"The Victor Diamond Mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario and was completed approximately 9 months ahead of schedule.The Victor Mine process plant flowsheet was designed to produce a 95 - 98% by weight diamond concentrate. Main processing steps include 3 stages of comminution, dense medium separation and proprietary x-ray technology for final recovery. Reagent consumption for this process is limited to flocculant, for thickening of fine processed kimberlite, and FeSi for the dense medium separation.The commissioning phase of the Victor Project was executed over a period of 6 months and commenced prior to substantial completion of construction. The approach used was to focus on and complete commissioning of the higher risk dense medium separation and recovery systems prior to construction completion of up stream systems.INTRODUCTIONThe development of the Victor Diamond Mine took place over a period of approximately 5 years and had a capital cost of CAD997 million. It was a greenfields project in an undeveloped region of northern Ontario, only accessible by winter road. Figure 1, below, displays the location of the project within Ontario.The main stages of the project included feasibility, environmental permitting, engineering, construction, and commissioning. At the onset of the engineering phase, the mine was scheduled to enter production in October 2008. Through a team effort between AMEC and DeBeers Canada, the schedule was advanced by 6 months towards the goal of project completion in April 2008. Production status was attained in January 2008, approximately 9 months ahead of the original schedule. This paper focuses on the commissioning aspects of the project and includes a less detailed discussion of the engineering stage."

"A survey of 925 mineral property transactions worldwide was carried out between 1987 and 2004. These mineral properties with reported Mineral Resources include 457 gold properties, 322 base metal properties, and five platinum group element (PGE) properties. Based on constant Canadian dollars, the results of the survey indicate that:• In general, unit metal values in the ground (e.g. $/oz Au or $/lb Cu) have kept pace with the changes in the respective metal prices during the period of the survey.• A general decrease in unit gold values in the ground has occurred from about $57/oz Au in 1987 to about $11/oz Au in 2002 for Canadian mineral properties, with the exception of a peak of $58/oz Au in 1996.• A similar trend for mineral properties has occurred in the United States, but with lower unit values, in the range from $1/oz Au to $10/oz Au during the last three years of the survey. • Unit metal values in the ground for gold properties in Canada were higher than for those in the rest of the world.• Unit metal values in the ground for copper properties in Canada were in the mid-range compared with other countries in the rest of the world; the United States and Australia were higher and Latin America, Asia, Africa, and Europe were lower than in Canada.• Unit metal values in the ground for zinc properties in Canada were also in the mid-range compared with other countries in the rest of the world; Latin America and Europe were higher and the United States, Australia, and Asia were lower than in Canada.• Unit metal values for nickel properties in Canada were highest compared with other countries in the rest of the world, followed by the United States, Australia, Africa, and Asia.• Gold values in the ground in Canada have ranged from 6% to 14% (with an average of approximately 10%) of the gold price.• The unit values of base metals in the ground have been in the order of 2% of the quoted metal price, during the period of the survey."

In planning activities the aim is to adapt them to changes in conditions, in the needs of the mining industries, and in the public interest; those that contribute most to solving the present problems are emphasized, investigations of less immediate importance being recessed if necessary. The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916/ and an investigation of Illinois coal-w.ashing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coa 1.

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifications, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and viability of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

"Xstrata Alloys – Eland Platinum concentrator (South Africa) has recently been commissioned and is now initiating a challenging optimisation program encompassing the entire operation. Process control improvements are key elements of the program and initial results have demonstrated how leveraging from current assets can bring significant improvements through overall reduction of variability. This paper gives a brief overview of the operations and details how Eland is striving to become a top tier leader with advanced regulatory control strategies recently implemented. Results reveal that what can be achieved in a standard control system (PLC or DCS) should not be underestimated as the first interventions led to a steadier operation of the primary ball mill circuit. Following the improvements, significant and sustained reductions of standard variation were observed for key process variables around their set-point: primary ball mill feed rate (72 %), rougher feed density (58 %), and rougher feed flow rate (47 %). A path forward has been identified to tackle further opportunities around the primary grinding circuit: water balance management, throughput optimisation as well as charge and power draw control.INTRODUCTIONThere are numerous approaches to mineral processing plant optimisation. As the benefits of determining the right reagent types, mix, dosage and addition points, or the proper charge of grinding media in a mill are fully appreciated, there is still nowadays some misunderstanding and misconceptions about process control in general and how it can contribute to the whole optimisation process. The confusion between the various disciplines involved, i.e. instrumentation, control system programming, automation and process control, certainly does not serve the best interest of the industry with this regard."

A1though the expanding Eltran1 configuration has been used in induced polarization exploration for several years, there has been little application of this method to straight resistivity problems. A comparison of results of resistivity exploration by this technique versus those obtained from Wenner configuration surveys reveals a number of advantages in interpretative resolution as well as in field operation. The application of electrical resistivity to ground-water exploration is well known.= In the past a major portion of this work has been accomplished by use of one or more variations of a technique employing the Wenner3 electrode configuration. With the introduction of the frequency domain technique of induced polarization measurements, used primarily in the exploration for disseminated sulfide deposits, there arose the need for an electrode configuration by which potentials could be measured externally to the current electrode spread in order to minimize coupling between current sending and potential receiving circuits. It was also deemed desirable that the configuration would provide information laterally along profile as well as with depth. To reach these objectives the expanding dipole-dipole configuration (which probably first was used in the electrical transient method of exploration and from which the name 'Eltran' was derived) has been adapted to induced polarization exploration. OCCURRENCES of salt in Alberta have been mentioned and described by the writer in 1929 (l) and by Cole in 1930 (2). Brine springs occur at a number of places along the valley of Athabaska river north of latitude 56 degrees, and also on the south margin of Salt prairie, twenty-five miles west of Fitzgerald in the vicinity of the 60th parallel of latitude, which is the boundary between Alberta and the Northwest Territories. These salt springs were visited by Sir James Richardson in 1820, and in the same year D. W. Harmon stated that " ... clown Salt river there are several places where almost any quantity of excellent dean white salt may be taken with as much ease as sand along the seashore" (3). One hundred years later, in 1920, when the writer first visited these springs, the "dean white salt" which had accumulated about the springs was about 400 tons ( 4). This paper deals with a thick deposit of rock-salt which has been proved by drilling in the vicinity of McMurray. Particular attention will be given to a well drilled at Waterways early in 1936 by Industrial Minerals, Limited, when a continuous bed of rock-salt was penetrated with a thickness of 199 feet. As this paper is being presented, a salt plant is being completed and a production well is being drilled at the plant. < is salt deposit is in the vicinity of McMurray, close to the junction of the Clearwater and Athabaska rivets, in township 89, range 9, west of the 4th meridian. McMurray is about 240 miles northeast from Edmonton. As shown on Figure 1, Clearwater river, which rises at Methy portage, in Saskatchewan, enters Athabaska river at McMurray. Some three miles above the mouth of Clearwater river, the Hangingstone enters from the southwest. Waterways, where the latest salt development has taken place, is situated at the end of the Northern Alberta railway, a distance of 304 miles from Edmonton. This railway reaches the bottom of the Clearwater valley at Draper station, about 3 miles east of Waterways and near the mouth of Deep creek. The Draper bituminous sand plant is approximately half a mile east of Draper station. About one mile south of the townsite of McMurray, Horse river enters the Athabaska from the east.

Ensuring that diesel particulate matter (DPM) levels in underground metal and non-metal mines are maintained below statutory limits is an essential requirement of mine ventilation systems. However, despite the cost of providing ventilation, air ventilation rates are usually based upon models, assumptions, or measurements integrated over long durations rather than actual need. Real-time measurement of DPM, interpreted in terms of mine activity schedules, can offer better ventilation management to keep DPM within regulated levels while controlling costs. This work presents data from three demonstration sites with in-mine applications of an environmental particulate sensor that measured black carbon (BC) as a surrogate for DPM.Aethalometers are a class of environmental monitors that measure the light absorbance of aerosol particles at several optical wavelengths. A model AE33 Aethalometer was operated in three separate mines for periods of two weeks, three months, and seven-plus months, and the data was reported in real time as a concentration of BC. Concentration of aromatic organic compounds, which can indicate other forms of combustion, was also reported. The data was used to:- measure the relative efficiency of a new scale-model DPM air scrubber- determine if ventilation could be reduced in a shotcrete loading facility without compromising air quality- evaluate diurnal and weekly DPM levels in a large-entry stone mine. Instrument data were displayed locally and stored for later downloading in all cases. In one mine, the instrument was connected to a local controller, and in another it was connected to the mine’s underground network so that DPM data was presented in real time to a display in the mine ventilation engineering office on the surface.The results showed that the air scrubber removes from 82&#160;per&#160;cent to 95&#160;per&#160;cent of the DPM; that DPM produced during shotcrete loading is only a minor part of overall DPM levels; and that wide variations in DPM levels exist in the limestone operation. The DPM monitor operated continuously for extended periods in these underground environments. The only maintenance required was the routine replacement of filter tape, typically on a two-week schedule. A sample diluter, which is currently being tested, could extend the intervals between filter changes. The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.

EVERY year it becomes more difficult to find new mining districts and new ore deposits. Nearly all of the important discoveries so far can be attributed to surface manifestations overlying the ore deposit. In the future greater skill will be necessary to find ore deposits that give little or no indication of their presence. Mining geology is making progress by broadening its attack upon mineralized regions, by including in its investigations studies of the relation of physical-chemical processes to ore precipitation and various phenomena that heretofore have not always been looked upon as major factors in the problems. Such, for example, are petrographic peculiarities that will help determine structure, aspects of strata or formations favorable or unfavorable to structural deformation or mineralization, and renewed studies of chert and dolomite. This broadening attack is not necessarily being directed to the study of large areas, but rather by doing extremely detailed work in three dimensions in relatively small critical areas to find the key to the structure, reasons for the manner of rock deformation, composition and texture of the rock, and other con¬trolling factors in the larger areas.

The small party of mining men who formed the original Mount Morgan Syndicate in 1882, commenced operations on the top of the mountain with what were practically nothing more than small hillside quarries, It was not until 1891 that underground stoping began, and open-cut mining therefore commenced with the commencement of operations. This hillside quarrying, however, seems to have been quite haphazard and unsystematic ; there is no trace or sign of any properly devised mining scheme. This can be seen plainly enough from an examination of old mine plans; for in less than five years after stoping was; adopted, the open-cut was down into the stoped-out ground. The following table, prepared from these old plans, shows the downward trend of the excavation in the past fiftyseven years:-

The Juneau Gold Belt, centered on Juneau and approximately 120 miles long by 10 miles wide, stretches from Berners Bay on the north to Windham Bay on the south (fig. D-l). Access within the Juneau Gold Belt is provided by the Glacier, Thane, and North Douglas Highways. The Glacier Highway extends northwest from Juneau for approximately 40 miles to Echo Cove, and the other two roads end 5.5 miles southeast and 12.6 miles west from Juneau, respectively. None of these roads connect with other highway systems and access to other areas is restricted to airplanes, the State ferry system, and commercial barge lines. BUREAU ACTIVITIES The majority of lode gold produced in Alaska came from the Juneau Gold Belt portion of the Juneau Mining District. To evaluate the economic potential of the Gold Belt, the Bureau located 173 mines and prospects within the area. A total of 263 ad its and shafts were found and 56,650 feet of underground workings were mapped. The Bureau collected and analyzed 1,557 samples during the study. In addition, considerable detailed geologic map-ping was done in the vicinity of the mines and prospects from which ore control models were developed.

THIS REPORT describes the occurrence, mining, and use of refractory clay in Colorado within Region III of the Federal Bureau of Mines, which includes the States of North arid South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona. Field work by the Bureau of Mines, United States Department of the Interior, included examination of active and abandoned refractory-clay mines as well as a reconnaissance survey and sampling of numerous clay-bearing formations exposed in Colorado. Information from the survey and the sampling will help guide private industry in its search for virgin sources of refractory clay. Library research of published and unpublished reports from various Federal, State, and private sources was conducted during the early phase of the investigation. Most of the refractory clay mined in the Denver-Golden district of Colorado is not used for refractory purposes but is blended with other clays in the manufacture of structural clay products. The predominantly flint-clay de-posits in the Pueblo and Fremont County districts are mined and utilized chiefly in fabricating refractory products.

"INTRODUCTION This report deals with a comparatively simple application of some of the engineering principles involved in the evaluation, installation, and operation of air- or gas-injection projects and well-clean-out and repair methods to increase the producing rates of oil wells in partly depleted pools during the war. The methods suggested for developing gas-injection projects take into consideration that in general no new wells will be drilled because of wartime restrictions of equipment and manpower and that only existing wells and second-hand machinery will be used. Because air will be employed as the injection medium in secondary-recovery operations where natural gas is scarce and expensive, the disadvantages and hazards accompanying, its use are discussed. Engineering techniques recognized as best modern practice are discussed in relation to the effect of simple air-injection development of properties on postwar operations and Probable ultimate recovery of oil. The report is an introduction to where, when, why, and how an air-injection project should be installed and operated; it is not intended to be an engineering manual for technical guidance in the selection, development, and operation of simulative methods of oil recovery.The report is intended mainly for these thousands of operators in the Appalachian region owning a few wells prodding small quantities or oil daily. Many such operators are anxious to increase their production rates by simulative means and to rehabilitate their wells so that they will produce more oil to help win the war but, in general, are unfamiliar with secondary-recovery operations and cannot afford to hire technical assistance."

On Bougainville Island in Papua New Guinea, Bougainville Copper Ltd. (BCL) has successfully applied electronic data processing (EDP) techniques to pit operations and mine planning. Though the EDP program is not complete, BCL has realized significant improvements in short and long range mine planning, and equipment and manpower utilization. About 80% of BCL&apos;s 4000 employees are Papua New Guinea nationals, and most have little education or training. The operational characteristics of the computer equipment, however, have been quickly adapted by users with low educational standards.

"(1) The radiological appearances of pneumokoniosis on the Kolar Gold Field is described in detail. The characteristic abnormality is the. presence of a diffuse, fine annular and punctate mottling. (2) The frequency of symptoms could not be determined with any degree of accuracy, but it is believed that symptoms are absent and there is no incapacity until profuse radiological mottling is present, i.e., after long exposure to dust. (3) There is an increased predisposition to tuberculosis, which, if it occurs, affects the prognosismost unfavourably.(4) Pathological examination shows that the radiological mottling is due to the presence inthe lung of numerous small dust-cdll aggregates (up to T5 mm. in dia.) deposited around the smaller bronchioles and blood-vessels.(5) The dust-cell aggregates are relatively acellular but when tuberculosis is superadded thereis an excessive cellular and fibrotic reaction.(6) The difficulties of defining the radiological and pathological appearances of early pneumokoniosisare discussed.(7) The incidence of pneumokoniosis in 7,653 workmen with 5 or more years’ undergroundservice was 43-75%, but it is suggested that in future the incidence will be appreciably lower.(8) The methods of- dust production and the chemistry of mine dust are described. It isshown that the free silica-content of air-borne mine -dust is relatively low.(9) The aetiology'of the pneumokoniotic lesion is discussed."

"This paper examines test results and grinding mill design for the recent Fortune Minerals’ NICO Project, located in the Northwest Territories. SAG milling and rod milling options are compared. Rod milling is clearly shown to be the best option because of the ore’s extreme resistance to breakage in a SAG mill environment.Surprisingly, the Bond Ball Mill Wi was 13 kWh/t for this ore. The Bond Rod Mill Wi was 20 kWh/t, whereas the SAG pinion energy to grind the ore to T80 1.7 mm was 30 kWh/t. The existence of ore with this ratio of SAG hardness to Bond BM Wi has not been previously observed. If not considered, this critical relationship may adversely impact the accuracy of mill design. This paper substantiates the significance of these findings to achieve successful grinding design on ore that is macro-competent during primary size reduction, but relatively normal during secondary grinding.INTRODUCTIONThe NICO Cobalt-Gold-Bismuth-Copper deposit is located 160 km northwest of the City of Yellowknife, Northwest Territories. It is the largest IOCG-type deposit (aka Olympic Dam-type) currently recognized in Canada with Mineral Reserves of 21.8 million tonnes contained within a larger 57 million tonne, lower-grade Mineral Resource. The project, owned 100% by Fortune Minerals Limited, has been assessed in a positive definitive feasibility study, subject to underground test mining and pilot plant testing, and is now in the permitting stage to develop a combined open pit and underground mine and process plant. An updated process flow sheet incorporates conventional crushing, grinding and bulk flotation, followed by filtration for shipment of a concentrate to a purpose-built refinery proposed to be built near Saskatoon, Saskatchewan. At the refinery, separate bismuth and cobalt concentrates will be produced following regrinding. The hydrometallurgical process methods include: pressure acid leach, precipitation, ion exchange, and electro-winning for recovery of cobalt as 99.8% cathode; solvent extraction and electro-winning of by-product copper cathode; ferric chloride leach and electro-winning for recovery of bismuth as 99.5% cathode; and cyanidation of the leach residues for recovery of gold as doré."
