ONLY two of the Institute's 26 Local Sections were unrepresented at the delegates' three sessions, held on Monday morning and afternoon and Thursday afternoon of the annual meeting. The Philadelphia and Wyoming Sections alone sent no delegates. In all, seven hours were spent most profitably in reviewing the work done by the Institute at headquarters and in the field, comparing ideas and practices in varied activities, and in establishing personal contacts. Cordiality and the co¬operative spirit marked the meeting and apparently no one had any serious grievances to air. Four motions were introduced and unanimously passed. The first, which was introduced by B. L. Sackett, was a recommendation by the delegates that a national committee be appointed to cooperate with Local Sections in the matter of student activities, to promote Institute welfare. It was agreed that this recommendation be made simultaneously to the Board of Directors and to the Mineral Industry Education Division. A subsequent resolution by A. M. Smith was passed asking that a part of the duties of this committee be to secure the opinions of Local Sections as to the most desirable methods of interesting students in the preparation of technical papers, by giving prizes or otherwise, and to report their findings at the Section Delegates' meeting next year.

The banquet Wednesday evening was attended by about 700. The list of speakers was unusually brilliant and each one proved to be so interesting that it was nearly midnight before the dancing began. Capt. Robert W. Hunt was toastmaster. Captain Hunt is about to celebrate his eighty-first birthday but is blest with unusual vigor and it was a great pleasure to all his friends to honor him at this time. His selection is toastmaster was a happy one. The guest of the evening, if among so many stars one could be selected from the rest, was Charles M. Schwab, who said nothing but the urgent telegram from his dear old friend, Captain Hunt, could have drawn him away from his seclusion on his Pennsylvania farm to attend the meeting in Chicago. Mr. Schwab's address was, as usual, scintillating with wit and humor; and while lie did not directly or indirectly allude to the steel strike lie did at the end of his talk discuss serious things and gave it as his opinion that any effort to legislate or control the high cost of living would be futile until this country got down to a basis of an honest day's work for an honest day's wage.

Sponsored by the Utah Section of AIME, the 1960 Annual Rocky Mountain Minerals Conference brought more than 500 members of the mineral industry to the conference rooms of the Newhouse Hotel in Salt Lake City during the period October 5 to October 7. Under the overall supervision of J. M. Ehrhorn, general chairman, and H. E. Wright, assistant general chairman, the Conference offered 14 papers of technical interest in four sessions during the first two days, and it culminated in the Exploration Symposium held on the morning of October 7. The opening session of the Conference, meeting on the morning of October 5, heard R. P. Work, utility engineer of the Mountain Fuel Supply Co., discuss the growth and economic factors related to the use of natural gas in Utah. In his paper entitled Natural Gas Market In Utah, Mr. Work emphasized the very good prospects of natural gas serving almost all parts of that state. He mentioned that recently the El Paso pipeline, built to serve the Pacific Northwest with gas from Texas, has permitted natural gas to be available to Eastern Utah, and a tentatively planned pipeline from Green River, Wyo. to Southern California will bring natural gas to the central and southeast areas of the state.

THE meeting of the Petroleum Division at Houston, Oct. 10-12-headquarters, Rice Hotel-was preeminently a technological success. Two hundred and twenty-five attended the Thursday morning session and approximately 200 attended the sessions on Thursday and Friday afternoons and Saturday morning. Harry Power, Chairman of the Division, in his opening remarks, credited Paul Weaver and M. Albertson, respectively chairman and vice-chairman of the local committee, with working long and prodigiously in organizing the program. The theme of the initial session was indicated by Mr. Albertson in a statement relative to the estimation of developed petroleum reserves. He said that the problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became an acute one. Mr. Albertson gave some of the more important reasons for this situation. Since the decline-curve method became inapplicable, the volumetric method has become the chief one used. It depends on the factors of productive formation volume, porosity, saturation, and recovery. He briefly discussed the factors necessary for application of the volumetric method. P. P. By using alloys with subzero Ms temperatures, this investigation demonstrates that the amount of decomposition of martensite during the quench from austenite may be considerable and especially so in specimens of large cross -sections and high Ms temperatures. The activation energy for decomposition as measured dilutometrically is PREVTOUS investigations of the initial decomposition of Fe-C system martensite have invariably been limited to alloys having M, temperatures above a function of the amount of transformation which has taken place. The amount of transformation is a linear finction of log time. A correction term to the activation energy is derived for dilatometric measurements in which no end-point of the transformation is detected. room temperature. In such alloys the martensite is tempered during the quench to an extent dictated by the quench rate and temperature of formation. This tempering, called quench-tempering, Q-tempering, self-tempering, or auto-tempering, although frequently acknowledged, has not been studied or treated quantitatively. To do so one should obtain absolutely untempered martensite and study its decomposition. This as-formed martensite could be obtained either by extremely rapid quenching, requiring very thin specimens, or by lowering the martensite formation temperature range. The Plomosas stratiform lead and zinc deposits are located in northeastern Chihuahua in a sequence of folded Paleozoic and Jurassic rocks. They consist mainly of channel or blanket-like bodies of ellipsoidal cross section restricted to a 60-in-thick shaly limestone and a 30-m-thick marble horizon of La Casita formation, with some reemplacement veins and shoots within the Plomosas formation. The mineralogy consists of iron-poor sphalerite, galena with a small silver content, and pyrite, in a gangue of calcite, barite, and minor quartz. The ore bodies present a lateral zoning with zinc-lead ratios increasing to the northwest. Vertical zoning shows marked changes in zinc-lead ratios and in the width and tenor of the ore which cannot be related to sedimentary or diagenetic features. Transgressive mineralization and some small fissure veins and breccia pipes also point to an epigenetic origin. Sulfur isotope analysis and geochemical data indicate hydrothermal solutions. Texture of the ores in the Mina Vieja marble is coarse, but in the Cuesta shale it is banded along bedding. The low iron and silver content of the sphalerite and galena and the weak hydrothermal alteration (only marbleization) of the wall rock suggest a telethermal stage of the solutions. There is no evidence of a possible intrusive rock mineralization.

The International Law of the Continental Shelf, so far ratified by 35 nations, extends the national boundary of any coastal nation to the edge of the continental shelf, this normally being at a continuous water depth of 200 m. The Law further extends this boundary to include the floor of the deep ocean to any depth that can be mined by advanced mining technology. In effect, proof of mining can constitute proof of ownership of the subaqueous land and the minerals on or below the sea floor. Irrespective of the fact that present technology is too limited to permit mineral exploitation in the high seas-and the law regarding the right to mine appears hazy-the U. S. Treasury Department's Bureau of Customs, has a ruling that would further deter mining operations on the high seas. This law contends that minerals mined on the continental shelf of the United States are actually mined within the continental United States and are free of tariff, but mined products or other articles obtained from the ocean or the sea floor beyond the continental shelf, if brought into this nation, must be considered as imported and are subject to such customs duties as are applicable under the tariff schedules of the United States.

One Sunday night last month the phone rang and it was George Schenck from Penn State. How would we like to see a big scrap operation, he wanted to know. A few days later we were on the Connecticut turnpike headed for New Haven to visit a large scrap operation, M. Schiavone and Sons. George had a large clam basket in the back which he explained was for collecting trophies. The car shredder, he said, turns out some fancy metal shapes. In fact, they have gained a certain acceptance as objets d’art among George's friends and relatives. He thinks there may be a small, but possibly lucrative secondary market for shredded cars in the art world if the idea is imaginatively promoted. On the way to New Haven we received a briefing on the scrap industry. The scrap business grew from humble beginnings. Mostly it was started by a few immigrant Jews who collected junk in hand- or horse-drawn carts. The fortunate one might even have had a truck. Before proceeding further, we hasten to point out that the word "junk" is strictly taboo among scrap people, who prefer to refer to their industry as the "secondary metals industry."

Geological Relations. In his second report upon the Geology of Alabama, Prof. M. Tuomey calls attention to a rock occurring near Florence, in the Tennessee valley, the composition of which is as follows: Per cent. Carbonate of lime,.. .. .. ..16.41 Phosphate of lime,.. .. .. ..14.19 Peroxide of iron,.. .. .. .. .36 Quartz and other insoluble matters,. .. ..68.72 99.68 This rock was referred by Prof. Tuomey to the Carboniferous, because he found the Carboniferous limestones always resting conformably upon it, whilst both rest uncomformably upon the underlying Silurian or Devonian rocks. The recent discovery in Tennessee of phosphate-rock of this age (or approximately so) has stimulated the search in Alabama for similar rich material; but our search has been, up to this time, unrewarded by the finding in quantity of anything of better quality than the rock whose analysis is given above. It is, however, in high degree probable .that the rich phosphaterock of Tennessee will at some time be found to have its counterpart in Alabama. Materials of several kinds, containing a notable quantity of phosphoric acid, have been found in Alabama in both the Cretaceous and the Tertiary formations, and for our present purpose they may be most conveniently considered in their geological relations.

H. M. Howe, Boston, Mass. (Communication to the Secretary): One by one our venerated idols are shattered, our cherished beliefs are filched away. Mr. Pearce's interesting experiments on the effect of an intermixture of coal in expelling arsenic from roasting copper-ores seems at the first blush to spike one of the great cannons of our faith. Plattner, however, is so positive that coal does lead to the expulsion of arsenic that we may well pause before accepting Mr. Pearce's results as final, and ask whether there is not some explanation of the discrepancy between them and Plattner's statements. Plattner states that while ferric arseniate decomposes easily under the action of carbonaceous matter with expulsion of arsenic as arsenious oxide (As2O3) and sub-oxide of arsenic (it is now generally thought, I believe, that this supposed sub-oxide is really but a mixture of metallic arsenic and arsenious oxide); cupric arseniate, on the other hand, undergoes this decomposition with difficulty, usually forming a certain proportion of arsenide of copper. Now, may not the whole matter lie just here? Mr. Pearce experimented on an ore containing its arsenic as enargite, sulph-arsenide of copper. This, in roasting, would probably give rise to arseniate

IN a recent investigation of the Mn-Ge system by Zwicker it was reported that two inter-metallic compounds in this system, Mn,Ge, and Mn,Ge,, exhibited ferromagnetic properties. Of these, Mn,Ge, was reported as "strongly magnetic" and Mn,Ge, was said to be "weakly magnetic" but no actual values were given. In a study of magnetic alloys of nonmagnetic elements sponsored by the United States Army Signal Corps at Lehigh University, test bars having the nominal composition of these compounds were prepared by pressing elemental powders and sintering them in a purified helium atmosphere. Magnetic values obtained on these compounds are reported in Tables I and 11. It should be cautioned that the test bars were somewhat porous and that X-ray patterns run on these materials indicated that the homogenization in the samples was not complete, but that in each case the compound reported on was the dominant phase. The (B-H) max and particularly the Br values for pure dense M&Ge, can, therefore, be expected to be somewhat higher than those reported herein, while those for Mn,Ge, may be in error in either direction. CONSIDERABLE work has been done in developing a pyrometer to measure the temperature of molten brasses, bronzes, and aluminum in the crucible. On account of the high melting points and the amount of zinc and sulfurous fumes given off from molten brasses, the conditions are somewhat severe for a thermocouple of standard design; but satisfactory results are obtained with a portable pyrometer, 3 ft. (0.9 m.) of connecting lead wire, and a special 5-ft. nickel-nickel chromium thermocouple, composed of rods ¼ in. (6.35 mm.) in diameter. The lower 12 or 24 in., as desired, may be made detachable so that new tips may be connected at little trouble or expense. The portable instrument need not be of the extreme high-resistance type, as the movable parts of the galvanometer of a lower resistance instrument may be better constructed to withstand the continuous handling such an instrument receives. Platinum-platinum rhodium thermocouples, protected with porcelain and graphite tubes, have been used, but the lag in registering the temperature is too great. It has been found that the range of temperature for various brasses is as follows: Red brasses 2200-2250° F. (1205-1234° C.) Yellow brasses 2250-2400° F. (1234-1318° C.) Bronzes 2300-2550° F. (1260-1400° C.)

EDWIN LUDLOW, the 41st President of the A. I. M. E., died in Muskogee, Okla., on Feb. 10, 1924, after a brief illness of influenza followed by pneumonia. He was born in Oakdale, Long Island, N. Y., March 12, 1858, a son of William Handy and Louise (Nicoll) Ludlow, attended Flushing (L. I.) Institute 1868-75: and Columbia School of Mines (N. Y.) where he graduated with the degree of Engineer of Mines with the Class of 1879. After graduation his first employment was as assistant engineer in river and harbor work on the Delaware River near Philadelphia. In 1881 he went to Mexico as one of the engineers on the Mexican Central Railroad, then building from Laredo, Texas, to Mexico City. The road being in financial difficulties he returned to the United, [states, and shortly thereafter was made superintendent of the Union Coal Co.'s collieries located in the western middle anthracite field, between Shamokin and Mt. Carmel. Ludlow and Arthur H. Storrs, then superintendent of the Neilson Shaft Colliery, in Shamokin, were known throughout that section as the baby superintendents, both under 25 years of age. Pursuant to notice duly given in accordance with law and the constitution, a special business meeting of the members of the Institute was held at the office of the Institute on June 27, 1919, at 8.30 P.M., 1573 members were present in person or by proxy. On resolution duly made and seconded, the change of name to American Institute of Mining and Metallurgical Engineers, Incorporated, was authorized and the officers of the corporation were instructed to take the necessary steps to accomplish this result. The votes were 1565 in favor of the resolution and 7 against. It was then moved and seconded that the certificate of incorporation be amended to define the purposes for which the corporation was formed as follows: "To promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of those employed in the industries by all lawful means, " etc., etc.-the remainder of the article reading the same. The purpose of this change was to allow the Institute to take any legal means it desires to accomplish the objects mentioned above instead of restricting it within narrow limits. The vote was 1573 in favor of the resolution and none against.

WILBER JUDSON is one of that fairly large group of mining engineers that graduated at an Eastern college, worked his way up in various jobs in the West and in the Latin-American countries, and finally came to New York as an administrative officer of a large mining company. Since coming to New York he has been a loyal friend and counselor of the A.I.M.E., and is now serving a second term as one of its Directors, his first term covering the period 1935-1938. Mr. Judson was born in the capital city of Michigan on July 26, 1880. Probably it was his roving spirit rather than professorial urging that was responsible for the fact that four colleges were responsible for his education: Northwestern, University of Michigan, Harvard (S.B., 1901), and the Michigan College of Mines (graduate study). In his first ten years of professional work he might have been found serving as mine foreman at Catamarca in the Argentine, as superintendent of the Inter Ocean mine at Sunshine, Colo.. as foreman for the Cerro Prieto, Magdalena, Sonora, as superintendent of the Hudson Iron Co. in New York, or as manager of the Dolores mine in Chihuahua for the Mines Co. of America, or in Spain, or in Panama.

I desire to state briefly my views respecting the great practical value of the Watertown testing-machine, and the necessity that exists, for an able permanent commission to supervise its operations, in order that the results of all tests made thereon may be properly worked out and rendered available for public use. It is doubtless known to the Institute that this machine has, for the past two years, been placed at the service of the public upon payment of a per diem charge. It was my privilege to be among the first to use the testing-machine, and the results of my first experiments were of such importance, owing to the great capacity and extreme accuracy of the machine, that it has since become my practice to have tests of all materials used in constructions that came under my charge, made at Watertown. As a conseqnence, nearly one hundred tests have been made on my account directly, and some two hundred and forty additional for work built from my designs. It may be confidently affirmed, that the factor of anxiety on all these structures is exceedingly small .m far as the quality of material is concerned, and it is undoubtedly a very great advantage for parties interested in construction to have

The Institute assembled in the metallurgical lecture-room of Pardee Hall, Lafayette College, at 7 o'clock P.M. on Tuesday evening, October 21st. The session was opened by the President, R. W. Raymond, with an address on Mining Industry as illustrated at the Vienna Exposition. The second session was held on Wednesday morning.
