This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The Bureau of Mines investigated the use of electronic computers for obtaining more information about relative permeabilities of reservoir rock to oil and water. It was found that there are many possible combinations of relative permeability curves that will result in virtually the same recovery versus injection) but they require different times and rates to recover the oil even with different mobility ratios. Permeability curves obtained by the use of non-viscous oil and employed for calculating the waterfloods of viscous oils can lead to serious inaccuracies. For viscous oils) the wettability characteristics in the middle portion of the permeability curve affect recovery nearly as much as other portions of the curve; this) however) is not true for non-viscous oils in water-wet reservoir rock.

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

Nine high-volatile bituminous Utah coals were carbonized singly and in blends with low-and medium-volatile bituminous coals. Of the 9 coals, 2 are in commercial use as the base coals in blends that produce industrially accept-able metallurgical coke, while 7 are regarded as weakly coking and are not used commercially in coking blends. The carbonization tests were made in a la-inch diameter, cylindrical retort, using 50-pound charges. Sunnyside coal blended with autogenous char generally produced larger and stronger coke than was yielded by straight Sunnyside coal. The volatile matter of the char and the concentration of the char in the blend appear to be important parameters influencing coke size and strength. A blend of 10 per-cent autogenous char of 7.2-percent volatile matter with Sunnyside coal yielded coke that was larger, stronger, and of higher apparent specific gravity than coke produced from an industrial coke oven blend consisting of 15 percent medium-volatile coal and 85 percent Sunnyside coal.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

This bulletin traces the development of high-pressure, coal and tar hydrogenation technology, based on an intensive review of the pertinent literature. The bulletin was written as a part of the Bureau of Mines research program on synthetic liquid fuels. It covers the history and economics of the process; the chemical aspect of hydrogenation of coal, tar, and middle oil; the engineering aspect of converting coal and tar to liquid fuels, principally gasoline; and the equipment for the process. The literature covered includes documents of the United States and British Governments, journals, and other publications. Bureau results in the hydrogenation field are also incorporated.

The purpose of this study was to examine the problems of underground coal mining in the United States, and to develop recommendations for an integrated Research and Development Program aimed at resolving these problems. Specific objectives of the study were as follows: ? To identify the existing inadequacies that have adverse effect on Health, Safety, External Environment, and Productivity. ? To identify opportunities for technological advance s to correct these inadequacies. ? To develop an integrated Research and Development Program designed to accomplish the advances identified. Many of the recommended tasks are dearly long range; this is especially true of those for study of future mining systems. However, funding recommendations in this Report are presented for a 5 -year period, since the developments accomplished during this period will undoubtedly be a factor in the formulation of the follow on tasks. Where applicable, the recommended Research and :Development could include development and test of pilot model equipment.

"INTRODUCTION At 9:12 a. m. on April 16, 1947, the ammonium nitrate cargo in hold 4 of the S. S. Grandcamp, a 7,176 gross-ton Liberty ship owned by the French Government, detonated at pier 0 of the Texas City Terminal Railway Co., Texas City, Galveston County, Tex.This detonation was the first of a series of explosions and fires that took the lives of approximately 600 persons, injured 3,000 other persons, and caused a property damage and business loss that will exceed $58,800,000. It has been estimated that the life, accident, and workmen's compensation insurance loss will be $8,200,000.At 1:10 a. m. on April 17, 1947, the ammonium nitrate cargo in hold 5 of the S.S. High Flyer, a 6,214-gross-ton Liberty ship owned and operated by the Lykes Bros. Steamship Co., Inc., detonated at pier L. This explosion materially increased the property damage caused by the first explosion, in between 50 and 100 persons, and is believed to have taken the life of only one person.The exact number of casualties resulting from the Texas City disaster may never be known. On June 22, 1947, 65 days after the explosions, the red Cross and the Texas Department of Public safety repoted:,""Identified dead, 405; unidentified dead, 63; believed missing, 100; injured, 3,000; hospital¬ized, 600; still in hospitals, 37."""

A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines. The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

GENERAL DEVELOPMENTS IN CONCENTRATING COPPER ORES FROM 1912 TO 1932 During the east 20 years the milling of copper ores as practiced in the larger concentrators has chanced to such an extent that comparatively few of the machines in use at the beginning of this period remain in service today. Concentrating Practice in 1912. In 1912 the usual equipment for concentrating copper ores comprised jigs for the coarser sizes, tables and sand vanners for the intermediate sizes, and vanners for the finer crushed and ground material. Rolls operated in series under graded crushing conditions, were in common use for the liberation of the copper minerals; grinding by Chilean or Muntington mills ordinarily was confined to the coarser tailings of jigs and tables.

OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

"INTRODUCTION The injection of water into partly depleted-oil-bearing formations as a means of supplying additional energy to flow oil wells now is recognized by the petroleum industry as an effective method of increasing the recovery of oil. The benefits to be derived from water-flooding oil sands were discovered accidentally more than 4o years ago, when oil producers in the Pennsylvania and western New York fields observed suustantial increases, in oil-production rates when water leaked past corroded casings of old wells into producing sands. This observation prompted some operators purposely to perforate or slit the casings opposite the producing formation in some of their wells to permit water to enter the formation. However, as many operators viewed the practice with skepticism and considered it to be in violation of oil-conservation principles,- systematic water-flooding was not initiated until the Pennsylvania legislature, in 1921, enacted a law authorizing water-flooding of oil sands in that State.Although water-flooding has been practiced in a haphazard manner for more than 25 years in Chautauqua and Montgomery Counties, Kansas, planned or systematic water-flooding in that State had its inception in 1935, when the legislature, following the example of Pennsylvania, also passed a lava/ authorizing water-flooding. The early operations and, to some extent, those still, practiced in the Chautauqua-Montgomery area consisted in raising or perforating the casing to allow water from upper strata to gravitate into underlying oil-producing formations. The extent to which this type of water-flooding affected petroleum production in the old stripper area of eastern Kansas is not known, but it is known to have increased oil production ap¬preciably from many leases.Following enactment of the law permitting water-flooding in Kansas, three operators inaugurated, in that same year, three organized flooding projects in three different counties of the southeastern part of the State. The first organized project on record was that of the York State Oil Co. in the Seeley pool, Greenwood County. On this project, the injection was started on May 15, 1935, into the Bartlesville sandstone at a top depth of 1940 feet."

Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

The studies herein reported were begun as a part of researches undertaken by the United States Geologü;al Survey looking to the more effcient utilization of the coal in the United States through the reduction of waste in its extnidion, and were continued as part of further researches having regard to the conservation of the fuel resources of this country and to the lessening of injuries and fatalities in coal mining. Among other phases of the general problem to be studied were the origin of the gas whidi escapes into coal mines, its modes of occurrence in the coal and rock strata, and the conditions governing its outflow into the mines. The subject of relative danger from destructive explosions due to gas and coal dust in different mines belonging to different coal fields was to be one of the principal lines of investigation. But this work was barely under way when the series of unusually disastrous explosions in the Naomi, .Monongah, and Darr mines of Pennsylvania and West Virginia, in December, 1907, afforded an exceptional occasion to observe the behavior of explosions on a large scale. Because of the opportunities for study afforded by these terrific explosions, the inquiry originally planned was d ¡verted to the more specific investigation of the conditions in tl10SC mines, and the examinations have been directed toward finding those qualities of gas and dust which were concerned in these explosions. The following discussion, therefore, consists essentially of a report on that subject; but it is far from being exhaustive, and is to be regarded as a preliminary outline of investigations which are still in progress. The first of the three mine explosions mentioned occurred in the Naomi mine of the United Coal Company, near Bellevernon, Pa., on Sunday, December 1, at 7.40 p. m. All the men who were within the mine at the time, fortunately only 34, were killed. Less than a week later there occurred in mines Nos. fì and 8 of the Fairmont Coal Company at Monongah, W. Va., the most disastrous mine explosion yet recorded in the annals of American mining. The mines were comparatively new and well laid out. Mine No.8 had been in operation only about two years and was the pride of the Fairmont Coal Company. Mine No.6 was first opened ahout four years earlier. In order to make it possible, in case of emergency, for either mine to be ventilated by the ventilating system of the other, the two sets of workings were connected underground. The F face heading of mine K o. 6 led direetly into No.2 north heading of No.8 mine. On Friday, Dcccmber 6, at about 10.30 in the morning, an explosion of unusual violcnce swept completely through both mines, pursuing its course throughout the numerous ramifications and bursting out of the two pit mouths, located It miles apart, nearly simultaneously. The slope of mine No.6 was only slightly damaged, but at the mouth of No.8 the destruction was very great. The fan was wrecked, the engine house was demolished, and mine timbers were blown across Monongahela River: As nearly as can be determined, 361 men were killed in the two mines by the explosion. .While the inspection of the Monongah mines was still in progress, on Thursday morning, December 19, at about 11.20, a similar explosion wrecked the Darr mine of the Pittsburgh Coal Company ut Jacobs Creek, Pu.; 238 men lost their lives in this explosion, which in number of casualties is second only to the :Monongah disustcr in the history of American mining. Of ull thc men in the mine at the , time of the explosion, only one mun, who happened to be within 100 feet of the ~iUrface on an old manway in a wet, unexploded portion of the mine, succeeded in escaping alive. The underground investigation of these mines was made in cooperation with Clarence Hall and ""Valter O. Snelling, of the United States Geological Survey, and James ""V. Paul, now of the Survey but at that time chief of the department of mines for vVest Virginia, to all of whom the author is greatly indebted for valuable assistance, suggestions, and advice. Mr. Paul will rcport on the nature of these explosions, the precipitating causes, their destructiveness, and the general cüliditions in these mines following the disasters. The present report is confined essentially to the laboratory examination of some of the explosive materials collected from these mines directly ufter the explosions.
