"The New Face of Mining is a recognition of the central role of human beings in mining and the underappreciated power they can have in generating breakthroughs in business performance and shareholder value. The key is people creating, aligning on, and subsequently enacting the future of mining. A methodology that is effective creates a corporate environment for alignment to be possible and then transforms operations by embedding the necessary behaviors, processes and practices. The people within the organization then are empowered to find and to implement solutions quickly, as measured business results demonstrate in case histories of diverse mining challenges around the globe and over the decades.Urgent case for actionThe physics of mining does not change fundamentally over time, but the context in which it operates changes rapidly, periodically requiring a new face of mining. “The New Face of Mining,” which has been used as a metaphor for the campus-wide mineral resources research organization at the University of Arizona, has many facets, including societal, generational, technological, financial and environmental, but at the center, always, is humanity. The New Face of Mining is not necessarily about age, it is about people first imagining and then creating a new future for mining. The challenges facing the global industry evolve from year to year and differ in individual companies or mines at any one time.Quantified outcomes from case studies indicate that a methodology, now also offered annually in a four-day, open-enrollment leadership program tailored to the mining industry, is effective at generating breakthrough results in the mining business. Such challenges range from those with important technical components to others that are mostly social challenges. Our focus, however, is the centrality of people in aligning on and enacting the future of mining. We use the phrase New Face of Mining for leadership and ways to empower people in organizations that commonly are overlooked in the mining industry. Some of the material in this article is based on the ideas of Werner Erhard and on the book by Steve Zaffron and Dave Logan (2009), The Three Laws of Performance: Rewriting the Future of Your Organization and Your Life.At Davos, Switzerland in January 1992, nine visionary mining chief executive officers (CEO) gathered to create the Global Mining Initiative. Much has changed in the 26 years since that meeting:• The world GDP has increased from US$25.4 trillion to $75.8 trillion.• The annual number of U.S. patent applications increased from 186,000 to 629,000.• The number of websites has increased from 100 to 1 billion.• The number of academic references to artificial intelligence has climbed from more than 16,000 to more than 1 million.• The number of cell phone subscribers grew from 11 million in the United States to four billion globally."

"Since the commencement of mining operations at the Cowal Gold Operations (CGO) in 2005, reverse circulation (RC) drilling has been the preferred method for grade control (GC) sample collection. This method was selected because it allowed:for multibench drilling (20 m hole depths for two benches of mining) to aid mine planning increased data density for comparison against the wide spaced ore reserve model angled drill holes to intersect perpendicular to the strike and dip of the shallow dipping mineralisation ability to take two metre sample intervals to enhance the understanding of the mineralisation’s short-scale variability and provide the ability to flitch mine.From June 2008 to December 2013, RC GC was performed using a UDR rotary cone splitter. The field duplicate data over the period displayed strong precision, with a correlation coefficient of 0.94 and an average relative per cent difference (RPD) of 21 per cent for gold. Up to 66.1 per cent of field duplicate data greater than 0.1 g/t fell within ±20 per cent RPD. This is within limits of industry best practice. The Mine to Mill reconciliations over the same period showed the estimated GC grade was 7.7 per cent lower than the calculated head grade (CHG).In December 2013, the Progradex sampling system (PGX) was introduced at CGO due to its advertised ability to capture 100 per cent of the drill cuttings for the complete sample interval, inclusive of fines. Analysis of field duplicate data indicates that since the introduction of the PGX, the sample precision has drifted. From January 2014 to February 2016, the correlation coefficient was 0.92 and up to 51.2 per cent of field duplicate data, greater than 0.1 g/t fell within the ±20 per cent RPD. Over the same 26 month period, the Mine to Mill reconciliation improved to one per cent lower than the CHG. Granulometric analysis of the RC samples collected from the PGX indicated the fines material(<212 µm) averaged up to 22 per cent of the samples mass and following assay determination, the fines material represented a weighted average of 31 per cent of the total gold content within the sample.This paper highlights the:importance of the complete capture of all drill cuttings during an RC drill programinfluence of fines material on the sample quality and accuracyimpact sampling of the fines material has on the Mine to Mill reconciliation performancechallenges experienced in commissioning a PGX system.Citation:Reid, B, 2016. Northern Australia leads in world-class mineral deposits' is a bold statement. First there must be a starting point. Land north of the Tropic of Capricorn (23¦ 26' 5") will be regarded as Northern Australia covering nearly 40 per cent of the land surface of Australia. As opposed to land south of the Tropic of Capricorn, it should be regarded as Tropical Northern Australia and for the sake of brevity, (TNA) Refer Figure 1. Apart from the tyranny of distance from centres of power and population in the temperate zone, it suffered in the past from the belief that the tropics are unsuited for European workers and from the lack of infrastructure. Outstanding mineral deposits of iron, base metals, gold and diamonds, discovered and developed in the past three decades, provided the substance for the title. There are many world-class mines producing and there are mineral deposits neutralised through Government policy. TNA can maintain its lead in world-class mineral deposits provided Government policy will stop partitioning the land and decreasing that available for exploration. Let's look at what we have that is world-class. In Western TNA iron ore deposits at Paraburdoo, Mt Tom Price, Marandoo, gold at Telfer, diamonds at Argyle. In central TNA uranium at Ranger and Jabiluka, lead-zinc-silver at McArthur River, gold at the Tanami, manganese at Groote Eylandt and bauxite at Gove. In eastern TNA Mt Isa, Hilton, Century zinc-lead, bauxite at Weipa, gold at Kidston, Mt Leyshon, magnesite at Yamba and coal mines in the Bowen Basin. Those mines or deposits stand out yet are only an indication of the numerous lesser mines and of mineral deposits depending for development on market demand and/or changes in Government policy, eg 'The Three Mines' policy. Very large areas of mineral rich structures in the western, central and eastern parts of TNA are concealed below flat lying comparatively young unmineralised sediments. The Great Artisan basin sediments in eastern TNA can and do host oil shale and non metallic minerals. Nearly 40 per cent of western TNA is covered by the Great Sandy Desert. The Canning Track, with a series of 54 wells, was constructed by surveyor Alfred Canning in 1908 - 1910 with great difficulty. It extends 1700 kilometres from Halls Creek in the north to the gold town of Wiluna in the south, through the Great and Little Sandy Deserts. Gold explorers are following favourable structures extending to the north east below the sediments and sand hills covering the track. Half of central TNA's mineral structures are concealed by the Tanami desert and the Cretaceous sediments covering the pastoral regions of the Barkly Tableland and the Daly Waters to Top Springs pastoral areas. The Georgina Basin in the south eastern section is part of the concealment.

INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. In Expeditions 22 and 26 of China Ocean Survey (COS), Chinese and Russian scientists have Carried out a lot of work to search for hydrothermal sulfide in Southern Mid-Atlantic ridge (SMAR) 19°S, but come back empty-handed at last. The sulfide formation is closely related with the water-rock reactions which are controlled by the heat source. Melt inclusions are considered to have a unique compositions in melt to reflect the deep magma processes. Fortunately, we have found a large number of plagioclase hosted melt inclusions in SMAR19°S MORB. We have done experiments by re-homogenization and re-crystallization of these melt inclusions. During the re-homogenization experiments, the forming and melting processes of the olivine crystal inside the melt inclusions indicate that the homogeneous temperature of melt inclusions is 1190-1200??. During the recrystallization experiments, the different mineral phase assemblages show H2O inside the melt inclusions has hardly ever been loss, in addition Cr element and H2O molecule in SMAR19°S magma are heterogeneity at the time of melt inclusions trapping, and then the re-crystallization experiments provide a method to prove the microheterogeneity of basaltic magma system. Combining with the bulk rock data, this study shows that the melt inclusions are formed at a low-temperature and high-pressure condition. Eventually, this paper speculates that a low temperature heat source generated by a lower mantle potential temperature or/and a thick lithosphere indicated by the melt inclusions that not experienced the H2O loss process are beneath the SMAR19°S. The low temperature heat source transmits its heat to lithosphere through the cooling thermal boundary layer (CTBL), and the thick lithosphere can sufficiently absorb and consume the heat. Under the interaction between the heat source and lithosphere, the residue heat at the infiltration depth of sea water might have been no ability to satisfy the water-rock reactions temperature, therefore, the water-rock reaction should hardly ever appear, so the theoretical reaction zone would not exist beneath the SMAR19°S. Eventually, the interaction between thick lithosphere and the low-temperature heat source should be the dominant factor that makes SMAR19°S area have no condition to form the seafloor sulfide. However, this paper is based on melt inclusions only, in fact, melt inclusions are potential to have melt compositions produced by mineral dissolution, reaction and assimilation, and the volumes of melt inclusions are exceedingly small compared to the overall size of the magmatic systems, therefore, the extrapolation across many orders of magnitude is implicit when applying petrologic information obtained from inclusions to entire magmatic systems. Therefore, there should have other more research to verify the reliability of this conclusion.

The Louvicourt Mine is located 600 km north of Montreal in the province of Quebec, Canada. The owners are Aur Resources Inc (30 per cent), mine operator, Novicourt Inc (45 per cent) and Teck Corporation (25 per cent). It is an underground mechanised operation with a total work of 290 employees. Since 1994, the mine production is 11 120 456 tonnes at 3.60 per cent Cu, 1.51 per cent Zn, 26.07 g/mt Ag and 0.96 g/mt Au. At a rate of 4300 tonnes per day 365 days per year. Louvicourt Mine is a copper operation since 80 per cent of our revenue is from copper. The mining method is transverse blasthole stoping, mining primary and secondary stopes. The stope dimension is 15 m wide by 30 m high and 10 m to 80 m long for primary stopes. The secondary stopes are limited at 25 m long. Close to 100 000 metres of production drilling per year is required for 115 mm and 165 mm diameter holes. Backfilling is done with pastefill from the start of the operation in 1994. The binder ratio is 4.5 per cent in primary and two per cent in secondary stopes (80 per cent slag and 20 per cent cement). Development requirement to maintain production was 5000 m from 1996, 1997, 1998, 4200 in year 1999, 3200 m in year 2000 and an average of 2500 m in 2001 and 2002. Typical 6.0 m + 4.3 m, 4.9 m + 4.6 m and 4.5 m + 4.6 m headings. In addition more than 1500 metres of development will be excavated in/under paste backfill before 2004. A total of 60 mobile units are required among which for lateral development (three two boom electric hydraulic jumbos û AC Boomer 322, four electric hydraulic roofbolters û Maclean MEM-928 and AC Boltec PL350 and two anfo loader truck û Dux) and for production (four ITH drills û MTI, one electric hydraulic longhole drill û AC Simba H1357, eight LHD û AC-Wagner ST8-B, 1 LHD ST-1000 and two haulage 30 tons trucks û Dux. The 1 January 2002 reserves are 4.1 M tonnes grading 3.1 per cent Cu and 1.9 per cent Zn at an NSR (Net Smelter Revenue) of $US 53. The operating mining costs were at an average of $US 23 from 1996 to year 2000 and $US 25 in 2001. The operating costs ranged from a low of $US 0.41 per pound of copper in 1999 to a high of $US 0.49 per pound of copper in 1998.

"The Irkutsk region is a raw material region. There are a lot of big enterprises for extraction and processing of oil, gas, coal, iron, gold and rock salt. Besides of it, refractory clays, limestone, mica, gypsum and talc are mined in the region. The most important type of mineral raw material is a gold. More than 8.5% of the total mining in the Russian Federation is extracted in Irkutsk region. It is about 0.7% of the world production. The environmental problems of mining and processing enterprises are a complex set of issues that requires of the searching of effective methods to be solved. One of the key environmental problems remains the reduction of waste generation and the introduction of environmentally safe waste management. After analysing different methods of environmental impact assessment it is established that the method of Life Cycle Assessment is one of the most effective methods for mining production. This method base? on the material balance of flows of raw materials, products and waste. The method of Life Cycle Assessment allows to identify the effects of environmental pollution under the influence of mining and processing at a quantitative level and to show real quantitative forecasts of the possibility of managing the flows of raw materials and waste.INTRODUCTION The Irkutsk region is a raw material region. "For rock socketed drilled shafts, it is a common practice not to include the frictional resistance of overburden soils into the nominal capacity estimation. The primary reason often being cited is “overburden soils resistance is negligible compared to that of rock socket resistance.” However, in certain geological conditions, where the rock layer is located at greater depths, friction resistance from overburden layers can be significant. In addition, at such great depths, shaft drilling becomes very complicated and expensive. In these situations, considering the resistance of the overburden layers can be an economic alternative.This paper presents a case study of an Osterberg cell (O-cell) load test conducted on a 161.8 feet long and 78-inch diameter instrumented test shaft. Based on initial designs, a 72-inch diameter rock socket of lengths 23 and 26 feet was required to provide a LRFD factored friction resistance of 3,200 kips. The load test results revealed that the material in the 72-inch diameter socket does not represent a true rock. However, the test results also proved that the factored friction resistance of overburden layers is greater than the required design resistance. Based on the load test results, it was decided to allow the overburden soils frictional resistance to be considered in the shaft design, resulting in significant economic savings.INTRODUCTIONRock socketed drill shaft design guidelines of various State Department of Transportation (DOTs) agencies allow friction and/or end bearing resistance of only the rock socket portion into the design capacity estimation. It is typical to neglect the frictional resistance of overburden soils. However, in certain geological conditions where the rock layer is at greater depths, friction resistance of the overburden soils can be significant. In this case the friction resistance of overburden soils was verified via the specified instrumented O-cell test program and then used as part of the design capacity.PROJECT DESCRIPTIONAs part of I-29 improvement project, Iowa Department of Transportation (Iowa DOT) planned to replace the dual four lane bridges that cross the Floyd River in Sioux City, Iowa with dual six lane bridges (Fig. 1). Expected benefits from this improvement include improved safety, traffic operations and roadway infrastructure conditions.BRIDGE SUBSTRUCTUREThe project consists of two individual bridges; a new south bound bridge and a new north bound bridge. The south bound bridge is 646-ft long and the north bound bridge is 644-ft long. Both are six-span, pretensioned and pre-stressed concrete beam bridges of varying width. Bridge foundations were designed such that the abutments of both bridges will be supported on driven steel piles and the bridge piers will be on drilled shaft foundations."

"High Curie temperature and large magnetic anisotropy make cobalt an important magnetic material for power engineering applications of magnets operating above ambient. It is also an essential constituent of modem lithium - cobalt oxide batteries, without which modem electronic gadgets will be functionless. Both these applications of cobalt save energy and reduce C02 emission. Ironically, however the production of cobalt from copper and nickel smelting in the world remains one of the least energy efficient process. The paper analyzes the energy balance, material and process chemistry of overall cobalt recovery and the waste generated, which entail the process limitations. We discuss a novel approach for the reduction of sulphide minerals with CaS04, permitting better separation of metals from slag and generating higher concentrations of S02. Such an approach may seem to be an alternative energy efficient option for processing and further purification of cobalt in metallic form. The results are discussed in the context of process thermodynamics and reaction kinetics for Coalloy production.IntroductionCopper sulphides bearing minerals are predominantly associated with iron and cobalt sulphides minerals. Carrollite (CuC02S4) is a mineral that has both copper and cobalt sulphides [1,2], which may also contain FeS, by substituting either Cu2+ or Co2+ ions in mineral lattice. On smelting copper - cobalt - iron sulphide concentrates, some parts of the cobalt often partition to matte at preferentially low oxygen potential by forming eventually an alloy phase with copper, however a significant fraction is often lost into an oxide slag rich in iron and silica. The slag heaps accumulated in the Copperbelt region in Zambia from last 60 years of mineral processing and metal extraction is reported to be 0.3 to 2.6 wt% of cobalt element, which is high [3]. Cobalt is also available in smaller concentrations in the copper smelting and converter slag, as reported in the investigations on the recycling of such slag materials using leaching with ammonium salt [4], iron chloride [5], and sulphuric acid [6], and solvent extraction [7].The recovery of cobalt from slag, irrespective of the techniques researched so far, does not seem energy efficient because the molten slag at 1300°C is quenched by losing thermal and chemical energy. The quenched slag is again reheated to above room temperature for leaching and above liquidus for carbothermic reduction of residual cobalt oxide. For example, in Mintek DC arc smelting [3], 80% of cobalt and 95% nickel are recovered by expending 600 kW per tonne. Assuming that the mineral carrollite is the starting phase, the univariant calculations for the Co-Ca-Si-S-0, Fe-Ca-Si-S-0, and Co-C-Si-S-0 systems are shown in Figure la, lb, and le, respectively at 1573 K."

Methods of accounting for the feed size in analyzing the size distribution shift during comminution have been discussed in a number of papers.1,2,3 Based on experiments which charles2 performed with single Pyrex specimens, Schuhmann4 pointed out that the size modulus of an assembly of particles should be determined by the energy expended per unit volume (or mass), independent of the size of particle being comminuted. In this same paper, Schuhmann derived the Charles energy-size reduction relationship by considering that complex comminution operations can be considered to be the summation of many individual comminution events, each of which must be governed by Were 6wi is the mass of a particle receiving the impact, 6Ei is the energy delivered to the particle, ki is the size modulus of the product resulting from the impact, a is the distribution modulus of the assembly of particles, and A is a constant. Recent experiments on the compression loading of Pyrex spheres ranging in size from 1/8 to l-in. diam have shown that the size modulus of the fragments is determined by the strain energy at fracture per unit mass, independent of sphere diameter.' The objective of the present investigation has been to determine experimentally whether the size distribution of the product from such a complex comminution process as rod milling is determined only by the energy expended per unit mass independent of feed size. Samples of each Tyler sieve fraction ranging from 4x6 to 48x65 mesh were prepared from crushed Brazilian quartz crystals. One kilogram of each fraction was ground at 60 pct solids in an 8x9 1/4-in. mill containing 17.5 kg of rods (26 rods, 5/8-in.; 10 rods, 3/4-in.; and 5 rods, 7/8-in. diam). In each test, the mill was run at 77 rpm for 15 min. Size distributions were determined by a wet-dry sieving technique. Table I presents the size distribution of the products obtained by grinding each of the size fractions. The pottery department has been aptly described as the "heart of the zinc plant," md every operator of a horizontal-retort plant is acquainted with the fact that good retort practice is the keystone of the smelting process. Since retorts and condensers are clay products, it is obvious that improvements in other branches of the ceramic industry should be observed for possible adoption in the pottery process for zinc smelting. Deaeration of clay bodies is one of the improvements that have become fully, established in many brick and pottery plants. Our investigation of a number of these installations always yielded the same answer—improved practice. Improvement in workability, elimination of laminations, less porosity, greater wet and dry strength, were among the claims put forth for this process. All of these features are exceedingly desirable characteristics in the manufacture of a zinc retort. A preliminary test, which involved truck transportation of deaired slugs over a relatively long distance, did show the value of many of these characteristics in forming the retort. Results from the standpoint of , longer retort life in the smelting furnace were not outstanding. The idea lay dormant for several years but was revived again in 1940, when it was decided to make whatever changes were necessary in the equipment for pottery manufacture to fully demonstrate the process. A number of the manu- facturers of machinery for clay work were asked to submit proposals, and the plan finally adopted was extremely simple and economical. Machine FOR DeaeRRATING Selection of the ''Straight-line'' principle for conversion of the "Wettengel" pug mill to a ''vacuum-extrusion" machine preserved some usable parts of the original equipment, such as the drive mechanism, and main shaft. The converted machine consists of a feed hopper, a compression and shredding zone, a vacuum chamber, and an extrusion barrel, as shown in Fig. I. In operation the clay mix travels from the feed hopper into the compression zone, where it is compressed and finally forced around the tapered cone into the vacuum chamber. As it enters this chamber the clay body is shredded into thin plates, for exFosure to the vacuum. The shredder consists of a hub mounted on the main shaft, to which are bolted segmental sections, each of which carries shredder knives. The compression zone and extrusion barrel function as seals for the vacuum chamber and the shredded clay mix is agitated thoroughly during its exposure to the vacuum. A vacuum pump, equipped with a 3-hp. motor, is attached to this chamber, and maintains 25 to 26 in. vacuum during operation of the mill. International Solvent Extraction Conference 1971 ISEC '71, which will be held in The Hague, The Netherlands, from 18th to 23rd April, 1971, is being sponsored by the Society of Chemical Industry in association with the Koninklijk Instituut van Ingenieurs, the Institution of Chemical Engineers and the Koninklijke Nederlandse Chemische Vereniging. The Working Party on Distillation, Absorption and Extraction of the European Federation of Chemical Engineering is participating in the Conference, which is the 101st event of the Federation. The scope of the Conference covers the entire science and technology of liquid-liquid extraction as applied in all branches of industry. Thus sessions will cover both chemical and chemical engineering aspects of the subject as applied to both inorganic and organic solutes. The conference aims to bring together academic and industrial workers in the field from all parts of the world. The programme includes over 100 papers by authors in 26 countries. Engineers, often sponsored by their employers, have a choice of three courses which are respectively devoted to mining, applied rock mechanics or mineral process design. The course in Mining is divided into five subjects, which are treated from the business management point of view. It is intended to provide middle management with a knowledge of those techniques that are required by the mining engineering function in the preparation of modern projects. The course in Mineral Process Design provides a systematic use of mineral sciences, engineering and economics for ore testing and process design, so as best to balance the technical and financial requirements for specific mineral resources. The course in Engineering Rock Mechanics is designed to provide a specialized training in the engineering applications of rock mechanics for engineers and geologists, so that they are equipped to treat a wide variety of problems in mining and civil engineering. Prerequisite qualifications are a good first degree in a related subject, plus industrial experience: The rewards include an M.Sc. of the University of London and the Diploma of the Imperial College (DIC). Introduction Autogenous, semi-autogenous, and conventional grinding circuits are used to process ores. Current emphasis, though, is towards the use of the first two systems. The reason is the generally lower initial investment required for an autogenous or semi-autogenous circuit as compared to a conventional comminution circuit. However, the effect of operating costs that will significantly affect overall comminution economics is not considered in this evaluation. About 70% of the energy in a mineral processing plant is used in the comminution circuit. Until the 1974 oil embargo, energy was relatively inexpensive. Since that time, the cost of energy has escalated 40-fold. As a result, energy cost now forms a significant portion of operating costs in comminution. According to a survey conducted by General Electric Co. (Powers, 1982), the price of electricity will continue to rise 15% to 20% per year, in spite of the current oil glut. Both autogenous and semi-autogenous grinding circuits consume more energy than the conventional comminution circuit. Higher consumption ranging from 16% to 35% has been reported in the literature (Bassarear, 1982; Gjerdrum. 1979; Betts, 1982; and Christie, 1979). Consequently, even a small increase in energy costs is likely to have a significant impact on operating costs. Therefore, the economic decision of selecting an optimal comminution circuit is important. More than ever before, it is now critical to include in the evaluation of communition circuits not only the capital costs, but also the operating costs; in particular, the expected energy cost over the life of the operation. Failure to do this may lead to a less than optimal comminution circuit. Design A comminution system should be designed only after bench-scale or pilot plant testing of a representative sample. Conventional crushing and grinding circuits can be designed on the basis of the Bond Work Index (Rowland and Kjos, 1980). Over the years, sizing of full-scale rod and ball mills from Bond Work Index data has become well established. Autogenous and semi-autogenous mills cannot be sized based on bench-scale tests. Pilot plant tests are necessary to determine the amenability of the ore, critical size buildup, and power requirements. For this study, conventional and semi-autogenous grinding circuits were designed for ore throughput of 12, 24, 36, 48, 72, and 90 kt/d (13,200, 26,400, 39,600, 52,000, 79,200, and 99,000 stpd). Rod and ball mills were scaled up on the basis of the Bond Work Index. A two-stage semi-autogenous grinding circuit was designed on the basis of pilot plant test results. South Africa depends to a considerable measure on the exploitation of mineral reserves and the processing of these minerals. One of the prime requirements for the mining and metallurgical industry to continue in this vital role is access to sufficient energy in a suitable form. Hence, four important questions are discussed: Does South Africa have sufficient energy for the processing of its minerals and metals! Will the cost of energy allow South Africa's minerals and metals to compete on world markets? Can mining and metallurgical processes become more energy-efficiency Can mining and metallurgical processes be adapted to the various forms of energy that may have to be utilized in the future? It is concluded that about 26 per cent of the extractable reserves of coal would be required in the mining and processing of 50 per cent of South Africa's reserves of gold, platinum-group metals, copper, iron, ferrochromium, and ferromanganese. However, the reducing agents required exceed the extractable reserves but not the total estimates of mineable in situ resources of metallurgical coal and anthracitic coal. Even under the severe constraint that coal could become virtually the sole source of energy, only about three-quarters of the extractable reserves of coal would have been consumed by the year 2025. The reasonably assured resources of uranium metal that can be recovered at less than $80 per kilogram are considerable and, at current conversion efficiencies to electricity, are equivalent to one-fifth of the extractable reserves of coal. The rate of exportation of energy in the form of U30. was about five times that of coal in 1978. It is pointed out that the price of energy has a direct effect on the competitiveness of metals, and, although constituting only a small proportion of the selling price of precious metals, it represents a significant proportion of the selling price of copper and metals recovered from oxide ores. The scope for the conservation of energy appears to be greater in the extraction and conversion of primary energy-carriers to electrical energy than in other mining or metallurgical fields. Provided that alternative sources of energy can be converted to electrical energy, they can be applied to the mining and metallurgical industries. The decision as to which type of energy should be used in specific mining and metallurgical situations is complicated, and is likely to be subjected to closer scrutiny than in the past. The hope is expressed that the tentative conclusions reached will give rise to more-quantitative analyses from those qualified to undertake such an exercise. Inevitably, the questions asked at the outset give rise to more questions, and the more interesting ones are posed in the context of each conclusion.

COUNTRY RISK ANALYSIS A company operating in a foreign country assumes all the risks that it would at home. However, beyond these, it assumes risks that arise from the unique political economic, financial conditions of the foreign country which it operates. These risks are known as "country risks". The importance of these risks has grown appreciably in the recent past (particularly in the aftermath of Iran's revolution in the late 1970s and Mexico's debt rescheduling of 1982-83), and as a result, country risk analysis has become an increasingly useful management tool. Country risk analysis seeks to assess the probability that countries will service their aggregate foreign liabilities on time, as well as the probability that country conditions could inhibit the debt service capability of private sector debtors. This involves assessment of both the ability and the willingness of countries to meet their external liabilities in a timely fashion. "Ability" is linked economic and financial variables: principally, a country's economic structure, foreign exchange generating capacity and debt service burden. On the other hand, "willingness" is tied to political factors: mainly the economic/financial orientation of government policy and the stability of economic decision making. Ability: Economic, Financial Conditions and Prospects Judgement of a country's ability to meet foreign financial obligations begins with a detailed study of a country's external balance sheet which compares the country's foreign liabilities and assets. Table 1 below presents country balance sheets for Mexico, Korea and Indonesia. On the other hand, the relationship between Korea's external liabilities and assets ($50.5 billion and $7 billion, respectively), is more favorable and helps explain why Korea has been able to meet debt service payments and maintain its access to the international capital markets. Indonesia has even a more favorable relationship between its foreign assets and liabilities, $31 billion and $9 billion, respectively, and its debt is mostly lower interest rate, non-bank debt, making for a less onerous debt service burden. The most important development in connection with the search for oil in Australia during 1940 was on the legislative side. Prior to 1939 legislative enactments in the various states with regard to prospecting for petroleum were such as to prohibit large-scale effort and to bar the major oil companies from operating. The preparation of the Wade Model Bill for the Commonwealth Government in 1939 and the acceptance of the Bill in principle by all States, has gone far to remove these obstacles. Amending Acts, largely based on the Alodel Bill, have now been passed by all States with the exception of New South Wales and Tasmania. In New South Wales an Amending Bill is being drafted, while the Govern-ment of Tasmania is preparing to introduce an Amending Bill provided there is any demand for it. Noteworthy developments followed immediately on the passing of these Amending Acts. The Shell Company (1)1 and the Superior Oil Company of California (2) too$ up large areas in Queensland and com-menced work during 1940. Caltex acquired a big tract of country in the Kimberley district of Western Australia (3) and has made application for an area in the Territory of Papua. An Australian company, The Phoenix Oil Extraction Co., has obtained a permit to prospect over an extensive area bordering the south coast of Western Australia (4). Other developments are foreshadowed. The Shell Company is making an intensive examination of its area in Queensland (I). Geological, geophysical and aerial surveys are in progress. Caltex has three geological parties in the held in Western Australia while Superior Oil Company of California has done some geological work in the interior of Queensland (2). None of these concerns envisages a drilling campaign in the near future. Much exploratory work is necessary. Further work has been done by the companies that were already operating in 1939, though an important Australian company - Oil Search—has abandoned the work of prospecting in Australia. This company has subleased its holdings, at North West Cape in Western Australia (;), to Caltex on a royalty basis. The company also maintains its holdings in, and connection with, the Australasian Petroleum Company Proprietary Limited, which is a combination of Standard Oil (New Jersey), Anglo-Iranian and Oil Search. This company is operating in the territories of Papua and New Guinea. Drilling Victoria.—Although a good deal of drilling was done in the LaBes Entrance Tertiary Basin of Victoria (7), no appreciable production of oil was obtained. In order to test the extent and possibilities of the oil-bearing sand in this region, the Commonwealth and State Governments jointly put down six scout boreholes to depths of between 1200 and I500 it. HORNBOGEN1 has recently shown that it is possible to measure the degree of segregation accompanying cellular precipitation in ferritic Fe-Zn alloys by measuring the lattice parameter of the ferrite phase within the cell. In extending this work to study a wider range of composition and to evaluate the free-energy change accompanying the growth of the cells, the lattice parameter and the boundary of the a! phase in Fe-Zn alloys were redetermined to check the earlier work of Schramm.2 This appeared to be necessary since the Fe-Zn diagram has been drastically revised since the work of Schramm. Stadelmaier and Bridgers3 have recently shown that, contrary to prior belief: the y iron field is closed and the a phase boundary extends to an a + T + L peritectic at 782°C where peritectic a contains 42 at, pet Zn. The phase T in equilibrium with the a solid solution has a composition near Fe3Zn10 and a cubic 081 type structure.' The alloys were prepared by two different methods. In the first method carbonyl iron powder (400 mesh, 99.8 pet pure) and high-purity zinc powder (200 mesh, 99.99 pet pure) were mixed in a ball mill and then pressed in a die at 40,000 psi pressure to make compacts with a diameter of 5/8 in. and a thickness of l/4 in. These were sealed in evacuated quartz capsules, gradually heated to 1100°C over a period of 1 week (3 days at 600°C) 3 days at 800°C, 1 day at (1100°C), and then quenched in iced brine. For the alloys containing 23.4 and 30.1 at. pet Zn, the final homogenization anneals were performed at 1000" and 850°C) respectively, to prevent melting. In the second method, alloys were prepared by saturating high-purity iron millings (0.001 in. thick, 99.9 pet pure) in zinc vapor. For each alloy the impregnation was conducted at a fixed vapor pressure of zinc and a fixed temperature between 750' and 800°C. When saturated, the millings were quenched in water. The compositions of the alloys prepared by both methods are shown in Table I. The lattice parameters of the ferritic solid solutions were determined by comparing the 26 values of their 310, peaks (using Co Ka) or of their 211 , peaks (using Cr Ka) with those of corresponding peaks for high-purity a iron. The 20 values were measured at room temperature with an X-ray dif-fractometer (G.E.-XRD5). The creep rate of polycrystalline tin was studied as a function of temperature and stress in constant stress experiments. The temperature was varied from room temperature to almost the melting point of tin. Activation energies were calculated from tests run at the same stress. It was found that on a log creep rate vs inverse temperature plot the experimental points did not fall on one straight line but on a line which changed its slope in the 90° to 160°C region. Two activation energies for the creep of tin can be calculated from the data: a value around 26,000 cal per mol at high temperatures and a value around 11,000 cal per mot at low temperatures. It is suggested that the discrepancies between the creep activation energies and those of self-diffusion can be accounted for if self-diffusion takes place predominately by Zener's ring mechanism rather than through vacancy or interstitial movement. SHERBY, Orr, and Dorn' and Dorn' have recently reviewed some of the data on high temperature creep of metals. -The data show that the activation energy of high temperature creep is approximately equal to the activation energy of self-diffusion. This same correlation has also been successfully made between the activation energy of grain boundary relaxation and that of self-diffusion.3,4 The metal tin does not fit into this simple picture. Its activation energies of self-diffusion differ appreciably from that of grain boundary relaxation and of creep. Fensham,5 from a precisely performed experiment, has determined that the activation energies of self-diffusion of tin are 10,500 and 5,900 cal per mol along the C and A axes, respectively. There are two energies because of the anisotropic nature of tin. Rotherham, Smith, and Greenough6 have shown that the grain boundary relaxation activation energy is 19,000 cal per mol (measurements made from room temperature to 100°C). Puttick and King7 found the same activation energy for grain boundary slip in bicrystals of tin (180° to 225°C region). Until recently, there was no high temperature large strain creep data on tin suitable for activation energy calculations. At rather small strains (up to 0.01), Tyte8 had made a series of measurements on tin from which activation energies can be calculated. In Fig. 1 are plotted some of his data on a log creep rate vs inverse temperature graph. It can be seen that Tyte's work indicates that at a relatively low temperature the activation energy is around 7,400 cal per mol but at higher temperatures the activation energy increases. Since Tyte measured the creep only for small strains, it is doubtful if a
