Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. INTRODUCTION The subway line B of Toulouse (France) has been realized with three different tunnel boring machines (TBM) techniques: Contracts 2 and 5 are excavated with earth-pressure balanced TBM, Contract 4 with a slurry shield TBM, and Contract 3 with a compressed-air TBM. The first three machines are around 7.7 m in diameter, while the last one is 5.3 m. Moreover, a small part of the line (50 m) has been excavated by a conventional method. The tunnels run through the Toulouse molasses, composed of hard sandy clay with pockets and lenses of dense sand. Geotechnical investigations have shown that in these formations, K0 is greater than 1, around 1.8 at a depth of 25 m (Serratrice,2005) and that geotechnical characteristics are homogenous on the whole layout (? =22 kN/m3, Su = 300 kPa, c' = 30 kPa, F' = 32°). The water table is found between 2 and4 m below ground level. As geology, stratigraphy and tunnel cover (between 10 and 20 m) are almost identical, a comparison of movements induced by the excavation by each of the four excavation techniques is possible. This paper presents the soil mass movement measures in the case of the conventional excavation method and in the case of TBM sections. It shows how tunneling parameters may explain the different surface movements observed during excavation. For the sake of simplicity, only the results of Contract 2 (earth pressure balanced TBM)will be presented. "Plant 2 at the Kinross Paracatu gold operation in Minas Gerais State, Brazil, was commissioned in late 2008. Designed to be the largest tonnage, lowest grade gold milling operation in the world, Plant 2’s throughput has steadily increased towards its design capacity of 5087 tons per hour.The plant employs a gold-specific flotation scheme to recover the majority of gold, which is present as discrete free gold particles. Additional gold is recovered by jigs in the grinding circuit, and the jig concentrates are reground, upgraded and subjected to intensive cyanide leaching. The flotation cleaner concentrate is reground and leached using a conventional CIL circuit.One year after start-up, with the plant stabilizing operationally, plant circuit surveys were completed by a joint team from Kinross Paracatu and Blue Coast Metallurgy Ltd. The surveys audited the flotation and concentrate treatment circuits to investigate the metallurgical performance.This paper describes the Plant 2 operation and how the surveys were designed and executed. Some of the quality control systems that were employed to provide meaningful data from such a low grade gold ore are described and findings and actions taken to improve metallurgy as a consequence of the surveys are discussed.INTRODUCTIONThe Paracatu mine is located two kilometres north of the city of Paracatu, in the north western portion of the state of Minas Gerais, Brazil, 230 km southeast of the national capital Brasília (shown in Figure 1). The present day Paracatu mining operation, fully owned by Kinross Gold, through its Brazilian subsidiary Rio Paracatu Mineração (RPM) is designed to be the largest tonnage, lowest grade free milling gold operation in the world.The deposit currently hosts some 1.2 billion tonnes of ore at a grade of ~0.41 g/t gold, hence contains a total gold reserve of over 20 million ounces. At a designed plant throughput rate of 61 Mt/year the mine life goes beyond 2030."

During the dissolution of gold in fully aerated cyanide solutions the CN ion is the active agent, and consequently the usual method of evaluating the dissolving power of such solutions is to determine the CN- concentration analytically. The presence in the solutions of copper and/or zinc which themselves form complex cyanides, may result in erroneous conclusions as to the free cyanide ion concentration determined by titration.In this paper the theory of titration of such solutions has been developed, and potentiometric methods have been used to follow the behaviour of complex cyanides of copper and zinc. The results for cuprocyanides show Cu (CN)s to be the most important copper complex, and in addition they explain the reported low rates of solution of gold in copperbearing solutions which when titrated in the usual way, appear to have adequate free cyanide. An explanation of the misleading value of the titration is given, and suggestions for recognition of the condition are offered. Preliminary results for zinc-bearing solutions show that there is no satisfactory end-point for the titration of CN- in excess of that in the complex Zn (CN) 4=, which dissociates to CN and Zn(CN)g-.

A state of the art CFA instrumentation and data management process has been developed in the UK. The key components of the instrumentation, GSM data service and the central database are described. Many benefits to the business have been realised and, where possible, these are quantified.

In order to optimize carbon injection into oxidizing slags, in terms of carbon and iron yield, we must have a detailed understanding of the kinetics of the reactions involved. The current study measures the rate of carbon oxidation during injection at steelmaking temperature by means of injections of coal into EAF slags. The compositions of analysed outgoing gas were used to calculate gas flow rate and hence the gasification rate of carbon. A fundamental equation to predict residual carbon in slags was developed. The predictions using this model at moderate injection rates are in good agreement with experimental data. The reaction rate of EAF slag with carbon is under mixed control by the slag gas and the gas carbon reactions. The relative importance of each step depends mainly on the v-ratio of slags. A relative reactivity parameter ? has been defined and it is found to be important to carbon-slag reaction kinetics and slag foaming. Key words: carbon-slag reaction, kinetics, slag foaming.

Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized. Caterpillar has introduced its 5090B front shovel, to work with 40 to 70 st (36 to 63 t) trucks. The new unit replaces Cat’s 5080 hydraulic excavator. The 5090B offers more engine horsepower, higher flow, greater digging forces, higher swing torque, faster swing speed and more drawbar pull than its predecessor. It can also handle larger bucket sizes than the previous model. These improvements enhance productivity and make the 5090B a high-volume material handler for hard rock and aggregates producers.

"An investigation into pillar cutting was carried out at a platinum mine on the western limb of the Bushveld Complex. The focus was on crush pillar design and implementation in order to ultimately improve the compliance percentage for pillar cutting. The major findings from the investigation suggest that the pillar cutting problem lies with the implementation of the design rather than the design itself. Observations of the practical issues underground that prevent good pillar cutting were made. After these issues had been identified, recommendations to rectify these problems and a few other issues identified during the investigation were provided. The recommendations are aimed at improving the pillar cutting compliance and reducing the likelihood of pillar bursts or pillar runs, which will ultimately create a safer mining environment. Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

"Sub-standard practices and their adverse impact on safety performance remain a challenge in the South African gold mining industry. The purpose of this study was to investigate the root causes of sub-standard practices and the effect on safety performance in South African gold mines. The focus of the study was on the underground production operations at a gold mine in the Free State. The study consisted of three parts: a personal investigation into the causes of sub-standard practices at the mine, a comparison with the results of a cultural study performed at the West Wits mines, and a behavioural survey.The studies described in this article yielded similar results in terms of the key drivers behind sub-standard practices. It was found that substandard practices had a number of causes, and the origin lies within the habits, attitude, and behaviour of employees. Current methods of addressing sub-standard practices and improving safety performance were found to discourage employees from performing work safely and according to procedure. It was concluded that the lack of critical behavioural habits for the given work environment and job title could possibly be the primary reason for the occurrence of sub-standard practices. IntroductionSince the implementation of the Mine Health and Safety Act, 1996 (Act 29 of 1996) and the Mine Health and Safety Regulations, the South African mining industry has been striving to improve health and safety performance and has placed great emphasis on adherence to mine standards.The Act requires employers in the mining industry to report accidents, incidents, and dangerous situations to the Regional Principal Inspector of Mines in their area. The data provided by employers is captured and analysed by the South African Mines Reportable Accident Statistical System (SAMRASS) and made available for public viewing (Department of Mineral Resources, 2011).A review of the national mine-related accident statistics shows clearly that the South African gold mining industry has improved its safety performance markedly over the past decade, but is still facing major challenges (Figure 1). These include meeting the Mine Health and Safety Milestones (Department of Mineral Resources, 2011)."

BHP Billiton Iron Ore has replaced the conventional product quality control batch system at Yandi with the Continuous Stockpile Management System (CSMS) centred on a fully integrated æcontinuousÆ stockpile flow from mine planning through to port reclaiming. With increasing tonnage rates, tight operational coupling associated with the original batch system caused production interference which achieved final product quality but in an increasingly inefficient manner. This innovative approach places a continuous emphasis on product grade control and takes full advantage of the most appropriate blending opportunities of the mine to port planning and production system in order to reduce the natural variability of the ore to an acceptable level. To implement continuous control, product variability throughout the process is classified as long-term and short-term. Long-term variability is best controlled through the monthly mine planning process which determines monthly grade targets while taking into account optimum mine development. In the past, attempts to control long-term variability were made at the port through selective stockpiling and reclaiming which reduced operational efficiency. Short-term variability is best controlled around the monthly mine grade target by daily mine production scheduling, train sequencing, stacking into port stockpiles of appropriate size and systematical stockpile reclaiming. The implementation of the new system has maintained customer accepted shipping grades and has provided significant improvements in resource utilisation, operational efficiencies and costs.

Copper feed materials processing is becoming more challenging, due to an incremental increase in the mineralogical and compositional complexity of these feeds. These complex and polymetallic feeds are now becoming more common and many sites have been forced to re-evaluate their operating strategies to process these materials at cost competitive rates, whilst meeting ever more stringent environmental regulations. Most operations must first evaluate the merits of pyrometallurgical and hydrometallurgical treatment routes. Although there are multiple copper smelting technologies available, only top-submerged lance (TSL) technology, supplied by Glencore Technology as ISASMELT™, has been applied in the real world to consistently and successfully smelt complex materials in integrated metallurgical facilities such as Glencore’s Kazzinc Ltd. operation in Kazakhstan, Umicore Precious Metals Refining in Belgium and Aurubis AG in Germany. Glencore Technology also offers hydrometallurgical processing, through the Albion Process™ technology, opening up viable flowsheet options previously not possible for these complex feeds. This paper describes a number of real world process flowsheets at global operations and Glencore’s own operations at Mount Isa and Kazzinc Ltd., which process complex feeds. These flowsheets integrate the ISASMELT™, Albion Process™, ISACONVERT™, ISAKIDD™ Tank house, and bottom blown oxygen cupel (BBOC™) technologies to provide an effective process solution for the treatment of complex polymetallic feeds to produce metallic copper and associated by-products. INTRODUCTION Traditional smelters and those built in recent times within the bulk smelting hubs of the world have been designed to treat standard/clean concentrates. In recent years the processing of complex polymetallic sulfide concentrates and the recycling of secondary copper and derivatives of waste electrical and electronic equipment, such as e-scrap, have become a focus for numerous companies (Alvear & Nikolic, 2013). Processing of these complex feeds, characterized by relatively high levels of minor elements (over 5% of elements such as arsenic, antimony, bismuth, lead and zinc) is more challenging. Facilities not designed for these types of materials may require significant modifications or a change in smelting technology to treat them. The Kalgoorlie Tailings Retreatment Project (or "Kaltails") involves the reclamation and retreatment of approximately 50 million tonnes of gold tailing situated on the Golden Mile at Kalgoorlie, Western Australia. Tailing is reclaimed and retreated at the rate of 42 million tonnes per annum. The project is a Joint Venture between Poseidon Limited and Gold Corporation, with Poseidon being the major participant (90%) and manager of the operation through its wholly owned subsidiary Kaltails Mining Services Pty Ltd. The marginal nature of the tailing retreatment project dictated that a detailed feasibility study be undertaken. Extensive sampling and metallurgical testing of the tailing permitted the development of an optimum economic processing route. A sensitivity analysis undertaken as part of the feasibility study indicated the project to be very sensitive to gold price and unit operating cost variations, and relatively insensitive to capital cost variations.

"INTRODUCTION The Holt-McDermott Mine is wholly-owned gold mining operation of American Barrick Resources Corp. that begun operations in June 1988.The property is located 0.5 km. south of Highway 101 East in the Harker-Holloway Townships of Northeastern Ontario, 7 miles south of Lake Abitibi and 15 miles west of the Quebec-Ontario border.Employees of the operation travel daily from various communities in the area, predominantly from Kirkland Lake, Ont., which is located 65 km. to the southwest.The significance of the operation is that it is the first full scale operation associated to the Oestor-Porcupine Fault to go into full production in recent history as well as the first Carbon-in-Leach (CIL) operation in the province owing to the natural occurring carbonaceous ores that are associated to the ore body and the geological fault systems.GEOLOGYThe Holt-McDermott deposit is located in the Abitibi Greenstone Belt, a short distance west of the Ontario-Quebec border. Ore grade material follows the footwall contact of a fault zone known locally as the McKenna Fault, which is thought to be a splay off of the Oestor-Porcupine Fault, itself a major feature in the Abitibi belt.The McKenna Fault strikes approximately east-west (as does the Oestor-Porcupine) and dips to the south at sixty-five to seventy degrees. The fault lies within a package of mafic volcanic rocks (basalts). These rocks have been strongly altered and mineralized adjacent to the McKenna Fault, and the resulting lens-like ore bodies constitute the mining targets."

Mine tailings storage facilities (TSFs) can be a significant source of fine, respirable dust. This dust poses concerns, especially for nearby communities, because of its detrimental impact on respiratory health. To address these concerns, this study examined the effectiveness of commercially available polymers, known for their biocompatible and environmentally friendly features, to prevent dust generation from upstream-type TSFs in active mining operations. It focused on two areas in TSFs: the tailings beach and slope/dike surfaces. Two types of polymers—polyethylene glycol and poloxamer—were selected, and their effectiveness was evaluated in a series of phased laboratory and field tests. The lab tests investigated the moisture-retention capacity of the tailings after treatment with the polymer solutions as well as the ability of these solutions to reduce dust emissions. Polymers were applied to a tailings bed surface in the lab and dust was generated from this surface using a wind tunnel. PM10 and PM2.5 concentrations were measured using laser-diffraction dust sensors, and the polymers were found to have reduced dust emissions up to 95%. Small-scale wind-blowing tests were conducted in the field (specifically, in a controlled environment at a TSF) to evaluate polymer effectiveness on the tailings beach and slope/dike areas. The tests revealed that the AP could efficiently suppress approximately 80% of PM10 and PM2.5 dust emissions at both types of areas. Finally, 1000 gallons of AP solution were discharged at the top of tailings beach and slope/dike areas, respectively, and found to be effective. The results of these tests showed the high potential of the biocompatible polymers to be a feasible solution for reducing the respirable dust emissions from upstream TSFs in arid and semi-arid regions.

Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.
