Artisanal and small-scale mining (ASM) plays a fundamental role in the national and local economies of resource-rich countries in Africa. As such, more effort must be geared towards fostering this type of economic activity to sustain livelihoods in rural communities. Across Africa, efforts to operationalize ASM based on a sustainable development framework have been quite tedious and often ineffective. This is because most of these frameworks lacked context and an understanding of the continuum from the artisanal through small-scale and up to the junior miner, grouped under the general term ?ASM?. Driven by the need to contextualize some of the definitional issues in this niche sector, and gain a clearer understanding of their peculiar challenges, this paper aims to contribute to the debate on ASM by considering two of Africa?s resource-rich countries ? Ghana and South Africa. Since South Africa has made greater inroads in protecting the interests of small-scale miners, we thus draw comparisons from both countries? approach to ASM, outline the lessons learnt, and provide recommendations regarding the ways forward.

There have been several high-profile accidents in the South African mining industry where fatigue was identified as either causal or contributory. The risk of fatigue is inherent in any work-time arrangement involving shift work and work that is physically or mentally demanding, repetitive, or requires high vigilance. The management of fatigue is not simply a matter of correct shift scheduling. Amore comprehensive approach is needed. In order to be successful, a fatigue management programme should address the unique needs of the operation in which it will be implemented and should be integrated into normal operations. Fatigue management is a shared responsibility between the organization and its employees, and all stakeholders should participate in order to provide the safest and healthiest working environment possible.

Laboratory bias is a universal problem in all branches of analytical science. It results from differences in methods, techniques, equipment, and calibrations between laboratories. Notwithstanding that it is a property that can be measured by the use of standards or by inter-laboratory testing, laboratory bias remains a material issue for the mining industry. There is extensive literature and clear guidelines on measurement from the International Organization for Standardization (ISO) and its worldwide federation of national standards bodies (ISO member bodies) and from the science of metrology. ISO guides cover the manufacture and use of standards. An accessible source of literature covering laboratory quality control comes from the public health sector, particularly pathology. There is little doubt in financial reporting rules about the meaning of materiality. Public reporting guidelines are clear that material matters need to be disclosed for investors. Unfortunately there is currently no clear guidance what to do about biased assay results in mineral industry public reporting guidelines. This paper reviews the requirements for the manufacture and use of reference materials, public reporting requirements in the mining industry, and presents proposals to improve management and reporting of laboratory biases. This paper provides an overview of the current developments towards a new National Curriculum in South African Schools and highlights areas in which the Minerals Industry might provide input into this process.

Experimental and thermodynamic modelling studies on the structure of alkali borate melts and properties are discussed. A thermodynamic structure model for alkali borate melts is developed to describe the distribution of structural groups in the alkali borate melts as a function of composition. A qualitative interpretation for the boron anomaly in viscosity has been proposed, which regards the boron anomaly as a manifestation of the various antithetical effects caused by the introduction of alkali oxide into boric oxide. It has been found that the viscosity of alkali borate melts increases or decreases according to the changes in rigidity and spatial connectivity of the glass network structure, which is the function of temperature and composition. These concepts with some key examples are discussed in relation to their usefulness and practicality in industrial slags. "Quantitative information about the quality of metal balance results is often overlooked when making important plant production planning decisions. Not only is this common omission made in a context where many measurements taken in and around mineral processing plants carry significant errors, but it also conflicts with the AMIRA P754 Code of Practice for Metal Accounting. The fact that metal balances are typically published without any indication of data quality may give the wrong impression that the measurements are unquestionably accurate. While it is true that statistical data reconciliation can improve the confidence intervals of redundant variables, there is no data processing technique that brings them down to zero at a finite cost. In this paper, we review the entire data flow, starting from field instruments to metal accounting-based decision-making to show how measurement errors are transmuted into business risks associated with production planning. Necessary conditions for first exposing then quantifying such business risks are stated. Pitfalls to be avoided are also discussed. Finally, a simplified risk assessment and management procedure which considers the quality of metal balance results are applied to a polymetallic mineral processing plant. INTRODUCTION Each and every mineral processing plant has production reporting obligations. In this paper, we are concerned with metal accounting reports (Morrison, 2008) where saleable metal flows and inventories are estimated and published. These metal accounting reports are delivered to a variety of stakeholders who use them for internal management purposes (day-to-day plant production planning, plant operation optimisation, capital spending, etc.) as well as for external management (royalty settlements, tolling agreements, etc.). Hence, there should be no doubt that spotless metal accounting is instrumental to high-quality corporate governance (Gaylard et al., 2014) of mining and metallurgical companies. To this extent, one would have expected industry-endorsed standards to have emerged a long time ago. However, the lack of an accepted set of standard procedures for metallurgical accounting was explicitly recognized as an industry-wide problem only in August 2001 during an SAIMM workshop held in Cape Town, South Africa. Discussions that followed this workshop led to the initiation of the AMIRA Project P754, “Metal Accounting and Reconciliation”, in 2003."

Recently, a new kind of filtration has emerged, namely nano-filtration (NF). It is a membrane-based process which exhibits totally unique separation characteristics for dissolved salts as well as for many non-charged species. By exploiting the particular separation characteristics of this new membrane type, many unique and novel separations have been made possible. The basis for separation by nanofiltration is the negative surface charge of the membrane. This results in rejection of multivalent anions, whilst associated cations are also rejected to maintain electro-neutrality. This peculiar property enables separation of dissolved ions such as sulphate and copper from acid, whilst the acid may be purified for reuse. This paper aims at providing an overview of the principles of nanofiltration, illustrated by particular examples.

Due to the reduction in frictional resistance, the characteristics of joint infill have a major role to play on rock mass instability. This paper elucidates the laboratory behaviour of graphite infilled joints based on a large-scale shear apparatus under constant normal stiffness (CNS). Discontinuities in a graphite mine have been simulated using high strength gypsum plaster, with the joints infilled with compressed graphite layers. The Fourier series was employed to characterize the joint surface, and the method of using the Fourier coefficients for the prediction of dilation and normal stress with displacement is explained. Die Charateristik von Verbindungsfüllungen hat einen wichtigen Einfluss auf Felsmassenstabilität aufgrund der Verringerung des Reibwiderstandes. Diese Veröffentlichung untersucht das Verhalten von Graphit gefüllten Verbindungen im Labormaßstab mit einer Methode die auf einem gross-umfang Apparateprinzip unter konstanter Normal-Steifheit beruht. Unregelmässigkeiten in einer Graphit Mine wurden mit Gypsum Gips von hoher Festigkeit simuliert, die Verbindungen wurden mit kompressierten Graphitschichten gefüllt. Fourier Reihen wurden angewandt um die Verbindungs Fläche zu Characterisieren. Die Methode die verwendet wurde um die Ausdehnung und Normalkraft mit der Verschiebung mit Hilfe von Fourierkoeffizienten zu bestimmen wird beschrieben. Due à diminution des résistances par frottements, les caractéristiques des joints de remplissage joue un rôle majeur sur les instabilités de la roche. Cet article étudie le comportement en laboratoire des joints de remplissage en graphite à partir d’un dispositif de friction à grande échelle sous rigidité normale constante. Les discontinuités dans une mine de graphite ont été simulées grâce à un plâtre à haute teneur en gypse, dont les joints ont été remplis de couches de graphite compressées. La caractérisation de la surface des joints a été réalisée avec les séries de Fourier. La méthode utilisant le coefficient de Fourrier pour la prédiction de la dilatation et de la compression en fonction du déplacement est également expliquée.

Since the dismal performance of the Rand Mines management was called to account by its shareholders in 1994, the waves of change have continued to ripple across the South African mining industry .The number of listings on the gold board of the Johannesburg Stock Exchange, that once numbered 40 or 50-odd, have now dwindled to no more than a handful as unprecedented restructuring has taken place. The redefining of the industry has not been limited to the gold sector, but across the base metal, coal, diamond, platinum and industrial mineral sectors as well. At the same time the Mining Houses began to reconsider their funding strategies. Originally established in the early part of the century to ensure the long-term sustainability of their group mining operations by providing substantial financial muscle and technical support, the Mining Houses were faced with a rapidly changing political environment, which proved to be a critical catalyst in giving momentum to the change. Furthermore, the significant development costs and increasing risk profile for new projects, coupled with pressure from shareholders demanding respectable returns, opened the door to opportunities for banks to begin providing external debt by the way of project finance. However, the provision of long-term debt to the South African mining industry had generally not been common since mining companies had financed new projects with equity, or with the cash flows from existing operations. Those banks that had the appetite for exposure to the perceived high risks of the mining sector rapidly built up specialist resource banking divisions capable of addressing the increasing demands of the industry. The application of project finance, the principles of which were developed in the 1970s specifically for infrastructure projects and privatization, is now commonly applied in the financing of greenfield and brownfield mining projects. This paper outlines the approach that lending banks would typically adopt when arranging or providing mining project finance, their usual areas of concern and the way in which the finance is structured to mitigate the many inherent risks.

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

The paper examines the design issues associated with the integration of mineral processing within underground mining systems. It demonstrates conceptual integrated system design options appropriate to a range of geological scenarios. Particular reference is then given to a case study of stoping in narrow base metal veins. The performance of such integrated systems in terms of productivity, economic and environmental criteria is demonstrated by means of simulation. Particular attention is given to the potential benefits to mine waste management. Processing technologies appear to offer genuine potential benefit, whilst underground mining methods may need to evolve further to facilitate full integration. This paper is based on industry supported research aimed at developing selective and clean underground mining systems.

Performance measurements of large-diameter circular saws were conducted on eight different carbonate rocks in marble factories located in some areas of Turkey. Rock samples were collected from these factories for laboratory tests. Uniaxial compressive strength, tensile strength and impact strength were determined in the laboratory. The brittleness of B3 (the ratio of compressive strength minus tensile strength to compressive strength plus tensile strength), the brittleness of B5 (the product of percentage fines in the impact strength test and compressive strength) and the brittleness of B8 (half of the product of compressive strength and tensile strength) were calculated from the test results. Hourly slab productions were correlated with brittleness indexes. It was concluded that sawability of carbonate rocks can best be predicted from the brittleness of B8.

A procedure for optimizing the secondary cooling zone of continuous casters is proposed and illustrated by a billet caster example. The procedure consists of quantifying deviations from the required conditions of the secondary cooling zone?as far as temperatures, metallurgical length and reheating are concerned?by means of a ?cost function?. The optimal spray settings are then found by minimizing the total ?cost?. The billet caster examples serve to emphasize the importance of specifying the required conditions in a consistent manner. Some envisaged practical limitations of this approach are discussed.

The Mintek Thermal Magnesium Process (MTMP) was successfully demonstrated in November 2004. The pilot plant was operated continuously for 8 days, during which about 30 tons of magnesium producing recipe was smelted in a DC (direct-current) arc furnace at a feed rate of 525 kg/h. The furnace was operated at power levels of 700 to 850 kW, resulting in slag tapping temperatures of 1600 to 1700°C. Magnesium extraction averaged 77 per cent and was as high as 85 per cent during good extraction periods. The furnace generated 70 to 85 kg/h magnesium vapour that was delivered to the condenser where the temperature was controlled at 680 to 720°C. The novel condenser captured the magnesium in a liquid state, which was tapped periodically as required. In total, 15 magnesium-tapping operations were carried out, proving that online magnesium tapping can be consistently performed without any major difficulty. About 3500 kg of crude magnesium was produced with a quality that was similar to, if not better than, that of the Magnetherm?s crude metal. The condensation efficiency averaged 85 per cent, and peaked at 87 per cent, which exceeded the target of 80 per cent set for the pilot scale. A brief magnesium market study was also carried out. Magnesium demand is expected to keep on growing by 6 to 8 percent over the next 10 years and could reach 2 million tons by the year 2020. The growth will be mainly in the die-casting sector for light-weight automotive applications. China is likely to remain the dominant supplier of primary magnesium but competitively priced non-Chinese magnesium producers will be needed to sustain the anticipated growth of 6 to 8 per cent over the next 10 years. In addition, a prefeasibility study was undertaken for a commercial plant. The study confirmed the relatively low capitalcosts of the MTMP process, as well as the competitiveness of theoperating costs, as compared to the industrial electrolytic process.

The management of the Anglo Platinum (AP) mining technical systems (MTS) embarked upon a process of defining the strategy for the MTS department. The newly established department forms part of the greater Group Information Technology (IT). The strategic process took place within an environment that had witnessed a dramatic proliferation of IT implementations across the group within the last three years. The IT department has been structured in terms of the classical plan, build and run functions with the applications and integration streams running perpendicular across these three functions. The application stream is divided into commercial and mining technical systems with business systems integration the third stream. The mining technical systems department supports mine management to effectively gather, analyse and disseminate data relating to the ore reserve by integrating a number of strategically selected IT applications to ensure that the safety, legal and operational requirements are met. This service to business is rendered by management of a strategic outsource partner via tightly controlled service level agreements (SLAs). The framework used for creating a mining technical systems department that is empowered to add value to business was formulated using the AP value chain as both the starting point and guiding process to ensure alignment to the greater internal strategy of the business. A South African gold mining rock-related fatal accident database has been analysed in order to determine rock-related fatality trends in the gold mining industry over the period 1990 to 1998. This analysis was extended further to include some of the individual reefs mined and focused particularly on the Carbon Leader Reef, the Ventersdorp Contact Reef, the Vaal Reef and the Basal Reef. Rock-related accident locations are also presented. A stope rock-related risk is proposed, where the fatality rate in terms of rock-related fatalities per million square metres mined for the gold mining industry as a whole is compared to individual reefs, allowing a stope rock-related risk to be attributed to the individual reef. This comparison is extended further by removing the contribution by the reef being evaluated from the industry data, thereby allowing this reef to be directly compared to the rest of the industry with respect to a stope rock-related risk.

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.

A quality characteristic analysed through construction of the Shewhart control chart is required to be normally distributed. In mining applications, this assumption is often violated as many quality characteristics follow skewed or lognormal distribution. In this paper, two methods were investigated using a heuristic approach for setting up the control limits for a skewed population. Based on these approaches a Mode chart, and a Weighted Variance (WV) control charts were constructed. The performance of the proposed methods was compared with the normal based Shewhart method through a case study conducted in a surface mine supplying iron ore to a steel plant. A simulation study was also conducted to evaluate the effectiveness of the proposed methods over the Shewhart method. The study revealed that the Shewhart control charts generated more out of control alarms compared with the Mode and Weighted Variance control charts for a skewed population of Fe%. The simulation results also revealed that for extremely high skewed population, the WV control chart and Mode control chart provided higher probability of coverage than the Shewhart method; although the detection rate (probability of detection) of out of control condition for these methods was slightly reduced compared with Shewhart method.

In this paper, one of the human factors that affect productivity in an underground gold mine in Saudi Arabia was investigated and analysed for the purpose of improving productivity. The human factor that was investigated is labour utilization and labour productivity. In the selected mine, labourer?s performances were measured carefully. It was found that in this mine, workers spend only 65% of the shift time in a productive work, and they spend 35% of the shift time in non-productive activities. As a result, recommendations were presented to enhance productivity in the selected underground gold mine by enhancing labour utilization.
