"This article discusses how recent changes in the federal and Quebec .income tax laws have contributed to an improved investment climate for mineral exploration in the Province of Quebec. Individual investors who are resident in Quebec and who are in the highest tax bracket (1984-60.4% marginal rate) may obtain tax benefits that result in only nine cents of each invested dollar being at risk.IntroductionIn a recent submission by the Mining Association of Canada to the Royal Commission on the Economic Union, it was stated that the mining industry ""is no longer discovering and opening new mines at rates sufficient to offset the depletion of existing orebodies and to maintain pre sent output"". With world metal prices still in a depressed state following the prolonged 1981-82 recession, moreover, the continuing success of Canadian mining in world markets will depend on this country's ability to compete in a new environment characterized by subsidized Third World production . For the most part, this new competitive environment will encourage the development of cost-efficient mines that are better equipped to withstand the troughs and valleys of international metals prices."

"Large subhorizontal joints have been found in the foundation excavations in basalt and granite of Brazilian Dams. Some spread for hundreds of square meters showed slickensides—polished surfaces plus striations—and laminations interpreted as related to shear displacement, what substantially reduced their shear strength and imposed special reinforcement measures against the potential sliding of overlying concrete structures. The geological characteristics of these discontinuities have raised speculations related to their origin, be it related to mechanisms of bulging, cambering or to some tectonic or primary geological event.Several geologists and engineers from the northern hemisphere including Terzaghi already showed to be concerned with their role in granite foundations while in the southern regions Brazilian authors have found similar occurrences but also affecting individual lava flows of continental flood basalts in the foundations of major dams of the Parana Basin, which they designated under the particular name of “fault-joints”. This double-standard designation is self-explanatory of the difficulties involving their origin and related geomechanical properties: faults or just shear joints?Recently, similar features were encountered in the foundations of large dam constructions in anorogenic granites inserted in the realm of the Brazilian Amazon, where some of these discontinuities exhibit features common to tectonic thrusting combined with deep tropical weathering.The evidence of preshearing along the surfaces of such fractures, also associated to products of deep weathering, reduces their geomechanical strength substantially, suggesting values of ultimate phi spanning 12 to 28°. The detection of these descontinuities during initial investigation phases continues to be a major complex task in geological risk evaluations surveys. Trenching associated to some geophysical exploration techniques, although considered to be very basic exploration techniques are still the suggested methods for their forecast and previous determination."

"There is a world-wide trend toward underground bulk mining methods employing hydraulically placed backfill. This trend is recent and therefore there is little in the literature to assist an operator in the design of backfill properties, the design of drainage facilities, the calculation of the operating forces on a bulkhead, and the control procedures considered necessary before, during and after pouring. This paper presents recommended procedures that are based on over to years of experience in the various aspects of backfilling large openings. Free-draining timber or concrete block bulkheads are shown to be a viable alternative to massive reinforced concrete bulkheads for the containment of backfill pours. Hydrostatic pressures cannot develop in backfills provided adquate drainage facilities are installed.IntroductionThe increasingly adverse relationship between mining costs and mineral values has led mining companies to develop more productive, lower-cost, bulk mining methods. This has led to the increasing use of large, more or less continuous, hydraulically placed backfill pours to enable the recovery of a higher proportion of pillar ore. The success of any bulk mining method depends on the degree of stability maintained during the stoping operations with reference to the mining rate, the performance of the backfill with respect to the per cent extraction of pillar ore, and the control of the mine structure with respect to safety and productivity. One such method has been previously described(I) where a steeply dipping orebody is being mined with a sub-level method that employs large, hydraulically placed tailings pours for delayed pillar recovery. The paper describes the rock mechanics analysis undertaken to establish the stope and pillar geometry and the approach taken to establish backfill strength requirements to prevent dilution during pillar recovery. Production with this method started in 1970 and because few, if any, large bulk pours had previously been used in- this way (judging by the lack of information in the literature), design data and criteria were needed for several aspects of the work. Methods to establish backfill quantities and pertinent ""in-place"" fill properties are described in 2, 3 and 4 in the list of references. Results of field measurements taken to establish fill pressures for bulkhead design purposes are described in 5 and 6. Laboratory large-scale model tests undertaken to confirm a fill strength design equation, which takes into account fill arching, have recently been completed. A paper describing these tests and the results will be forthcoming in the near future."

"The mining industry may have survived the October 28 federal budget relatively unscathed, but the same certainly cannot be said of the petroleum sector-and many mining men are left wondering if their industry will be the next one to be singled out for special attention, as federal and provincial governments seek additional revenues and pursue nationalistic or provincial policies.Higher taxes, higher prices, a potpourri of ""incentives"", and a -""Canadianization"" policy mark the principal features of the new National Energy Program released by the government along with Finance Minister MacEachen's budget address.This month, Tax Notes examines the federal budget. with appropriate emphasis on the National Energy Program and its possible future implications forthe Canadian resource industries.IntroductionMost of the Canadian mining industry (tar sands miners excepted) heaved a sigh of relief on the evening of October 28, 1980, as Finance Minister MacEachen confounded the prophets in his budget address by not raising personal or corporation taxes and by making only relatively modest changes in the general tax system. Instead, he concentrated on a sweeping new energy policy. Unfortunately for that important sector of Canada's mining industry which is involved in mining the country's vast tar sands reserves, either now or in the future, the National Energy Program that was introduced along with the budget 'has serious implications."

A bow-tie analysis is a safety review methodology that uses a structured approach that can be qualitative or quantitative to document the potential risk of safety incidents. The bowtie diagram itself provides a powerful graphical representation of the threats barriers, events, and recovery measures which are readily understood by the "non-specialist". This presentation will discuss how mining operations can use this valuable tool within their operations to understand the risks and apply the appropriate safeguards toward reducing these risks to acceptable levels.

Edging for starter sheet blanks used in conventional copper refineries has always been problematic for getting the edging to seal and adhere to the titanium material used for the blank so that copper is prevented from plating under the edging and cause undo problems in getting the copper sheets to separate from the blanks. A method was developed at the Amarillo Copper Refinery utilizing an injection molding process that better adheres the edging material to the titanium that makes the harvesting of starter sheets much easier to the point that robots are now used to strip with and which holds up very well to the unforgiving physical nature of the electroplating process. It is believed that this technology could be successfully utilized for permanent cathodes as well. INTRODUCTION ASARCO LLC (Asarco) was organized in 1899 as the American Smelting and Refining Company. Originally a consolidation of several lead-silver smelting companies, it evolved over the years into an integrated producer of primary non-ferrous metals, including copper, lead and zinc and associated co- products (Marcosson, 1949). Grupo México, S.A.B. de C.V acquired Asarco in 1999. Today, Asarco is a vertically integrated producer of primary refined copper and associated co-products such as gold, silver, molybdenum, selenium and tellurium. Asarco operates three open-pit mines and mills and two solvent extraction-electrowinning (SX-EW) plants all in Arizona plus a copper smelter in Arizona and a copper refinery in Texas. Figure 1 illustrates how the copper metal comes out of the ground at the mine and ends up as a refined product at the refinery. The copper refinery in Texas is known as the Amarillo Copper Refinery (ACR) and is located in Amarillo, Texas. It was built in 1975 to replace 3 other aging refineries and was designed to produce 550,000 tons (500,000 MT) of refined copper per year using conventional starter sheet technology. At the time it was commissioned it was the largest tankhouse in the world at just under 1/2 miles long under one roof.

X-ray Photoelectron Spectroscopy (XPS), X-ray Diffraction (XRD) and Electron Probe Micro-Analysis (EPMA) were used to characterize chemically the gold complex adsorbed on activatedcarbon from a solution containing 102mglL Au and 0.5 giL thiourea. This paper also considers the gold chloride and the gold cyanide systems. The results indicate gold is adsorbed on activated carbon from the thiourea solution as the gold (I) thiourea complex, i.e. Au [CS (NH) 2];' Other gold species such as metallic gold were not detected on the carbon support. These results also suggest the elution of the gold (I) thiourea complex can be performed with high recovery.

The process for which it is to be used is too often the only consideration in the design of a vessel. A de-sign allowing for practical manufacture and erection, as well as for proper maintenance, can often give over-all economies. Most platework in-stalled today is of welded construction. Therefore, metallurgical control is important in its manufacture. Also, because many concentrating and re-fining processes tend to be corrosive, the subject of protective coatings as a part of the manufacturing process is extremely important. The plant de-signer should know how to evaluate and specify controls for the metallurgy and for the coatings. Mining operations are becoming more sophisticated in the field of mechanical engineering. More and more emphasis is being given to preventive maintenance. The first step in any maintenance program, however, is good inspection service. This paper will suggest methods for the inspection of platework, and outline methods for repair and replacement.

We have read, with great interest, Mr. Crocker's article on "Recent Trends in Autogenous Grinding," published in the October issue of The Canadian Mining and Metallurgical Bulletin. Referring to our paper, "Two-Stage Autogenous Grinding Investigations at Outokumpu," we can now report that last August we changed to this method at the Keretti concentrator. Prior to the conversion, the Keretti plant (see flow-sheet, Figure 1) had two primary rod mills, 6 ft. in diameter and 12ft. in length, in open circuit, followed by four secondary 9-by 12-ft. pebble grate mills in closed circuit with rake classifiers. Last summer, wl1en the Since August, grinding has been successfully carried out autogenously in two stages, with two mills being employed in the primary stage and four in the secondary. The size of the pebbles in the secondary mills is about the same as earlier -l V: i to 3 inches (Figures 4 and 5). THIS paper was prompted by a persistent demand for what information we have that will throw light on the oil and gas possibilities of the Maritime Provinces. The problems involved were made familiar to the writer during three seasons of field work in New Brunswick and Nova Scotia. The reasons for renewed interest are: (1) In many parts of that region, the surface is underlain by a thick series of unaltered sedimentary rocks. (2) Oil seepages occur, and oil in commercial quantity has been exploited' near Moncton, New Brunswick, for many years. (3) In recent years, a new method of attack has been developed toward the finding of stratigraphic traps. This method is based on a detailed study of the geological history of the region, as revealed in surface outcrops and samples from deep wells. The well samples show the lateral variation of strata, far from any possible surface outcrop of the same beds. Sufficient work has now been done in the Maritime Provinces to reveal the broad features of the geological history and the character and distribution of the various rock formations. Comparatively little deep drilling has been done in this region, but the holes are widely scattered and the samples from them have added much to the information obtained from the numerous outcrops of bed-rock. The following discussion gives a summary of available information that has a bearing on the subject.

A mini- or micro-machine is a small electro- mechanical device. There are several existing applications of micro-sensors such as the accelerometers used in automobile airbags or the force sensors and grippers used at the ends of micro-surgery tools. Potential applications of existing mini- and micro-technologies are possible and could be used to improve the control and efficiency of fragmentation, heap leaching and other mining and mineral processing operations. A more radical proposition is to devise mass-produced, possibly disposable, minimachines that would operate in large groups. These would be the basis of highly selective, efficient, flexible, and clean mining and mineral processing methods. The paper is intended to promote discussion of how innovative applications of mini-technologies can be used to improve and radically change current mining and mineral processing methods.

"The case is presented for the use of simulators for the computer-based training (CBT) of mining plant operators and for introducing them to automatically controlled systems. As well as their use in the classroom, the role of simulators is examined for ""on-plant"" use in trouble-shooting, fault-finding and maintenance of automatic systems. Case studies are presented showing how specific simulators are becoming established or have potential in the areas of automated materials handling, machine testing, setup and guidance. The evolution of scientific simulations into simulators of widespread practical use is discussed and present-day limitations of computer speed and graphics are considered. Related areas of research for the Canadian Centre for Automation and Robotics in Mining (CCARM) are identified.IntroductionCCARM's Commitment to Simulator DevelopmentAs automation is progressively developed and exploited in mining operations, there arises an urgent need to educate and train staff responsible for its introduction and operation in our mines and for its maintenance. For this purpose , an essential ingredient of an automation program is the development of appropriate mining system simulators for use by a wide variety of personnel. The author has been fortunate to have been closely involved with the development of automatic control systems for a variety of mining machines and mining systems in the United Kingdom. A key ingredient of the research phase in each case has been the use of simulation techniques. As projects have moved toward their commissioning and exploitation phase, the simulations have evolved into simulators tailored for use by machine operators and maintenance personnel. Illustrative case studies are presented later. The researach of the newly constituted Canadian Centre for Automation and Robotics in Mining (CCARM) will likewise involve extensive simulation, and the development of simulators (from the scientific programs) for use at the mine by operators and technicians will be given high priority in the Centre's over-all work program."

"The paper identifies two of the main problems encountered in recent hydrometallurgical plants for the recovery of gold and silver: firstly, the plant recovery is lower than anticipated from the testwork; secondly, the metallurgical accounting figures cannot be reconciled.The principal reasons for the plant recovery being lower than the testwork are discussed, together with solutions that can minimize these problems both during the design stage and during the plant operation after the problems have manifest themselves.The reasons for the difficulties in metallurgical accounting are analyzed by reviewing the various components of the plant figures. Recommended solutions are given for minimizing this problem and the realities of obtaining accurate figures are discussed.IntroductionThe start-up over the last few years of new hydrometallurgical plants for the recovery of gold and silver has brought to the surface again a number of problems. MINE operators are concerned with temperature conditions in their mines, particularly the effects of high temperatures on the l1ealth and efficiency of tl1eir employees. This paper is written to focus attention on the variables of heat transfer between rock and air. It illustrates the difficulties of predicting the manner, and the extent, of heat transfer from theoretical concepts, prior to actual operation of a mine airway. There are ~1any sources of heat in mines. The most important is that of the rock surrounding the airway. This heat, in turn, is a product of the age of the rock, faulting, proximity to recent igneous activity, oxidation of sulphides, hot ground waters, etc. The sources of heat may be constant for any one mine, but they are far from constant when dealing with various mining districts or e1•en with a number of mines in the same district. "THE REEVES MACDONALD mine is in the Sa Imo-Pend d'Oreille mining area of southeastern British Columbia. It is on the Nelway-Waneta road 4 miles west of the border-crossing point of Nelway. The Reeves orebody from which all production has come is one of several mineralized zones in easterly-striking limestones occurring between the Pend d'Oreille and the lower part of Salmo River.The property was originally located as two groups of claims by R. M, Reeves and J. H. McDonald. The two groups were consolidated in 1925. and extensive development work was done from then until 1930 and again in 1937, but no ore was shipped. The mine was reopened in 1947 and, between 1949 and 1953, 1,057,804 tons of ore was mined. Concentrates recovered contained 85,626 ounces of silver, 19,394,092 pounds of lead, 72,076,495 pounds of zinc, and 455,051 pounds of cadmium. Low metal prices forced the mine to close in 1953, but operations were resumed in November, 1955.The orebodies at the Reeves MacDonald mine are steeply plunging lead and zinc sulphide replacement deposits in a banded limestone named the Reeves limestone. The orebodies contain pyrite, honey-coloured sphalerite, and galena, and are surrounded by a dolomitized zone. In the Reeves orebody, where the relationships are known, the dolomite has the same general shape as the orebody. Four zones of sulphides are known on the property (see Figure 1). Three of these, the Reeves, B. L., and O'Donnell, are believed to be faulted segments of one mineralized zone. The fourth, the Point ore zone, exposed on the north bank of the Pend d'Oreille River, is not developed and its structural position is not known, but it appears to be a separate deposit."

"Hydraulic fracture (HF) growth through naturally fractured rocks challenges the development of accurate predictive HF models. The authors present laboratory experiments differentiating behaviours associated with orthogonal and oblique intersections between HFs and natural fractures (NFs). HFs were created in sandstone and crystalline (gabbro) rock specimens, impinging orthogonally or obliquely on an unbonded machined frictional interface. Ultrasound monitoring was used to observe the rate of propagation through the interface. A contrast was observed between direct and offset crossing for orthogonal and oblique intersection, respectively. The stresses required to promote crossing depended on the intersection angle between HFs and NFs.RÉSUMÉ La propagation des fractures hydrauliques (FH) dans les roches naturellement fracturées pose un défi pour le développement de modèles prédictifs. Nous présentons des essais en laboratoire qui différencient les comportements associés aux intersections orthogonales et obliques entre les FH et les fractures naturelles. Des FH ont été créées dans des spécimens de grès et de roches cristallines (gabbro), heurtés de manière orthogonale ou oblique sur une interface machinée, non liée, de frottement. Un suivi par ultrasons a servi à observer le taux de propagation à travers l’interface. Un contraste a été observé entre un croisement direct et un croisement indirect des intersections respectivement orthogonales et obliques. "Alkali precipitation of dissolved metals is an inexpensive but non-selective means of treating mine wastewater. Alternatively, sulphide precipitation can treat to below parts-per-million concentrations while selectively recovering valuable metals. While technically feasible, sulphide treatment of dilute waste streams increases the size and cost of the plant relative to the metals loading. Ion exchange has been applied at two separate sites to pre-concentrate nickel containing wastewater prior to recovery in smaller and more cost effective sulphide precipitation circuits. The result is a dual-circuit system that can maintain high selectivity and reduce overall facility cost while meeting strict effluent regulations.INTRODUCTIONAlkali precipitation using lime is the most common method of treating mining effluents for dissolved metals removal. This method is generally sufficient for waste streams containing mixed metals of little value, and for meeting modest metal concentration limits in the final effluent. Due to the non-selective nature of the lime process, the produced metal hydroxide sludge is of little value. All metals are removed together in a sludge product which cannot be re-processed for further value recovery.By contrast, sulphide precipitation can be used to selectively remove and recover valuable base metals (such as copper, zinc, nickel and cobalt), since the sulphide will preferentially target these metals without reacting with less valuable metals (such as iron and aluminum). The low solubility of the metal sulphide solids also supports the removal of base metals to lower concentrations than can be achieved with alkali precipitation in addition to other benefits discussed more fully in a prior paper (Bratty, Lawrence, Kratochvil & Marchant, 2006). The corollary to this solubility feature is that sulphide precipitation can function on influent streams containing low (< 10 mg/L) metals concentrations to meet very low parts-perbillion final effluent concentrations. Reagent overdosing is also minimized when compared to alkali precipitation."
