For the purpose of procuring data that could be used in estimating the value of the briquetting process as applied to American fuels, the United States Geological Survey, in cooperation with other interests, began in 1904, at the Louisiana Purchase Exposition, certain experiments involving the production and use of bituminous-coal briquets. It installed at St. Louis, and later at Norfolk, machines for the manufacture of such briquets, and the output of these machines has been tested in locomotive service on several different railroads in comparison with natural fuels. An elaborate and carefully executed series of tests involving the use of natural coals and of briquets made from the same coal, previously crushed, was carried out on a locomotive mounted at the testing plant of the Pennsylvania Railroad Company at Altoona, Pa.; and some preliminary experiments involving the use of briquets in marine service were made in connection with one of the Government's torpedo boats. A description of these tests is presented herewith. The results sustain the following general conelusions: 1. The briquets made on the Government's machines have well withstood exposure to the weather. and have suffered but little deterioration from handling. 2. In all classes of service involved by the experiments, the use of briquets in the place of natural coal appears to have increased the evaporative efficiency of the boilers tested. 3. The smoke produced has in no test been more dense with the briquets than with coal; on the contrary, in most tests the smoke density is said to have been less when briquets were used. 4. The use of briquets increases the facility with which an even fire over the whole area of the grate may be maintained.

The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

Coal deposits in the Boulder-Weld County coalfield in Colorado are analyzed in relation to economic factors governing the growth, stability, and competitive potential of the coal industry. Recoverable reserves, estimated to be 571 million tons, are discussed in detail, particularly those in the Erie and Frederick Quadrangles. Geology of the coal measures, quantity and quality of water resources, and chemical and physical properties of the coal are described. Coal production factors, including mining techniques and equipment, labor requirements, transportation facilities and rates, and markets, are considered for coal's position in competition with alternate fuels. Growth of the fuels market, through increasing thermal-electric power generation in the Denver Metropolitan Area, will stimulate coal production in Colorado. Reserves of the contiguous Boulder-Weld coalfield, if mined in a sustained, year-round, high-tonnage operation, could be used to supply much of that fuel demand.

"The innate ability of microorganisms to adapt to changing or inhospitable environments has often been exploited for industrial purposes and forms the basis of many current biotechnological processes. The ability of bacteria to adapt and adhere to specific mineral surfaces ensures that the energetic or nutritional requirements of the cell are met and often serves as a survival mechanism under unfavourable?growth conditions or conditions of stress. In this process, cells may rearrange or modify the macromolecules expressed on the cell surface itself or produce extracellular molecules, modifying mineral surfaces to render them more suitable for growth. The modifications that these molecules produce on mineral surfaces may result in changes to the surface charge and hydrophobicity of a mineral. As a result, these biomolecules may have some potential application as flotation collectors or modifiers.In this work, the effect of long-term exposure of Paenibacillus taiwanensis to goethite and common gangue minerals associated with Australian iron ores on the differential expression of membrane and extracellular proteins was determined. Both groups of proteins play a role in cell adherence to mineral particles. Cells were adapted to grow in the presence of each mineral over time. The proteins expressed on the cell membrane and the extracellular proteins excreted by the cell were isolated and analysed by two-dimensional polyacrylamide gel electrophoresis (2D gel PAGE). "A locked cycle flotation test was done on a sample from the ovoid portion of the Voisey 's Bay copper-nickel sulphide ore. The chemical conditions for this test were generated by prior independent testing. In this test work the time in each of the five separation stages was optimized prior to executing the locked cycle test. A numerical simulation of the continuous circuit material balance was done prior to the locked cycle test. The test results were not fully satisfactory because the flotation of pyrrhotite in the bulk rougher and cleaner stages was not consistent. The preliminary indication was that the samples had oxidized to varying degrees during storage.INTRODUCTIONINCO has performed batch laboratory flotation testing on ore from Voisey's Bay which is a mixture of chalcopyrite, pentlandite and pyrrhotite. Earlier, Lakefield Research was contracted by Diamond Field Resources to test the ""flotability"" of the ore, which included a pilot plant trial. INCO's J. Roy Gordon Research Laboratory has repeated many of the batch tests that Lakefield did to verify their results. Based on their own work, INCO has modified the circuit proposed by Lakefield Research. The modified circuit is based on batch test work, but no locked cycle test (LCT) was done. It is believed that this circuit will produce a copper concentrate at 29-30% copper and a primary nickel concentrate at 15-20% with recoveries of 80% or above.For several years the University of Toronto has been working with INCO to provide ""hands on"" experience for undergraduate students as an Industrial Research Project (IRP). This year, the objective for IRP was to optimize the time for each of the five separation stages for the Voisey's Bay ore then to numerically and experimentally simulate the material balance for a continuous circuit."

This report describes the washability characteristics of 18 coal samples taken from 11 drill hole cores from the San Juan Basin area of New Mexico and Colorado. The ash content of these coals could generally be substantially reduced by removing the heavy impurities. The coals were characteristically low in sulfur content; only one sample contained more than 1 percent sulfur after removing the sink-I.50 specific gravity material. The coals ranged in rank from subbituminous C to high volatile C; 11 of the samples were subbituminous A. Many of these core samples came from areas where very little fieldwork has been done; consequently, an outgrowth of this work has been an increase in known coal reserves of the San Juan Basin area.

This Bureau of Mines publication presents short-range projections of domestic liquid hydrocarbon production through 1980. Appraisal of future crude oil production was made by evaluating the relationship between primary and enhanced oil recovery and the total crude oil producing trends in each of the oil-producing areas of the United States. Future natural gas liquid production was generally estimated by projecting historical production. Estimates of production were prepared for each of the oil producing areas and summarized for the Petroleum Administration for Defense (PAD) districts and total United States. From 1975 to 1980, crude oil production for the conterminous United States is expected to decline from 7.8 to 6.4 million barrels of oil per day (BOPD), and it is expected to increase from 8.0 to 8.2 million BOPD for the total United States. However, these estimates do not include additional production expected from the Elk Hills field in California and the Yates field in Texas. If included, 1980 production for the conterminous United States would be 6.7 million BOPD and 8.4 million BOPD for the total United States.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Chromite deposits along the Border Ranges Fault in southern Alaska were investigated by the Bureau of Mines. This report, part 1 of a two- part series, describes the deposits. Part 2 describes the mineralogy and the results of metallurgical tests. Fieldwork began in 1981 and continued through 1983. Ninety-four subeconomic podifom chromite deposits in eight mafic-ultramafic complexes were investigated. Previously unreported chromite deposits at Red Mountain on Kenai Peninsula, on Kodiak Island, and near Tonsina are described. Deposits range in size from less than a thousand tons to over 1.25 million tons of contained chromic oxide (Cr203). Grades range from about 5 to 10 pct chromite. Excluding all deposits more than 10 miles from tidewater or existing roads and all deposits containing only chemical- or refractory-grade chromite, about 2,200,000 tons of Cr203 are contained in 41 hard-rock deposits. A placer deposit contains an additional 556,000 tons. These 42 deposits constitute a subeconomic indicated and inferred reserve sufficient to meet the Nation's chromite demands for about 4 yr, or the metallurgical industry's demands for over 5 yr, at 1981 consumption rates.

Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

Because of concern over the availability and reliability of an uninterrupted supply of manganese and other materials, the U.S. Congress requested that the U.S. Bureau of Mines (USBM) study the /low of strategic and critical materials in the economy to delineate and quantify the production areas where metal values are lost. As a result, the USBM developed a generic computerized commodity flow model that is readily amenable to updating. The original model developed for cobalt, with slight modifications, was used to track the flow of manganese. This report follows the flow of manganese through its metallurgical and chemical applications and highlights areas where significant losses occur owing to downgrading, export, or disposal. The study indicates that materials containing 695,000 short tons (st) of manganese were consumed domestically in 1990. Scrap recovery specifically for manganese recycling was insignificant. However, considerable manganese was recycled through processing operations as a minor component of ferrous and nonferrous scrap and steel slag. The major loss category is manganese lost in steel processing, 323,156 st or 46 pet of the 1990 apparent consumption. Most of this loss reports to steelmaking slags. Recovery from slags is technically feasible, but is not economically feasible.

Pike County in the easternmost portion of Kentucky is one of the major coal-producing areas in the eastern Kentucky coal field. The county contains numerous coal beds, many of which are too thin to support mining. The commercially important beds are usually 4 feet or more thick, but selective mining at some places calls for removal of a much thinner section of the bed. The variation in quality of the beds from place to place and the large number of coal beds make correlation uncertain. Samples were collected from 14 different coal beds, of which the Elkhorn group is by far the most important. In addition to the Upper Elkhorn No. 3, Upper Elkhorn No. 2, Upper Elkhorn No. 1, and Lower Elkhorn beds that comprise the Elkhorn group, the Winifrede, Williamson, and Bingham beds constitute the principal coal deposits in Pike County.

The Bureau of Mines utilizes special testing methods for the analysis of underground mine atmospheres for use during or after mine disasters and fires. These methods depend upon drawing sample gas to the surface through multiple tube bundles with the subsequent analysis of grab samples or the automatic analysis by often remotely located instruments on a continuous, 24-hour basis. During cold weather, low ambient temperature causes condensation and freezing of condensable vapors in the sample which can result in delayed response times or complete blockage of the sample line. This report covers research and resulting development conducted by the Bureau of Mines to produce a reliable method to selectively remove condensable vapors and particulate in the sample gas stream under worst-case field conditions. The effort resulted in two prototype systems which have greater field utility than originally anticipated. The innovative project resulted in two patent applications submitted through the Bureau of Mines.

"Work in CSIRO with several Australian ores has shown that?by heating a high-phosphorus goethitic iron ore and then leaching with caustic or acid, the phosphorus levels in the ore can be lowered to a commercially acceptable value of around 0.08 weight per cent phosphorus (P). With increasing heating temperatures up to 1300¦C, the extent of phosphorus removal increased. This is considered to be associated with mineralogical changes in the iron oxide phases in the ore during the heating.Little phosphorus was removed from four high-phosphorus goethitic iron ores containing 0.12 - 0.16 weight per cent P in leaches with boiling water. However, leaches with sulfuric acid removed ten to 20 weight per cent of the phosphorus and leaching with sodium hydroxide removed even more phosphorus to produce leach products containing between 0.08 and 0.12 weight per cent P from three of the ores.After heating at 300¦C, leaches at a low pulp density of 0.5 weight per cent solids with 1 - 5 M NaOH and 0.1 - 1 M H2SO4 gave leach products with 0.06 - 0.09 weight per cent P. The lixiviant concentration required and extent of phosphorus removal depended on the ore. At a higher pulp density of 25 weight per cent solids, leach residues with between 0.07 - 0.14 weight per cent P were obtained.More phosphorus was removed from ores heated at 900¦C. Leaches at both the low and high pulp densities, with 1 - 5 M NaOH and 0.1 - 1 M H2SO4, gave leach products with 0.05 - 0.09 weight per cent P. However, the lowest phosphorus levels were obtained after heating the ores at 1200 or 1300¦C and leaching with 1 M NaOH or 0.1 M H2SO4. Leach residues with 0.02 - 0.06 weight per cent P were obtained, even from leaches at the higher pulp density of 25 weight per cent solids. Leaching tests on heated samples under heap leaching conditions at ambient temperatures have shown that phosphorus levels can be reduced to similar levels to that achieved in an agitation leach within ten days.CITATION:Fisher-White, M J, Lovel, R R, Sparrow, G J and Washington, B M, 2013. The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

The number of fatalities from mine explosions for the fiscal year 1945 dropped below that of the year before; continued improvement over the record of the years from 1940 to 1945 is hopeful, but the number of reported explosions has increased rather than diminished, and the number of victims claimed by explosions is often more definitely a factor of chance than forethought. Mine fires and explosions can be eliminated through the methods now well-known to those well-informed in matters pertaining to safety in mining but ignored by many coal-mine operators and employees who follow procedures of the past or their own short cuts, regardless of disasters that may result: Tried and proved safety measures for preventing mine fires and explosions have been recommended to the mining public repeatedly, yet only a relatively small but far-sighted minority have adopted these measures and made them a part of operating practice. That far more explosion disasters did not occur in 1945 is fortunate. In 1945 a coal-mine fire of electrical origin caused heavy loss of life, while several others from the same cause were controlled with but few fatalities; this hazard is now being curbed temporarily to some degree after the bad record of the two preceding years, but a real solution of the problem has not been reached, although cooperating committees trying to produce at least some answer have made progress.

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of Clay, Gilmer, and Lewis Counties, W. Va. In 1966, almost 1.3 million tons of coal was mined in these counties, of which more than one-half was from the Pittsburgh coalbed. Washability analyses were made of 16 coalbed samples. Of these, only 11 samples could be upgraded to metallurgical quality. For steam or power generation five of the coals were of low sulfur content as received. The remaining samples were generally of medium sulfur content even after upgrading.
