A professional and special section of the United States Employment Service, Department of Labor, has been created for the purpose of aiding officers and men who have been discharged from military service, but who, for various reasons, cannot resume their former positions, to place themselves in industry without loss of time. Its work is carried out in conjunction with the Engineering Societies Employment Bureau. The machinery of this new professional section is being set up as rapidly as possible, and an office is already in operation at 16 East 42c1 St., New York. The work in the New York State district is under the direction of Mr. Henry Bruere, formerly City Chamberlain of New York City. Dr. Thomas T. Read, Chairman of the A. I. M. E. Committee on Industrial Organization, has charge of the clearance between the State offices of the Eastern States. This service is designed for the purpose of placing not only men in the engineering professions, but for all other kinds of professional and highly trained, skilled men. Full details regarding the qualifications desired in a man should be given, so that employers may be put in touch only with such available men as will fully qualify for the positions.

In late 1987 it was recognised that column flotation might have potential for improving the grade of the zinc concentrate produced at Pasminco's South Mine in Broken Hill. Intermittent test work was carried out during 1988 using a 90 mm diameter by 6 m high perspex column, built and initially operated by staff from CRA Advanced Technical Development. This column was found to have insufficient retention time so, during the first half of 1989, Pasminco constructed and installed a 200 mm diameter unit of the same height. Extensive testwork was carried out using this column during the latter half of 1989 and early 1990. It was clear from the results that a grade improvement of between 1 and 2 per cent (absolute) would be achievable. The effect of column cleaning on overall recovery was not established with the same degree of confidence, so the proposed new circuit is to include one of the existing banks of OK8 cleaner cells as a scavenger on column tailings. The test work provided sufficient data for preliminary design work to begin in May 1990 and commissioning of full scale zinc cleaner columns is planned for mid 1991. This paper summarizes the results and describes some of the experiences with column flotation at the Pasminco South Mine.

President Robert Wilson opened the meeting at 9:00 a.m. He introduced William A. Bear, General Manager Bear Coal Company, Inc., Somerset, Colorado, who presided over the session. George Nugent, Peter Kiewit Sons' Company, Sheridan, Wyoming, presented a most interesting film "Montana Mine Reclamation." His biography follows: George Nugent first entered the coal business in 1943 when he developed Peter Kiewit Sons' Co.'s first coal mine-Big Horn Coal Company at Sheridan, Wyoming. Since that time he managed an expansion program for P.K.S. in mining that resulted in the development of two other producing mines - Rosebud Coal Sales Company at Hanna, Wyoming and Decker Coal Company at Decker, Montana, in which Pacific Power and Light is a partner. Applications are now pending for a third mine. Black Butte, a joint venture of P.K.S. and Rocky Mountain Energy Company, near Point of Rocks, Wyoming. Nugent is a Past President of the Wyoming Chapter, Association of General Con- tractors, Wyoming Mining Association and Rocky Mountain Coal Mining Institute. He was President of Big Horn Coal Company and Rosebud Coal Sales Company as well as Manager of the Mining Division of Peter Kiewit Sons' Co. and Decker Coal Company when he retired Jan. 1, 1975.

Illustrated guidebooks treating in a popular descriptive way of the geology and other features of the Western United States have been issued by the U. S. Geological Survey. They will be of much interest to mem¬bers in connection with the Arizona Meeting of the Institute and espe¬cially the guidebook of the Santa Fe Route, with side trips to the Grand Canyon, containing as it does relief maps, topographical and geological maps, covering the entire route of the railroad, illustrations from photo¬graphs and other interesting descriptions of this great country. The method of treatment is adapted to the lay-reader, although it includes much valuable and interesting technical information concerning the geographical and other features. The books are well indexed. These volumes sell for 50 c. each and may be obtained from the Superintendent of Documents, Washington, D. C. These guidebooks originally sold for $1 each, but the reprint edition has been reduced to 50 c. A list of the different guidebooks follows: Bulletin 611. A series of four coal combustion experiments was conducted at the National Institute for Occupational Safety and Health's (NIOSH) Pittsburgh Research Laboratory (PRL) in the Safety Research Coal Mine (SRCM) to evaluate the response of fire sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. An optical path smoke sensor alarmed earlier than a point type diffusion mode ionization smoke sensor which alarmed prior to a CO alert value of 5 PPM above ambient. The presence of steady state diesel emissions resulted in a decrease in the optical smoke sensor analog output voltage signal by less than 1.4 pct for the three coal fire experiments in which a diesel engine was operating, whereas the ionization smoke sensor output decreased between 10.8 and 26.7 pct after the initial surge of the diesel engine. A commercial diesel discriminating fire sensor did not alarm for a fire in the one experiment for which it was used. The results of the experiments demonstrated that an optical path smoke sensor might be used to detect a coal fire under the experimental conditions considered of starting a diesel engine followed by a slowly developing coal fire.

Electrorefining at higher current density is desirable due to the increase in productivity attained without expanding the plant size. However, increasing the current density in common commercial practice causes problems such as anode passivation, dendritic deposition, cathode impurities and energy consumption. In general, agitation of the electrolyte is effective in suppressing these problems. To apply the agitation to commercial practice effectively, the method of agitation is important. One possible method is agitation by gas injection. In this study, fluid motion characteristics with gas injection between electrodes were investigated using a water model. Flow patterns were observed and fluid velocity was measured using a particle tracking method. It was found that the time-averaged velocity near the electrode walls was of the order of 0.1 m/s in the conditions. The flow was highly turbulent. The turbulent component of velocity was the same order as the time-averaged velocity. The mass transfer coefficient between the wall and fluid doubled when the effect of turbulent intensity was taken into account. The effects of gas injection on the electrolysis behaviour at high current density were discussed in terms of the mass transfer. It is suggested that gas injection could suppress the problems at high current density.

The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.

The results of a three month evaluation of the application of EMEW® technology at the KGHM Glogów II Smelter tank house bleed stream are presented. The current, conven¬tional electrolyte decopperization process has some limitations, including: only a fraction of its production is commercial grade cathode copper, significant operating costs, low current efficiency, low current densities resulting in low copper depletion rate, and arsine gas and sulphuric acid emission. The EMEW® cell technology developed by Electrometals Technologies Ltd. can overcome many of these limitations. Tests were performed on a pilot EMEW® installation comprising 30 cells at ambient temperature on electrolyte bleed, using current densities between 100 and 600 A/m2 , with copper concentrations between 45 and <1g/dm3. Results showed that a high grade copper can be obtained to the level of 7 g/dm3 of copper concentration in electrolyte. The use of EMEW® technology allows the direct and efficient recovery of over 85% of the copper contained in the bleed electrolyte. Glue & thiourea addition were tested in order to improve the parameters of the copper depletion process. The behavior of Arsenic and Bismuth was observed and a means for their elimination from the system proposed. On-line copper concentration monitoring is proposed to improve control and performance.

At the Huasco Pellet Plant of Compa±fa de Aceros del Pacffico, Chile, the production of iron concentrate suitable for pellet feed from a low-grade iron ore was technically evaluated. In this study, three treating schemes including comminution, magnetic concentration and flotation in pneumatic cells were tested. The best results were obtained at the laboratory scale by flotation technique using Lilaflot D 817 M as the collector without using any depressant. The operational parameters were determined including pneumatic flotation, and three circuits, two including magnetic pre-concentration, with the low-grade iron ore. The best results were obtained by size reduction at 80 per cent under 325 Tyler mesh, three steps of magnetic concentration and three steps of flotation in pneumatic cells. The magnetic concentrate contained 63.02 per cent of iron and 6.6 per cent of silica, and after the pneumatic flotation the iron content increased up to 70.18 per cent and silica decreases to 1.07 per cent with 78.78 per cent of iron recovery at a weight recovery of 31.89 per cent. Therefore, it is possible to use low-grade iron ore to produce pellet feed from magnetic concentrates by using reverse iron flotation in pneumatic cells.

The Minas de Matahambre No. 2 shaft, vertical, four-compartment lined with steel sets and hardwood lagging, has been sunk 2057 ft. On account of rock structure, over-all cross-section dimensions are 23 by 6 ft. Certain sections have been concreted. Two compartments are for handling ore and men, one for supplies and men, and one for manway, cables and counterweight. Two 250-ton capacity skip pockets with air-operated gates and steel cartridge pockets have been installed underground. A steel "A" headframe, a 250-ton steel receiving bin, and skip-to-man-cage changing equipment have been provided. Skip capacity is 102½ cu. ft. The hoist is a Nordberg double-drum 10 ft. by 6 ft. 6 in. geared, electrically driven, with parallel grooving for 1-?in. cables. Maximum hoisting speed is 1600 ft. per minute. The motor-generator set, control panel, slip regulator and hoist accumulator are housed in the basement of the hoist house. The electrical equipment is General Electric. The direct-current hoist motor is 800 hp. Control is of the Ward-Leonard-Ilgner type. The motor-generator flywheel set, normal speed 720 r.p.m., consists of an 800-hp. induction motor, a 22-ton flywheel (dia. 117 in.) and a 650-kw. generator.

Nautilus is completing the world&apos;s first environmental impact assessment (EIA) of seafloor mineral extraction and Nautilus has gained extensive experience conducting environmental studies in subsea environments. Nautilus is currently working on the Solwara 1 Project in the Bismarck Sea, Papua New Guinea, where high grade seafloor massive sulfide deposits lie at ~1600 m water depth. Conducting an EIA in the deep sea presents some interesting and exciting challenges. Seafloor studies commenced in December 2005 using a remotely operated vehicle (ROV) fitted out with highly specialized scientific equipment to conduct water quality, sediment, biological and oceanographic studies. During 2007 and 2008, Nautilus launched two two 30-day ROV programs dedicated to environmental baseline studies and during this campaign, over 550 biological, sediment and water samples were collected and over 20,000 seafloor observations were logged. On board specialists included an international team of experts in the field of deep sea marine science. Collaboration between industry and scientific research institutions allows data to be collected for the EIA but also provides an extraordinary opportunity for researchers to access sites that might otherwise remain unobtainable to science. The Sociedad Minera Cerro Verde S.A.A, a subsidiary of Phelps Dodge Mining Company, operates a copper mining facility located in southern Peru. This "mine-forleach" operation currently produces 90,000 mtpy of copper cathode from secondary sulfide ore utilizing crushing, leaching, solvent extraction and electrowinning processes. The leach solution handling and application rates have undergone constant development over the years. This paper discusses the improvements in leach application designed to: 1) satisfy the needs of the "lixiviant request rate", which requires the use of application rates as low as 3.5 L/h/m2 and as high as 15 Llhlm2 with variable rest periods according to the leach kinetics, and 2) alleviate the poor solution distribution on the surface of the leach heaps inherent to drip emitters. Low application rates result in poor surface solution distribution and the formation of upside down cones of dry, non-leached material in the top meter of stacked ore, with heavy jarosite and iron salt precipitation; moreover, ferric iron is lost as insoluble precipitates. On the other hand, high unit flows associated with poor agglomerate quality can lead to uneven solution flow patterns within the heap leading to solution short-circuits, fines migration, and ponding with adverse effects on acid consumption and recovery.

Saperstein are to be congratulated for their paper on the computer solution of ventilation problems. The limitations on the problem size to be solved by the program (Appendix II) has been outlined in the paper. I would like to add the following additional limitations of this computer program: The dimensions of the variable J1and J2 should be changed to J, (550) and J2 (550) to handle problems containing more than 400 branches, and up to 550 branches. If there are a large number of branches common to the various meshes, another limitation on the problem size will be the dimension of the variable NA. While a higher-order polynomial fitting for the fan characteristic data points is more rigorous, a quadratic relation, if linear interpolation between the points is inadequate, will result in saving computing time without much loss of accuracy. Of course, this can be handled by minor modifications to the existing polynomial fitting routine in the program. M. J. Keywords: Pyrometallurgy, steel, hearth, blast furnace The Mittal Steel Company operates about 36 blast furnaces on four continents. Furnaces range from 1100 m3 to 4800 m3 inner volume. The focus of the group is to push for increasing productivity and increasing campaign life. This has been especially challenging, as many of these furnaces were not equipped for long campaigns during their prior rebuilds. Monitoring and operating practices have to be modified to match the new philosophy. Mid-campaign hearth repair strategies and hearth design philosophies have had to be reconsidered. The paper describes experiences with the current hearth designs and measures taken for hearth life extension. Additionally, the philosophy of recent hearth re-designs is discussed.

Problems discussed concern encountering of high temperatures [up to 66°C] and heavy flow of water [150 L.P.S] during the construction of the 10.15 MØH.R.T. for the 2500 MW Nathpa Jhakri Hydro Power Project in the Himalayas(India). Over a length of 2500 M progress of work got seriously affected resulting in excessive time for completion - two years [max. monthly progress achieved was 178 M [Heading]. Many innovative and simple steps were taken to complete the work in these inhospitable environs affecting working of both men and machines. Also it meant a review of the design of concrete lining. Other geological conditions affecting the progress are also described.
