à la supposition fondée sur le critère de rupture de Mohr. La rupture est produite grâce à une cassure de cisaillement très incliner en direction où la contrainte principale est moindre. Ces résultats expérimentaux indiquent un nouveau critère de rupture général en fonction des trois contraintes principales. Les échantillons de KTB amphibolites sans enveloppe, exposés à un liquide confiné, sont considérablement plus faibles que ceux enveloppés, malgré la porosité et la perméabilité négligeable. La rupture est facilitée par plusieurs fissures de traction adjacentes et sub-parallèles, normales à la plus petite contrainte principale. Versagen wird gefördert durch mehrere, nebeneinander liegende, sub-parallele Spannungsbrüche, normal zu der geringsten Spannungsrichtung. SEM Analyse lässt vermuten dass Mikrobrüche, die sich beim Überschreiten der Dilatanzschwelle entwickeln, durch die umgebenden Fluiden fortgepflanzt und weiter verbreitet werden, und unerwartet, auf Grund der reduzierten Spannungswerte, den Versagungsmechanismus des Gesteins einleiten
