INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. M.A. Industries, Inc. has developed and is now offering on a commercially available basis, complete systems to recover and recycle lead from spent SLI batteries. The system begins with the breaking and separation of the component parts of the batteries and subsequent treatment of the effluent water produced by this operation. The recyclable materials recovered from this process are metallic lead, lead paste and polypropylene. The lead paste is introduced into a process to convert it from a lead sulfate to a lead carbonate. The process also regenerates the salt solutions into reusable carbonate. The lead carbonate is then leached into an acid bath where it is later recovered by a proprietary electrolytic process. The metallic lead is recovered in a short rotary furnace producing metal for further refining and alloying. The polypropylene is further washed and then introduced to a reclaim extruder along with the proper modifiers and additives. The resulting resin can then be sold on the open market to injection molding processors. This complete system greatly reduces the amount of waste to be disposed of and completely complies with all applicable EPA guidelines.

In relation with the construction of the Sölk power station in Steiermark, Austria, tenders were called in October, 1976, for the construction of the 12-km "Donnersbach collector tunnel" by "Steirische Wasserkraftund Elektrizitäts AG". The specified showed both conventional blast tunneling as well as mechanical excavation with a tunneling machine, diameter 3.55 m. Total construction time from the date of the invitation to tender was given as 4 years. Part of the project was the construction of a concrete circular tunnel lining 20 cm thick. In 1977 the contract was awarded to "Arbeitsgemeinschaft Donnersbach", a joint venture formed by two companies, G. Hinteregger & Söhne, Salzburg, and G. Hinteregger, Bregenz. It provided for the project to be carried out with a tunnel boring machine. GEOLOGICAL DATA The entire tunnel was to be bored through a complex of the garnet mica schist group of the Wölz schists formations. These range from highly quartz-bearing to quartzitic mica schists, with thick, discordantly interstratified beds of marble and dolomite. The US Bureau of Mines investigated technologies for determining the integrity of in situ leach mining wells. A self-contained trailer-mounted well integrity testing system (WITS) was designed and built to enable rapid testing of well casings for leaks as required by environmental regulations. The WITS utilizes two inflatable packers to seal off the entire casing length or any portion thereof. Water pressure is built between the packers to the desired test pressure, and the presence or absence of casing leaks is determined by monitoring the pressure drop between the packers. A winch and steel cable are used to run the packers in and out of the well. The WITS underwent an industry field test at the Irigaray in situ uranium leaching mine near Buffalo, WY. A total of 37 wells with an average depth of 69 m (225 ft) were tested at an average rate of four wells per eight-hour shift with a two-person operating crew. This represents a 75% time savings and an 83% labor savings compared to the rigid-pipe method previously used at the mine, with which a three-person crew tested an average of one well per shift.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

Introduction United States Steel Corporation's, Texas Uranium Operations operates in-situ mines located approximately 70 miles north of Corpus Christi near the town of George West in Live Oak County, Texas. In 1977, Texas Uranium Operations became the operating entity for the Burns Ranch mines 100% United States Steel ownership and also operates the Clay West mines a 50150 joint venture of United States Steel Corporation and N M Uranium, Inc. Until mid-1982, Texas Uranium operated eight (8) satellites where uranium was captured on resin and two central plants where the loaded resin was eluted, acidized, precipitated and dried to yellowcake. At present, the Clay West Central Plant is operating, as are four (4) satellite plants in a mode designed to optimize results while depleting remaining reserves. United States Steel's Texas Uranium Operations, as have some other uranium producers, managed to continue successful production during the plunge to the recent floor price of $17. Despite the fact that United States Steel does not intend to continue as--a uranium producer beyond the life of its present reserves, we naturally hope the recent trend to the pre- sent price of $24 will continue to increase.

On May 15 and 16, 1999, a mine ventilation survey was performed in the 705-m- (2,312-ft-) deep Cayuga Mine, Cargill Salt Division, Lansing, NY. The purpose of the survey was to develop a numerical model of the existing ventilation system and to perform a computer simulation study for long-term environmental and ventilation planning. Because the natural ventilation pressure (NVP) has significant effects on the ventilation system at the Cayuga Mine, there was a need to assess the NVP acting in the mine. Due to the ventilation arrangements in the Cayuga Mine, the authors decided to use the direct-measuring method to determine the NVP by measuring differential pressure across the automatic fan door. This difference in pressure was measured immediately after the fan was stopped and the automatic door was closed to stop the flow throughout the entire mine. To show seasonal changes in NVP, two additional measurement for NVP were performed, one on Aug. 22, 1999, during the hot (summer) season, and another on Feb. 6, 2000, during the cold (winter) season. INTRODUCTION During the last decade, several studies in France (e.g., Perraud et al. , 1970; Chameaud et al., 1974, 1979 and 1980) and the United States (e.g., Stuart et al., 1978; Cross et al., 1978, 1980 and 1981) have demonstrated the systematic production of emphysema, fibrosis and tumors in the lungs of animals exposed to radon daughters alone or to mixtures of uranium-mine air contaminants. The studies in beagle dogs have been particularly interesting because of the uncertain etiology of the disease and the (apparently) diverse results of the studies at the University of Rochester and the Pacific Northwest Laboratory (PNL). In the Rochester studies, reported by Morken (1973), beagle dogs were exposed to "normal" room air dust loads and radon daughters from 200 to 10,000 WLM*, delivered in 1 to 50 days (rate of delivery, about 200 WLM per day of exposure). Histological examination of tissues was conducted at 1, 2 and 3 years after exposure for all exposure levels. No cancers were noted in these dogs that received estimated alveolar doses of 34 to 1700 rad (0.34 to 17 Gy). Pathologic changes were found only in the alveolar and bronchiolar regions of the lung. These changes were small, subtle, variable, and widely separated, involving only a very small fraction of lung tissue. Lesions appeared as focal thickening of alveolar septa, with some metaplasia of alveolar cells and some hyperplasia of bronchial epithelium. In the PNL experiments reported by Cross et al. (1978), beagle dogs were exposed in lifespan studies to mixtures of radon daughters (rate of delivery, about 14 WLM per day of exposure), uranium ore dust and cigarette smoke. One group of dogs was exposed to cigarette smoke alone. Except in control and smoke-only groups, the dogs died within 4' years of the first radon daughter exposure, or were killed when death appeared imminent because of pulmonary insufficiency (characterized by rapid, shallow breathing). Control and smoke-only animals were killed at periods corresponding to highmortality periods in the groups exposed to radon daughters and mixtures of uranium ore dust and cigarette smoke. Emphysema and fibrosis were much more prevalent and severe in the lungs of dogs exposed to the mixtures. These dogs also had adenomatous lesions, which progressed to squamous metaplasia of alveolar epithelium, epidermoid carcinoma and bronchioloalveolar carcinoma. Pathologic changes in the upper airways of these dogs were most prominent in the nasal mucosa, and included a few squamous carcinomas in the nasal cavity. Respiratory tract neoplasia was noted after ~4 years exposure and at cumulative exposures exceeding approximately 12,000 WLM. Apart from differences in associated carrier aerosol (room air dust vs. uranium ore dust) and radon-daughter exposure rate (200 WLM/day, shortduration exposure vs. 14 WLM/day, long-duration exposure), the most obvious difference in the Rochester and PNL studies was the observation time following exposure (3 years maximum vs. >4 years). Although neoplasia may not have been observed in the Rochester animals because of the earlier termination of the experiments, it is surprising that other lesions, such as prominent fibrosis and emphysema, were not reported. A follow-up study (reported here) is currently in progress at PNL to determine the pathogenic role of uranium ore dust alone and, in particular, to clarify the role of the ore dust in the production of the massive pulmonary fibrosis observed in the earlier study. Pulmonary function testing (a recently acquired capability) was included in the follow-up study as an indicator of progressive change in lung tissue. MATERIALS AND METHODS Chronic (4 hr/day, 5 days/week) exposures began when the dogs were about 2 1/2 years old. Two identical exposure chambers provided space for simultaneous, head-only exposure of 24 dogs to ~l5 mg/m3 carnotite uranium ore dust. An aerosol diffusion system was incorporated in each chamber in order to channel fresh aerosol past each dog's head; uranium ore dust was added to the inlet room air with Wright Dust Feed Mechanisms* (WDFM). Uranium ore dust and condensation nuclei concentrations were measured daily; chamber aerosols were monitored occasionally for particle-size distributions as described for previous hamster experiments (Cross et al., 1981). It is not possible to accurately predict water flow into rock tunnels during construction, because all of the relevant factors cannot be accurately determined ahead of time. But an estimate is needed, because water inflow can be a major problem during construction, hence also a major concern for project design. There currently is no simple, generally accepted method of estimating inflow. This paper describes a semi-empirical method for estimating possible water inflow based on borehole water pressure test results, using correlations from previous tunnel experience. The method provides an estimate of percentages of tunnel length which will experience different intensities of long term steady state inflow, and provides an estimate of possible initial heading inflow. The method is applicable for distributed sources of water inflow due to rock mass features such as systems of joints and bedding planes, and accounts for different boundary conditions of water head and recharge. The metric system flow units used in this paper are liters per minute (L/min) and liters/minute/meter of tunnel (L/min/m), to be compatible with rock mass classification systems commonly used today.

Martin County Coal Corp. is located in Martin County, KY, in the Appalachian coal fields, near the West Virginia border. The company's total leasehold covers more then 133.5 km' (33,000 acres). Total annual production at Martin County Coal Corp. is currently 2.2 Mt (2.5 million st). In certain years, though, it exceeded 2.7 Mt (3 million st). About 45% of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal's work schedule consists of two nine-hour shifts a day, 240 days a year. Topography The topography of the area is characterized by rugged hills and ridges and sharp V-shaped valleys demonstrating a cliff and slope topography. This topography consists of alternating benches of outcrop sandstone and slopes. The deep valleys have been carved out by many small streams in the area. These streams are contained within the steep slopes of narrow, twisted mountain ridges. The ridges are underlain by massive sandstones that, being resistant to erosion, create sharp, rocky morphology. The height of the hills above the valley floors ranges from 122 to 244 m (400 to 800 ft).

Perlite is a generic term for naturally occurring siliceous rock. It is a form of natural volcanic glass the main constituent of which is amorphous silica (70-76%). Perlite, when heated rapidly to its softening temperature range, expands from four to twenty times its original volume, due to the presence of 2-6% ?combined? water, in a manner similar to popcorn as the H2O molecules vaporize and create countless tiny bubbles, which account for its exceptional physical properties: light weight (30-150 kg/m3), low thermal conductivity, cellular structure, in general. These properties make perlite adaptable for numerous end-uses, which can be distinguished into 2 categories: Expanded perlite applications in: a) Construction Materials market (e.g. Acoustical Tiles, light-weight insulating Mortars, self-levelling Concrete), b) Agriculture (e.g. Hydroponics), c) Food and Chemical industry (e.g. Filtration Media, Filler, etc.), d) Insulation and Heat resistance technology (e.g. Cryogenic vessels, Refractory Bricks, etc.). Unexpanded Graded perlite applications in: a) Phosphoric Fertilizers industry (additive in H3PO4 production), b) Foundry technology (slag-aid, insulating and heat resistance agent).

Mexico has an area of about 2 million km2 (772,260 sq miles), with volcanic activity, large shores and mountainous areas reaching as high as 6000 m (19,680 ft) above sea level. These conditions are favorable for most mineral deposits, some of commercial value and others as a source of mineral samples. In addition to its vast mineral wealth, Mexico has another valuable asset in its people. Even before the discovery of America, natives were successfully mining metals. During the colonial days, the mineral deposits were mined to increase the wealth of Spain. All this experience was passed from generation to generation. It created a tradition of mining and minerals processing engineers that currently accounts for about 182,000 people supported by mining-related activities. Nonmetallic minerals in Mexico have been mined by natives since the early days. They knew the value of kaolin clays for pottery, as evidenced by archeological findings. This experience was also passed from generation to generation and has become recognized worldwide as ceramic wares of high quality. The Talavera ceramic from Puebla is an example of family traditions many generations old.

ThunderBasin Coal Co. has two mines located in the southern portion of Wyoming's Powder River Basin - the Black Thunder Mine and the Coal Creek Mine. Both are located 60 to 90 kin (37 to 55 miles) southeast of Gillette. The mines are principally located on federal coal leases acquired in the late-1960s. Development plans for the Black Thunder Mine focused on dragline stripping. Environmental considerations, however, made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lyimg with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age. The deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21-m (70-ft) 'hick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

INTRODUCTION The environmental requirements of the next section of Washington, D.C. METRO subway tunnels present unique challenges to the Contractor. The 14th Street Tunnels contract includes twin 975 m (3200 linear ft) soft ground tunnels. A stringent environmental soil and groundwater monitoring and free product recovery program was specified by the owner. A project-wide dewatering program hinges on satisfactory completion of the environmental requirements. Implementation of the Contractor's environmental program is discussed, including the pros and cons of the program, as they relate to progress of the project. Environmental issues on tunneling projects have become an important part of the urban tunnel construction process. Delays associated with environmental issues can have a major cost impact on tunneling projects. This paper will discuss the first of five Washington Metropolitan Area Transit Authority (WMATA) tunnel and station contracts awarded in 1994. These contracts are part of WMATA's Fast Track Plan to complete the original 166 km (103 mile) system by 2001. As such, stringent environmental requirements have been specified as a part of these contracts to limit delays associated with local regulators in order that the tunnels may be constructed on schedule.

This paper describes the techniques implemented at Randfontein Estates to develop twin-haulages at 'high speed'. An operation which culminated in the world record advance for twin-end multiblast cyclic development in hard abrasive quartzites. A major expansion project was planned for the mine, with the sinking of a third twin-shaft system (to be known as Cooke No. 3), to raise the level of ore production from 3 500 000 to 5 000 000 tonnes per alumm. Subsequent redesign of the proposed shaft system as a single 9 m brattice wall shaft took place, reducing the planned shaft sinking period by 12 months and saving an estimated R 250 000 (U.S. $ 330 000) in sinking costs. The advancement of the Cooke No. 3 Shaft sinking and development programme necessitated a rapid excavation schedule for two interconnecting twin-haulages from the existing Cooke No. 2 twin shaft complex to provide a second means of egress. An early holing between the two shafts would provide significant financial and technical benefits. Pre-development and equipping of shaft pillar excavations would enable a rapid shaft production build up and blocking out of at least one year's ore-reserves.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

Wet ground and dry muscovite mica continued to be the most commercially significant types of mica in the US. Canada's phlogopite mica and some US deposits of sericite mica have also contributed to the overall application of mica in a variety of industries. Mica's major end uses are paint, rubber, and construction material. Its value was about $30 million last year. The southern Appalachian Mountains weathered granitic bodies and pegmatites continued to be the primary US muscovite mica source. North Carolina production of mica as a coproduct of feldspar, kaolin, and lithium processing accounted for more than 60% of the total output. New Mexico, South Carolina, South Dakota, Georgia, and Connecticut accounted for the rest. Flake mica was also produced from mica schists in North Carolina and South Dakota. It is also being investigated in Ontario, Canada. Wet ground mica Wet ground mica was produced by four companies: KMG Minerals, Franklin Mineral Products, J.M. Huber Corp., and Concord Mica. KMG and Franklin Mineral Products accounted for more than 80% of the production. Wet ground mica is a highly delaminated platey powder used to reinforce solvent and aqueous system paints for increased weatherability, durability, and greater resistance to moisture and corrosive atmospheres. In plastics, it is an excellent filler and reinforcing agent, providing better dielectric properties, heat resistance, and added tensile and flexural strength. In the rubber industry, wet ground mica is used as a mold lubricant to manufacture molded rubber products, such as tires. It also acts as an inert filler that reduces gas permeability. Miscellaneous uses include additives to caulking compounds, foundry applications, lubricants, greases, silicone release agents, and dry powder fire extinguishers. Wet ground mica prices range from $353 to $496/t ($320 to $450 per st) fob plant. Specialty products may be higher, depending on customer requirements. Dry ground muscovite mica Dry ground mica was produced by nine companies: KMG Minerals, Unimin, US Gypsum, Mineral Industrial Commodities of America, Spartan Minerals Corp., Asheville Mica Corp., Deneen Mica Co., Pacer Corp., and J.M. Huber Corp. Dry ground mica's primary market is wallboard joint compound. Here, it is a functional extender that improves the physical properties and finishing characteristics of the mud. It is also used in various grades as a filler in asphalt products, enamels, mastics, cements, plastics, adhesives, texture paints, and plaster. Dry ground mica became popular as an additive in oil well drilling fluids, where the mica flakes platey nature helps seal the well bore, preventing circulating fluid loss. But oil's dramatic price drop and consequent curtailing of well drilling brought this once booming market to a virtual halt. Forecasters predict that this business will gradually pick up during the next few years and most current dry ground mica producers will again produce the oil well drilling material. Dry ground mica prices range from $110 to $420/t ($100 to $380 per st) fob plant. High quality sericite mica, sometimes referred to as an altered muscovite, was mainly produced by two US companies. Mineral Industrial Commodities of America and Mineral Mining Corp. have equivalent capacities of about 27 kt/a (30,000 stpy). The majority of the material produced was consumed by the joint compound industry. Minor uses are in paint and oil well drilling. The lack of ground sericite penetration into the traditional ground muscovite markets is attributed to high silica content, typically in excess of 20%, and a bulk density. Prices range from $88 to $187/t ($80 to $170 per st) fob plant. Phlogopite mica is a dark colored, magnesium bearing mica rarely found in the US. Suzorite Mica Corp., a division of Lacana Petroleum, mines a deposit in Quebec that is 80% to 90% phlogopite. The dark color has prevented the material's entry into the traditional paint markets. But the physical properties and high purity make it useful as a low-cost reinforcing filler in many plastics and several asphalt applications. Phlogopite mica is ground to several grades and may be treated with various surface coatings for use in plastics or coated with nickel for EMI/RFI shielding applications. Prices for phlogopite products range from $144 to $580/t ($104 to $580 per st) fob plant. As in recent years, production of domestic muscovite sheet - block, film, and splittings - remained insignificant. These resources are limited and uneconomic due to the high cost of hand labor required to process sheet mica in the US. Imports from India and Brazil were the primary sources of the estimated 1 kt (2.4 million lbs) valued at $2.5 million consumed by US electronic and electrical equipment manufacturers in 1986. The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona's Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci's crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining's dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. Chemical processing research made notable advances during 1986. This overview is necessarily brief. It is intended, though, to give the flavor of selected areas where recent activity has been high. At the 1986 Annual Meeting of The Metallurgical Society, a symposium was held on hydrometallurgical reactor design and kinetics. R. G. Bautista, R. J. Wesely, and G. W. Warren edited the resultant proceedings volume. This is the first available volume on this subject. It includes 26 papers on fundamental kinetic studies, modeling of reaction kinetics and reactor performance, and pilot and production-scale operations. Metals discussed include silver, gold, platinum, titanium, cobalt, nickel, zinc, copper, manganese, and iron. Agitated tanks, heaps, dumps, pachucas, pressure auto-claves, electrolytic reactors, liquid membranes, and fluidized beds are among the reactor types covered. An international symposium dealt with iron control in hydrometallurgy. It was sponsored by the Metallurgical Society of CIM, the Institution of Mining and Metallurgy, The Metallurgical Society of AIME, and Gesellschaft Deutscher Metallhutten and Bergleute. J. E. Dutrizac and A. J. Monhemius edited a proceedings volume containing 41 papers. These covered many areas of process chemistry, solvent extraction, precipitation, treatment of pickle liquors, impurities, residues and the environment, and process selection. Precious metals Concerning precious metals processing, the US Bureau of Mines IC 9059 is noteworthy. It includes papers presented at a USBM briefing at the Western Mining Conference in Denver. Topics covered included ion exchange, staged heap-leaching direct-electrowinning, and mercury precipitation during cyanide leaching of gold ores. Also dealt with were carbonaceous gold ores, carbon adsorption and desorption, heap leaching, the carbon-in-pulp process, and precious metals recovery from electronic scrap and solder. R. C. Sandberg and J. L. Huiatt (Journal of Metals, June 1986, and USBM RI 9022) developed a method to recover silver, gold, and lead from a complex sulfide using ferric chloride, thiourea, and brine-leach solutions. Gallium Gallium recovery was also a subject of considerable interest. Much information on this topic is proprietary. But two papers described solvent extraction of gallium. V. P. Judin and R. G. Bautista (Metallurgical Transactions B, 1986) developed an equilibrium model to separate gallium chloride from aluminum chloride. Tributyl phosphate was the extractant studied. T. Sato and H. Oishi (Hydrometallurgy, 16, 1986) investigated gallium extraction from sodium hydroxide by using Kelex 100. Data were given on the equilibrium distribution and the extraction kinetics. Galena Interest continues in recovering lead by hydrometallurgical processing of galena. J. E. Dutrizac; S. H. Kim, H. Henein, and G. W. Warren; and M. C. Fuerstenau et al. (Metallurgical Transactions B, 1986) all investigated leaching of PbS by ferric chloride. Dutrizac reported parabolic kinetics and reaction control by outward diffusion of lead through a porous layer of elemental sulfur. Kim, Henein, and Warren, however, reported that two leaching reactions occur. A nonoxidative reaction produces H2S and there is an oxidative leaching by ferric ion. Acid dissolution was found to predominate when the acid activity to ferric activity ratio is high. Surface chemical reaction was reported to be controlling. Fuerstenau et al. also reported that mass transfer through the sulfur layer is rate determining. But they believe that the species transferred are chloro complexes of ferric ion. In other work on lead, A. Y. Lee, A. M. Wethington, and E. R. Cole, Jr. of the USBM described an environmentally acceptable hydrometallurgical alternative to the smelting of lead concentrates (RI 9055). Uranium In spite of depressed prices, much work has been reported on uranium processing. R. G. L. McCready, D. Wadden, and A. March-bank (Hydrometallurgy 17, 1986) described the nutrient needs for in-place leaching by T. ferrooxidans. They reported the optimal conditions for uranium solubilization. L. E. Eary, H. L. Barnes, and L. M. Cathles (Metallurgical Transactions B, 1986) carried out an experimental and modeling study of uraninite dissolution. They concluded that ferric ion preferentially leaches uraninite in pyritic ores. Hydrogen peroxide was found to be less selective. A. Vuorinen, P. Hiltunen, and O. H. Tuovinen (Hydrometallurgy 15, 1986) studied redox and precipitation reactions of iron and uranium in leach liquors. P. T. Chiang (Hydrometallurgy 17, 1986) reported on the effect of uranium loading in the DEPA-TOPO process to separate uranium and iron from wet-process phosphoric acid. F. J. Hurst (Hydrometallurgy 16, 1986) conducted a fundamental study of the separation of uranium from phosphoric acid by DEPA and TOPO. D. E. Chia and W. C. Cooper (Hydrometallurgy 16, 1986) reported on bench and pilot scale work to recover uranium by the HIMIX process. They reported that the acid consumption to produce an eluate suitable for yellowcake

Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee's theme of 1987's Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950's, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Dewatering and tailings disposal B.M. Moudgil and D.L. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. A few studies have been conducted to examine the flocculation process. Hogg et al., (1987) discussed the formation and growth of flocs.
