The optimum cut-off grade policy maximizes the net present value (NPV) of an open pit mining operation subject to the mining, processing, and refining capacity constraints. The traditional approaches to cut-off grade determination ignore the escalation of the economic parameters such as metal price and operating costs during life of an operation, and consequently lead to unrealistically higher values of the objective function. Further, the NPV of a mining operation declines due to the depletion of the available reserves, causing a decline in the optimum cut-off grade, i.e. higher cut-off grades in the early years of an operation and lower cut-off grades during the later years. Hence, low grade material mined in the earlier years may be stockpiled for processing during later years to offset the effect of escalating economic parameters on NPV. This paper demonstrates the combined impact of introducing economic parameters, escalation and stockpiling options into the cut-off grade optimization model. The model promises an enhancement in NPV as illustrated in a case study incorporating practical aspects of an open pit mining operation.

Detailed descriptions by operating area of the Kidd copper smelter are presented, together with accounts of complement staffing, training, and preparation activities for smelter start-up in June 1981. Concentrate tonnages smelted in the first twelve months of operation were constrained by the capacity of the furnace off-gas system. However, modifications designed and introduced over that period, plus sustained efforts by operations and maintenance personnel have resulted in stepwise improvements in smelter performance.. Consistent operation at design feed rates has been well demonstrated over the third and fourth smelter campaigns and efforts continue on further improving the continuous smelter on-line times and increasing campaign life. In November 1982., following a seventeen month preproduction period, the Kidd smelter attained full operating status.

To meet increasing demand of coal, underground mining is largely being replaced by the exploitation at deeper horizons and with greater complexities. The exploitation-proposition may be below not-to-be-disturbed surface properties or below water-bodies, posing a constant threat of inundation. Also, the mounting pressures to limit the adverse impacts on the environment bring the extraction-undertaking to face more challenges. An understanding of subsidence-mechanism and a rational quantification of subsidence parameters is a requisite herein. This paper presents such pragmatic quantification, validated at mine-sites in India. In comparison, better productivity, conservation and safety is ensured in this approach.

This paper describes the full-scale field load testing of three deep foundation units using the Osterberg Load Cell. The load tests were completed on three separate projects, two in Massachusetts and one in New York. The Massachusetts projects involved the load testing of two 18-inch O.D. concrete-filled steel pipe piles over water for railroad bridge reconstruction projects in Revere and Saugus/Lynn. The New York project involved the load testing of a 24-inch diameter drilled shaft socketed into sandstone on land for a building foundation in Rochester. The 18-inch O.D. piles were loaded to failure at jack pressures of 142 to 215 tons. The drilled shaft was loaded to failure at jack pressures of approximately 450 tons. The loading testing procedure is described and the results of the three tests are presented. The advantages and disadvantages of the Osterberg load cell for load testing of deep foundations are discussed.

This , the 11th annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , is issued following the closing of the Bureau's war work on fuels and contains references to most of the published articles containing results of war investigations . The few remaining papers will be discussed in next year's report . The trend in coal research in the Bureau of Mines was discussed in Mechaniza- tion . This publication , covering the period from the close of armed con- flict to resumption of normal coal -research activities , includes a section never previously presented . There is included for the first time a discussion of the Bureau's activities in the Liquid Fuels and Lubricants and the Solid Fuels Subcommittees of the Technical Industrial Intelligence Committee . This report does not replace the more comprehensive ones prepared by individual authors and listed as footnote references in this publication . purpose is to bring to the reader a résume of the work for the fiscal year ended June 30 , 1946. The material presented herein is based largely upon publications , but the results of some research and testing, which would not otherwise be published in the near future, are presented in detail .

Underground coal mining has been active within the East Mountain property since the mid 1950's. As a result, coal from two seams has been extracted within large areas allowing surface subsidence to occur. Monitoring of subsidence annually, began in 1981 using on the ground conventional monumentation, surveying and photogrammetric monitoring. The data collected has shown the time benefits of photogrammetry and the relationship between observed subsidence and the geometry of the mined out area below.

The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research to evaluate explosion blast effects on typical U.S. mine ventilation stoppings in the NIOSH Pittsburgh Research Laboratory?s (PRL) Lake Lynn Experimental Mine (LLEM). An innovative Australian-designed brattice stop-ping was also evaluated. After mine explosion accidents, MSHA conducts investigations to determine the cause(s) as a means to prevent future occurrences. As part of these postexplosion investigations, the condition of underground stoppings, including the debris from damaged stoppings, is documented as evidence of the approximate strength and the direction of the explosion forces. The LLEM data showed that a typical dry-stacked and coated solid-concrete-block stopping survived a total explosion pressure of ~6.7 psi (~46 kPa) and was destroyed at a total explosion pressure of ~7.6 psi (~52 kPa). In comparison, a typical dry-stacked and coated hollow-core concrete block stopping survived a total explosion pressure of ~3.4?4.3 psi (~23?30 kPa) and was destroyed at a total explosion pressure of ~3.6?5.2 psi (~25?36 kPa), depending on the length of the pressure pulse and the value of the pressure-time integral. A typical steel panel stopping design survived a total explosion pressure of 0.8 psi (5.5 kPa) and failed at a total explosion pressure of 1.3 psi (9 kPa). The LLEM data also showed that an obstacle blocking the path of a pressure wave resulted in a higher reflected pressure at the obstacle. An 8-in (20-cm) thick wet-laid solid-concrete-block stopping coated on one side survived a total explosion pressure of ~26 psi (~180 kPa); this stopping was not tested to failure. A 6-in (15-cm) thick wet-laid solid-concrete-block stopping coated on one side survived a total explosion pressure of ~14 psi (~97 kPa) and was destroyed at a total explosion pressure of ~25 psi (~172 kPa). An innovative Australian woven cloth stopping survived an explosion pressure of 4.0 psi (27 kPa) and was destroyed at an explosion pressure of ~6.1 psi (~42 kPa). These results will help investigators determine the approximate explosion forces that destroy or damage stoppings during actual coal mine explosions.

Today's highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

Abstract-The late Archean Pipestone Lake anorthosite complex (PLAC) is a 0.9 x 17 km sill-like layered intrusion that is part of a suite of coeval megacrystic anorthosite bodies in the Cross Lake region, northwestern Superior Province. Exploration for Ti-V-Fe oxide mineralization and concurrent geological investigations have contributed to a greater understanding of the lithostratigraphy of the PLAC and its oxide mineralization. Mapping and drill core studies have established a laterally continuous igneous stratigraphy comprising six leucogabbro/anorthosite zones and three melagabbro/gabbro zones. Field evidence, including disrupted blocks of layered units, scour contacts, and size-graded and modally-graded layering, suggests younging towards both the northern and the central parts of the complex. A decrease in the anorthite content of the feldspars from An75 in the south to An30 in the north suggests that the magmas become more evolved to the north. Macrorhythmic layering and gross morphological features suggest that the PLAC crystallized from four major influxes of geochemically similar basaltic magmas. The paucity of magmatic erosional features in the PLAC indicates that layering developed in a relatively static magma chamber, so that in-situ crystallization processes are required to account for the observed petrologic diversity. Drilling has confirmed that a significant Ti- V-Fe resource is contained in two of the four discrete mineralized subzones in the PLAC. Textural evidence and the stratiform nature of the oxide-enriched subzones are consistent with a magmatic origin for the oxide mineralization.

THE solidus line above the solid solution field in the lead-antimony system was originally determined by Dean and his associates1 from heating curves. They did not regard this line as having been accurately fixed and in their more recent publications2 the curves drawn do not follow closely the original data. The precise location of the solidus line is of importance in the extrusion of lead-antimony cable sheath, as the temperature of the metal in this process must be less than the lowest temperature at which any part of the alloy in the lead-press charge becomes liquid. It is very desirable, however, to operate at as high a temperature as possible, as the rate of extrusion for a given pressure is approximately doubled for an increase of 10" C. in temperature. The precise location of this line is also important in the investigation of ternary systems of lead, antimony and a third metal. For these reasons, and because of the differences reported in the literature, data were secured on the lead-antimony solidus line by the classical quenching-test procedure.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. A review of this period shows some truly remarkable accomplishments in both system development and applications. In addition, work now under way promises results which will continue the rate of progress of the past. This paper will review the history and status of the field of computer control and point out the major breakthroughs which have occurred. It will analyze the present trends and extrapolate them to predict the early future developments in the field.

This publication is designed to be helpful in promoting health and safety in tunneling and related operations. The format has been selected and arranged to provide a condensed guide for safety personnel, inspection and investigative agencies, design and project engineers, and others responsible for the health and safety of workmen. All the precautionary measures recommended are based on actual conditions observed, from investigations of fatal or serious accidents, and from research conducted to find ways and means of alleviating hazards and unhealthful conditions. Many of the recommended rules are included in State laws and in the general safety requirements of the construction industry. Explanatory, descriptive, and qualifying information has been largely omitted in this publication to keep basic data in more useful and compact form. Included in the appendixes are special precautions for gassy (methane atmospheres) tunnels and tunnels where petroleum products are encountered.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

Detailed reference is made to the findings of various relevant Royal Commissions and appendices include a list of the safety-lamps described in an appendix to the 1886 report and a publications list. More than a few discussions are taking place these days among management economists seeking a way out of the dilemma of lower productivity vs. higher labor costs. Most suggestions would be illegal under present antitrust laws. Otherwise interindustry cooperation could be used to divide up some of management's tasks. Or price structures might be tuned to the special machinery and skills of some plants. Both remedies would be under attack almost immediately. There is one other remedy that is getting lots of attention: some form of compromise between management and labor to phase out no longer needed work practices that unions insist shall be retained. Railroads are the national industry suffering the most from this disease, still known as "featherbedding," an epithet coined by the railroaders themselves.

These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.
