This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

Massive sulfides discovered in 1991 and further explored in 1993 in the eastern Manus back-arc basin, north of Papua New Guinea, represent one of the few modem seafloor occurrences known to he associated solely with highly siliceous volcanic rocks. As such they are very close analogs of ancient volcanogenic massive sulfide (VMS) ore deposits, and hence an excellent natural laboratory for developing new approaches for land-based VMS exploration. The Manus Basin lies between the active New Britain subduction zone and volcanic arc to its south and the opposed inactive Manus subduction trench to its north. It is being extended in a complex pattern of short neovolcanic zones and oblique transform faults. In its western sector, relatively mature back-arc spreading has created predominantly basaltic segments with characteristics and mineralization generally similar to those of mid- ocean ridges. At its far east, however, the basin is distinctly immature. The East Manus Volcanic Zone lies between two members of the Manus transform set, and is an en-echelon series of neovolcanic edifices constructed on extensionally thinned island arc crust formed during the earlier manus subduction episode. Individual edifices range from predominantly basaltic to predominantly dacitic in composition. Two of the edifices are known to be hydrothermally active, and a particulate plume with unknown source occurs in the seawater column above a third.

This study was investigated about physico-chemical parameter such as water temperature, salinity, inorganic nutrients and total organic carbon (TOC). CTD (Model: Sea-Bird 911 Plus) castings were carried out on two transects in the northeast equatorial Pacific Ocean. As a part of the Korea Deep-sea Environment Study (KODES), inorganic nutrients and TOC were determined at 41 stations located from 131° to 136°W along 10.5°N and from 17° to 5°N along 131.5°W (Fig. 1). We particularly chose KODES Long-term Monitoring Station (St. KOMO) to observe for the annually environmental baseline study in the contract area. [ ]

"The paper provides the principle considerations for a novel vehicle class within the scope of the project Large Modifiable Underwater Mothership (MUM). The main idea for these ships is to create a highly modular building block system for the global layout. This building block system allows for a mission-dependent module assembly. For the purpose of deep sea mining for example, the range of tasks reaches from multipurpose transportation and exploration missions to supporting tasks in up to 5000 m depth, e.g. energy supply. Topics covered in this paper are related to potential missions for these vehicles, the modular layout and the structural layout of a separate block module. INTRODUCTIONAs one of the leading economic nations, Germany is in need of energy and raw materials. In the 21st century, marine resources are a prominent and promising alternative to land based resources. However, there are challenges that need to be considered. Rough and often poorly plannable weather conditions prevail distant to the marginal seas. Ice coverage makes offshore services inefficient and costly in Polar Regions. The average ocean depth of 3500m and the associated environment conditions cause difficulties in fulfilling tasks in the deep sea. The project Large Modifiable Underwater Mothership (MUM) [1] will enable more efficient solutions in order to accomplish undersea duties and services in harsh conditions.This joint project comprises workshares from Atlas Elektronik, EvoLogics, thyssenkrupp Marine Systems, the University of Rostock and the Technische Universität Berlin. The principle idea of the project is the conception of a novel vehicle class. With highly modular autonomous underwater vehicles, this class will be capable of undertaking a variety of different tasks. Classically engineered vehicle structures will be split into single basis modules which can be flexibly assembled with specialized mission modules to form potent systems for individual assignments. The group of basis modules consists of units for navigation, vehicle control, propulsion and energy generation via fuel cell technology. The potential reusability of system relevant modules leads to a significant cost reduction and to shortened development periods compared with conventional vehicle concepts. The integration of newly designed additional mission modules is possible with little effort and a separate commercialization of single modules is feasible."

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. Williamson and Associates, Inc of Seattle, Washington has recently built a remotely operated seafloor coring system for Nichiyu Giken Kogyo Ltd and the Metal Mining Agency of Japan (MMAJ). The system is designed to core to depths of 20 meters in 6,000 meters of water and will be operated from MMAJ's research vessel Hakurei-Maru No. 2 The corer uses rotary rod coring methods and will recover a core diameter of 44 mm. To facilitate coring through soft or unstable formations, the corer has the ability to set casing. The corer is fitted with thrusters for positioning during landing and telescoping legs for leveling. The system is operated through a 12 km electro-optical cable. Data displayed to the operator provides the operator with real-time feed back and control over the coring process. The operator has independent proportional control over bit weight, advance rate, rotary speed, and flushing water flow. The process of making up, breaking down and storing the drill string is automated and is controlled by a logic driven software routine. The system is currently undergoing trials in Japan. This presentation will discuss the drill's capabilities and should be of interest to those in need of a tool for assessing the thickness of marine mineral deposits.

All known results of research activity on ferromanganese manganese crusts point to that crust are characterized by notable variability of thicknesses and composition. It is possible to separate few levels of variability. The most evident is the first level of parameters variability, which is manifested in various regions of the Ocean, and connected first of all, with an age of submarine mountains, a host objects for a crusts. It was proved by many authors, that most powerful crusts are connected with submarine mountains of Cretaceous age. [1]. Crust thickness at the Magellan Seamounts reaches, for example 12-15 cm, sometimes exceeds 20-22 cm. Thicknesses of Hawaii Archipelago or Tuamotu crusts in 3-4 times less. Biostratigraphy studies of crustal sections at the Magellan Seamounts already show, that its main part started to form in the Late Paleocene. Four layers with well expressed features in structure and composition of a layer are separated in the section. From foot to top: Late Paleocene ? Early Eocene layer I-1, Middle-Late-Eocene layer I-2, Miocene layer II and Pliocene ? Quaternary layer III. Relics of more ancient Campanian ? Maastrichtian ore layer [2, 4] were discovered. It is evident for example, that Oligocene mountains could not be a host for two lower layers in the crust section.

"This study presents the first catalogue of marine mineral deposits and energy resources along the continental margin of Spain. Aggregates, oil and gas and metalliferous mineral areas have been defined and mapped. The catalogue, implemented in a geographic information system (GIS), is conceived as a first national database within the European network, which is being built as part of the EMODnet-Geology project. It comprises 8 types of mineral and energy resources for the Spanish margins: aggregates, hydrocarbons, evaporites, placer deposits, phosphorites, polymetallic sulfides, polymetallic nodules and cobalt-rich ferromanganese crusts (Figures 1 and 2). The catalogue stores a total of 409 marine mineral deposits and compiles information such as name, deposit type, main morphology, main minerals, setting or area extent for each mineral deposit. By number of deposits compiled, the aggregates are the most abundant (286) followed by hydrocarbons (62), cobalt-rich ferromanganese crusts (32), evaporites (9), placer deposits (8), phosphorites (5), polymetallic nodules (4) and polymetallic sulphide deposits (3). Considering the total extension, hydrocarbons (32,386 km2) and cobalt-rich ferromanganese crusts (24,951 km2) represent the biggest areas.The Geological Survey of Spain (IGME) is developing a new tool in the catalogue, according the International Seabed Authority (ISA) Database parameters, for individual samples on each ferromanganese deposit. The database includes an extensive collection of records that comprise five information groups: general cruise and sample data, physical properties, mineralogy, geochemistry and acronyms used. New attributes have been incorporated, in example: geophysical, sedimentological and petrological data in the deposit area, sample weight, porosity, morphology, textural and structural features, geochemistry of major, minor and trace elements (included REEs and PGEs) and supplementary cruise and laboratory reports. This new database complements the EMODnet-Geology project minerals catalogue, offering a deeper level of information for the areas with major potential for mineral or energy resources as they are the Canary Island Seamount Province, the West Margin of Galicia and the Gulf of Cadiz."

INTRODUCTION The last decade has given rise to an increasing number of deep-sea mining concepts (DSMCs) outlining technical solutions for the production chain from seafloor mining to mineral or metal extraction. The vast technological and logistical challenges coupled with immature but rapidly evolving technology has spawned a great variety in proposed concepts, and the exact implications of the phrase ‘best available technology’ is very much an open question. DSMCs differ significantly with respect to choice of technology, technological readiness level, degree of resource utilization, logistics, OPEX and CAPEX requirements, overall profitability, legal and political implications, not to mention environmental impact. Hence, a system for classifying concepts could provide a useful identification and structuring tool when performing economic, judicial or environmental assessments of DSMCs, as well as offering a general terminology to describe concepts sharing fundamental traits. This abstract proposes a DSMC classification system based on how a concept makes use of mineral separation at the different stages in the ore’s journey from the deposit to the ocean surface and ultimately to onshore facilities. Mineral separation, as a process step, is the key factor in determining both the state and mass flow of materials along the production chain and has, as such, a decisive effect on economy and environmental impact of any deep-sea mining project. A DSMC that is based on bringing the entire volume of broken ore to onshore facilities for processing will look very different from a concept based on pre-concentration (i.e. mineral separation) at the seafloor. Whereas the latter offers savings in the form of reduced energy cost for vertical transport, it also represents a substantial additional technological challenge. Furthermore, whether or not a concept relies on mineral processing at the seafloor or on a floating facility at the ocean surface above the deposit also determines the point at which mineral separation waste (i.e. tailings) must be managed. Different concepts offer different opportunities for tailings deposition, and are at the same time bound by different requirements.

The University of New South Wales Mining Research Centre (UMRC) has a longstanding research reputation in mining research, with particular expertise in mining systems, mining geomechanics and excavation engineering. The UMRC is now focusing this expertise on the potential of mining Seafloor Massive Sulphides (SMS). The UMRC has initiated a three-year research project that will identify and examine the requirements to effectively and efficiently mine SMS deposits. The major aims of this project are: ? To develop an understanding of the geomechanical characteristics and local physical environmental conditions associated with a ?typical? SMS deposit. ? To develop and evaluate a range of both conventional and innovative excavation processes for mining SMS deposits, and define the engineering parameters required for each extraction option, and ? To identify the materials handling and lifting requirements of the ?mined? SMS material, and the possible integration of the lifting system with the excavation processes considered.

Processing of polymetallic nodules poses several challenges to metallurgists. These include the presence of at least 80 elements in nodule, presence of Ni, Cu, Co in no specific mineral form, presence of almost 30 % seawater in freshly collected nodule, and collection of slime along with the nodule. For almost 40 years, several research groups from all over the world are engaged in developing an appropriate process to extract metals from poly-metallic nodule. These processes have been tested in scales varying from few grams to several hundred kilograms (Das, 2001; Jandova, 2001). All these tests helped in defining various parameters for processing, and simultaneously brought out some of the inherent problems of processing nodules. Based on the information and the experience of all these studies, in recent years, most research groups, involved in developing metallurgical processes for nodule, are focusing their efforts in two or three alternative directions. While attempts are made to overcome some of the major challenges in processing, several new ones crop up. The difficulties are further compounded because no mining system is operating to generate some of the data required for process development. The aim of this presentation is to highlight the research efforts, and to identify areas requiring special attention of a process developer.

Hawai'i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai'i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai'i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai'i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai'i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State's goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai'i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State's economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.

Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

Deep ocean mining is experiencing a rebirth following many years of low levels of activity. Large scale mining is being projected as just over the horizon. A lot has been made of the advances in deep water oil and gas developments over the last thirty years, and how this technology is directly applicable to ocean mining. The authors present their views on this from a perspective of a legacy of participating in the development of manganese nodule mining systems in the 1970s, followed by thirty years in the deepwater oil & gas arena. While it is true that great advances have been made in subsea technology, the differences between mining and oil and gas recovery should not be diminished. Fundamentally, oil and gas are stored in compact reservoirs under pressure. Any intervention leads to flow of the material up a pipe to the surface. The seabed hard minerals are stuck in place, either adhering to sticky pelagic sediment (nodules) or bonded together as hard rock (massive sulfides). The minerals require complex machinery in order to be extracted, sized, concentrated and lifted to the surface. Once at the surface the ore must be dewatered, de-fined and transferred to shore for processing. The overflow from this dewatered product must return to the sea in an environmentally satisfactory manner. These steps involve technology unique to mining that has to be addressed in a methodical fashion before commercial mining systems can be designed. The presentation will discuss the critical technical challenges of deepsea mining and thoughts on different routes to commercialization. The program will address the critical technical challenges, as perceived by the authors, and steps required to address them. Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

A very extensive spatial and temporal database on benthic infauna and associated sediment metals has been collected for Island Copper Mine on Vancouver Island, B.C. Canada from 1969 (pre-discharge) to 1998 (3 years post-discharge). The tailings deposited as organically impoverished, copper-rich, clays, silts and sands distributed according to particle size, bottom turbidity currents and strong, vertically mixed tidal currents. In addition, a large deposition of coarser waste rock along the north shore of Rupert Inlet contributed substantial material in the shallower, near-field area.

Low- to intermediate-temperature, diffuse-flow hydrothermal fields and associated mineral precipitates have been found at many locations along oceanic spreading centers, back-arc basin spreading axes, and midplate hot-spots. However, this type of hydrothermal field has not been found in oceanic fracture zones until recently. We mapped and collected samples from an active hydrothermal field in the Blanco Fracture Zone (BFZ) located in the northeast Pacific. The BFZ connects the Gorda and Juan de Fuca spreading centers and is divided into east and west segments by Cascadia Depression, a small spreading center. Small pull-apart basins occur along both the east and west segments. A complex set of basins near the western end of the BFZ includes from east to west, Surveyor Depression, East Blanco Depression (EBD), and West Blanco Depression. The hydrothermal field described here is located in the EBD.

In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.
