Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.

The dry grinding and leaching circuits of the Barrick Gold’s new Roasting Facility at Goldstrike Mine in Nevada, USA incorporate well proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available technologies from the perspective of capital, environment and operating costs. Crushing is a two stage process using gyratory and cone crusher. Ore is stockpiled and then reclaimed to two parallel dry grinding mills. The double rotator dry grinding mills include a drying chamber, coarse and fine compartments and utilize a gearless motor drive (GMD) or “wrap-around”. In-circuit product transfer is accomplished with air slides and bucket elevators. Finished product separation is performed by both static and dynamic classifiers with the final product captured in baghouses. Recycle of unfinished product utilizes cascade chutes. The final ground product reports to two 2000 ton roaster feed silos. The two-stage oxygen flu-solids roasters with their associated gas train are the subject of a separate paper. The cyanide leach circuit is a standard carbon in leach system with circular swept screens for interstage carbon retention. The loaded carbon is sent to the existing Goldstrike autoclave plant for stripping and regeneration. Tails, after cyanide destruction, are deposited in the existing tailings dam with tails from the autoclave facility. Throughout the circuit, Clean Plant Design criteria were used to assure environmental compliance, ambiental acceptability and ensure worker health and safety. The commissioning and operation of the double rotator grinding technology has been very successful at Barrick Goldstrike.

Conventional methods of drill hole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drill holes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drill holes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

Extraction of valuable resources from complex orebodies will become more common. This is obvious for two reasons. First, the cleaner and more readily processed ores have continually been depleted through centuries of mining. Second, new technologies have evolved for effectively handling complex ores. One of these new processes has been in place at Sunshine since 1984. Based on sulfuric acid oxygen pressure leaching with nitric acid as an oxidizer, this patented technology allows silver and copper to be efficiently recovered from a complex sulfide concentrate. As efficient as it is, this process represents novel technology found nowhere else on an industrial scale. As such, a research program was undertaken in 1989 to optimize this leach process and to better understand it. From this study, several potential plant improvements were found and recommended. As a result, two of these options, nitric acid replacement by sodium nitrite and concentrate regrind are now used in day to day operation at Sunshine. Patenting of these changes was recently accomplished (1). Thus, the development, perceived mechanisms, plant integration and potential applicability of this technology will be covered in this paper.

The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

The state of the lithium mineral industry is closely linked to the performance of the glass and ceramic industries and to the overall economy. Demand for the glass/ceramic products in Europe, Asia and North America remained strong during 1999. This was due to a slight improvement in the economy during the latter half of the year. Consequently, demand for lithium minerals was firm, with a positive outlook. The major economic minerals for lithium are spodumene, petalite and lepidolite. The latter was once the primary mineral. But its importance hasdeclined since the 1960s. The lithium industry consists of two different segments: •The lithium minerals segment mines from hard-rock deposits and physically processes the material to high-grade concentrates. •The lithium chemicals and metal industry segment. The major feedstock for specialty lithium chemicals was previously high-grade spodumene ore converted to lithium carbonate. However, most lithium carbonate is now sourced from salars in North and South America.

Pyrometallurgy is an important sector of modern industrial society actively participating in solving current environmental, economic, materials scarcity and other challenges. Recent advances in analytical methods, experimental techniques, thermodynamic, phase equilibria and process modelling tools provide new opportunities to increase the productivity of pyrometallurgical reactors, the treatment of complex feeds and metal recoveries. Fundamental theoretical models can now be used to make a significant next step towards the development and implementation of computerised models describing real industrial processes—Virtual Reactors, and computer-aided smart-decision-making systems that may be called Pyro-GPS by analogy to GPS; these developments can facilitate knowledge-based improvement and optimization strategies. I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

New global industry standards and regulatory changes regarding mining tailings management are driving installation of tailings filtration plants to decommission existing tailings dams and implement dry stacking. Target of this project was to reduce ultrafine slime tailings deposition. Previous investigation at Samarco concentrator has showed a 35% decrease in tailings filtration throughput when feeding a mix of 95% flotation tailings with 5% slime tailings (compared with 100% flotation tailings), also worsening geotechnical aspects such as material workability during dry staking. Industrial trials using a proper filter aid at tailings filtration plant feeding a mix of 94% flotation tailing and 6% slime tailing (equivalent to 30% of total slime generation) have provided filtration performance maintenance (throughput and cake moisture), and dry stacking the dewatered material. Results achieved will enable life expansion of existing slime disposal structures, as well as potential life of mining extension. Furthermore, reagent chemistry influence is discussed by the light of geotechnical aspects, which has been showing improved KPIs, such as workability, compressibility and permeability.

Among the thirty-five declared critical raw materials (CRM) in the United States, there is no sustainable domestic production for the fourteen of them, while for some others domestic supply does not meet the national demand. Numerous potential critical raw material projects are in advanced exploration stages. However, the price uncertainties for many of these commodities put feasible future production into question and come into contrast with overly optimistic price forecasts published in all feasibility studies related to such exploration projects. Thus, in this work, a newly developed smart computational tool is used to evaluate the real perspectives of several CRM exploration projects implementing actual commodity prices, and to conduct reverse calculations in order to find the prices at which each project can be viable.

It hardly needs to be repeated that if coal is to continue as America’s premier source of cheap energy, it is absolutely necessary that the carbon dioxide from its combustion somehow be sequestered. A promising method proposed to accomplish this is the “indirect” carbonation of serpentine in a concentrated magnesium chloride brine. Indirect carbonation could be also applied to precipitate magnesium in lateritic nickel processing: this would not only solve magnesium-control problems in laterite hydrometallurgy, but also reduce its energy requirements and create CO2-sequestration credits. Fifty-five percent of the electricity generated in the United States comes from coal-fired power plants, and American coal reserves can last over 500 years at 1990-level consumption1. Coal is therefore both abundant and cheap: it could (and in fact probably will) continue to be an affordable source of energy, both for producing electricity and as a feedstock for liquid hydrocarbon production by Fischer-Tropsch reactions. As a result, it is important to find a workable method of permanently sequestering CO2.

Outokumpu Technology’s HSC Chemistry process calculation software enables the user to simulate an entire chemical or physical process. The HSC Chemistry 6.0 contains 21 calculation modules and 11 databases for reaction, equilibrium, heat balance, heat transfer, petrological and simulation applications. Most of the calculation modules automatically utilize the same extensive thermochemical database which contains enthalpy (H), entropy (S) and heat capacity (C) data. This database has been expanded to include more than 20,000 species.

This paper is primarily a report on the process of using oolitic aragonite, as received from Marconi& Ocean Industries, Ltd. without further processing, for a major portion of the raw feed to a rotary kiln producing cement clinker. Oolitic aragonite is a high purity calcium carbonate material, dust free, with the appearance of a course, white sand. It is farmed when under the right conditions of temperature ocean currents, and ocean floor topography. The calcium carbonate will precipitate into small spherical particles on the ocean floor. These oceanic conditions are correct to cause precipitation of the calcium carbonate near Ocean Cay in the Bahama Island chain. The present growing deposit near Ocean Cay is in the billions of tons and is mined by a relatively shallow-operation hydraulic dredge. The aragonite thus formed is en orthorhombic crystaline form of calcium carbonate with a specific gravity of approximately 2.9. At a temperature of 505°C. (940F), the aragonite converts to the hexagonal crystal of calcite with a specific gravity of 2.6 to 2.7. This change in specific gravity weakens the structure of the particles but the individual pieces are still fairly hard. When the material is then calcined at 900°C (1650°F), the particles retain their shape but become soft and will break up under finger pressure.

The term sustainable development shortly appeared in international use in the run of UNO Environmental Protection Conference held in Rio de Janeim in 1992, bears the concept, that evolution process ( associated either with a region or society) should provide mutual interests concern in three aspects - environmental, economic and social ones, admitting as well the fact , that environmental protection should become an integral part of each process and cannot be regarded separately. In this connection it seems quite reasonable to employ the principal of sustainable development, while creating the model of industrial mastering the territory constraint lands viewing their future, for a example, in rich mineral deposit's development. In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts' occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. To simplify the presentation of employed approach's main idea, the given below accepts as its component only one of many actually existing environmental profiles, that define mining pro- cess impact on environmental situation -the size of infringed (de- graded) lithosphere surface. Basically, the actually existed correlation between spheres. grounding the model of sustainable development - economic, environmental and social- is given in a form of nomogram under Fig.1. Mining managers trying to rapidly reduce production costs tend to implement a traditional set of top-down managerial practices: layoffs of employees, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefit is often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative, and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization’s various constituencies with this direction, and motivate and inspire the organization. Dramatic cost reduction then becomes a routine task rather than a heroic achievement.

Petro-diesel is a common collector for fine coal froth flotation but partitioning of diesel range organics (DROs) in process streams has not been widely studied. Preliminary research suggested that under normal dosing schemes total residual DRO in process waters should be limited to the sub-ppm water-soluble fraction (WSF). Further, polycyclic aromatic hydrocarbons (PAHs) should partition proportionately with DRO. The purpose of this study was to confirm these findings in laboratory flotation tests. Total DRO and specific PAHs were measured in tailings and concentrate streams, and coal recovery and ash rejection were tracked. Results show that concentrate waters consistently had higher DRO than tailing waters, and DRO in both streams generally increased with increasing diesel dosage. DRO again appeared to be limited to the WSF and PAHs tended to partition proportionately with DRO. Results indicate optimal flotation performance should generally coincide with minimal DRO partitioning to process waters. Under typical operating conditions residual DRO should not present an environmental concern; however, conditions should be avoided that allow significant overdosing of diesel.

The evaluation of raw materials in terms of quality profile, mineralogical character and mechanical properties is of great importance to the cement industry. The variability of their chemistry and structure is among the decisive design parameters in the choice of any mining, handling and preblending systems. Furthermore, clinker and cement production require sound estimates of the above parameters, to help produce some appropriate and realistic raw mix configurations and achieve minimum standard deviation of the major components. This paper addresses this subject from the perspective of a cement producer and presents the principles of a methodology aimed at optimizing mine planning and process design. Finally, results from case studies on actual sedimentary deposits currently in operation are discussed.
