Over the last five years Mt Leyshon has matured into a sizeable gold mine by Australian Standards. In the later part of 1990, after commissioning of the 3.5 mtpa CIP Plant upgrade, experience indicated there was potentially additional Mill capacity beyond that being utilised at the 3.5 mtpa rate. Overall throughput was limited by crushing plant performance and high operating costs resulting from the age and condition of the main crushing plant.In addition, mining was being carried out using a mining contractor who utilised relatively small, high cost mining equipment, and on-going exploration success was also indicating that the then current mine plan would result in only a portion of the available resource being exploited.

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

The Woodlawn Mine near Canberra faced the challenge of poor ground conditions from the commencement of underground operations 1987. Talcose shears bounded the dense massive sulphides on both the hangingwall and footwall side of the orebody. In another area the talc existed not only on the edges of the orebody but through out it as well. The country rock was relatively weak shales compounded by a low stress environment that allowed the wall rocks to fall apart quite easily. The challenge for the operators was to overcome the poor ground conditions. This was done by attacking the problem from three directions:technology, how technology is applied, human relations and leadership by all levels of the Management team, and by ensuring that these processes meshed together well.Woodlawn in it early days as an underground mine enlisted the assistance of BFP (Formerly Barrett Fuller and Partners) as a second set of eyes to assist with the assessment of the ground control procedures. The results are discussed in this paper. The progression to this end result included:non-contract payment systems; ground control training for the full range of mining personnel; the development and enhancement of cable bolting and shotcreting equipment; the development of Practical Standard Work Procedures by mine operators; and innovative use of shotcrete and cables bolts to control extremely poor ground conditions.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. With the proclamation of the Environmental Protection Act, 1971-80, the Environmental Protection Authority and Department of Conser- vation and Environment were established to enhance the quality of the environment. Proposed gold developments of all scales can be referred to the Authority in the form of a Notice of Intent. Environmentally significant projects might then require preparation of an Environmental Review and Management Programme. Current environmental issues include the'effects of clearing by prospectors,, mine dewatering and tailings disposal. INTRODUCTION In the past, the environmental aspects of gold industry related activities have received little attention. However, with the proclamation of the Environmental Protection Act, 1971-80, mechanisms were instituted which allowed both for referral of projects to the Environmental Protection Authority (EPA) and establishment of the Department of Conservation and Environment. As well as providing assistance to the EPA on referred projects, the Department is concerned about a number of environmental issues associated with the gold mining industry.

This paper critically reviews the role of institutional research contractors (eg universities and the CSIRO) in the delivery of effective research, development and demonstration outcomes in mineral and coal processing to the Australian mineral industry. The criteria by which such R&D is justified, and the problems of quantifying the benefits of such research, are considered. Third-party funding mechanisms such as NERDDP and AMIRA are reviewed in the context of the difficulty of setting national research priorities. Some case studies are presented which illustrate both the problems and the advantages of institutional research for industry. The transfer of research outcomes to industry is identified as a significant problem which limits the effectiveness of all institutional research. Other topics reviewed include research management, the relationship between industrial companies and their research contractors, and the real costs of research. The paper offers suggestions for the ingredients needed for a successful industry-institution relationship, based on the Australian experience. It is concluded that the Australian model for this relationship is a very effective one, although there is still room for improvement.

I propose to speak today about our mineral heritage. In common usage "heritage" refers to the past. It means the discoveries, the developments, the mines and the processing plants, the benefits, the consequences, and the human experiences flowing from these. The history of the industry, inseparable from the history of the countries in which The Institute operates, is a rich background of which we can all be proud.But there is also a much wider meaning to mineral heritage. Our past has left us with the ab\lity to create and operate world scale enterprises generating wealth for the community, the ability to offer satisfying and challenging careers in a wide range of skills to our young people, and the willingness to follow adventurous and challenging vocations in remote areas, away from the big cities, at a time when the mentality of many is to get the most for the least effort and at the least inconvenience to themselves. The industry continues to be the repository of the pioneer spirit and a vital contributor to improving the life of the people in our countries.Thus, while our mineral heritage has much to do with the past, an essential part of it is how we use this rich past to build and shape our future. It is in this broader context that I am speaking today.

The excessively high cost of production in underground coal mines has made the survival of many coal mines around the globe economically non-viable. The global competitive coal market speaks itself of the desirability of a lower operating cost in conjunction with a higher productivity performance, particularly in underground coal mines, and calls for an optimal production planning under a host of constraints. Such a task of optimal planning is not an easy exercise like that of traditional planning based merely on intuition, experience and subjective judgement. It essentially demands a thorough understanding of the complex interaction of mine sub-systems for judicious application of optimisation tools and techniques available with operations research. A few large mines around the globe have made an effective use of a sizeable number of operations research packaged programs for optimal decision-making (Grayson, 1989). The success of practical applications of operations research techniques made in a variety of mining problems in large mines in different parts of the world will hopefully make inroads to smaller mines in years to come. The present paper is an addition in the series of such applications of operations research tools to mining problems, particularly with reference to an underground coal mine in India. The paper is based on research work (Jawed, 1990) and deals with the development and use of a mathematical model for production planning in underground coal mines under multiple objective environment subject to a host of constraints.

The paper studies the flotation process of native Rare Earth minerals such as: bastnasite, monazite, mixed minerals of bastnasite and monazite, respectively, using the new effective collector - H205 which has been developed by Baotou Research Institute of Rare Earth, and describes their flotation properties. The test results of different ore samples show that at moderate pulp pH values, Rare Earth minerals can be effectively separated from barium and calcium bearing intergrowth minerals (barite and calcite) and high quality Rare Earth concentrates can be successfully obtained by H205 as collector with water glass as depressant. In order to determine optimum technical conditions, the effect of pulp pH, pulp temperature, pulp density and reagent dosage on the flotation were investigated in the test. Simultaneously, the paper explores the mechanism of the flotation separation of Rare Earth minerals from intergrowth minerals. The infrared spectra for H205 and RE cations by theorical analysis shows that H205 formed chelate complex with RE cations and adsorbed on the surfaces of RE minerals. The mechanism of the intergrowth minerals depressed by water glass can be explained as: H2Si03, HSi03 and gummy SiO2 hydrolised from water glass are selectively adsorbed on the gangue minerals, making them hydrophilic and depressed, under pulp pH value 8.5 to 9.5.

Increasingly, consideration is being given to the nominal `outcomes' of degree courses in engineering, including mining engineering. These are concerned not only with knowledge and technical understanding but also with capabilities in the professional application of engineering principles to problem solving, multi-disciplinary teamwork, communication and life-long learning. This paper discusses concepts of education, professional formation and training and the associated development of competencies in applying knowledge, understanding and technical insights and skills to new situations. In developing guidelines on preferred attributes and competencies in graduate mining engineers, a survey was conducted of a range of industry personnel involved in selecting graduate mining engineers. The results not only clarified the spectrum of competencies sought but also provided valuable detailed views to assist in defining a mining engineering curriculum. Considering a greater concern with the development of more `well-rounded' graduates, the implications are discussed with regard to teaching and assessment activities and the time demands on academic staff when a `coaching' role is emphasised. In line with international and Australian moves in engineering education, notions on education of mining engineering graduates in Australia are under review. The results will provide continuing challenges to all involved.

A sustained eight-year major research effort has been undertaken in South Africa to develop integrated passive water treatment systems for the sustainable removal of sulfates, while simultaneously addressing the removal of metals and acidity. The research effort addressed the problem both at a fundamental science level and at the more empirical pilot plant level. Whereas there are numerous anaerobic sulfate reducing reactors in operation on mine waters that remove some sulfate together with metals and acidity, these are typically plagued by low sulfate removal efficiency and gradual reductions in overall reactor efficiency with time. The South African research effort has focused on understanding the fundamental microbiological and biochemical reactions that occur in anaerobic reactors filled with lignocellulosic material and subjected to high sulfate water. Hypotheses have been developed that differentiate the reactions occurring in such a reactor into groups that should be individually optimised and these hypotheses have been verified through rigorous laboratory and pilot scale studies. The results of this research are incorporated into a patented multi-stage integrated passive treatment system that is capable of sustained high rate removal of sulfates, metals and acidity.

THE auriferous sulphide ores of the eastern end of Gippsland, and notably of the Cassilis and lVIitta districts, are amongst the most complex and refractory in Victoria-perhaps in Australia. The minerals occurring in these ores are pyrite, arseno-pyrite, zincblende, galena, and (in smaller amounts) some of the copper, sulphides, as chalcopyrite and covellite; and some of the antimonial minerals, notably stibnite and jamiesonite. In the oxidized portions of the lodes, the oxidized lead and iron minerals, and small amounts of the hydrated arseriiate of iron, are found.In the Cassilis mine, near Omeo, copper is present usually in quantities of under 1 %. The magnetic sulphide of iron is of fairly common occurrence. In, the upper levels of the Cassilis mine tin was usually present, the amount going up to 3% in some samples of concentrates. These minerals occur sometimes banded, but usually as an intimate mixture-pyrite and arseno-pyrite predominating. The gangue is usually quartz (blackened by enclosed particles of sulphides). Calcite, magnesium silicate and felspar are also present in varying amounts.

Most mineral products exported from Australia to Japan, with the notable exception of coal, are purchased with weight and quality determined on discharge. Sampling of imported minerals for purpose of payment is done at facilities owned and operated by the purchaser. The selling shipper is represented at the weighing, sampling and testing by an independent inspection group who supervises the whole procedure. Sampling and testing are done within the provisions of the contract between the two parties, and normally in accordance with the relevant Japanese Industrial Standards (JIS). These JIS specify such things as the number and mass of increments to be taken; the practice of taking these increments; the method of determination of moisture, size distribution and quality. The JIS concerned with sampling however, are meant to be basic guides rather than rigid rules. Hence sampling and testing practice varies from plant to plant. In general Japanese sampling facilities and methods are elaborate and efficient. Opportunity is given for the discussion of varying technical viewpoints between consumer and shipper. However the resolution of differences and the implementation of changes normally takes a long time. Such discussions seem best reduced by prior contract agreement on reasonable specifications and detailed testing methods. The independent inspectors

The Green Parrot and Reward stratabound silver-lead (copper-zinc) deposits are located in the eastern part of the Arunta Block. At Green Parrot, mineralisation is contained within a north-south striking lode horizon comprised of elongate lenses of massive garnet or calcsilicate-carbonate "lode rocks" with intercalated sericite-biotite schist and laminated biotite-feldspar schist. The "lode rocks" are increasingly calcareous to the west. The mineralisation is broadly zoned with an increase in lead content and decreases in copper and silver contents from east to west. The principal sulphide minerals are galena, sphalerite and bornite. The Reward deposit lies adjacent to a lens of massive garnet "lode rock" which is contained within garnetiferous sericite-quartz schist. Primary mineralisation consists of galena, chalcopyrite, sphalerite and pyrite. Both deposits are associated with a substantial thickening of the lode horizon which is narrow and discontinuous along strike from the Green Parrot and Reward deposits.

With the introduction of diesel powered loading and hauling equipment, a number of Australian mines producing less than one million tonnes per year from shallow orebodies have been dev- eloped by decline. This method of entry has the advantage of providing both flexible access and early prod uction. However, as the depth of mining increases so does the operating cost of haulage, due to the need for more trucks. This cost, together with increased capital requirements for both equipment and infrastructure, leads to the point where the alternat- ive of shaft hoisting must be con- sidered. With an established decline it is possible to provide an ore hoisting shaft using a drilled raise with subsequent stripping to a suitable size. Using DCF techniques and known equipment operating and capital costs, an economic comparison of the two systems is made to determine the limit- ing depth to which truck haulage can be used.

For decades strip mining with discon tinuously operating 'draglines and shovels has been the most economical operation method in the shallow hard coal opencast mines of Aust- ralia, North-America and some other countries. Continuously operating equipment such as bucket chain excavators and bucket wheel excavators in combination with conveyor belt systems, conveyor bridges and stackers had been deve- loped in Germany; during the last 25 years this type of equipment has been further developed in order to allow a high degree of rationaliza= tion as to opencast mines in unconsolidated overburden in Germany, in many European couh- tries, in India and in Victoria. The differing compactness of the layers to be mined, the increasing mining depth, the adverse over- burden to coal ratio and geotechnical con- ditions account for the combined use of con- tinuously and discontinuously operating equip- ment and systems. Electrochemical polarisation techniques can be successively applied to maintain clean surfaces in process environments. The applications are the result of extensive knowledge of the electrochemical nature of process environments, an innovative approach to problem solving and shared æcan doÆ attitudes between the supplier and process owner. Initial identification of suitable applications is based on over 20 years of process and electrochemical experience. The technologies discussed in this paper include Electrochemical Anti-Scaling [EAS], Electrochemical Protection Systems with both anodic [EPSA] and cathodic [EPSC] protection and Electrochemical Flocculation [EF]. Examples of industrial applications are reviewed. Good examples of metallurgical processes which can benefit greatly from an advanced electrochemical treatment are the wet processes involving precipitation, crystallisation and evaporation. Eliminating corrosion and scaling which would otherwise cause process disruptions and quality problems can make a big difference in process profitability. Clear advantages in both cost efficiency and environment friendliness are easily demonstrated. Continuous processing with minimum downtime is one clear advantage. In comparison to the use of corrosion inhibitors, anti-scaling agents and flocculants, the electrochemical polarisation does not increase the environmental load from the process as no additives of any kind are used. In most cases the cost benefits from pro-actively keeping surfaces clean with the help of advanced electrochemistry are substantial when compared to traditional re-active methods and other active treatments.

This paper reviews the state-of-the-art in the automation of underground mining vehicles and reports on the development of an autonomous navigation system under development through the CMTE with sponsorship arranged by AMIRA. Past attempts at automating LHDs and haul trucks are described and their particular strengths and weaknesses are discussed. The auto-guidance system being developed overcomes some of the limitations of state-of-the-art prototype æcommercialÆ systems. It can be retrofitted to existing remote controlled vehicles, uses minimum installed infrastructure and is flexible enough for rapid relocation to alternate routes. The navigation techniques use data fusion of two separate sets of sensors combining natural feature recognition, nodal maps and inertial navigation techniques. Collision detection is incorporated and people and other traffic are excluded from the tramming area. This paper describes the work being done by the group with regard to auto-tramming and also outlines the future goals.

Squeezing can occur both in hard rock and in jointed rock mass as a result of over stressing. It is related to time dependent shearing, ie shear creep and is associated with the volumetric expansion (dilation) and radial inward displacement of the tunnel surface. While planning a tunnel in hard rock under a high cover of the order of 2 km it is desirable to identify the potential squeezing ground conditions and to select appropriate excavation technique and the support measures. There are several solutions to counter balance the squeezing ground viz over excavation of tunnel profile, assessing appropriate excavation technique, provision of a ductile primary support and time for providing tunnel lining. Low drivage rates and high cost due to support failures requiring rectification arising out of poor anticipation of tunnel closures and support pressures are major problems associated with tunnelling under squeezing ground conditions. Under squeezing ground conditions, the deformation will be gradual, therefore, in order to absorb deformations yielding supports are quite useful as primary support which provide a reliable low initial support pressure and permit uniform stress relief of the surrounding rock along with preventing rock from ravelling. The paper discusses the various factors which influence the selection of appropriate excavation technique and support measures in hard rock under squeezing ground conditions.
