"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. Dynatec Mining Limited contracted to sink a lS00 metre (4960 ft.) concrete lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft is 6.3 metres (20.S ft.) in diameter inside the concrete lining and is equipped with steel furnishings. Dynatec used the owner supplied 4.6 metre (l5 ft.) diameter double-drum hoist to sink the shaft with 12.S tonne buckets for muck removal and 4 cubic metre concrete buckets for concrete placement. One of the unique features of the shaft sinking operation is the use of a four-boom electric hydraulic drill jumbo permanently mounted in the shaft sinking stage. This paper will describe the performance obtained with the electric hydraulic drilling equipment and the high capacity muck removal and concreting equipment.

The data reported in this bulletin are largely the result of experiments conducted by the Salt Lake City station of the Bureau of Mines in cooperation with the department of metallurgical research of the University of Utah. The work on lead is only one of the phases of the investigations carried on at that station during the years 1914 to 1916. The results of similar work with zinc ores and with copper and other ores will be published in future reports of the bureau.

As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.

The objective of this contract was to review the results of the Rushton Mining experiment in work organization and design, to explore the extension of knowledge gained from Rushton to other underground coal mines, and to conduct a search for a potential mine site for a demonstration project. The primary focus of the contract was on a search process to provide the research team with the opportunity to evaluate the different potential experimental sites, in order to select one or more with the highest potential for success. This search process also provides the various levels of union and company officials the opportunity to fully understand the context of the research before making a decision on whether to participate. While the search project failed in its attempt to locate a specific mine site, the research team believes that this is not a rejection of the actual project but rather extreme caution because of the uncertainty within the UMWA.

"A major shortcoming of the statistical back-analysis of coal pillar strength is that it relies on the asmined pillar dimensions, not taking into account time-related pillar scaling with subsequent reduction in pillar width. The paper describes an investigation where the rate of pillar scaling was applied to the pillars in the databases of failed and unfailed pillars. The reduced pillar sizes were then used in the same method of statistical back-analysis that had been used in the past.This resulted in an equation for pillar strength which predicts significantly greater pillar strength than the previous statistical analyses, which is similar to the strength which had been found earlier by direct testing of large specimens underground. It is concluded that the lower strengths found by previous statistical analyses are due to the incorrect pillar width being used and that by adjusting the pillar sizes to compensate for scaling, more credible results that correspond to direct testing are obtained.As the newly derived strength equation is time-dependent, it follows that the safety factors and probabilities of failure are likewise time-dependant. An equation to determine the probability of failure is also developed. This results in the safety factor being close to unity at a probability of failure of 50%, which is aligned to statistical expectation. IntroductionSince the Coalbrook mine disaster, caused by massive pillar collapse, there have been several attempts at analysing and defining the strength of coal pillars. It was realized in the very beginning that performing classical strength tests on coal specimens in a laboratory and then transferring those results to real coal pillars could not be successful. The scatter of results is one problem and, more seriously, there is a size effect (at least for small specimens) that made the transformation of strength results to much larger coal pillars underground all but impossible.Two main schools of thought then emerged. Some researchers preferred to perform direct strength tests on large specimens underground, while others relied on statistical back-analysis of failed and unfailed pillar cases, attempting to determine the differences in size and shape that would allow a satisfactory prediction of failure. The latter school of thought resulted in the method that was widely accepted by the South African coal mining industry, described in the landmark publication by Salamon and Munro (1967)."

"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

Blast vibration in the highwall from a cast blast in open pit mines or in the hanging walls from a stope blast in underground mines is a common concern. Vibration in such cases is a typical near-field situation where the distance from a blasthole to a point of interest varies significantly compared to the distance between the blast as a whole and the point of interest. Most existing blast vibration models are designed for far-field vibration using a single seed wave to represent all blastholes within a blast and do not simulate wave shape change over the distance. Using the site parameters from the analysis of signature hole vibrations, the present blast vibration model yields reasonable agreement with field measurements in terms of vibration amplitude and frequency. Case studies show that the model has been used successfully to assist field vibration control.

Gases and vapors given off by petroleum and its products have long been recognized as somewhat injurious, when inhaled in high enough concentrations. The petroleum industry has recognized these effects and has tried to minimize the possibility of employees encountering dangerous concentrations of the vapors. Petroleum gases and vapors have not, however, been considered as actively poisonous, in the sense that hydrocyanic (prussic) acid and phosgene are poisonous; men have been exposed to them repeatedly, and for long periods, without any marked ill effects. Light Mexican crude oil when first introduced into the United States for refining was handled in much the same way as was customary with other apparently similar crudes; but experience soon showed that some toxic substance escaped from the crude during production and transportation and in most of the refinery operations. After a preliminary investigation several of the larger companies decided that the gases from the petroleum were the source of trouble, and therefore took precautions, wherever possible, to protect the men from exposure to these gases. With the increasing use of Mexican crude, this problem has become important. The present report covers the work done on the subject by the Bureau of Mines and the Public Health Service under a cooperative agreement with the American Petroleum Institute.

ROCK is no doubt the most abundant of all material things because the planet on which we live is made of it. All animal and vegetable organisms and the multitude of natural and manufactured products that occupy a comparatively insignificant film on the outer surface of the planet are derived from rock. Processes of Nature acting for untold centuries have transformed rock into soil, making possible the development of vegetable and annual life; and rocks have supplied the numerous raw materials, metallic and nonmetallic, wherewith the innumerable appurtenances of a complex civilization have been fabricated. As time goes on we live with increasing speed and with enlarged desires. Time and space are shortened by man's ingenuity, and products for human use must be manufactured with greater and greater celerity. It was inevitable that Nature's slow processes of rock alteration should fail to keep pace with human demands and that the variety of natural products should fall far short of the requirements of an industrial age. Man therefore supplemented these processes by attacking rock in its native bed amid using it to supply needs not otherwise satisfied.

FIGURES for the first 11 months of 1935 indicate that the total coal production of the United States for 1935 will be approximately 416,000,000 tons, or almost identical with the production figures for 1934. Bituminous production will show a gain of about six million tons, and anthracite production a loss of about the same tonnage, compared with the previous year. This does not take into account so-called "bootleg" anthracite coal amounting to approximately 5,000,000 tons. Twenty-nine years ago, in 1906, the production of coal was almost identical with this year's production. At that time, 626,000 men were employed in producing this tonnage, which took a toll of 2138 lives from accidents. In 1935, approximately 540,000 men were required to produce the same tonnage with an estimated loss of 1155 lives. This shows definite safety advancement in the industry, but even so accidents are still costing an average of 3c. a ton more than they should.

Falkie summarized the following formal contribution prepared jointly with Dr R. V. Ramani, describing the work that has been done at the Pennsylvania State University in the development of simulation programs for mine planning over the past 15 years:During the late 50's and early 60's, Monte Carlo simulators were developed to model continuous miner-shuttle car transport systems, track haulage systems, belt conveyor networks, etc. In the mid-60's attention was directed towards deterministic simulation of equipment performance, given the equipment characteristics and the system profile. In the late (10's all these systems (miners, shuttle cars, belts and trains) were integrated together to form a complete coal mine simulator and the program could predict the output potential of the system, given the mining dimensions, method and equipment employed. The actual sequence of coal-cutting operations is entered into the computer through the use of a special programming language which permits any type of mining configuration to be simulated. The simulator is hybrid in nature in that the shuttle cars, trains and belts are simulated deterministically, whereas rate functions with delay frequencies are entered for the continuous mining operations of sumping, shearing, fleeting, cleaning, etc. With suitable manipulation of the data, the program may be applied to all belt or conventional mining sections. Most of these simulators were developed through the assistance of grants from the Department of Mines and Mineral Industries of the Commonwealth of Pennsylvania and are available from the Coal Research Board of the Commonwealth,"

"A brief summary of the different membrane separation options currently available to the mining industry will be presented and discussed. The processes described involve operating membrane plants on the following applications: pregnant leach solutions (PLS) in the copper and gold industries, fractionation and concentration of metals and acids in refineries, and wastewater treatments to meet state-of-the-art surface discharge criteria.Included is a specific discussion on cost savings resulting from an operating membrane treatment system of nearly 3,500 m3/hr barren water relative to the prior, conventional precipitation practice at a major heap leach gold mine. This Engineered Membrane Separation® (EMS®) plant has produced water for six years that has met all standards for direct discharge into the environment, and captures and returns to the operation valuable minerals and solvents which were not previously being extracted in the Merrill-Crowe process.INTRODUCTIONMembrane technology has been available for more than 35 years, but has been used sparingly in the mining industry. However, recent developments in polymer chemistry, spiral-wound element design and construction, water clarification pretreatment equipment and techniques, and an expanded understanding of membrane fouling and cleaning techniques have dramatically improved the reliability and robustness of membrane-based systems for potential use by the mining industry.In the past 15 years large operating plants have successfully demonstrated the use of this “new” membrane technology to include the separation of pay-metals from large-volume acid and cyanide heap leach mining solutions containing copper, zinc, gold and silver. Moreover, variations on these same membrane technologies are ideally suited to fractionations that add value to processing fluids from refineries, like separating metals from acids or concentrating acids and producing high-quality process fluids."

DURING the year 1907 an investigation of the Clinton formation in New York has been carried out under the direction of the State Geologist, and a full account of the results has been prepared for publication.1 The more important economic features of the report are summarized in the present paper. Previous knowledge of this, the type, section of the Clinton has been contributed mostly by Hall and Vanuxem in their reports for the Natural History Survey of New York, which were issued in their final form in 1842-43. Brief accounts of the ore-occurrences have been given by B. T. Putnam,2 J. C. Smock,3 A. H. Chester,4 and E. C. Eckel.5 Prof. C. H. Smyth, Jr.,6has discussed the origin of the Clinton ores in two papers, which, so far as the local occurrences are concerned, have removed all doubt that may have existed on that subject. Distribution of the Clinton Formation. The Clinton strata in New York State are restricted to a single belt, Which extends from the eastern central part to the Niagara river, which it crosses, and thence continues for some distance into the province of Ontario. Introdduction The main line of ascent in the development of the nickel industry may be traced back through the International Nickel Company of Canada, Limited, to its earliest antecedents, the Canadian Copper Company and the Orford Copper Company. Mining geology is but one aspect of the overall development of this organization, and the stress it has placed on geology grew according to the need. In the early days, intensive geology was not required because ore supply was not one of the main problems of this or any of the pioneer companies. The difficulty then was to find economic methods for reducing the ores to nickel and copper, and markets for absorbing nickel in the face of a limited demand from consumers heavily prejudiced in favour of the New Caledonia product. "Very early in the history of the region it was patent to everyone that to share in the full benefits of the industry the same individuals or company must control the whole of the operation necessary to manufacture the finished product' (1, p. 45). These conditions were fulfilled for the International Nickel Company in 1902 when the Canadian Copper Company (incorporated 1886), with its ample ore supply, took the initiative to merge its interests with those of the Orford Copper (Refining) Company (incorporated 1887) to form the new company which, with reorganizational changes, emerged as the producer of the overwhelming bulk of the world's nickel. The Mond Nickel Company, Limited, entered the field in 1899 with a refining process, and over a period of years acquired ore through purchase of mining properties. This Company operated successfully and independently until 1929 when its assets were joined with those of the International Nickel Company in order to permit the most economic exploitation of the Frood-Stobie orebody in which both Companies were interested.

The recent evolution of the piling market clearly shows a growing demand for screw piles with soil displacement. The recently developed Omega Screw pile ful-fill these new expectations, combining the advantages of vibration-free systems and the behaviour of a displacement pile. The paper describes recent experience and new applications with this very promissing pile. Full-scale load tests were carried out in different countries as U.K. or Sweden. A very attractive and innovative piled embankment is also described, using geogrids in order to transfer the loads from the superstructure to non-reinforced Omega-piles.

Each mining district presents different problems as to the methods of ore extraction cad underground support, which are dependent upon the type of the ore deposit and the character of the inclosing rock. Mining costs, however, depend largely aeon the efficiency with which the methods employed underground are [applie] as well as upon the selection of the method best adapted to the physical conditions. The purpose of this paper is to present to the operator in other districts a detailed description of ho mining method used ins results obtained in tie exploitation of the bedded magnetite deposits of the Mineville district. The town of Mineville is situated in the Adirondacks, five miles west of Port Henry on Lake Champlain.
