Approximately 270,000 cu yd (20[0],000 cu m) of inferred subeconomic auriferous gravel resources were estimated in three Tertiary deposits in the Polk Springs study area (fig. 1 and table 1). These resources are exposed between tuff-breccia and lava flows of the Pliocene Tuscan Formation and Paleozoic or Mesozoic metamorphic rocks which suggests that although no deposits were identified in the other RARE II areas, they may be concealed beneath the Tuscan Formation. Difficulty in choosing drilling targets will make the likelihood of resource discoveries small. The development and production of these deposits would also be prohibitive under current economic conditions due to the thick covering of volcanic rocks. Recent stream gravels of Deer Creek in the Polk Springs study area contain enough gold to attract gold hobbyists; however, the stream gravels do not have sufficient volume to be considered a resource. Potential exists for additional auriferous gravels near the Occidental Mine in the Polk Springs RARE II area.

The technical literature on the general subject of crushing contains many references to the work of investigators on the laws governing, and the factors entering into, the economical production of fine materials. In fine grinding, whether for the purpose of producing fine material, or for the unlocking of minerals in an ore, close control of the screen sizes of primary-crusher products is of secondary consideration and accordingly has received very little attention. The growth and development of the nonmetallic industries, however, have drawn more attention to primary crushing. Many of these industries are interested in the production of relatively coarse products that meet certain definite size specifications, a condition entirely different from that existing in the field of ore dressing. Under such conditions, a knowledge of the factors governing the selection and operation of primary-crushing equipment is essential to the economical production of a satisfactory material.

A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. Phase I of these studies demonstrated the feasibility of measuring the efficiency and capacity of sorbents in tube-type samplers for contaminant gases. This was accomplished by measuring concentration at various points along the length of the diffusion path during sampling. Concentrations were measured by removing small aliquots with gas-tight syringes and gas chromatography. With hexane as the gas and activated charcoal as the sorbent the procedure was quite successful and we proceeded with Phase II of the study; this involved application of the principle to gases of importance in diesel exhaust using a variety of sorbents. When we worked with high concentrations of the test gas we clearly demonstrated the differences in both efficiency and capacity of the sorbents for each of several gases. The chief drawbacks of the system were that we were unsuccessful in determining more toxic gases at realistic occupational exposure levels or determining formaldehyde at any level using the flame ionization detector. It was concluded that, although the method is feasible, more sensitive methods of measuring concentrations of gas in the tube must be developed to make the procedure applicable to regions of chief industrial hygiene interest.

The performances of the three bituminous coal demonstration methane re¬covery boreholes, located in Greene County, Pennsylvania, are reviewed. Development of these vertical holes was largely underwritten by project funds. Reference is also made to an anthracite coal methane project in Luzerne County, Pennsylvania. This involved one vertical hole and was underwritten by a utility company. In addition, an exploratory drilling in the southern anthracite, which provided the project group with coal cores for methane gas analysis, is also cited. The technical and economical data that were gathered from the various methane projects are analyzed. Finally, the advantages and disadvantages of methane recovery by vertical boreholes are assessed.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). The mine system analysis and evaluation study presented in this report was part of the U. S. Bureau of Nines' Tertiary channel project conducted under the Heavy Metals program. The Badger Hill pit, located on the west end of the San Juan Ridge area, near Nevada City, California, was the site of the Bureau's field work. The objectives of this study were: (1) Determine potential alternative mining systems for some of the large tertiary channel gold-bearing gravel deposits, and (2) Identify areas of technology where further investigation would be merited because of their potential inclusion in a mining system for such deposits, The study involved the development of a mineralized block inventory, an economic block inventory, determination of optimum ultimate mining limits and a preliminary economic mining system evaluation. Computer programs were developed and utilized for each of the study phases stated above. The sampling program conducted at Badger Hill by the Bureau Delineation Group together with confidential drill hole data provided by the San Juan Gold Co. formed the basic gold values and distribution information from which a deposit model was developed. The deposit was divided into minable block units and net economic values were assigned to each block for various configurations of both open-pit and underground mining methods based on cost and performance data provided by the various Bureau of Mines Research Centers. A number of controllable variables such as: (1) Mining method (open-pit and underground), (2) depth of mining cut, (3) production rate and (4) equipment type and capacity were evaluated. The prime measures of effectiveness on which the mining systems where judged were discounted cash flow rate of return and maximum utilization of natural resources. The analysis showed that underground mining of the Six-Mile Tertiary channel gold-bearing gravel deposit under consideration was uneconomical and did not permit maximum recovery of the resources within the channel. It was also apparent that mining the Six-Mile Deposit for gold alone is uneconomical or at best marginal at a gold price less than $80 per ounce. The analysis showed that the potential for an economic mining operation within the Six-Mile Deposit exists when the gravel resources of the channel are considered together with the gold. It was determined that the highest rate of return would be realized with a 20-year open-pit mining operation yielding 745,000 ounces of -gold and 55 million cubic yards of usable gravel.

The purpose of this research was to develop a computer simulator fur predicting the air quality in existing coal mines as well as a design aid for developing new mines. In addition to the air quantity flow, the other variables of tempera Lure, moisture, methane and respirable dust are necessary to determine the air quality. An additional feature of this simulator is that it allows parametric studies of these variables to explore the effect that these variables have on the air quality of an operating mine system. The research has also pointed out arias where more research is needed, and promote better and more systematic data taking techniques. Wang and Hartman (see Reference 9, on page 1-98 of Section 1) had already published a computer program to determine the ventilation of large mines, and Wang and Saperstein (see Reference 10 on page 1-98 of Section 1) later published a refinement of the work in the previous reference. These references were the starting point of the simulator developed by this present research effort, and Section 1 of this report is a slightly modified version of the original vent elation program. Permissible explosives are those that have passed the tests pre- scribed by the Bureau of Mines for explosives intended for use in coal mines, and are therefore recommended by the bureau as suitable for this class of work when used under the prescribed conditions. The tests for permissible explosives and the conditions prescribed for their use are described in Miners' Circular 6 of the Bureau of Mines. Up to June 1, 1915, 168 explosives had been classed as per- missible explosives; 133 of them were then on the bureau's "per- missible list" and 35 had been withdrawn by the manufacturers. In addition to the required physical tests, each explosive is sub- jected to a complete chemical examination in order that its exact composition may be known and also that the composition of future samples of the same explosive collected in the field may be compared with that of the sample which originally passed the bureau's tests, for by such comparison it may be possible to ascertain whether or not the explosive as supplied to the miner is still "permissible." This bulletin is published primarily for the purpose of informing manufacturers of such explosives as to the methods used by the Bureau of Mines in the analysis of samples received for tests to determine their permissibility. Such information may be of value in cases of possible controversy over the results obtained in the analysis of a field sample as compared with those obtained in ana- lyzing the sample originally tested by the bureau. Also, a descrip- tion of the methods used by the Bureau of Mines in the analysis of explosives should be of assistance to the many chemists engaged in similar analytical work.

Coal mine bumps involve the violent, rapid failure of coal and rock around a mine excavation. Deep coal mines with strong roof and floor rocks and high-stress conditions frequently experience face and rib bumps. The bump problem is becoming more severe as mining depth increases, prompting efforts to control high stress in advance of mining. This Bureau of Mines report presents a review of the most widely used methods to detect and destress high-stress zones along coal faces and an investigation of stress-related bump problems and destressing techniques at a cooperating mine. Geotechnical instrumentation and microseismic methods were used to better understand bump occurrences in underground coal mines. Laboratory tests of the drilling-yield method for high-stress detection were conducted to determine the correlation between the volume of cuttings obtained and the magnitude of the applied stress at various confining pressures. A three-dimensional, multiple-seam computer modeling program, MULSIM, was used to evaluate the effectiveness of stress-relief methods. Modeling results indicate that dangerously high-stress areas can be controlled by either proper planning or destressing. Proper mine planning guidelines and destressing methods such as volley firing, hydraulic fracturing, and auger drilling are discussed.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

An examination of the Census of Fatal Occupational Injuries (CFOI) data for the period 1992-1995 shows that 659 fatalities occurred in the mining industry as defined by the SIC. Oil and gas accounted for slightly more than one-half of all fatalities (figure 1-1). The coal industry had the highest fatality rate for the 4-year period, with 35.6 deaths per 100,000 full-time workers, followed by metal (23.1 per 100,000), oil and gas (23.1 per 100,000), and nonmetal (20.1 per 100,000). The fatality rate for all U. S. industries during this same period was 5.1 per 100,000 full-time workers. Figure 1-2 compares the fatal injury rates by year for the four major industry sectors of mining to the fatality rate for all industries combined. Figure 1-3 compares age-specific fatality rates in the mining industry to those seen for U. S. industry as a whole. Fatality rates for all industries combined were lowest for young workers and steadily increased in relation to workers' ages. In the mining industry, fatality rates by age group show a U-shaped curve. Young workers under 20 years of age had the highest injury rate (54.6 per 100,000), followed by workers aged 20-24 (50.8 per 100,000) and workers over age 65 (37.7 per 100,000). Table 1-1 shows the distribution of injuries by type of injury event. The mining industry, in comparison with all industries, had a considerably larger proportion of fatalities classified as caught in or crushed by collapsing materials (9.1% and 1.9%, respectively) and fires and explosions (10.0% and 3.1%, respectively). Transportation events comprised the largest proportion of fatal injuries in both the mining industry and all industries. Within the mining industry only, transportation accounted for the largest proportion of fatalities in all mining sectors except coal. A more detailed examination of the transportation events within the mining industry showed that highway incidents (50.5%) were the most common, followed by nonhighway incidents (22.2%), pedestrian incidents (10.6%), and those incurred during rail, water, and air transport (15.7%). Incidents involving caught in or crushed by collapsing materials comprised a higher percentage of injuries in the coal and metal sectors, while fall-from-height incidents were more frequent in the oil and gas sector. The classification system used in CFOI for type of injury event is not compatible with any variables contained in the MSHA data; therefore, direct comparisons are not attempted. [ ]

As a part of its general safety program the Bureau of Mines has investigated various means useful for the elimination or mitigation of the explosion hazards in connection with combustible gases incident to the mining industry. Information has been obtained relative to the explosibility of numerous simple and complex gaseous combustible atmospheres. Although experiments along this line have pertained largely to combustible gases in the mining and allied industry, considerable information has been obtained relative to the explosive hazards of combustible gases and vapors used as anesthetics.

The personal dust monitor (PDM) is a new coal mine respirable dust sampling instrument that has the ability to provide accurate end-of-shift and real-time respirable dust exposure data. A hypothetical cost comparison analysis of the PDM with the current MSHA-required coal mine dust personal sampling unit (CMDPSU) was conducted. Some simplifying assumptions were made to create hypothetical cases for analysis. This analysis was limited to respirable dust sampling of one designated operator (DO) and one designated area (DA) for one mechanized mining unit (MMU) which operated one shift per day. Only sampling intervals of the minimum sampling as required by federal regulations and continuous sampling were analyzed. This cost analysis from the company perspective is only one part of an overall cost/benefit analysis that should be conducted at a later date. In this analysis, company-associated costs were examined for both sampling systems. Results show that the PDM, while it has high initial costs of approximately $12,600, may be a cost-effective sampling system for measuring coal mine respirable dust. The estimated present worth cost of conducting the minimum required dust sampling over a five-year life ranges from $5,850 to $19,000 for the CMDPSU, with the higher present worth cost including costs of potential violations incurred. For the PDM, the comparable present worth cost is $14,900 to $19,300, with the lower present worth cost representing a lower capital cost of $8,150 per unit if more than 850 units are produced per year, while the higher present worth cost reflects the result with the higher $12,600 capital cost.

In two earlier studies the Federal Bureau of Mines undertook to explore comprehensively the dimensions of the Nation's energy balance. The first of these studies, published in 1950 as Bureau of Mines Information Circular 7582, by Harold J, Barnett, was primarily concerned with projections of future domestic energy requirements and supplies, because these related to projected growth in major fuel-consuming sectors of the economy, changing rates of energy-use efficiency, and interfuel substitution patterns. But, to provide the essential background for these projections, it was first necessary to assemble and examine in some detail the quantitative information on the size and shape of the current United States fuel economy. Among other things, Barnett's path-breaking study indicated the need to consider energy as an entity, particularly for public and private policy makers, industry and commodity analysts, economists, and others concerned with long range questions of domestic and international energy supply and demand. The study also spotlighted a gap in the fabric of current economic intelligence; no comprehensive collation and reconcilation in any single report of available published statistical information covering the origin -a disposition of all energy materials existed. In response to this latter need, the Bureau of Mines prepared the second of the two studies referred t3 above. This was published in 1951 as Report of Investigations 4805, by W, H, Lyon and D, S. Colby, and it consisted of statistical information on the production and use of each of the various fuels and electric energy in the United States for 1929, 1939, and 1947; all were presented in tabular form and on a uniform basis. The three years selected were chosen largely on the basis of data availability.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department’s Bureau of Labor Statistics’ Census of Fatal Occupational Injuries (CFOI), Survey of Occupational Illnesses and Injuries (SOII) and Current Population Survey (CPS). Between 1992 and 2002, 3,378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 through 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992 to 1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002, but showed overall improvement from 1995 through 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100,000 workers. An additional 46,598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground, buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. NIOSH research aimed at evaluating commercially available overhead power line proximity warning alarms is described. This research is expected to be the initial step for eventual development of a performance standard for such systems.

This report contains the findings of a study to perform a task and skill analysis of roof-bolting operations, with respect to the operational training requirements and to prepare detailed recommendations for the operational training system. The extent of the problem was determined by visiting underground coal mines, interviewing training and safety personnel, observing and interviewing roof-bolter operators, and reviewing present training programs and facilities. In conjunction with the mine visits an extensive literature search was conducted with emphasis on training, mine safety, and accidents involving the roof-bolting operation and roof-bolter operators. A number of training programs and training devices were considered resulting in the development of a recommended training program including training devices to be used and establishing training objectives.
