Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

This paper presents the results of an investigation into the influence of hydrodynamics on a preflotation process for the copper sulfide ore from the Fore-Sudetic Monocline deposits in Poland in a flotation machine. The main aim of the preflotation stage for Polish copper ore is to remove the easy-to-float organic matter — organic carbon — that causes serious problems in metallurgical processes. The organic matter is connected with the presence of shale ore. This paper describes the preflotation experiments conducted to investigate the effect of various stirrer speeds. The upgrading selectivity of copper and organic carbon were analyzed and compared. The results show that the effectiveness of separation between organic carbon and copper decreases with increased stirrer speed in the laboratory flotation machine. The more intensive the mixing of the flotation suspension, the lower the selectivity of the preflotation experiment. Lower stirrer speed probably provides lower mechanical entrainment and flotation of copper minerals.

Tunnel boring machines continue to develop to take on not only larger and larger diameters but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar has required innovative design approaches. A systems approach has been required to produce tunnelling machines that can not only safely excavate the tunnel but do so in an efficient, cost effective manner that stresses production and labor saving approaches. This paper will review the current design developments and present recent projects where these most recent principles have been applied.

Geologic ore controls are usually interpreted and modeled from cross sections and plans, as they are critical to construct meaningful and accurate ore reserves models. The geologic boundaries are often modeled as two-dimensional surfaces or three-dimensional solids and used as hard boundaries to constrain the grade estimates. In many cases, the geologic model is the most important factor in estimating the mineralized tonnage predicted by the reserves model, since it is generally drawn to separate the volumes of mineralized and waste material within the deposit. Because geologic models are interpreted from widely spaced drill hole data, the accuracy of the contacts of the different zones modeled could be poor. The lack of accuracy in the definition of geo-logic zones can have a significant impact on a resource model. In this paper it is shown that the geologic interpretation can and should be checked for potential biases. In particular, an unbiased overall volume of the original drill hole information with respect to the resulting solids and codes assigned to the block model is sought. In addition, geostatistical conditional simulations can be used to simulate the geologic attributes modeled, thus providing an alternative view of the geology, and a measure of the uncertainty of the geologic boundaries. The simulated geologic model provides an assessment of the impact of alternative geologic interpretations on the over-all uncertainty of the reserves model. In the case study presented here, the uncertainty of the geologic model is quantified for a difficult-to-model, high-grade copper deposit in northern Chile.

Every year, severe injuries and fatalities occur when a miner is struck or pinned by a continuous mining machine, shuttle car, scoop or other piece of mobile mining equipment. Proximity detection systems offer a means to prevent these types of injuries and fatalities by sensing the presence of a miner and disabling machine motion. Although hundreds of these systems are installed and in use in operating coal mines, the influence that coal has on the electromagnetic fields associated with these systems has never been rigorously quantified. NIOSH researchers have conducted tests to measure whether the proximity of coal has a significant influence on a popular design of proximity detection system. The system tested utilizes a low frequency magnetic field generator that would be mounted on the mining machine. At the NIOSH Safety Research Coal Mine in Pittsburgh, researchers measured the performance of a simplified proximity detection system of this type first on the surface then underground at varying distances from a coal face. Analysis of these measurements shows that the presence of coal does not have a measurable impact. Flooding of open pits now receives considerable attention from the mining industry as an option that may minimize environmental impacts, particularly when anoxia in pit lake deep waters can effectively eliminate oxidation of pit-wall sulphides. A state-of-the-art, coupled physical-geochemical pit lake model is used to verify that a cost-effective, environmentally responsible closure strategy for the open pit at the Kori Kollo gold mine, southeast of La Paz, Bolivia is to adopt a controlled, two-stage infilling of the open pit upon cessation of operations. By filling the pit initially with highly saline waters from evaporation/infiltration basins and naturally saline deep groundwater, followed by capping with fresh river water, a very stable and strongly stratified pit lake will be developed. In addition, the stratification will result in the isolation of metal-rich saline bottom waters from surface waters of good quality. Results of this model provide defensible predictions of the physical stability and evolution of water quality in the Kori Kollo pit lake over time. The model results indicate that anoxic conditions will develop below the fresh-saline water boundary within 1 to 2 years, followed by the rapid onset of sulphate reducing conditions in the bottom waters. Hydrogen sulphide produced by sulphate reduction will readily react with dissolved metals to form highly insoluble metal sulphides. The process results in the gradual removal of metals from the water column and the concomitant improvement of water quality over time. A notable benefit of this strategy is that it can be fully integrated with other mine site closure options as well as future environmental management strategies. The proposed plan allows for: 1) safe storage of saline evaporation basin waters; 2) the potential for passive treatment in anoxic bottom waters of ARD seepages from other mine site operations should they arise; and 3) a repository for future reactive wastes that could be effectively isolated in a physically and chemically stable environment.

The Apex Tunnel is part of the Southern Nevada Water Authority?s proposed Clark, Lincoln, and White Pine Counties Groundwater Development Project. The project is intended to develop unused Nevada groundwater for meeting the water needs of Southern Nevada and would involve over 322 km (200 mi) of water transmission facilities. The Apex Tunnel, as currently conceived by ongoing planning and environmental analyses, would extend 2804 m (9,200 ft) through a structurally complex terrain of Paleozoic carbonate rocks and younger basin fill deposits and will traverse both public and private lands. Several faults cross the tunnel study area, juxtaposing rocks of varying lithology and degree of folding, and creating intervals of differing rock conditions along the tunnel alignment. This paper discusses how the geotechnical program was developed to be flexible and allow for rapid implementation of revisions based on new knowledge that became available during program execution, resulting in more effective decision making and enhanced value from the geologic investigation during the planning phase of the project.

Typically, rougher molybdenite flotation and recovery from bulk copper/ molybdenum concentrates involves the use of alkalisulfides, Nokes reagents, cyanides, oxidants, and/or thermal treatment for the depression of copper sulfide minerals. The bulk copper/molybdenum feed generally varies from 0.2% Mo to 1.0% Mo, and with traditional reagents the single-stage rougher flotation recovery of molybdenite varies between 40 and 90% at a concentrate grade of 5 to 10% Mo. With ozone conditioning for copper depression, however, improved separations appear to be possible, as demonstrated by tests with Cu/Me concentrates from both the Phelps Dodge Morenci Operations and the Kennecott Copperton Operations. Single-stage rougher flotation after ozone conditioning can provide a molybdenum concentrate at a recovery of more than 90% and a rougher concentrate grade higher than 20% Mo in some cases. Subsequent cleaner flotation with additional ozone conditioning results in relatively copper-free molybdenum concentrates containing as much as 52% Mo. Preliminary analysis indicates that, with a multistage ozone conditioning/flotation strategy, the process is technically and economically viable and should be suitable for industrial application.

One of the challenges in the development of mineral processing simulators is the modelling of liberation characteristics of particles produced by comminution circuits. Understanding the mineral characteristics of these particles is one of the keys to predicting their behaviour in separation circuits. While more fundamental research seeks to model the non-random breakage of ores this work examines whether we can move forward now by using observed characteristics of ores to model the composition of particles generated in comminution processes. The current work examines a range of ores and identifies which of these exhibit the pattern of similarity of composition for particles in a given size class that has been produced as the result of a variety of breakage conditions. The impact of mineralogy and texture on the evolution of liberation characteristics for both valuable and gangue minerals is discussed.

The Cigar Lake uranium deposit was discovered in 1981 at the south western end of Waterbury Lake, approximately 660 km north of Saskatoon in the province of Saskatchewan (see Figure 1). It is the largest undeveloped high grade uranium deposit in the world. It contains proven and probable reserves of more than 226 million pounds U3O8 at an average grade of 20.7%. The world average grade is less than 1% U3O8. [ ] The ore body is located about 450 m below surface at the interface between sandstone above and basement rock below (see Figure 2). The sandstone is fractured rock and saturated with water. This makes water inflow a real hazard at the mine. In fact there have already been two significant mine inflow events. The first of these occurred in October 2006 and resulted in the flooding of the mine. The second occurred in August, 2008 during mine recovery activities.

Many technical conferences allow mining industry professionals to learn about these new technologies and possibly implement them in their own operations. In early November 2005, The 14th symposium on Mine Planning and Equipment Selection (MPES) was held in Banff, Alberta. It was jointly held with the Fifth International Conference on Computer Applications in the Minerals Industries (CAMI).

The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

The stability of surfactant-free foam films was studied using the thin film pressure balance (TFPB) technique. In pure water, it was not possible to produce foam films due to weak film elasticity and strong hydrophobic force. In the presence of NaCl, however, the hydrophobic force was sufficiently dampened to allow metastable films to form. At 10-5 M NaCl, the equilibrium film thickness reached a maximum of approximately 130 nm at pH 6.0-7.3. The thinner films obtained on either side of this pH range was due to the increased ionic strengths associated with the HCl and NaOH additions for pH control.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame are scheduled for Saturday, Sept. 25, 2004 at the Las Vegas Hilton in Las Vegas, NV. The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. This paper summarizes the main achievements of our previous project entitled "Development of a technological system producing quality guaranteed fly-ash based binder". Furthermore, this study deals with the laboratory experience of lignite fly ash utilization for two different goals. On the one hand the fly ash was tested as a binder; on the other hand it was investigated as an underground mine backfill material. Considering the first goal, the utilization of a mixture of mechanically activated fly ash and lime for producing an independent binding composition has been assessed involving determination of relationship between the degree of activation of fly ash and the strength of the obtained concrete. The results confirmed that this hydraulic binder is suitable for construction of stabilization and capping layers or base layer. Regarding the backfilling application, this paper presents laboratory experiments, their results including settling tests, hydraulic permeability and strength measurements and dense slurry technology related results.

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal sluny taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

On September 10, 1991, Secretary of the Department of Interior Manuel Lujan deleted the Silver Peak Range North Wilderness Study Area from the list of U.S. Bureau of Land Management lands in Nevada to be considered for wilderness designation. This decision was based in part on the U.S. Bureau of Mines mineral investigation of the wilderness study area which found that it has indications of precious metals resources. The following is a summary of the results of that mineral investigation. The study area lies between the Silver Peak and Dyer mining districts of west-central Nevada. The Silver Peak mining district, to the east, has a long mining history dating back to 1907 when precious-metals-bearing veins were discovered. The major producer in the Silver Peak district was Sunshine Mining Company's Sixteen-to-One silver mine. During the Bureau's study the Sixteen-to-One mine was operating; it has since been idled due to low silver prices. Precious metals-bearing veins were discovered in the Dyer district, to the west of the study area, in the 1860's. Mineral activity in Dyer district consisted mainly of prospecting. The Silver Peak study area itself has no mining history and contains only a few mining claims, but the Bureau examined 13 mineralized sites, most previously unknown and unclaimed. These sites are along two zones that cross the study area from the Silver Peak to the Dyer mining district. The two zones transect a volcanic center of fractured and altered rocks that contain epithermal veins of quartz, calcite, and jasperoid with gold, silver, and base metals. At the surface these veins are poorly defined and poorly mineralized. The more than forty veins examined in the study area are as thick as 17 feet and as long as 1,000 feet. Samples from surface exposures of these veins contained as much as 0.02 ounce per ton gold, 2.1 ounces per ton silver, 1.0 percent copper, 2.6 percent lead, and 0.4 percent zinc. Analyses of the Bureau data disclosed no vein large enough or of high enough grade to be classified a mineral resource. However, most do have indications of silver-and gold-bearing resources at depth. Subsurface exploration had to be done on the vein at the Sixteen-to-One mine to outline reserves (a vein averaging about 22 feet thick and containing 6-to 7-ounces per ton silver); the same is true of veins in the Silver Peak Range North Wilderness Study Area.

Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.
