The situation of The Consolidated Mining and Smelting Company of Canada Limited, or Cominco, may be somewhat unique in that the Company is not only a manufacturer of ammonium nitrate, but as a mining company is a major user of its own product. This situation has resulted in highly successful application of ammonium nitrate-oil explosives. Several noteworthy techniques have been developed and others have been improved. Use of this material in the mining industry has led ammonium nitrate producers to adopt the term nitro-carbo-nitrate or INN for ammonium nitrate-oil blends. A small blending plant at Cominco's largest mining property, the Sullivan Mine, at Kimberley, B.C., is producing more than 80% of all the explosive used at the Sullivan, and is supplying two other Cominco mines. Application has required intensive research to determine the best forms of ammonium nitrate for use in small holes drilled for development and long-hole stoping. It has led not only to experiments to determine the best blending oil, but also to development of loading techniques to the point where NCN is being moved through loading tubes over 700 feet. It has required research into mining practices such as hole arrangement and blasting of development cuts. It has resulted in the development of a special product for secondary breaking. All this has been accompanied by the recognition of the importance of insuring safe practices at every stage.

This paper describes the project implementation from financing, through the engineering and construction phases, mine and process plant commissioning as well as operating experience realized to-date. The single line flowsheet used to process the lateritic nickel ore to a 75 percent nickel matte is presented with emphasis on the main pyrometallurgical operations. These include a rotary dryer, a unique reduction kiln, a 45 000 kVA electric furnace and two Pierce-Smith type converters. Associated infrastructure facilities and services necessary to sustain the 11 300 tonnes (12 500 short tons) per year nickel production rate are also described.

Analysis of AI, As, Ba, Be, Ca, Cd, Co, Cu, Fe, K,. Mg, Mn, Mo, Na, Ni, Pb, Sb, Se, Sr, 11, V and Zn in various types of samples collected at Van Stone mine (a Pb-Zn deposit in Washington) and surrounding areas indicates that the concentrations of several elements in water, soil and sediment are higher than their background. values. Concentrations of metals in water decrease sharply downstream and are below the maximum contaminant levels specified for drinking water. Under present physico-chemical conditions, contamination of water is insignificant but the enrichment of heavy metals is found in soil and sediment.

The Bureau of Mines has developed a continuous ultrasonic flotation cell for the recovery of Florida phosphate ore. Within a small mixing chamber near the bottom of the flotation cell, an ultrasonic probe agitates an injected mixture of air, water, and phosphate ore and breaks the air into fine bubbles. Phosphate particles are preferentially attached to these fine bubbles and floated in the main chamber of the flotation cell. Over 94 pct of the phosphate was recovered, resulting in a 30 pct P205 concentrate. The ultrasonic energy consumption was less than 7 kW.h/mt of phosphate ore.

The fine coal fraction of a coal stream is that fraction which contains particles essentially in the -28 mesh size range. This fraction will normally first appear, in a coal preparation process, as a result of classification to segregate raw coal into various size components for beneficiation. More specifically, it could appear in desliming screen underfiow, classifying cyclone overflow, and in other process circuit components. It's recognized that the top size of this fraction has been determined more by secondary reasons, such as desliming screen area for the heavy medium cyclone circuit, the dewatering equipment for the fine clean coal, or even the stability of the refuse thickener circuit. Benefits, both economic and environmental, gained by beneficiating the fine coal fraction of a raw coal stream are increasing in number, until today, fine coal beneficiation is a necessity in most coal operations requiring any degree of preparation. This is due to some of the following reasons: • In the past it was frequently more economical to discard -28 mesh raw coal sizes than to recover the coal values from them. Today, mining costs have escalated to the point where all coal values leaving the mine should report to the finished product if possible. • Today's mining methods are producing run-of-mine coals containing higher percentages of -28 mesh sizes. This heavily weighs the economic balance in favor of beneficiating this fraction. As much as 25% of the run-of-mine coal from some mines is in the fine coal fraction. Beneficiation is recommended so that clean coal contained in the fraction can be recovered to reduce the loss of coal values. • Existing and pending environmental regulations mandate that solid fuels now consumed in power station boilers contain almost no pyritic sulfur. This form of sulfur appears in raw coal in the fine coal fraction, but can be removed by coal beneficiation. Environmental considerations dictate that every year, more of the fine coal produced for steam generating purposes in the US be beneficiated. To deliberately discard any portion of the fine coal can only add to this cost, not only in the sense that fewer tons will be recovered but, more importantly, additional tonnage will be diverted to the most capital- and labor-intensive section of the entire preparation plant-the fine refuse dewatering section. It is apparent to preparation engineers that dewatering and ultimate disposal of the fine refuse derived from this beneficiation step is certainly the most difficult technical problem presented in the entire plant design. Therefore, any beneficiation procedure which increases the fine coal recovery, or in any manner decreases the tonnage of fine refuse to be dewatered, is going to be cost effective. Since the -28 mesh fraction contains both coal and refuse particles in their finest particle sizes and thus presents the greatest degree of liberation, one would immediately infer that the highest degree of beneficiation would be achieved. Thermodynamic solubility of chromium in pickling solutions (i.e., HF- HN03-H2O solutions) was determined as a function of HF and HNO3 acid concentrations at 298K. Pure Cr, AISI type 316 and 416 stainless steel were used in this study. The results showed that the solubility of Cr increased with increase in the concentrations of HF and HNO3 acids in solutions. The solubility of Cr increased in the order of pure Cr > 416 SS > 316 SS. The theoretically calculated Cr solubility data were in reasonable agreement with the experimental data.

Outokumpu Electronics has designed a new on-line coal slurry ash analyzer, based on an instrument developed at Michigan Technological University. The primary goal was to build an accurate instrument at the lowest possible cost. The instrument determines ash content from measurements of X-ray backscatter, iron K, fluorescence, and low-energy y-ray absorption. It is capable of measuring the ash content with a standard error of 1.1% ash over an analysis range of 9-21% ash and 7-22% solids. The analyzer was tested on coals from United States, Poland, Great Britain and the USSR.

Diffuse - reflectance Fourier - transform infrared spectroscopy, Hallimond tube flotation and microelectrophoresis have been utilized to investigate the reactions involved in the adsorption-abstraction of K-amylxanthate on finely ground galena and pyrite. In order to work under well-controlled conditions both minerals were wet ground in a specially built laboratory stainless steel or iron mill. Four surface products were found to be formed on galena: monocoordinate lead xanthate, non-stoichiometric lead xanthate, dixanthogen, and amyl carbonate disulphide. Only dixanthogen was observed on pyrite after using stainless steel rods, while ferric iron xanthate was found when iron rods were utilized.

This paper discusses design and construction aspects of the tunnel, shaft and station for the Weehawken Tunnel and Bergen line Avenue Station. The project consists of a 1,269 m (4,156 ft) long existing railroad tunnel, which will be enlarged and equipped with a two-track light rail system. The project also includes construction of a deep underground station, with a large shaft connecting the surface station to the below ground station for access and ventilation purposes. Vibration and noise from blasting is a critical community issue and blasting adjacent to two 230-kV duct banks located in the tunnel invert required special blasting procedures.

Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. Stratiform uranium deposits occur in Canada along the north shore of Lake Huron near the base of the Middle Precambrian Huronian Supergroup. Outcrop of the Buronian Supergroup extends for over 400 km from Sault Ste. Marie in the west eastward through Sudbury and then northeastward to Cobalt. Maximum stratigraphic thickness exceeds 5 km. The predominant Huronian rock type is metamorphosed sandstone (quartzite), with sub- ordinate argillite, conglomerate, mixtite (possibly tillite), volcanic rocks, and minor limestone, Much of the quartzite is highly feldspathic. Substantial uranium ore was first discovered in Huronian rocks in 1953 and has been exploited continuously since the initial mine-mill plant was constructed at the Pronto ore body, 30 km south of the present townsite of Elliot Lake. Only one ore body remains in production, however. It is shared by Rio Algom and Denison Mines 14 km north of the town of Elliot Lake.

Este estudio de campo fue realizado como parte de una evaluación multisitio mayor de sistemas TTE disponibles. La mina detallada en este estudio se encontraba paralizada al momento de la evaluación, lo que proporcionó la representación más cercana a la realidad del medio ambiente en una mina luego de una operación de cierre. Para este estudio se probaron las comunicaciones superficie a subterráneo y subterráneo a superficie. Underground coal mining machinery utilizes portable electric sables, "trailing cables." to obtain power from load centers or distribution boxes. Cables are frequently damaged since mobile equipment, poor lighting, and restricted space are inherent to coal mining operations. Normally, the damage is repaired by splicing--the joining of one or more severed conductors and replacing insulation and jacket. Figure 1 illustrates a typical single conductor splice. Although the repair seems simple, difficulty of the splicing process is exemplified by the many safety hazards and frequent production delays that result from defective splices. Forty-two cable splice related injuries were reported to the U.S. Bureau of Mines in 1972 and 1973. Additionally, 17 splices related fires were reported in the three year period prior to December 1972. Assuming the damaged area is quickly located, an average splice time for a two conductor cable is twenty minutes. Some operators estimate this delay is incurred once per day per operating section. If one ton per minute is averaged throughout the shift, each unit could loose 4800 tons per year from splice delays. An estimated cost for materials and labor to make a splice is $20. The expenditure could result in a $4800 annual cost per section. The estimated expense does not include wages of other personnel waiting for the repair to be completed. Nevertheless, labor and materials cost is minor compared to the income lost from decreased production.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. Researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) developed the Saturn light that significantly improves illumination for roof-bolting machine operators while reducing glare. The existing roof-bolter lighting was the baseline and was compared to the Saturn at 100, 75 and 50 percent intensities. Discomfort glare and disability glare were measured by the De Boer rating scale and the Mars Letter Contrast sensitivity test, respectively. Thirty study participants were tested. Discomfort glare was reduced at least three levels with the Saturn luminaire. Visibility levels were four to 6.5 times better with the Saturn than with the baseline. The Saturn design is freely available for commercialization.

The ninth annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held in February at the SME Annual Conference & Expo in Minneapolis, MN. A total of 33 students presented their work at the contest. The competition began in January when the students submitted a one-page abstract for judging. In February, they prepared and presented a poster that explained their research. A panel of judges went to each student and listened as the students explained their research in five minutes. The students worked hard at their research and then set aside time to complete all the necessary steps to enter the contest. The MPD recognizes the effort required to enter and, as a result, provides monetary rewards to all participants. As in past years, there are separate levels of competition for undergraduates and graduates, and the prizes are designated accordingly. At the graduate level, first place receives $1,000, second place $500, third through seventh $200 each, and all others $125 each. At the undergraduate level, first place receives $1,000, second place $500, third place $250, and all others $125 each.

"A commercially available through-the-earth (TTE) communications system was evaluated at an underground coal mine in eastern Kentucky. This field study was conducted as part of a larger multisite evaluation of available TTE systems. The mine detailed in this paper was idled at the time of the study, which provided the nearest practical representation of a postevent mine shutdown environment. For this study, surface-to-underground and undergroundto- surface communications were tested. Standard deployments of the TTE system using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations. Other arrangements of the units yielded mixed results. Future experimentation is planned to further examine the phenomena observed at this mine IntroductionThe ability to establish effective communication between surface and underground personnel after a mine event is essential for both evacuation and rescue efforts. Current wireless underground communication technologies are reliant on intermediary physical infrastructure, such as antennas and repeaters, to enable underground communications. As such, communications are easily disabled during a mine event because of the inherent vulnerabilities to physical damage (Damiano, 2012; National Academy of Engineers, 1970; Yenchek et al., 2011). A true emergency communications system would function regardless of a mine’s physical state. Through-the-earth (TTE) wireless communication technology only requires the use of a single transmitter and a single receiver to achieve point-to-point communication through solid strata. With this capability, TTE systems have the potential to serve as a true emergency communications platform."

Although techniques and practices of mining are highly advanced, coal pillar bursts or bumps continue to occur. Many uncertainties remain because of the highly anisotropic characteristics of coal seams that are associated with geologic structure and the mining-induced spatial redistribution of stress in coal pillars. Thus, to prevent fatalities in underground coal mining, continuous efforts are required to better understand the catastrophic failure mechanisms in coal mines. In this study, 3DEC modeling in conjunction with the Discrete Fracture Networks (DFNs) technique was performed to better understand the true anisotropic behavior of the specimens acquired from a bump-prone underground coal mine. The spatial characteristics of the dis- continuities (i.e., cleats and bedding planes) as input data for the 3DEC model are estimated based on the results of the laboratory tests and field observations. The DFNs explicitly generated the coal seam that was poorly or well cleated, indicating the different spacing between cleat apertures using the probability distribution functions for fracture density (or frequency) and size. The heterogeneity of the engineering properties (i.e., cohesion and tensile strength) are also considered by Monte Carlo simulations. Simulation results of laboratory tests using the 3DEC model and DFNs technique agreed well with the results of the laboratory tests. These calibrated results can be used as we seek to evaluate bump risk by modeling at field scale.

2013 has seen metals, industrial minerals, and coal all reduce in price due to market and geo-political factors. Many companies are taking write-downs to recalibrate their reserves and have enacted focused cost reduction programs. The public domain includes statements where companies have operating cost reduction goals in the $500 million range. Zero-base staffing & budget analysis is a means to achieve optimal employment and cost levels for a given level of production. The method involves measuring the work to be done similar to Lean. Lean is a method to review each step of production and remove anything that doesn?t add value or is necessary to complete finished goods. Zero-base methodology has been applied to mines worldwide producing realistic and sustainable levels of staffing and costs based on the quantity of work. The objective of this paper is to provide the framework of zero-basing with examples of application.
