International Minerals & Chemical Corp.'s New Wales operation near Mulberry, FL, is reportedly the world's largest concentrated phosphate chemical fertilizer and phosphate-based animal feed ingredients complex. Its latest expansion represents a $191-million investment. Two Northwest draglines were put to work at the operation early last year and, according to a company spokesman, total production from the units have more than doubled that from older rigs. This article describes how the draglines are used and provides details on the New Wales operation. The principle product at New Wales is phosphoric acid, produced by reacting ground phosphate rock with sulfuric acid in large concrete attack tanks. For each ton of phosphoric acid produced, New Wales must dispose of about 4.5 t (5 st) of waste gypsum. New Wales stores the gypsum on-site, and uses durable Northwest draglines to help handle the material. Two Units Maintain the Gypsum Stack After the gypsum is separated from the phosphoric acid through 23-m-diam (75-ft-diam) vacuum filters, it is mixed with water from a 121-hm2 (300-acre) recirculating cooling pond and, in slurry form, is pumped to the top of a 121-hm2 (300-acre) gypsum stack located adjacent to the cooling pond. The slurry contains mostly gypsum (CaSO4), with small traces of silica and other elements. The water at this point is corrosive, containing from 1-2% phosphoric acid. Its pH usually ranges from 1.5-2.0. Water drains from the gypsum stack into the cooling pond. Only about 15% of the pond's water, however, comes from the gypsum stack; the balance is from various sources throughout the complex and is held in the pond to cool before being returned for reuse in the plant. About 97% of New Wales' water needs come from this recycling program. The gypsum remains on the stack, inert, ready for future processing if it becomes economically feasible. Throughout the handling process, Northwest draglines work around the stacks' rim, continually directing the waste flow and digging out dried solids to heighten the perimeter dike to provide more storage volume. When wet, gypsum is extremely soft. When dry, it compacts well and provides footing with enough bearing capacity to support the machines. Processing at New Wales started in 1975 and the gypsum storage area has already been built up 12 m (40 ft) above grade. A total of 14.8 km3 (12,000 acre-ft) of solids are now stored. On the 2nd of June 2007 SELI S.p.A. started the excavation of Beles Tailrace Tunnel (Ethiopia). The new 8,07 m diameter DS Universal TBM utilized for the tunnel excavation was manufactured by SELI S.p.A. and allowed the installation of 30 cm thick concrete lining, contemporaneously with the excavation of 7,200 m of tunnel. The greatest part of the tunnel alignment was excavated in hard and sound basal-tic rocks. The paper describes the main steps of the tunnelling operations which led to a remarkably rapid excavation, with a peak production of 36 m / day and a final break-through achieved 46 days ahead of the contractual deadline. Furthermore the paper describes the work and logistic organization that was set up to efficiently perform the mechanized excavation in the very remote area of the project.

In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago there were only a small number of projects that stretched beyond 100,000 Mtpd throughput rates. Nowadays and moving forward virtually all the major copper projects are sized beyond this, with throughput rates up to 250,000 Mtpd now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 flotation cells, through to the 257 m3 cells and nowadays to the 660 m3 machines. The contributions of specific copper concentrators to this growth phase are reviewed herein. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

This paper presents an innovative ground support solution developed to construct a tunnel cross-passage for the MUNI Metro Turnback (MMT) Project. A “soft center” jet grouting approach was designed to provide solid ground support while maintaining a soft center to allow for hand-mining of a 2.44 m (8 ft.) wide, 3.66 m (12 ft.) tall and 4.6 m (15 ft.) long cross-passage through soft Bay Mud. Prohibitive costs and schedule impacts associated with mining under compressed air (at the time being used for main tunnel construction) were the catalysts to search for alternative methods for cross-passage construction. Limited surface disruption, relatively low costs, ease of subsequent excavation, nominal schedule impacts and proven local success of jet grouting were key factors in selecting and designing this method of ground support.

The use of heavy media organic solvents to recover coal from its attendant gangue is hardly new. DuPont built a pilot plant using pentachloroethane in 1936 at Weston Coal Company, Weston Breaker, Shenandoah, Pennsylvania. That's almost half a century ago. Since that time, it has become common practice to utilize similar classes of chemicals in laboratory separations of coal samples. It is the objective of this paper to discuss some specific separations on both pilot and laboratory scale on samples representing different classifications of coal. These separations have been carried out on coarse (+4 M), middling (4 x 20 M), and fine (-20 M) coal samples. The coal samples tested include Pennsylvania anthracite; Pennsylvania, Indiana and Colorado bituminous; Wyoming sub-bituminous; and Texas lignite. Other chlorinated solvents were used to vary the specific gravity of separation.

The Three Rivers Protection & Overflow Reduction Tunnel is part of the Long-Term Control Plan of the City of Fort Wayne, Indiana (USA). The 4.9 m internal diameter tunnel, of length approximately 7.5 km, is excavated at a depth of approximately 40–60 m through carbonate rocks using a slurry TBM. Due to the high hydraulic conductivity of the rock mass and the high in-situ ground water pressure (up to 6.5 bar), the management of the water inflow during the TBM advance and standstills, represents the major challenge for the project. This paper outlines the geotechnical conditions and the hazards related to the large water inflows expected in the pre-excavation phase and discusses the experience gained during the construction of the first 8,224 feet (2,507 m), (first third of the total length of the tunnel).

Guided seismic wave propagation was studied in the Lower Freeport (6A) coal seam in the Oak Park No. 7 mine near Cadiz, OH. Three component geophones were implanted in the coal at distances ranging from 72 m to 183 m from the seismic source. Both Love- and Rayleigh-type modes were observed but the Love-type mode produced the best data. Detailed analysis was performed on the best Love data and a Dziewonski map of group velocity vs. frequency was constructed. This map was in excellent agreement with a theoretical dispersion curve calculated for a model of the coal seam. The Love wave group velocity was found to have a minimum value of 510 m/sec at 275 Hz. Only the fundamental mode contributed significantly to the observed signal and it was observed up to the maximum distance available.

The quality of water in mine pit lakes depends in part on the physical limnology, including such factors as thermal and chemical stratification, turnover and the development of anoxic conditions with depth. Limnologic data collected from four existing pit lakes in Montana and Saskatchewan indicate that pit lakes develop a thermocline (temperature stratification) in the upper 10 to 30 m (33 to 100 ft) of the water column. Two o f the pit lakes, 26- and 55-m (85 and 180 ft) deep, undergo seasonal turnover of the entire water column, whereas two deeper, pit lakes, 110 and 240-m (360- to 790 ft) deep, undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column, and a distinct chemocline develops with depth.

The Rogers Pass Project for C.P. Rail includes a 14.7 km tunnel and an 8.5m diameter concrete lined ventilation shaft to a depth of about 335m. The shaft collar is in bouldered water bearing glacial till to a depth of about 95m. Initial excavation in the overburden was with the aid of dewatering wells. When ground support problems arose the excavation was completed by a two stage freeze programme. Freeze holes were drilled from the shaft bottom. This most unusual method was successful in overcoming the difficulties safely and efficiently. The remainder of the shaft was sunk and lined conventionally. Finally, a central dividing wall was poured by jump forming from the bottom up. The wall was completed to a high standard at up to about 20 vertical metres per day.

The Metropolitan Water District of Southern California has undertaken the Lake Mathews Outlet Facilities project to replace the existing outlet facilities. In the late1990s, consulting engineers for the District determined that the Lake Mathews Outlet Facilities were susceptible to a catastrophic failure during a seismic event. To ensure a reliable supply of water to Metropolitan’s customers in the Los Angeles area, the District decided to construct new outlet facilities. This Project consists of excavating a large diameter junction shaft, a 6.10 m (20 ft.) horseshoe tunnel, three short 4.88 m(16 ft.) horseshoe bypass tunnels, and a large excavation within a cofferdam that were all driven in difficult rock conditions. Additionally, a new concrete outlet tower was constructed and connected to the existing tunnel by the new bypass tunnels and through the junction shaft. The J.F. Shea Co., Inc. of Walnut, California, is currently finishing the construction of the Lake Mathews Outlet Facilities Project for Metropolitan. The large diameter junction shaft is 50.60 m (166 ft.) deep, excavated 16.15 m (52 ft.) in diameter and lined with a61 cm (2´-0?) thick steel reinforced concrete lining to a finished diameter of 14.63 m (48ft.). The shaft was excavated full face with one stationary shaft three-boom jumbo, modified for the large diameter. The shaft also consists of four sets of gate guides extruding from the shaft wall towards the center of the shaft that provide the ability to operate up to four mechanical gates at any time, to open or close each tunnel. This paper will present the junction shaft excavation and concrete construction techniques, including the innovative slip form method utilized to construct the junction shaft.

Mexico City's growth has encourage development of underworks to meet drainage and transport requirements. Deep Drainage System has been constructed through a complex tunnel network, 108 km in total, varying from 30 to 12 m in depth and 6.24 or 4.00 m in diameter. Wide range of stability conditions presented in soils has forced the use of several tunnelling methods, going from the manual procedure by the use of pneumatic tools, to slurry shields, or open face shields, with the aid of or without compressed air. For transport, subway tunnels have been excavated in very compact silty sands, 9.15 and 9.51 m in diameter, with the use of open shields one of which was designed by Mexican engineers as a prototype machine. This paper tries to describe evolution of tunnelling methods used in Mexico City during last 20 years.

In March of 1994, Dynatec Mining Limited entered into a contract with PCL Civil Constructors to carry out the underground excavations for the Algonquin Power Corporation’s15 Megawatt Nagagami hydro-electric power station located near Hearst, Ontario, Canada. Dynatec completed the work for this project in early October 1995. Dynatec Mining Limited’s work included the excavation of a 175 meter long penstock driven at a grade of -25% to a 4000 m3 powerhouse located 50 meters below the intake elevation. A 1200 meter long tailrace was driven from the Nagagami River to connect with the powerhouse. Two 50 meter raises were driven from the powerhouse to surface to pro-vide access for equipment and personnel. The excavation of the tailrace tunnel(5.8m x 5.9m) was completed using Dynatec’s Long Round Jumbo Technology.

"Federal regulations require that refuge alternatives (RAs) are located within 305-m (1000-ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature (AT) below 35°C (95°F). The National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from the RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for mobile tent-type RAs. The results of these studies show that most of the heat loss from the RA to the ambient mine is due to radiation (51%) and conduction (31%). Three mine width/height configurations and three mine strata compositions were examined. The final DBT inside the RA after 96 hours varied less than 1°C (1.8°F) for the three mine width/height configurations and less than 2°C (3.6°F) for the three mine strata compositions. INTRODUCTION Following a mine disaster, workers will try to escape the mine. If their escape is futile, they can take shelter in a refuge alternative (RA). In 2008, the Mine Safety and Health Administration (MSHA) mandated RAs in mines to ensure that a safe and livable shelter is provided for a minimum of 96 hours, and that the apparent temperature (AT) does not exceed 35°C (95°F) inside the RA [1]. An ongoing concern with RAs is the potential to exceed this limit. The temperature rise inside an RA is due to the metabolic heat released by the occupants as well as heat released by the carbon dioxide scrubbing system. The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type training unit RA in its Safety Research Coal Mine (SRCM) to investigate heat buildup in RAs. The 10-person capacity for the tested RA is based on 1.4 m2 (15 ft2) of floor space per miner. NIOSH-developed simulated miners, which are heat input devices that generate both sensible and latent heat, were used to represent the metabolic heat generation of an average miner (117 W) for testing in the SRCM. It was found that the number of occupants in an RA may need to be reduced based on the ambient mine temperature, which varies from mine to mine [2]. To further research temperature rise inside an RA, ThermoAnalytics, Inc. (TAI) was contracted by NIOSH to perform thermal simulations of the tested 10-person mobile tent-type RA. TAI developed a thermal model of the SRCM using RadTherm software, which incorporates a human thermal model (HTM) to represent the equivalent metabolic heat loss of a miner within the RA’s enclosed environment. The thermal model was previously validated by comparing simulation results with test results [3]. During a mine disaster in which miners would have to take shelter in an RA, mine ventilation may not be available. As such, mine ventilation was off for both the testing in the SRCM as well as in the simulations. This paper discusses the heat loss mechanisms and the effects of mine strata composition and mine width and height associated with a ten-person tent-type RA."

Introduction Significant increases in extraction ratio on the order of 6% to 8%, equivalent to as much as 142 t/m (48 st per ft) of panel, have occurred at the Big Island trona mine during the last five years with the help of a practical rock mechanics program. This increase in resource recovery also has contributed to improvements in productivity. Both conventional and continuous machine mining have been used to mine two flat-lying trona beds at depths of 250 m and 260 m (820 ft and 853 ft) in the Green River Formation in southwestern Wyoming. Conventional room-and-pillarmining originally was conducted in panels with extractions of 5 8% to 60%. The use of yield pillars has allowed the panel extraction in increase to 66%. Continuous machine mining was introduced, with a 64% extraction ratio using long, narrow pillars and wide rooms. Further improvements in resource recovery seem feasible in light of present mining experience. The rock mechanics program consisted of field instrumentation to determine the pillar and roof response hole locations. to mining and computer modeling to evaluate the stability of various layouts, which were then adopted for mining. Mining background Stauffer Chemical Co.'s Big Island mine and refinery are located 40 km (25 miles) northwest of Green River, WY. Underground mining operations supply trona, a sodium mineral, to the refinery to produce soda ash. The room-and-pillar method is used to mine two 3 to 3.6 m (10 to 12 ft) thick, flat-laying seams at depths of about 250 to 260 m (820 to 850 ft). Mine production in 1986 was 2.3 Mt (2.5 million st). Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Second, there was no sign of any natural convective air flow through the dump.

Introduction Borne out of the need for reductions in capital expenditure and increased production, several new and innovative carbon systems have been developed for small precious metal heap leach operations throughout the United States. Perhaps the most important aspect of these systems is the carbon column. Though diverse in design, these columns can be categorized into three basic types. The first is known as the gravity flow type or Cortez type. As the name indicates, solution flows via gravity, throughout 4 to 6 columns which are arranged in a normally stepped con- figuration which is conventionally upflow in design. The second type, known as the vertical column, is an arrangement whereby flow is established through pressurization in an upward manner, throughout 4 to 6 columns in a vertically stacked configuration. This arrangement is typically intended for use with small portable heap leach operations and employs a semi-continuous mode thus preventing gravity from occurring. The third type and newest development in carbon columns is an arrangement whereby the solution flows throughout 4 to 6 columns placed in a side by side configuration and pressurized by a single feed pump (Figure 1). A unique aspect to the third type, is that the adsorb and desorb cycles are accomplished in the same column, due to a fixed carbon charge. An in-depth analysis is warranted due to numerous advantages of this arrangement, and is therefore the subject of this paper. Advantages and Variations One advantage to the third type of carbon column is the fact that initial capital expenditures and operating man- power requirements are reduced. Another advantage is that the system can be made fully portable up to a 0.0315 m3/s (500 gpm) capacity. Systems of this nature are operational at several sites. Above this flow rate, the system's portability is one which can be maintained, but disadvantages (i.e. larger diameter carbon column and greater weights) far outweigh the advantages. There are several variations in each of these systems which allow for unique operation. For example, carbon columns made highly portable, can be moved from unitized heap leach operations to central stripping facilities. Although this method has been used in Colorado, transportation of these units has been known to be quite cumbersome. If distances exceed 5 km (3.2 miles) then special front-end loaders are required. This limits heap locations to within 5 km (3.2 miles) of the central processing facility. Another example transports the carbon charge from the heap leach locations to a centralized processing facility; this method is quite effective. For the past 5 years one mine has employed this technique of transporting carbon in 907 kg (1 ton lots), in DOT containers, towed by company pick-ups. This operation uses a vertical column with a 907 kg (1 ton) carbon charge. A third example uses static carbon columns with fixed carbon charges. Carbon Adsorption System The carbon adsorption system (Figure 1) is fed by a single preg solution feed pump. This feed pump pushes the preg solution through all four to six fixed charged carbon columns, which are on line. The sequencing of the carbon columns is achieved using valves. Expansion of the carbon charge is dependent upon the carbon selected. The carbon typically used is a 6 x 12 mesh size, with a nominal flow rate of 0.00135 - 0.00138 m 3/s (22-25 gpm) per square foot of carbon, based on a 40% bed expansion. With 8 x 16 mesh size,

"Testing was conducted to determine the ability of foam to maintain roof coverage in a simulated longwall mining environment. Approximately 27% of the respirable coal mine dust can be attributed to longwall shield movement. Developing controls for this dust source has been difficult. The application of foam is a possible dust control method for this source. Laboratory testing of two foam agents was conducted to determine their ability of foam to adhere to a simulated longwall face roof surface. Two different foam generation methods were used; compressed air (CA) and blower air (BA). Using a new imaging technology, image processing and analysis utilizing ImageJ software produced quantifiable results of foam roof coverage. For CA foam in 3.3 m/s (3.3 m/s (650 fpm)) ventilation at 3 minutes after application, 98% of agent A was intact, while 95% of agent B was intact on the roof. At 30 minutes after application 94% of agent A was intact while only 20% of agent B remained. For BA in 3.3 m/s (3.3 m/s (650 fpm)) ventilation, the results were dependent upon nozzle type. Three different nozzles were tested. At 30 minutes after application 74-92% of foam agent A remained, while 3-50% of foam agent B remained. CA foam seems to remain intact for longer durations and is easier to apply than BA foam. However, more water drained from the foam when using CA foam which demonstrates that BA foam retains more water at the roof surface. Agent A seemed to be the better performer as far as roof application is concerned. This testing demonstrates that roof application of foam is feasible and is able withstand a typical face ventilation velocity, establishing this technique’s potential for longwall shield dust control. INTRODUCTION NIOSH personnel have visited many longwall operations at various geographical locations in the U.S., conducting benchmark surveys to characterize current operating practices and dust control measures in use. Sources of respirable dust generated from the longwall face have been identified as: intake (10%), stage loader (20%), shields (27%), and shearer (43%) [1]. Dust generated from the shearer, armored face conveyor, and the stage loader can mainly be controlled by water sprays and increases in ventilation air quantities, however, research has demonstrated limited effective controls for dusts generated by shield movements [2]. One possible approach to mitigating shield dust generation is to apply a layer of water or foam to the shield-roof interface. Once this interface is blanketed with foam or water, dust will be less likely to become airborne and contaminate the airways over the personnel walkways. Though water is an abundant and common dust control measure, roof applications have limited success because water is unable to remain in-place in adequate quantities for the necessary duration between application and shield advance. Past and current testing of foam for material properties has shown that it has longer applicability times, ranging from 10 to 60 minutes [3] and has shown better performance for dust control, ranging from 19-96% improved efficiency over water [4, 5, 6, 7, 8]. The majority of this foam dust control research has focused on dust control efficiency at the longwall shearer or continuous miner cutting drum."

In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.'s $15-billion budget, it does signal the corporation's intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina's coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. Following this operation, and by using the same unit, a sec¬ond grind with a depth of 200-255 mm (8-10 in.) is made. This reduces the debris to a finer consistency, mixes it with the upper peat layer, and grinds any wood found in the upper 200-255 mm (8-10 in.). This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation.
