The oxygen activity of the ladle slag determines the reactivity towards the steel during ladle treatment. Therefore, the in situ measurement of the oxygen activity of slags can be an important tool. The applicability of an electrochemical sensor is examined in this work. The sensor measures the electromotive force (EMF) that is established between a sample of the slag phase that is immersed in the liquid steel bath and a reference system (Cr/Cr2O3). Industrial and laboratory experiments demonstrated the capability of the sensor to detect the influence of the slag components on the measured oxygen potential. Comparison of the measured values with thermodynamically calculated values shows that the measured oxygen activity is systematically too low. This was attributed to a reaction of the steel with the slag sample. To investigate this, further lab tests were performed where the slag oxygen activity was measured after the slag had been equilibrated with the steel. The measured values were dependent on the oxygen activity (aO) of the steel. For industrial applications, it is concluded that the aO of the steel should be known and that this value is necessary for the interpretation of the measured values. In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

The basis of this paper is a compilation of work in the design and construction of copper heap leach facilities, and interviews with various heap leach operations personnel in Chile and Peru. The purpose is not to highlight specific mines and their performance, but rather to discuss geotechnical/civil features of copper heap leach facilities that function well, as well as features that do not. During the 1990s several copper heap leach facilities were brought on-line in South America. Many of these facilities have now been operational for a number of years during which time the operators have been able to monitor the performance of their heaps. This paper serves as a compilation of operators? experiences, and provides a discussion of the lessons learnt over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of inter-lift liners. This conference provides a timely update of the original paper (Burkhalter et al, 2002).

This paper traces the co-operative initiative undertaken by South Africa?s gold mining companies through the Chamber of Mines Research Organization (COMRO) in development of hydraulic technologies. After a brief description of the structure of these technologies? development under COMRO?s stewardship, the paper turns to an overview of the structure of innovation within which these hydraulic technologies were developed. A central focus of this paper is systematic review on whether similar technologies are likely to emerge in the present system of innovation and the role played by innovation policy.

The transport of large boulders in a furrow from a mining area to a nearby pond was considered. The furrow is filled with a mixture of water and soil particles flowing down to the pond at high velocity. Due to operating constraints, the slope of the furrow is reduced progressively. A relationship is derived, relating the slope of the furrow and the composition of the fluid to the maximum size and shape of the transported boulders. The characteristics of the boulders carried all the way down to the pond may then be determined.

Rock mass classification systems are extensively used in rock engineering design work, and mine design is no exception. Among the systems most widely used for mining-related design work are the NGI 0-system (Barton et al., 1974), the RMR system (Bieniawski, 1976), the MRMR system (Laubscher and Taylor, 1976) and, more recently, the GSI system (Hoek et al., 1998). Classifying the rock mass is widely seen as being the fieldwork required to characterize the rock mass and enable the application of empirical design methods associated with the different classification systems. This paper argues that it is fundamentally important to recognize the distinction between rock mass characterization and rock mass classification. These two processes should, in most cases, be separated from each other. Rock mass characterization should be used to determine the intrinsic properties of the rock mass independently of the application; i.e. independent from the infrastructure to be designed, the size, shape, and orientation of the excavation(s) or pillar(s), etc. Rock mass characterization should also be compatible with most classification systems and empirical design methods to be used. Rock mass characterization is the background fieldwork required to perform rock mass classification and/or engineering design work. Rock mass classification is the subsequent step to the characterization, and an integral part of the design process. Parameters that vary according to the design, such as the relative orientation of geological structures compared to the opening or the mine-induced stresses, should be calculated as part of the rock mass classification and design process, rather than during the rock mass characterization process. The failure to distinguish between rock mass characterization and rock mass classification can lead to major design errors and poor results.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

As a result of strategic analysis in respect of the needs for air quality management a new advanced and holistic approach to air quality management process was introduced in the North West Province (NWP) of South Africa. The process is based on the principle of co-operative management. It involves both active participation of all Interested and Affected Parties (I&AP) and the holistic approach to solving problems with the underlying principles of shared ownership and sustainable development. The process consists of the followings phases: ? Industrial process quantification ? Quantification of impacts ? Formulation of the required control measures ? Definitions of certificate conditions ? Implementation of an adequate compliance management system at company level ? Ongoing co-operative air quality and system management with the strategic objective of continuous improvements The system has been successfully introduced in the North Province and proved to be an effective management tool and aids assurance of sustained environmental ability to cope with the pressure of industrial developments. The benefits and effectiveness are discussed using Hernic Ferrochrome as an example. Hernic Ferrochrome is one of the first companies, which successfully implemented this system.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

Keywords: Pyrometallurgy, furnace, Bindura, nickel The smelter at Bindura Nickel Corporation processes concentrates from its own mines and other external sources. Concentrates are dried, smelted, and converted to a desulphurised matte (leach alloy) for further processing at the refinery. The smelter comprises a drying plant, submerged arc electric furnace, electrostatic precipitator, and three Peirce-Smith type converters capable of treating 150 000 tonnes of concentrates per year. Concentrates are dried in a rotary coal-fired kiln, blended with fluxes, and smelted in a six-in-line submerged-arc 15MW electric furnace. Slag is tapped and granulated for disposal, and matte is tapped at regular intervals for blowing in Peirce-Smith converters. The paper details the 37-year history of the smelter, including furnace rebuilds and operating parameters as they have evolved in response to changing feed compositions. Special challenges, particularly relating to the treatment of high talc concentrates, are also described.

Data are presented on the effect of iron oxide on the electrical conductivity of CaO-SiO2-FeO-Fe2O3melts, and on limiting current and impedance in direct current or alternating current charge transfer at iron electrodes. The strong influence of iron oxide content can be utilized for in situ determination of total iron oxide content and Fe3+/Fe2+ratio. The possible probe designs are presented and the principles and procedures of the measurements are explained. Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

The carbon cathode for aluminium electrolysis is also part of the container of the process. In order to understand the behaviour and possible failure of the cathode, detailed material properties under operating conditions are needed. The paper reports experimental studies of bath and sodium in filtration, graphitization with time, loss of strength due to sodium, sodium expansion as function of pressure, as well as creep due to the developed stresses. As an example, sodium and thermal expansion data are used to calculate strain-stress models of realistic cell designs, and possible design weakness can be pointed out. I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

A common theme running through recently introduced mining health and safety legislation in many parts of the world is risk assessment. Most recently, risk assessment legislation has been introduced across the mining industry of South Africa and the view that the introduction of risk assessment based legislation provides an ideal opportunity to improve on past health and safety performance is presented. Risk assessment techniques range from highly complex safety system techniques that are used in high technology process industries, to subjective techniques based on simple judgements that are finding use in many other industries. The objective of this paper is to shed some light on risk assessment, not by detailing the risk assessment process but by identifying the crucial elements that need to be considered if risk assessments are to be successful in changing health and safety performance. A case study is presented illustrating the introduction of risk assessment into the Ingwe Coal Corporation, one of South Africa?s largest mining houses, to indicate how the system was developed and how it is being used.

In the submerged arc production of ferromanganese, sillicomanganese and ferrochromium, the coke bed characteristics play an important role. The basic mechanisms of electric current conduction in the coke be dare not yet fully understood, but important parameters are the material resistivity of coke and the contact resistance between the coke particles. Preliminary tests indicate that the contact resistance is of great importance to the bulk resistance of the coke bed. An apparatus measuring the material resistivity and contact resistance of carbon materials has been developed. Both graphite and industrial coke have been tested. The material resistivity tests were performed on single particles to ensure that the effects of pores and cracks were included and the contact resistances were excluded. Two geometries were tested to obtain the contribution of the contact resistance to the total resistance of two connecting particles. The tests were performed in an inert atmosphere at temperatures and current levels found in industrial submerged arc furnaces. The results show that the method has a satisfactory reproducibility. It was found that the contact resistance is about 10 times higher than the resistance of the material when two particles are in perfect contact and that the resistivity of SSAB coke is more than 10 times higher than that of the graphite at room temperature, but with increasing temperature the difference decreases. For SSAB coke the general trend is that both the resistivity and the contact resistance decrease with increasing temperature.

Open cast mining has been practiced in South Africa since the late1970s under near ideal geotechnical conditions. In the past decade, with the exhaustion of the traditional South African coal fields, geotechnical conditions have deteriorated. In addition, the nature of the open cast coal mining industry is changing from the conventional strip mining of virgin coal seams to the extraction of underground coal pillars by buffer blasted highwalls. These industry changes have resulted in the need to re-examine the manner in which geotechnical engineering is applied to highwall design. This paper proposes a geotechnical design rationale for open cast highwalls. Furthermore, the rationale takes cognizance of the various geotechnical hazards associated with conventional strip mining and pillar extraction by buffer blasted highwalls. The need to use geotechnical domain models and blasting geotechnics, as proactive tools for rock fall reduction, are also discussed.
