Introduction The apparent commonplace, and prosaic, nature of building-stones, lime, cement, gypsum, and clay products, and many other miscellaneous non-metallic minerals, such as abrasives, barite, diatomite, magnesite, mica, slate, salts, etc., and their everyday appearance and necessary in our lives, has removed much of the glamour, romance, and speculative attractiveness so frequently associated with our gold, silver, lead, zinc, and copper mining ventures. However, it will be readily appreciated, with but a brief study of the thirty-five or more non-metallic minerals and products which are mined, prepared, or are known to occur, in British Columbia, that the 'industrial minerals' industry in the Province has an abundance of interesting technical problems, is fraught with speculative possibilities, and, as such, fully deserves much more technical attention than it has hitherro received. The brief notes presented in this paper show, in summary form, the magnitude of the British Columbia industrial and non-metallic mineral industry; outline in synoptically form the principal deposits of non-metallic minerals presently known; and indicate in a general way a few of the possibilities which exist in the Province for the expansion of the industry. For convenience in presentation, the assembled material has been divided into four sections: 1.-Sraristical information 2.-Strucrural non-metallic minerals 3.-Miscellaneous non-metallic minerals 4.-Non-Metallic mineral possibilities in British Columbia 1. -Statistical Information The writer does not propose to dwell at length on the statistical comparisons and deductions which may be drawn from the four tables which have been compiled for this section of the paper, nor is it considered essential, as the figures present a most emphatic story in themselves.

This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

Volatilization in retorts has been, until recently, the only commercial process of producing spelter, hence the zinc mine operators have had to meet the terms of the zinc smelters in regard to the following requirements: (1) Minimum percentage of zinc the ore must contain; (2) the chemical combination of the zinc in the ore; (3) the proportion present of those elements that interfere with the suceessful recovery of the zinc when the ore is retorted. In consequence of these requirements, only a comparatively small proportion of the zinc ores mined can be shipped directly to the smelters.

When the United States entered the World War governmental agencies found little definite knowledge available as to the exact capacity of each sulphuric acid plant in the United States to manufacture acid under the stress of a great emergency. It is true that on account of the demand for acid for the manufacture of munitions for the Allies, prior to the entrance of this country into the war, most of the acid plants near industrial centers in the Eastern and Northern States were running at or nearly their maximum capacity, but, . for various reasons, many plants in these States and plants in other districts were not. For a number of years statistics as to the production of acid by the plants of the country were compiled by the United States Geological Survey, but obviously such figures did not give information as to the maximum capacities that might be available for meeting the he.a vy war ·requirements, or as to the steps that would have to be taken to bt-ing these capacities into use. During the summer and early fall of 1917 various attempts were made to obtain the desired information, but no satisfactory or complete data were obtained. Late in 1917, under the authority granted to the Bureau of Mines by the explosives act, the Director of the Bureau of Mines directed A. E. Wells, metallurgist of the bureau, to uiake a complete survey of the situation. Mr. Wells personally conferred with officials of the acid companies and visited most of the acid plants in the North that are east of the Mississippi River. The information obtained through this personal survey, together with that obtained through the ready cooperation of the subcommittee on ncids, and the subcommittee on fertilizers of the Committee on Chemicals of the Council of National Defense, enabled the preparation of a report containing the desired data concerning the sulphuric acid industry. This report was made immediately available to the War Industries Board and to those offices in the War and Navy Depart- ments that were most directly concerned in planning the explosives program and in obtaining the necessary supplies to produce the explosives. Beginning with this survey and report, the sulphuric acid section of the war minerals investigations of the Bureau of Mines took an active part in all matters pertaining to the sulphuric acid industry during the remainder of the war. Mr. Wells, the chief of the section, was appointed an associate chief of the sulphur, pyrite, and sulphuric acid sections of the War Industries Board. .Also, by this direct contact with the War Industries Board, the data obtained by Messrs. R. R. Hornor, H. A. Buehler, a.nd 0. Lindstrom, who were in charge, for the bureau, of the investigations concerning the supplies of pyrite and sulphur, were constantly made available to all interested Government agencies. D. E. Fogg, of New York City, was appointed chemical engineer to the sulphuric acid section to make special investigations relating to the acid industry, especially the possible utilization, in an emergency, of those sources of raw material.not then being used. Mr. E. E. Corbett, of Brooklyn, N. Y., was appointed chemical engineer to make investigations concerned primarily ,vith the conservation of acid. Direct and intimate contact with the industry was had through the close cooperation with the committee on acids of the Chemical Alliance, this committee during the greater part of 1918 occupying rooms with the acid section of the bureau. With the ending of the war and the close o:f the active work of the acid section of the bureau, the suggestion was made by many interested parties that a bulletin be prepared giving some qf the fun. damental and most important facts regarding the sulphuric acid industry, including a discussion of the technical :features of the manufacture of acid. During the war the bureau received -a vast number of inquiries in regard to various phases of the industry, a.nd this fact also made such a bulletin seem desirable. Therefore, the present bulletin was prepared to cover the main facts in regard to the industry in this country, including a discussion of the supplies of sulphur-bearing raw materials, the situation of the acid plants, the principal points in regard to manufacturing processes, and the uses of the acid. No attempt has been ma.de to discuss at length the manufacturing processes, as details differ more or less at the different plants and in general are carefully guarded by the acid ·companies. A great deal of the data given in this bulletin may be found in various pub]ications, but this is the first publication in which such data have been assembled and made readily available. Most of the data were obtained directly from observation and from cooperating acid companies or from individuals who had been or are now engaged in acid manufacturing and were liberal and generous in making their information available for publication. Care has been exercised to publish no data that were obtained as confidential by the bureau's representatives. The average acid manufacturer may be already more or less acquainted with most of the information presented in this bulletin, yet it is believed that the bulletin will be of value to those who wish to obtain a. general review of the present condition, both the economic and technical, of the sulphuric acid industry in the United States.

The material for this paper was collected for the most part by C. H. Beal during the years 1916, 1917, and 1918. Many of the conclusions reached in regard to the life of oil wells have already been published by the Bureau of Mines 1 but those presented in this paper deal particularly with the theoretical aspects of oil production. The report discusses some of the fundamental factors governing oil production, taking up first the conditions affecting the. amount of oil in the oil sand, then those factors that control the rate of production of oil wells, and then discusses several related problems, most of which deal particularly with the effect of the production of one well on that of another.

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.

The lack of comparable and accurate statistics of coal-mine accidents in the United States as a whole led the Bureau of Mines in 1911 to undertake the collection of such data. The importance of such statistics as a basis for remedial legislation can not be overestimated, moreover they serve to indicate the results of the efforts made by the Federal Government, State mining departments, and mine operators throughout the country to lessen the hazard of coal mining. The mining departments of the leading foreign coal-producing countries have long taken cognizance of the importance of such statistics. In Great Britain, official statistics of coal-mine accidents have been collected and published since 1851, in France since 1853, in Austria since 1875, in Germany since 1852, and in Belgium since 1831. The United States not only leads these countries in the production of coal but the output of its coal mines is greater than those of Great Britain, France, Belgium, Austria, India, Japan, and New South Wales combined. Accordingly, it is proper that there should be some official record of the accidents in this, the greatest mining industry not only in the United States but in the world. It is especially appropriate that this work should have been undertaken by the Bureau of Mines, as, through its investigations of mine accidents in the field, it is constantly in close touch with coalmining conditions throughout the country. Its engineers are not only able to obtain first-hand information as to a great many accidents, but, through their special training and experience, are able to appreciate the significance of the figures reported by the coal-mine operators, thus aiding an intelligent and uniform classification 01 the accidents for the country as a whole. Further, the State mining dnpartments and State mine inspectors of every State in the country having a system of coal-mine inspection are cooperating with the bureau by sending it monthly reports of accidents in the coal mines of their respective States. The receipt of such reports places the bureau in a most advantageous position to publish promptly statistics of these accidents. Although a few years ago accurate statistics of c~al-mine accidents in the United States as a whole were entirely lacking this bureau was able to pubjiish the 1912 statistics within three n:onths after the close of the year and long before corresponding statistics had been issued by the mining departments of the leading foreign coal-producing countries. The cooperative agreement with the State coal-mine inspectors has not only made possible the prompt publication of the statistics, but it has also enabled the bureau to classify the fatalities by months and according to cause, showing the months in which the greatest and the least number of men were killed and from what causessomething that has never before been accomplished for this country.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. With production of coal per man-hour of work highest in history, the coal mines of the United States established a lower accident-frequency4 rate in 1942 than in any year since 1930, the first for which the Bureau of Mines, United States Department of the Interior, collected complete reports of nonfatal as well as fatal injuries. Reports from mine operators and State mining departments showed that 530,861 men were employed in and about coal mines during the calendar year 1942. This number does not include office employees or coke-oven workers. The figure represents a decrease of 15,831 men from the previous year, owing to losses of men to the military services and to more lucrative employment in the munitions and other industries. The loss of men was offset to some degree by an increase in the number of days of mine activity and the average number of hours of work per man during the year. The volume of work done during 1942 was 910 million man-hours, 11 percent more than in 1941. The average employee worked 243 days, 30 days more than in 1941. Production reached the unprecedented total of 640 million short tons, an increase of 12 percent over 1941; 582 million tons came from the bituminous fields of the United States and 58 million tons from the anthracite fields of Pennsylvania. To produce this quantity of coal 1,471 men sacrified their lives, and 69,564 men suffered nonfatal injuries that disabled them for more than the remainder of the day on which the accident occurred. The nonfatal injuries were divided into three groups: 65 caused permanent total disability, 2,045 caused permanent partial disability, and 67,454 caused temporary disability of 1 day or more but did not result in the loss of, or permanent loss of use of, any part of the body.

With production of coal per man-hour of work at a higher level than ever before, the coal-mining industry of the United States established a near-record in lowering the accident rate of nonfatal injuries per million man-hours of exposure in 1940, the injury rate being lower, except for 1939, than in any year since 1930, the first year for which comparable figures for nonfatal accidents were collected by the. Bureau of Mines, United States Department of the Interior. The rate for fatal accidents, on the other hand, was not as low or favorable as in 1939, nor was it as low as in many years since 1910, the earliest year for which fatality rates were complete for all coal-mining States. Accident and employment reports received from mine operators and fatal-accident reports from State mining departments and inspectors showed that 533,267 men were employed at coal mules in 1940, exclusive of the number employed at coke ovens, Although this number represented 6,108 fewer employees than in 1939, a large increase was made in the volume of work performed and in the quan¬tity of coal produced. In 1940 the amount of labor performed at coal mines was 748 million man-hours, a gain of more than 10 percent over the previous year. The average employee worked 199 days, an increase of 20 workdays per man. Production of coal was nearly 513 million tons, an increase of 14 percent, of which more than 461 million tons was bituminous coal and more than 51 million tons was Pennsylvania anthracite. Accidents to mine workers caused the death of 1,388 employees; in addition, 59,781 employees were injured, and each injury resulted in disability of the employee for more than the remainder of the day on which the accident occurred.

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 25%; Northern States, 29%; and other Southern States, 14%. Output of primary metal in 1973 was valued at $2.2 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1972, building accounted for 28%; transportation 19%; electrical, 13%; packaging, 16%; and consumer durab1es, 10%.

A paper read by J. A. H. Church before the Northern Alberta Branch last February described a method of working thick inclined coal-seams from the dip upwards, with the view to preventing fire risk by using water for the stowage of waste workings, and extinguishing a conflagration should such break out, was favorably received; but there was some doubt as to the cost of such a method, as it involves a retreating system, which might prove too expensive for practical adoption. Let us consider a typical leasehold such as we are familiar with in the Rocky Mountains. The leasehold is crossed at one end by a mountain river, which is cut by the outcrop of a seam of coal, 30 feet in thickness, pitching as shown on the drawing herewith, which also shows the general line of the outcrop in elevation through the leasehold, which is two and a half miles long and contains 1,500 acres. The average lift is about 600 feet above river level and drilling has proved that the coalseam can be tapped at a depth of 1,500 feet, 2,000 feet down the pitch from the outcrop in the river, all as shown in the illustration, which is typical enough of our mountain conditions to serve the purposes of comparison of methods. We take up the leasehold and invest $30,000 to pay for drilling and prospecting; $30,000 more for the price of the lease to locator or holder, and say $100,000 to pay for a railway spur (it might cost twice this sum, but we are only comparing two methods in the same location) and "now we are ready to consider equipment and the cost of development.

The demand and supply of wollastonite has gone through a dynamic period in the 1990's. A 10% -15% growth rate of demand stimulated interest in evaluating new projects. However, the mid-1990's brought declining prices for commodity applications and natural barriers to entry for technical applications, making many of these potential projects uneconomic. Successful projects that were brought to market were done so by incumbent producers. This work examines the competitive structure of the wollastonite market by evaluating the strategic decisions of the industry leader, NYCO Minerals Inc., and a new market entrant, Orleans Resources, in an attempt to identify the environmental threats and opportunities of this industry. Results suggest new entrants like Orleans Resources face significant entry barriers for technical applications, while NYCO Minerals could improve its profitability by having less exposure to commodity applications.

Rail, port and shipping charges represent 30 to 50 per cent of landed costs for Australian coal mines selling to Asia. This proportion is higher for sales to Europe, yet it is in Europe where Australian producers are aiming for increased market share. The landed cost of coal to the international customer is the key parameter which determines market competitiveness. The objective of this study is to examine Australian export coal competitiveness in terms of transport distance. The approach used examines world coking coal and steaming coal production and the transport distances between major exporting regions and importing countries. Reference is made to the importance of land transport costs and a comparative approach for emphasising the relative magnitude of this factor is developed. Models developed are examined in terms of Australia's exports and a conclusion is reached that a reduction in rail freight costs would be an effective measure for improving the competitiveness of Australia's coal industry.

The uncertainty associated with a reserve estimate has generally been expressed as a subjective ranking rather than a quantitative expression of either reliability or uncertainty. These rankings of estimate reliability have taken a very nonquantitative bent as well. For example, the U.S. Securities and Exchange Commission definition of proven reserves is given as: Reserves for which (a) quantity is computed from dimensions revealed in outcrops, trenches, workings, or drill holes, grade and/or quality are computed from the results of detailed sampling and (b) the sites for inspection, sampling and measurement are spaced so closely and the geologic character is so well-defined that size, shape, depth and mineral content of reserves are well-established.
