HASSIALIS.*-In the current flotation theories there exists a common gap spanned by a common assumption pertaining to the arrangement and orientation of the collector ions at the solid surface. Also common is the belief that contact angle and flotation performance are dependent upon the arrangement and orientation of collector ions. This stimulating and informative paper sheds some light upon this general problem. One of the indices of arrangement is the area available per collector ion; in this connection, Gaudin and Preller have applied the B.E.T. method for surface determinations. In a surprising number of cases, their results show a greater specific surface for tailing than for concentrate. This cannot be accounted for by the differences in specific gravity and is attributed to the presence of clay minerals of "primary" sluices in the tailing. This is not a satisfactory explanation, for experience shows that when free slimed clay minerals are present in a flotation cell they will be carried mechanically into the concentrate. A part of the answer to the decreased specific surface of the concentrate would appear to be its usual flocculated condition, yet this should not entirely account for the large spreads reported. The possibility occurs that the nitrogen adsorption isotherms for clean mineral and collector-coated mineral are different. If that were true, and if the coated mineral surface exhibited decreased adsorptive powers, the discrepancy might vanish. In discussing the disposition of collector ions at mineral surfaces, the authors adopt the more consistent viewpoint that there exists some agreement between the ions of the substrate and those of the superstrate. In the case of xanthate ions on galena, a possible arrangement is shown in Fig. 2. This arrangement shows every xanthate ion being shared by two lead ions, whereas the chemical composition calls for two xanthate ions for each lead ion (p. g). This whole discussion is misleading. In the first place, it is known that xanthate ions are not abstracted by unoxidized galena, hence Fig. 2 should show as the substrate not Pbs but PbS„ Om. It would be equally erroneous to use the lattice arrangement of PGSO4, since the surface properties of xanthate-conditioned anglesite differ from those of xanthated galena. It is highly probable that the state of the galena surface exploited in its flotation is ephemeral, since weathered galena is only poorly, if at all, collected by xanthate. Just how a substrate of oxidized galena is to be pictured depends upon one's conception of the transformation from galena to anglesite. This writer is inclined to the following sequence of events. Surface sulphide ions undergo progressive oxidation. As more oxygen is taken up by the sulphide ions they become displaced from their equilibrium positions in the galena lattice, thus accommodating for the larger volume of the S„ Om ions. It has been found that the carbide phase present at equilibrium in the system M-H2-CH4, at about 600°C, is MC for the rare-earth metals Ce and Pr. X-ray diffraction analysis showed that the monocarbides have fcc structures with lattice constants of 5.036 + 0.009Å and 5.131 + 0.001Å for CeC and PrC respectively. Gaseous equilibrium measurements were used to calculate the standard free energy of formation of the monocarbides from the elements. for the formation of (+ 1300) for the formation of PrC. THE rare-earthdicarbides, and their crystal structures, have been known for some years,l but only more recently were the carbides CeC,2,3 Ce2C3 2 and CeCS3 reported. In 1958 to 1959, Spedding et al. published work on the lanthanum-carbon system4 and other rare-earth metal-carbon systems,5 proving the existence of M2C3 and MC2, and measuring the lattice constants. They also demonstrated that tri-rare earth carbides, M3C, exist for the rare-earth metals samarium through ytterbium. However, they concluded that the cerium monocarbide reported by Brewer and Krikorian2 and by Warf,3 and given a fcc structure with a lattice constant of 5.130Å bythe former workers, was, in fact, cerium metal with carbon dissolved in it. They were also unable to find any evidence for the existence of Warf's CeC3, for which no structural details had been given. Even more recently, Palenik22 reported the existence of only M2C3 and MC2, having been unable to find any evidence for the existence of any other rare-earth carbides. There are no published experimentally derived thermodynamic data for the formation of any of these carbides, although Brewer and Krikorian6 have estimated values of for CeC, Ce2C3 and CeC2. The objective of the present investigation was; to determine experimentally the free energy of formation of any of the reported carbides of cerium and praseodymium, through a study of the rare-earth metal-hydrogen equilibrium. EXPERIMENTAL A methane-hydrogen mixture was circulated, in a closed system over previously prepared cerium or praseodymium hydride, and when equilibrium had been attained, the gas mixture was analyzed by selectively oxidizing the hydrogen and condensing out the water formed. The metal hydrides were used as starting material for convenience because, otherwise, the hydrogen in the gas mixture would immediately dissolve in the metals; in addition, the metals would not react with methane alone at the experimental temperature (around 600°C). The circulating system was based on that used by Browning, DeWitt, and Emmett7 for similar studies on iron carbides. It consisted of a quartz reaction vessel, all-glass circulating pump, analysis tube containing copper oxide that could be heated to 300" C by means of a small furnace, a solid CO2-methanol trap, and a double limb absolute manometer, Fig. 1. A cathetometer, capable of reading to 0.005 cm, was used to measure the difference in height between the two columns of mercury. THE activity of the principal oil fields of Rumania followed the same course as in 1939. It was marked by (1) collaboration between the various companies, particularly in exploiting oil at great depths with a view to rationalizing the exploitation and decreasing the difficulties inherent in very deep drilling; and (2) economy in the exploitation of the older pools in reducing to a minimum the cost of the extraction and working over of wells by the concentration of productive wells in groups. The pooling arrangement continued at Tintea as a measure of conservation, and exploitation of the unitized region went forward on the basis of the norms established in 1939. The same methods were applied in the fields of Liesti, Ceptura and Boldesti. The petroleum industry had some difficulty in providing the necessary material and the hands for work. Importation of material and machines from the United States was virtually stopped. Substitutes were provided from Germany but particularly useful were certain dispositions made by the local metallurgical industry. Despite the higher cost of the production of local material and machines, they were superior to the German product, the difference in quality justifying the higher price charged as the materials were found to be particularly adapted for the purposes of the petroleum industry. The cost of production was still further raised by the work that was imposed for national defense. The rise in costs per meter drilled was 50 per cent over those of 1939. According to bimonthly tables furnished by the Moniteur du Petrole Roumain, the deepest well completed in 1940 was an exploratory well, No. 201 of the Concordia company, drilled at Tintea and suspended at 3338 meters. This depth was reached toward the close of 1939 and the well was not deepened in 1940 became of large deviation from the vertical. The record for productive wells had been held by No. 429 at Tintea, drilled by Unirea to a depth of 3200 m., and in 1938 well No. 317 Cocorasti-Mislea, of the Colombia company, but these records were passed in 1940 by well No. 613 Liliesti of the Con-cordia company, which reached a depth of 3294 m. and had an initial production of 10 tons per day. In 1940, the same number of wells, II, had been drilled to a depth of over 3000 m. as in 1939. Five of these wells are at Tintea and six at Liliesti. Introduction The success of preventive methods for the mitigation of coal mine drainage formation will require a marriage of the minimization of initial coal mine drainage formation, the minimization of toxic fluid formation after toxic material disposal, the minimization of the mobilization and transpor¬tation of formed toxic fluids, and the maximization of the rate of diultion and attenuation of the formed toxic fluids. This paper contributes to the understanding of factors af¬fecting mobilization and dilution and attenuation of formed toxic fluids. When water containing a salt content different from in situ pore water in the soil is passed through a body of soil, the concentration of salts in the outflow will gradually change composition in a manner that depends on the kinds of hydraulic processes that occur in the soil. These processes are molecular diffusion, lateral dispersion, longitudinal dispersion, chemical reactions or exchange, physical adsorp¬tion, and biological retardation. This note considers only the first three processes. These three microscopic processes can be analyzed statistically on a probability basis. Such results, confirmed experimentally, indicate that a tracer introduced instantaneously as a point source will tend to form a Gaussian normal distribution as it moves downstream (Todd, 1964). Dilution During Flow The closed-form soltuion for pulse or instantaneous injec¬tion of a tracer during confined flow in a homogeneous porous medium shows that the maximum tracer concen¬tration at a point in space, x, after the time interval, t*, is given by [ ] where Aa is the effective flow cross-sectional area; A is the column cross-sectional area; a is soil porosity; M is mass of the injected tracer; C is concentration of the tracer in the permeating fluid and is a function of x and t*; D is the longitudinal dispersion coefficient; and va is the interstitial fluid velocity (Klotz and Moser, 1974). Therefore, the following conclusion can be made: • For a medium with a constant longitudinal dispersion coefficient, D, a constant soil porosity, a, a constant cross¬sectional area, A, and a fixed mass of injected tracer, M, Cmax will decrease as the time of peak outflow concen¬tration t* increases. • For a medium with a constant longitudinal dispersion coefficient, D, a constant soil porosity, a, a constant cross¬sectional area, A, a fixed mass of injected tracer, M, and a constant interstitial fluid velocity, va Cmax will decrease as the distance of travel, x, increases. • For a medium of constant cross sectional area, A, con¬stant soil porosity, a, a constant mass of injected tracer, M, and a fixed distance of travel, x, Cmax will decrease as D/va increases. Klotz and Moser (1974) concluded that D is about proportional to no.3 where r) is the kinematic viscosity; D is about proportional to a-3 where a is soil porosity; D in¬creases with increasing grain size; D increases as grains become less spherical; D increases with greater grain rough¬ness and angularity; D increases with increasing uniformity coefficient; and D is significantly affected by grain size and uniformity coefficient. The remaining parameters are not significant. Numerical Simulation Studies Numerical simulation studies were used to investigate the nature of flow and the optimum length of a toxic package within a saturated porous medium of fixed dimensions and configuration (Fig. 1). The width and position of the package was maintained constant (Phelps et al., 1981). Results indicate that if the package extends throughout the length of the model, the flow is vertically downward and

Gold was discovered in the Bendigo area of Victoria in 1851 (Willman and Wilkinson, 1993), and all the early gold mining of any note involved washing (puddling) the gold out of the regolith or alluvium. The waste material from this process was a semi-fluid mixture of rock debris, soil and water, referred to as `sludge'. Puddling machines were gradually introduced to speed up the puddling process (Cole, 1994), and by 1855 an estimated 2000 machines were in the district (Anderson, 1978). In 1859 it was estimated that approximately 2 293 000 m3 of material was puddled annually by the machines on the eastern side of the goldfield, whose waste drained into Bendigo Creek and its tributary gullies. It was also estimated that after the gold was removed, approximately one-quarter of the residue/sludge consisted of the heavier, coarse-grained material which settled out fairly quickly, while the remainder, approximately 1 720 000 m3, was the fine-grained material which flowed downstream for some distance (VPP, 1859 - 60). From these figures it can be assumed that for the ten years during which this volume of puddling was maintained (1854 - 1864) over 5 700 000 m3 of gravels and sands and 17 200 000 m3 of fine-grained sludge had been discharged into and around Bendigo Creek. This was enough to cover an area of over 400 km2 to a depth of 5 cm. By 1859 the problems associated with the sheer volume of sludge being discharged were such that a Royal Commission was appointed to `Enquire into the Best Method of Removing the Sludge from the Gold Fields' (VPP, 1859 - 60). The goldfields referred to were those in the Bendigo area around the township of Sandhurst (now known as Bendigo). The Report of the Commission (VPP, 1859 - 60) stated that: `... inspection of the country bordering upon the course of the Bendigo Creek, to a distance of about fifty miles from Sandhurst . . . ' had revealed that the sludge had ' . . . filled up watercourses and flooded pasture lands . . . '. It also noted that ' . . . even on the plains, thirty or forty miles away from Sandhurst, where the sludge flows thin, and is relieved from its heavier particles, we found it baked into a perfect concrete, and in thicknesses varying up to two feet or more . . . '. The italics were used for emphasis in the original text. As it was considered unlikely that the physical evidence for such widespread inundation would have disappeared completely over the intervening 130 or so years, a project was initiated to locate any evidence of the inundation in the current landscape. If such evidence were to be found, then an estimate could be made of both its extent and its effects on the topography, drainage, and land-use of the inundated area. Extensive field work has determined that over 700 km2 to the north of Bendigo was inundated by the sludge. The area has not been uniformly covered, but has occasional `inliers' which have obviously escaped inundation by being slightly higher than the surrounding areas. Today the sludge is readily identified as a very fine-grained, hard-setting, concrete-like `capping' overlying a well-developed, well-structured, pedal horizon, or in some instances, the gravels and sands of a creek bed. The thickness of the sludge capping varies between a few centimetres and three metres (Peterson, 1996). This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. [The Bureau of Mines conducted bench-scale studies to develop techniques for stripping tetravalent cerium from tri-n-butyl phosphate solutions. Experiments were conducted in a constant-temperature bath using beakers and mechanical stirring. Ninety-five pct of the cerium was stripped from a 50-pct tri-n-butyl phosphate 50-pct kerosene solution containing 0.18 M cerium in 15 minutes at 50° C using 0.11 M aqueous formaldehyde.]

This paper describes the emergency water control measures used at Pegasus Gold's Zortman Landusky mine during the September 1986 flood. The amount of solution stored increased by approximately 78 165 m3 due to receiving 0.2134 m of rain in a 24 hour period. Three methods of water disposal will be discussed including continuous chlorination, batch chlorination, and reverse osmosis. A water management program will also be discussed.

A belt drive attendant was working underground during his shift at the junction of two belt drives. He worked alone, but communicated with others at the mine by underground phone. At noon his shift foreman stopped by his workstation. At 2:00 p.m. he was contacted by phone by a fellow belt drive attendant. At 5:00 p.m., he was found dead by the oncoming evening shifter.

Golden Crown Mine is a narrow vein gold mine producing 75000 tpa. Production has been predominantly by shrink stoping using hand held machine and airleg. Bogging from these stopes is done with Toro 150 LHD units.Previously the standard development method consisted of developing a sill drive, a footwall drive and millholes every 7 m. This meant that for every metre of ore development, 2 m of waste development was required.

The biggest Port of Latin America - the Santos Port in São Paulo, Brazil - has been drilled and blasted by controlled underwater techniques in order to remove around 40,000 m3 (52,318 cubic yard) of rock divided in two outcrop rocks: Teffé and Itapema. Underwater pumped explosive, in combination with small cartridges areas, was successfully used in order to reach a target depth of -15m (-49 ft) and a width of 220m (722 ft) in the navigation channel. It was the first time that a pumped explosive was used in underwater blasting in Brazil and it represents a historic benchmark for projects of this kind in this country. The main challenges faced in this project include the control of the ground vibration, due to the necessity to carry out detonations 40m (131 ft) away from the quay wall - where the passenger terminal and the 80 year-old warehouse were located – and the rush schedule available, in order to finish the underwater drilling and blasting phase before the coming cruise season. Therefore, the perfect combination of an ideal pumped product with an effective pumping system has permitted to carry out the project in a record of less time than 3 months (against to the original expected time of 18 months), with all vibration events under control as result of the special ground vibration program carried out.

The number of extended cut mining systems has increased significantly in coal mines over the last decade, and there is a constant push to extend the face ventilation systems to even greater setback distances. The need to maintain airflow at setback distances of 12.2 m (40 ft) and beyond requires that methods for delivering intake air to the face be improved, or alternative ventilation techniques be implemented. The emphasis of this research effort was to examine various techniques to improve the distribution of available air at the mining face in order to reduce face methane levels. A study was conducted comparing the performance of a jet fan, used in conjunction with a machine mounted scrubber, with blowing curtain ventilation in a 27.5 m (90 ft) heading. In addition, a second study was performed on blowing curtain systems examining how scrubber flow, intake air velocity, and curtain setback influence face methane concentrations. Results showed that when the heading advances to a depth of 27.5 m (90 ft) blowing curtain systems were more efficient at diluting face methane levels when compared to a jet fan. Also, increases in scrubber flows and curtain velocity resulted in lower face methane concentrations for blowing curtain systems at 9.2 and 15.2 m (30 and 50 ft) setbacks.

Phase I of the Canary Wharf development in London's docklands involves the construction of six fifteen storey buildings located predominantly over water of the West India Docks. The buildings are supported on some 1000 No., 25m long, open ended steel tubular piles driven through 10m of dock water to found in dense sand at a depth of about 15m below dock bed level. The piles are of composite section with reinforced concrete within the upper 17m of the steel tube. Three trial piles were installed in the dock to investigate the driveability and performance of the driven steel tubular piles. The piles were subjected to dynamic and static load testing. Loads were applied in both vertical and horizontal directions. Vibrating wire strain gauges were installed on the inside of the steel piles, on the reinforcement and in the concrete to determine the relative proportions of the applied load carried by the steel tube and concrete infill and to establish how these proportions varied along the length of the piles. Inclinometers were also installed to monitor the lateral deflection of the piles. This paper describes the driving, construction and testing of the three trial piles. The results of the vertical and horizontal loading tests are discussed and comparisons are made between dynamic and static tests carried out on the piles.

In this Bureau of Mines study coal and rock dust beds were entrained by airblasts generated by gas explosions at the closed end of a 0.61-m-diameter explosion tunnel, 49.7 m long. The system was designed to simulate entrainment of mine dust deposits by accidental gas explosion at the coal face of nonintersecting mine passageways. Full-scale mine explosion trials confirmed many of the results of the explosion tunnel experiments and indicated several new features of dust entrainment. Dispersal of 20.3-cm-long stepped dust beds located 35 m from the closed end always began during the early portion of the ascending gradient of the first transient airflow (and pressure) wave, and was usually completed before the end of the first quarter-wave period. Bulk quantities of dust were entrained simultaneously by longitudinal regression from the leading edge of the dust bed and by surface lifting of the top layer. Instantaneous threshold air velocities for bulk quantities of coal and rock dust beds in separate, mixed, and layered configurations were in the same range (5 to 30 m/sec) as previously found under steady-state velocity conditions. Selective lifting of coal dust layers from rock dust occurred when the threshold dispersal velocity of coal dust but not of the underlying rock dust was exceeded.
