Commercial software programs are being utilized to create and maintain a mine subsidence database in conjunction with the U.S. Bureau of mines research on mine subsidence in Illinois. A three-year survey net of monitored structures in an Illinois subdivision was entered as textual information (attributes), on an existing AutoCAD drawing. These attributes can be optionally displayed on the corresponding drawing or extracted as a text file for import to a database program. The database program, dBASEIV, allows combinations of multiple database files for extensive querying capabilities. Subsurface database files can be merged with surface database files to enhance the effectiveness of surface response analyses in mine subsidence research. The geographic information system (GIS), pcARC/INFO, was chosen to integrate existing AutoCAD drawings and dBASEIV database files into a relational database with a graphical representation. The relational database allows users to update either the graphical representation or the database, with the changes being reflected automatically in its alternate format. The increased capacity, through use of a GIS, to query combinations of database files and have the results reflected graphically has significant potential for expediting mine subsidence research.

The past ten years have witnessed substantial development of electronic equipment for execution of process control functions. The methodology of giving instructions to the data-handling system and the organization of the system, both the equipment and instruction coding taken together, have developed simultaneously. Examples of the technology specific to the mineral processing industry can be cited. Approaches to system design developed for the Pinto Valley concentrator incorporating slave and master data processing have been described by Arney, and his associates (1974). Madge (1970) has described the hierarchical systems employed at the operations of Cominco Ltd. The Kennecott Garfield smelter is controlled by a system of microprocessors linked to a general purpose data processor (Marchant, et al., 1977). These systems provide innovative approaches to couple advancing technical capability in electronic data processing to the objectives of process management. The current state of the art described in this chapter is certain to require updating in the 1980's with the advances in technology anticipated.

Reserve estimation is a process that commences with sampling and culminates in the issuance of a reserve statement. The tin, gold and diamonds that occur as marine placers on the continental shelf are low grade with very erratic mineral distributions. Sampling, using a variety of special equipment, determines the extent and grade of the mineralization. The sample size is important, especially for diamonds. Together with the sampling density, it determines the accuracy of the grade estimate. Bulk sampling is a confirmatory process. The choice of mining equipment, either new or developed from onshore activities, dictates the unit costs, the cutoff grades and the selectivity of extraction. Thus, the size of the blocks that comprise the mining plan and the reserves are determined. A variety of estimation methods of different reliability are available, with the most sophisticated being kriging. Dilution and losses during mining must be taken into account in estimation, and a grade-volume curve should be constructed. Diamond deposit estimation also involves an extra variable, the dollar value of the stones. During and after mining, essential feedback on the accuracy of un estimation may be given by the RIE factor and by a mineral balance. Reserve estimates are required for several reasons and may be subject to public disclosure. The use of the correct definitions is, therefore, important.

This paper is a progress report on the commercialization of using bioleaching for base-metal concentrates. The paper focuses on bioleach processes for recovering copper from chalcopyrite and nickel/cobalt from pentlandite/pyrrhotite. Data is discussed from pilot-plant trials in which an overall recovery >95% was obtained for the bioleaching of copper from chalcopyrite. The pilot plant was operated in closed circuit with solvent extraction and electrowinning circuits for final metal recovery. For the bioleaching of nickel and cobalt from pentlandite/pyrrhotite, an overall recovery of 97% was achieved. Precipitation routines were used to produce a final nickel/cobalt product. The pilot plants were capable of treating a few kilograms of concentrate per day. Prominent features in the design of a 1-t/day (1.1-stpd) copper-bioleach demonstration plant for the treatment of chalcopyrite concentrate are discussed. The plant, which is now under design, will be constructed and operated based on the results obtained from the laboratory pilot-plant campaigns. Issues of scale-up for the demonstration plant, together with integration into upstream and downstream processing, are also addressed. Independently derived capital and operating costs are presented for a possible commercial plant. These cost studies indicate the principle economic issues in considering the application of bioleaching to the extraction of base metals. The benefits of bioleaching complex concentrates that are not amenable to physical beneficiation and economic treatment by conventional smelting are highlighted. Issues, such as the environmental aspects, that illustrate the benefits of bioleach technology are given.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. Federally owned mineral deposits generally fall into one of three categories: (1) minerals locatable under the General Mining Law of 1872; (2) minerals leasable under the Mineral Leasing kt of 1920; and (3) minerals salable under the Materials Act of 1947. Unlike valuable deposits of gold, silver, copper, iron, lead, etc., which may be locatable, industrial minerals are acquired through a variety of methods depending on use, composition, and date of acquisition. Table 1 may be used to establish the method of acquisition for most industrial minerals.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. A general form of pore pressure in a saturated porous medium, which is subject to external forces it has the pressurization of a borehole in hydraulic fracturing, is derived. The pore pressure consists of two parts: the preexisting initial pore pressure and the pressure induced by fluid flow due to the pressure difference caused by pressurizing the borehole The initial pore pressure associates with the effective stresses in the stress, fields of crustal stresses and a thick hollow cylinder subjected to internal and external pressures. The pure pressure weaned by fluid flow is implied in Biot's (1941) constitutive equation for three-dimensional consolidation and proved to be the exact effective pore pressure (Nur and Byerlee, 1971). Using this general form of pore pressure, a general poroelastic model for hydraulic-fracturing breakdown (fracture-initiation) pressure was derived. This model was validated by laboratory experimental results on Indiana limestone. Three sets of tests were conducted under the conditions of preexisting pore pressures of 6, 21 and 28 MPa, respectively. The equal horizontal (confining) pressures applied in the tests ranged from 6 to 60 MPa. Hainison and Fairhurst's (1967) model appear to be applicable to rocks having microcracks or flows. Experimental results of fracture reopening pressures on Indiana limestone supported this assertion. The test results also demonstrated that, when the pressure difference between the confining and the initial pore pressure grows larger than 14 to 21 MPa, the breakdown pressures agree well with the general poroelastic model developed in this paper. This indicates that the developed model will be superior when hydrofacturing stress measurements are conducted at great depth.

Despite the apparently unflattering term filler, this group of industrial materials has become an essential component of many industrial products with varying degrees of sophistication. Mineral fillers are, by definition, inert materials included in a composition for some useful purpose. Included in this broad category are asbestos, barite, bentonite, natural calcium carbonates (limestone), clays, diatomite, feldspar, micas, silica, talc, and other industrial minerals. Also included in this category are synthetic mineral- derived materials such as aluminum hydrate, precipitated calcium carbonate, and pyrogenic and precipitated silicas and silicates. Mineral fillers are included in compounds to accomplish a variety of final results. Inclusion of fillers modifies physical characteristics such as hardness, brittleness, impact strength, compressive strength, surface texture, fire resistance, softening point, and electrical conductivity. Depending upon the performance characteristics of the particular filler used and the quantity of the usage (i.e., percentage added), these materials can enhance the physical and optical properties, price-performance, and appearance of the finished products. These enhancements in properties of the finished compounds are the result of properties of the fillers including chemical activity, purity, hardness, particle size, particle shape, particle size distribution, surface structure, color, density, and refractive index. This chapter will review the general usage of fillers, the rationale for their use, trends, and economic factors influencing those trends. Major using industries will be examined in detail with extensive discussion of major fillers used in those industries. The reader is referred to the appropriate commodity chapter for specific information on deposits and processing for industrial minerals. All of these same filler materials have additional significant uses based on their chemical composition or other characteristics. Cross-references for these will be found in other use chapters and summarized in commodity chapters. The chart in Table 1, updated from the 5th edition of Industrial Minerals and Rocks, illustrates the major mineral fillers (both natural and synthetic) and their more important end uses.

In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations in in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence collected from the Lucky Friday mine by US Bureau of Mines researchers, as well as a review of previous case studies, demonstrated that in situ stress variations affect the [spatial] distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies. they are too expensive and, depending, on conditions, may be too difficult to collect. However, information on borehole and raise breakouts: deformation of mine openings: and patterns of seismicity, ground-control problems and rock-burst damage can be used to build a stress database. In conjunction with maps of mine structure and geology and models of rockmass behavior, this database can then be used to build a map of in situ stress variations. Such a map could provide a means of anticipating patterns of mining-induced seismicity and. Thus, could be the basis for planning appropriate measures to ameliorate rock-burst hazards.

INTRODUCTION Phosphatic resources may be quantified in terms of ore tons and phosphate analyses; however, to quantify phosphate reserves it is necessary to estimate the tons and quality of phosphate rock that can be extracted from the ore. The yield and grade of phosphate rock that can recovered from sedimentary phosphate deposits are usually difficult to estimate because of variations in stratigraphy and/or mineralogy. Prospecting phosphorite ores for purposes of estimating reserves and preparing mine plans requires considerably more effort than defining ore thickness and P205 content. In Florida, for example, it is standard practice to prospect by core drilling and to subject each strata (split) to beneficiation testing, and to perform detailed chemical analyses on the beneficiated products from each strata. For a completed drilling pattern the area of influence of each hole is 2.5 acres. The number of strata per drill hole typically varies from two to five, and thus complete prospecting of a 40acre tract requires drilling 16 core holes and beneficiation testing of about 48 ore samples. Florida practice is not appropriate for all phosphorite deposits. Functional drill rigs and trained drillers may not be readily available. Water for core drilling may be unavailable and the characteristics of either the overburden or ore may require careful attention and excessive cost to obtain representative core samples. Alternate ore sampling methods include auger drilling, rotary drilling to obtain cuttings, and the excavation of trenches, pits, and shafts. Drill cuttings samples are generally the least expensive to obtain, but they are usually unsuitable for beneficiation testing because of particle size reduction during drilling. Ore samples from surface trenches and pits are expensive and may not be representative of deeper ore. Ore samples from shafts are the most expensive to obtain, but if taken properly they are reliable for use in laboratory and pilot plant testing. Regardless of the prospecting technique used, reliable estimates of the yield and grade of phosphate rock that can be extracted from an ore deposit are required: • to justify capital expenditures for a new mine • for mine design and mine planning • for beneficiation plant design • for production forecasts, quality control, and marketing. This paper describes models that predict the beneficiation response of ores from three phosphate ore deposits. The purpose of these models is to obtain maximum utilization of available prospect data with the least cost. ORE DEPOSITS Simple beneficiation models have been developed for ores from three sedimentary phosphate deposits around the Mediterranean area. The first deposit, herein described as "A" ore, is located north of the Mediterranean Sea. The second deposit, designated as "B" ore, is located east of the Mediterranean Sea, while the third deposit, "C" ore, is located south of the Mediterranean Sea. Ore "C" is from the Sra Ouertane deposit in northwestern Tunisia.

INTRODUCTION Lead and zinc are today rightly regarded as sister metals. Historically, however, they differ markedly with lead being known and in general use as the metal since 3000 BC in several countries which at that time might have been described as mature economies. Zinc was not isolated and recognised as an industrial metal with distinct and valuable properties until about 1700-1800 AD (although it had, of course, been utilised as a constituent of brass for some 2000 years previously). c were well established as industrial metals by the beginning of the 20th century. The present paper briefly reviews the overall growth in world consumption* and changes in the three main areas which today represent the mature economies or industrialised areas, i. e. ,Europe, the United States and Japan. Trends in overall consumption are determined by the demands for the individual uses for lead and zinc. The changes in patterns of use in the industrialised areas - individually and collectively - and reasons for the changes are also considered. LONG TERM TRENDS - 1900-1984 The World Picture Since the beginning of the 20th century the world consumption of lead (3.9 million tonnes in 1984) has grown almost fourfold and that of zinc (4.7 million tonnes in 1984) is almost eleven times greater than it was in 1900. The long-term trend has been one of continuing expansion for both. metals although the pattern has been severely disturbed at certain periods, for example in the years immediately following the two world wars and at times of marked recessions in industrialised areas. Apart from such major setbacks, new levels of consumption have been established regularly every few years. Recently, however, consumption has not really grown and with only a slow and partial recovery in world industrial activity at present, there is no indication that the peak consumptions of 4.2 million tonnes of lead, set in 1979, and 4.8 million tonnes of zinc (1973) will be exceeded in the near future. The growth in world lead and zinc consumption since 1900 is shown in Figure 1 (which includes changes in copper and aluminium for comparison). Overall growth over the period 1900-1984 has been about two percent a year for lead and about three percent for zinc (annual growth for copper has also been about three percent). Increases in tonnage consumption and growth rates by decade for lead and zinc are summarised in Table I. However, the growth rates by decade sometimes conceal very large individual annual increases and decreases. For example, in 1975 lead consumption fell by 13 percent and zinc consumption by 22 percent compared to 1974. In 1976 consumption of lead and zinc rose by 12 percent and 18 percent respectively. The years when consumption 'landmarks' (ie one, two, three and four million tonnes) were first reached are shown on Table 2. Clearly, the pattern of shorter periods being required to attain each extra million tonnes of consumption was broken in the 1970's. The consumption of zinc overtook that of lead for the first time in 1940, and since 1946 has always been at a higher level. Trends in industrialised areas The two key industrialised areas at the beginning of the 20th century were Europe and the United States which between them accounted for some 95 percent of world lead consumption and 98 percent of zinc consumption. Figures 2 and 3 show the growth in lead and zinc consumption, and Figures 4 and 5 the percentage shares for each area since 1900. Europe has usually been the major user of lead except for some years in the 1920fs, most of the 40's and early 50's when consumption in the United States was larger. The Zn-Ag-Pb mineralization zone near Molai (Greece) was explored by more, than 60 drillholes. Promising results led to the decision of additional drillholes in order to confirm the expected spatial extension of the deposit. A multiobjective approach is described which optimizes the location of a set of 5 additional drillholes. The decision is based on estimation errors for grade, thickness and depth of the main ore bearing layer, with respect to cut-off values for grade and thickness. The linear combination of these variables defines a favorability index which is used for mapping optimal drillhole locations. The map shows several clusters of favorable cells. A declustrering algorithm is used to select a representative cell for drilling in each cluster.

In this paper the main subsidence- ground-structure interactions and an overview of the response of surface structures to subsidence ground movements are presented. The purpose of the paper is to augment our understanding for more effective application of available data as well as to highlight the essential site conditions in building response. The data presented general1 y applies to houses to structures up to 2-3 stories high and no more than several hundred feet in length. Superstructures of these buildings are supported by exterior (wood-frame or masonry) bearing walls with the interior floor loads carried by essentially one row of interior columns. This paper is not directed towards the response of tall buildings, steel-framed structures, or building types commonly associated with schools, churches, libraries, etc.

President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He
