(New York Meeting, February, 1912.) THE Ashio copper-mine of the Furukawa Mining Co. is situated 18 miles from Nikko, and 109 miles north of Tokyo, near the center of Japan. The mine-waters are run over scrap-iron, whereby most of the copper is precipitated as cement copper, leaving iron sulphate with some copper sulphate in solution. After using in the wet concentrating ore-dressing plant, the waste water contains clay and ore-slimes. The only avenue of disposal of this water is the Watarese river; but as this flows through valleys in which the water is used for irrigating the rice-crops, it is necessary to purify and clarify the water before discharge. The water amounts to from 600 to 700 cu. ft. (from 17 to 20 cu. m.) per minute, and averages about 0.00025 per cent. of copper, representing more than 18 tons of copper per month. The water carries H2SO4, FeSO4, Fe, (SO,),, CuSO4 and other metallic sulphates in solution, and clay, ore-fines, slimes and basic. iron sulphates as suspended matters. To purify and clarify the water, precipitation by milk of lime has been used, in three different ways, as follows: I. First Method, Copper not Recovered. Milk of lime was run into the water, and the mixture run through six settling-ponds, and then through a sand filter into the river. Fig. 1 is a view of the settling- and filtering-ponds. In the first pond, sand and metallic hydrates free from copper collected; in the next five ponds, slime, calcium sulphate, and metallic hydrates carrying copper settled out. The effluent carried from 0.1 to 0.05 mg. of copper per liter

K. Baumgarten has returned from active service in France. He reports that he saw C. W. Campbell, formerly with the 2d Engineers on the Chateau Thierry front, and believes that the latter returned to the United States on August 1. He also saw J. J. Croston; G. J. Sielaff, recently transferred to the Gas Service; Thomas M. Smither, survivor of the Tuscania after a 10-mile swim to Ireland. While in Paris he en-deavored to see Prof. Sauveur, but was unsuccessful. F. K. Borrow was given a commission as Lieutenant in the Royal Garrison Artillery in 1914, but had to relinquish it, on account of ill health, in August, 1915. His health has much improved and he hopes to resume active work toward the end of this year. Davis, A. W:, see British Columbia Engineers, below. Alfred Fox, Jr., enlisted in the Public Schools Brigade, Royal Fusiliers, in September, 1914; was gazetted Lieutenant in the Royal Field Artillery in December, 1914, promoted to Captain in November, 1915, and Adjutant to 78th Brigade, Royal Field Artillery, in January, 1916. He was appointed Staff Captain of the 12th Divisional Artillery in November, 1917. He has served continuously in France since July 1, 1915. He was awarded the Military Cross in January, 1917, and four times mentioned in despatches. E. Fraser-Campbell writes that he joined the London University 0. T. C. in January, 1918, for five weeks; enlisted with the Argyll and Sutherland Highlanders in February, 1918, and attended a training course for officer cadets at Chatham for six weeks. He was commissioned 2d Lieutenant, Royal Engineers, in April, 1918. After two months on home training at Chatham, he landed in France on June 23, 1918, posted to 180th Tunnelling Co., R. E., and is now with his unit up on the line.

THE problem at the Morning mill is to separate the galena, which contains a great percentage of the silver, from the sphalerite, making each into a commercial product. The ore as received from the nine is dumped into hopper-bottomed bins of 1200 tons capacity. These are divided into five sections, the first section being the regularly used section and the re-mainder used as a reserve bin. The ore is first passed through a 9 by 15-in. Blake jaw-crusher with an opening of 4 in. This allows a ham-mer head to pass through without damage. The crusher discharges to a conveyor that delivers the ore into a two-section punched-plate trommel screen with 1 ½ and 2-in. openings. The undersize is carried by means of conveyors to the mill bins. The oversize passes over a shaking feeder and through a spray or high-pressure water to a picking-belt, where waste and crude ore is hand-sorted. About 4 per cent of the ore by weight is picked out as waste, assaying about 0.6 per cent lead, and this is discarded over the dump. About 4 per cent of the ore by weight is removed as crude ore, assaying 10 oz. silver, 30 per cent lead, and S per cent zinc, and is shipped direct to the smelter. The remainder of the oversize from the picking-belt is con-veyed to a 4-ft. Symons cone crusher with 1-in. opening, which is interesting as a new introduction in this dis-trict. The machine consumes approximately 40 hp. and the pinion shaft travels 555 r.p.m. The horsepower is rather high, but the machine has an extraordinarily large capacity, and, due to the unique construction, there is no danger of tramp steel causing any damage, as in that case the discharge "opening" is automatically

September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

The John Fritz Medal is awarded from time to time for notable scientific or industrial achievement by a board composed of representatives from the four engineering Societies. The John Fritz Medal was awarded in January, 1917, to Dr. Henry Marion Howe, for his "investigations in metallurgy, especially in the metallography of Iron and Steel." The presentation ceremonies were held in the Auditorium of the United Engineering Societies' Building, New York, on Thursday evening, May 10. Mr. Ambrose Swasey, Chairman of the John Fritz Medal Board of Award, presided, and addresses were delivered by Dr. Rossiter W. Raymond, Secretary Emeritus of the American Institute of Mining Engineers, and Dr. Ira N. Hollis, President of the American Society of Mechanical Engineers. Professor Albert Sauveur, Chairman of the Board at the time the award was made, presented the medal, and the ceremonies concluded with the response of Dr. Howe.

President Holley responded to the cordial welcome of Professor Henry, and then read an introductory address on the subject of Technical Education. APPARENTLY unperturbed by any misgiving as to ill luck connected with the mystic number thirteen -for there were exactly that number of Directors on deck-the Board held two sessions on Tuesday, Feb. 21. , . Between the executive session at 5:15 p. m. and the general session at 8:30 p. m., 28 Section and Division delegates were wests of the Directors at dinner. Committee chair- " men and past officers brought the attendance to 75. Messrs. McAuliffe, Merica, Mudd and Tally had expressed their intention to be at the Directors' meeting, but each was prevented unavoidably at the last minute. At the executive session of the Board, J. V. W. Reynders was unanimously chosen to fill the unexpired term of Dr. Becket as Director: and Eugene McAuliffe in like " manner was selected to become Vice-president to fill the vacancy created hy Dr. Becket's assumption of the Presidency. Upon nomination of President Becket the following Executive Committee was appointed: Frederick M. Becket, chairman; Howard N. Eavenson, H. A. Guess, J. V. W. Reynders and William Wraith; and the Finance Committee was appointed as follows: Henry Krumb, chairman; Paul D. Merica and H. G. Moulton. Karl Eilers was reelected Treasurer and A. B. Parsons was re- elected Secretary to serve for the ensuing year, whereupon the executive session was adjourned.

This paper presents the theoretical derivation of the distribution equation for single fracture. The equation is shown to accord with experiment. Several empirical size-distribution equations have been proposed to describe the size of broken materials. Among them are the Gaudin-Schuhmann equation and the Rosin-Rammler equation.3*4 The Gaudin-Schuhmann equation relates the relative fraction of undersize to relative size —. In this relationship Mo is the total weight of crushed sample, M(x) the weight of undersize contained, x the size considered, K a quantity called the size modulus, which together with the slope parameter, m, characterizes the product. The slope parameter is usually close to unity. The Rosin-Rammler equation relates the same relative fraction of undersize to the relative size modulus by an equation of different form In this relationship, e is the base of natural logarithms. In the fine size-range when m is unity both equations give Gilvarry and Berstrom have sought a size distribution equation having a sound theoretical basis. They have come to an equation taking into account the effect of volume, surface and edge flaws in fragmentation. If the effect of the volume and surface flaws is neglected, the equation taking only edge flaws into account has the form of the Rosin-Rammler equation. FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

RECENT developments in the Turner Valley gas and oil field, 40 mi. southwest of Calgary, Alberta, have indicated a large producing crude-oil area. Drilling be¬gan in Turner Valley in 1913 but no major developments took place until the fall of 1924, when Royalite No. 4 well at a depth of 3740 ft. in the upper part of the Paleozoic (Mississippian) limestone obtained a production - of 20,000 M cu. ft. of gas with a content of about one imperial gallon of naphtha (73° A.P.I.) per M cu. ft. This well produced as much as 600 bbl. of naphtha per day, and until abandonment in 1934 produced 911,313 bbl., which together with the gas sold was valued at about $5,000.000.

The terms "cable bolting," "extended ground support," and "grouted cable" are synonymous, and they have been popping up with much more regularity in the mining engineer s vocabulary. In simplest terms, lengths of u itensioned cable up to 18.3 m (60 ft) are grouted in drill holes prior to mining. This permits radical departures from mining practices that rely on conventional rock reinforcement. For example, by placing a pattern of cable bolts in the back of an open stope, ore can be mined in successive slices. After each slice is taken the protruding cable; are simply cut off and mining proceeds. When about 4.6 m (15 ft) of reinforced back remains, a crew places a new par tern of cable bolts in the ore.

A shaft of 1690 m depth is currently being sunk to exploit a large copper sulphide orebody. The primary crusher chamber, main pump chamber and the other excavations on the crusher level were developed from the shaft during the sinking operation. The maximum principal stress is horizontal and has a magnitude twice that of the vertical stress. It increased linearly with depth and on the elevation of the crusher level, 1613 m below surface, the stresses induced by mining can exceed the strength of the rock. The development of a workable crusher level layout, and a crusher chamber design and support system are described. Excavation and support of the workings are detailed and a comparison of expected and actual results is made.

This paper describes an experimental method for monitoring diesel-generated exhaust gas pollutants in a deadended drift to assess the effect of control approaches. Experiments were conducted to determine the relative merits of these ventilation configurations: no auxiliary ventilation, induction ventilation at the entrance to the drift, and ventilation of the dead-ended drift with positive displacement tubing. The drift used in this experimental work was approximately 32 m long and slightly downsloping, with an everage height and width of 2.4 and 8.6 m, respectively. For this drift, it was found that ventilation with positive displacement tubing provided the best removal of diesel-generate pollutants. Induction ventilation appeared to be the least effective of the three methods examined.

This paper reviews geostatistical work in a coal deposit performed jointly by the University of Arizona and the Homer City Owners. The study objective was to Predict more accurately the inseam sulfur values of the deposit for the purpose of future emission control. Based on initially available 112 DDH information, variogram models were developed for sulfur, ash, and thickness for the entire deposit. The deposit was then kriged using 333 m x 333 m panel size. Kriging produced better results than conventional isopachs. The estimation variance information obtainable from geostatistics was then used to improve development drilling activities that were underway. This effort was successful. Up-to-date experience on the use of conditional simulation of the deposit appears promising for future emission control strategy development
