Procedures for the determination of the operating point that results when a fan is connected to a mine and placed in operation have been a source of confusion for decades. A variety of techniques has been proposed, often to the detriment of the practicing ventilation engineer trying to apply the techniques to the multitudinous mine/fan matching problems encountered in the engineering of mine ventilation systems. This paper proposes some different assumptions and definitions that simplify the solution of problems in determining the operating point. As a result, a set of procedures is provided for determining the operating point of a mine/fan system when the outlet areas of the mine and fan are known. To establish a major simplification in the development of procedures for the determination of the operating point for a mine/fan combination, the authors suggest that the mine pressures be redefined and then used in such a manner that the conservation of energy is ensured. This provides the basis for the recommendation that the fan operating point be determined using the fan total pressure and the system total pressure characteristics. This procedure can be applied to fans in the blower, booster, and exhaust positions equally well and to both single-fan and multiple-fan networks. Another advantage is that the method is applicable to fans with or without an evase.

A unique telemetry system was developed to monitor potentially unstable natural slopes above a residential area. Continuous interpretation of data transmitted from remote movement-sensitive devices and immediate communication of signficant changes to emergency personnel were made possible by a readily available "home" computer. Even though the computer based system was originally developed for a non- mining application, it could be used with little or no modification to monitor ground control instrumentation in open pit and underground situations.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. This paper is based upon field studies conducted in a western Canadian open pit coal mine. This work has involved the adaptation of microprocessor-based instrumentation to monitor various operating parameters on-board blasthole drills and mining shovels. A review of instrumentation and monitoring methodology will first be presented. Based upon experience from field-based studies, the paper will subsequently focus on the application of monitoring technology within the framework of an integrated Equipment Monitoring System. Such a system will permit the real-time performance evaluation of key equipment involved in surface mille production.

The advantage of using a clean coal as a feedstock in a direct liquefaction plant is improved performance of the plant by several factors e.g., increased throughput of coal; reduced wear and tear of valves, pipes, and pumps; increased liquid yields, etc. This paper examines the technical feasibility for cleaning Illinois #6 coal as a feedstock to a direct coal liquefaction plant via selective agglomeration using a coal-derived heavy distillate, Wilsonville V-1074 as agglomerant. Effects of addition of Kerosene or coal-derived Naphtha as conditioner, coal particle size, slurry pH, oil to coal ratio, and operating temperature on ash reduction and clean coal weight recovery have been studied. Results show that about 70% of the ash can be removed from this coal and the clean coal weight recovery over 85% can be achieved by using this technique with suitable selection of coal particle size, slurry pH, mixing intensity and oil to coal ratio.

"The Freeport-McMoRan Sierrita Crystal Plant produces Copper (II) Sulfate Pentahydrate (CuSO4·5H2O) through a series of cooling crystallizers. In this process, high supersaturation and unwanted spontaneous nucleation promote fine crystals. Seeding through recycled crystal classification can manipulate the crystal size distribution (CSD) for larger crystals. Proper selection of the crystallizer for seeding can prevent spontaneous nucleation and promote final crystal size. This study shows when seeding temperature is closer to the crystallizer temperature, suspension densities in the crystallizers are promoted and overall CSD shifts to a larger size of crystals. INTRODUCTION Figure 1 shows an overview of the crystallization process. The in-plant feed flow, called Pregnant Mother Liquor (PML), enters the first crystallizer and is subsequently cooled through a series of four crystallizers. Specific temperatures are targeted for each crystallizer to ensure the crystallization process is operating within the metastable zone (MSZ). The discharged flow from crystallizer #5 then enters two cyclones. The overflow from the cyclones contains smaller crystals providing seed crystals for crystallizer #5. The underflow from the cyclones begins the drying process. The overflow from crystallizer #5 enters cyclone #3 for removal of fine crystals and seeding purposes. The underflow from cyclone #3 has the capability to provide seed crystals for crystallizer #1 or crystallizer #2. The overflow leaves the system as Spent Mother Liquor (SML). Undersize crystals dissolve into the PML and return back to crystallizer #1.THEORIES AND METALLURGICAL TESTS Seeding requires an understanding of the crystal size, solution temperature and amount of crystals that enter the crystallizers (1). For the seed crystal size, classified crystal seeds can prevent fine crystals returning back into the system which eventually leads to excessive agglomeration (2). Proper selection of the crystallizer can ensure seeding at an appropriate temperature. Seeding at a temperature much lower or higher than the saturation temperature promotes spontaneous nucleation. Typically, seeding between 4-5°F below the saturation temperature is acceptable (5). A general rule of thumb is to add the seed crystals at the temperature between the solubility curve and the metastable zone. An experiment conducted by Mettler-Toledo AutoChem, Inc. indicates seeding close to the solubility curve rather than the metastable zone promotes a lower supersaturation and nucleation rate but yields a higher growth rate and a greater number of larger crystals (1). The amount of seed crystals can not only change the suspension density but also narrows the width of the MSZ in the crystallizers. An experiment conducted by Jaroslav Nyvlt reports with the crystals absent, the maximum allowable undercooling is 6.3 degrees at a cooling rate, 5°C/hour. With the presence of crystals, it narrows the MSZ width to 2.2 degrees (4). Industrial crystallizers normally operate at suspension densities between 15% and 25% by mass. When suspension densities are lower than 15%, it increases the risk of primary nucleation and the probability of incrustations; on the other hand, if the suspension densities are greater than 25%, it can cause a greater attrition rate and increase the probability of deposits (6). Moreover, operating suspension densities between 15% and 25% are also sufficient to minimize supersaturation rate which promotes crystal growth over nucleation (2, 6)."

A stochastic discrete fracture network (DFN) model is developed based on mine site core log data to predict the horizontal and vertical permeabilities from the surface to the top of the caved zone at a longwall mining site in southwestern Pennsylvania. One hundred DFN realizations were generated to determine permeabilities for the isolated zone over an abutment pillar after mining the second panel. The results from this study show that the vertical and horizontal permeabilities from the DFN model agree closely with field measurements, which indicates that the resultant permeability obtained from the field measurements is representative of the predicted permeabilities. With this agreement, the aperture data for other zones of the mine could be obtained from the geomechanical model — specifically, for the fractured zone over the gob. Based on the successful validation of this model, this model could be further developed to predict the permeability of the fractured zone over the gob with fracture aperture obtained from the geomechanical analysis. This will complete the fracture characterization of the overburden, which could be used to predict potential shale gas flow to the mine in the event of a breach. This prediction could provide information on the associated risk of a casing breach and determination of methods to proactively prevent such an occurrence.

Inspiration Consolidated Copper Company, located in a semi-arid climate in Arizona, continually struggles with a water problem. This applies to quality as well as quantity. When the EPA considered installing a new centralized sewage plant to handle the combined waste from the municipalities of Globe and Miami, Arizona, they automatically assumed that He could use the sewage effluent for process water in flotation. The treatment plant was to be a tertiary system producing 1600 gpm of sewage effluent. Inspiration decided that this could possibly be a source of additional process water. It was decided to test sewage effluent from Miami Treatment Plant at the rate of 400 gpm since it was only a primary treatment plant. The 400 gpm was combined with the 5000 gpm of process water going to the Concentrator. After one week the results were disastrous. The recovery and final grade had each dropped approximately 5%. With the results from this brief run, it was concluded that sewage effluent from a primary treatment plant could not be used. Research was then brought into the problem to begin an evaluation of sewage effluent in flotation.

Large scale equipment can reduce both capital and operating costs for concentrators. Large semiautogenous mills can be effectively utilized in big mills but they must be kept fully loaded to take advantage of their great potential. With varying hardness ores, controlling throughput is difficult and careful design must take this into consideration. A variable speed drive on large primary semi- autogenous mills can overcome this problem to a considerable degree. This paper provides a base case using standard accepted technology of two wound rotor single speed 4,476 kW (6,000 hp) motors to drive the primary SAG mills of a hypothetical 36,364 mtpd (40,000 stpd) typical porphyry copper mill. One other fixed speed drive will be described and five variable speed drive configurations will be reviewed. Capital costs for the entire grinding circuit, from crusher product to flotation feed, were developed for the base case and each of the alternatives. A technical evaluation comparing the advantages and disadvantages of each drive is presented.

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

Dozer operators are frequently exposed to whole-body vibration (WBV) during the execution of their work. Occupational exposure to WBV in Indian surface coal mines was evaluated by measuring vibration intensity and duration of exposure. A triaxial accelerometer was placed on the operator seat surface for taking the readings. Based on frequency-weighted root mean square acceleration equivalent to 8-hr shift duration, i.e., (A(8)) all dozer operators have exceeded an Exposure Action Value (EAV) of 0.5 m/s2 , and 90% of dozers did not exceed Exposure Limit Value (ELV) of 1.15 m/s2 . Based on Vibration Dose Value (VDV (8)), all dozer operators have exceeded Exposure Limit Value (EAV) of 9.1 m/s1.75, but no dozer operators have exceeded Exposure Limit Value (ELV) of 21 m/s1.75. Further, an epidemiological study was performed for identifying the extent of musculoskeletal disorders (MSDs) among dozer operators. For the detailed study, 42 dozer operators and 22 controls were selected from 2 surface coal mines. The control group was not exposed to WBV. It was seen from the cross-sectional study that pain in the lower back was predominantly higher (83.33%) in the exposed group when compared with the control group (31.81%). Likewise, pain in the neck (47.61%), shoulder (42.85%), knees (42.85%), and ankle (11.90%) was higher in the exposed group than that of the control group (22.71%, 0%, 45.45%, and 4.54%). A significant observation among the exposed group was that there was degradation in the quality of life. The outcome of the study would assist in monitoring and mitigation of machinery-induced vibration diseases (MIVD) in India and generally applicable to most of the mechanized mines as well. However, comprehensive studies are still needed to enunciate the magnitude extent.

On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."

[Currently the cost of carrying out 'in situ' geotechnical investigation programmes or installing and operating monitoring systems at construction or mining sites is rising var." rapidly. This is primarily because of our ever increasing labour rates. As a result of this problem efforts are no,, being made develop techniques for the economical; collection of large quantities of geotechnical data relating, to such problems as done stability evaluation, the behaviour of underground openings, or 'in situ' testing procedures. The efforts to reduce the labour content. are particularly apparent in those procedures which have traditionally been manpower intensive e.g. 'in situ' permeability testing where an entire drilling crew and their associated eguipment have been on standby while testis has been carried out; or data collection in underground construction operations where much tine is typically wasted obtaining or maintaining access to instrument sites. In an attempt to illustrate one specialist consulting company's approach to the problem of reducing investigation costs, this rarer examines four recent developments in the field of geotechnical investigation and monitoring which have come about during the last two Years as a result of cur research and development programme. Although these techniques and devices have been developed for specific projects, they all have broad applications in the geotechnical field and they are indicative of the direction in which this company feels developments will take place.]

Injecting water under pressure to wet the coalbed in advance of mining reduces mining-generated respirable dust. Owing to economic and geological barriers, water infusion for longwall dust control in the United States is currently limited to the Pocahontas No.3 Coalbed in Virginia. Water is pumped into the coalbed through underground boreholes drilled horizontally from the headgate toward the tailgate side of retreat longwall panels. This paper theorizes that the barriers to widespread utilization of water infusion for longwall dust control could be overcome by long-duration, low-pressure water infusion through vertical gob gas boreholes. Currently, 43% of the 72longwall mines in the United States employ vertical gob gas boreholes. Computer coalbed reservoir simulation suggests that one vertical surface borehole could infuse the same longwall panel area as four horizontal boreholes in the current water infusion system for longwall dust control in the Pocahontas No.3 Coalbed.

This paper describes and demonstrates the application of systems analysis and mathematical modeling techniques in the planning of actual tunnel projects and research and development to improve tunneling techniques. A recently completed tunnel project located in Utah is used as an example. Although cost estimating computer programs are used in tunnel project planning, the introduction of performance modeling, simulating the time to excavate, has added advantages that are explored here. The performance/cost tunneling model (TM) described herein mathematically simulates on a high-speed digital computer the important activities of a number of tunneling techniques accounting for activity interactions, variable external environments, mechanical failure, and other uncertainties. A cost accounting segment is included to facilitate cost-effectiveness comparisons. It is shown that, when combined with informed judgment and appreciation of limitations, the TM can be a useful tool that may help improve tunneling operations and cost estimation, for example, by achieving more balanced system designs or bounding the performance/cost implications of geologic and other uncertainties. Ultimately, this might lead to more competitive bids and greater profits. The need for systems analysis and modeling in tunneling research and development (R&D) is well recognized and documented.(1-5) In R&D one must seek broadly useful solutions to the basic problems of face fragmentation, materials handling, ground support, and environmental control. These solutions must take account of the interdependence of these elements and, for a variety of ground conditions, the limitations or constraints that any innovation in one element may impose on total system performance and cost. The Bureau of Land Management (BLM) constructed four passive biochemical reactor systems (BCRs) to treat mining influenced water (MIW) in the Bunker Hill Superfund area near Coeur D?Alene, Idaho between 2002 and 2003. Initially, the BCRs operated very effectively. However, in the past couple of years, the zinc removal effectiveness of the four BLM BCRs has declined [1]. The central objective of this study was to characterize the microbial communities and substrate present within the BLM BCRs and to use these factors to propose strategies to promote sustained sulfate reduction levels. Microbial communities were characterized by quantifying total bacteria and sulfate reducing species. Substrate was characterized by quantifying the percent organic, acid soluble organic, acid insoluble organic, and bioavailable material within the BCR. The results suggest the depletion of bioavailable organic substrates is the primary cause of the decline in zinc removal and not the microbial community structure. The ability to assess the amount of bioavailable organic substrate and microbial community is important to the understanding of the sulfate reducing capacity of the BLM BCRs and developing strategies to facilitate performance enhancement of the current BLM BCRs. The characterization of organic substrate and microbial community structure are also important to improving design of future passive treatment systems for mining influenced waters.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing four-lane bridgetunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. As part of the design-build contract, a supplemental geotechnical investigation was completed to support the design. The investigation for the subaqueous tunnel segment consisted of over 48,400 linear feet of drilling and 7,100 laboratory tests. This paper discusses the challenges of planning and executing a large-scale geotechnical investigation for underground works in a marine environment and the use of big data for effectively managing, interpreting, and transmitting data to the design-builder consistently throughout the investigation.
