I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.

Iron Ore - Mineral Processing Overview Several years of iron ore price increases, coupled with a period of strong global demand for raw materials, presented iron and steel producers with unprecedented costs and difficulty procuring the demanded high quantities of iron ore. These conditions spurred many companies to investigate new ore bodies and also reassess past decisions (such as divestment of captive iron ore mines that ensured dedicated supply or a move to reliance on the 'spot market' instead of long term contracts with suppliers) and revisit alternative sources of iron units, including low grade deposits, tailings reprocessing, Ti-rich ores, and iron sands. To properly upgrade these iron sources requires a complete battery of mineral processing techniques. Within different regions around the world, operations and technology have developed to specifically beneficiate the local ore bodies. This paper attempts to bring these different general processing techniques together to allow insight into various common and proven methods of iron ore beneficiation. This paper further explores the current trend to develop global iron ore reserves, and discusses the methods to beneficiate and successfully reduce and smelt iron ore using Outotec's physical separation, direct reduction and smelting technologies for final production of pig iron and slag. Use of these various technologies may allow treatment of what was typically considered a tailings stream into a profitable product.

The Gekko InLine Pressure Jig (IPJ) was unleashed on the World gravity separation market in 1996 and has since sold over 150 units in applications including tin, diamonds, silver, coal, garnet and gold. During the past twelve years the knowledgebase of the best applications and capabilities of the IPJ has greatly increased. Improvements to the original IPJ design have included engineered ceramic ragging in specific gravities from 1.6 to 5.0, full automation and improved designs of feed presentation and tailings and concentrate handling systems. The IPJ has been found to be able to handle a wide feed size range and recover mineral at liberation size without significant addition of water to the mass balance. Test work carried out during full-scale operation of the IPJ has shown the IPJ can recover diamonds down to 0.5 mm, sulfides down to 0.3 mm and gold down to 0.1 mm which greatly expands its application in the mineral processing industry. A significant volume of data now supports the symbiotic benefits of an IPJ and flotation circuit combination to pre-concentrate an ore and minimise downstream processing requirements.

THE furnace described in this paper was installed and has been used by the writer for the melting of rich gold-bearing material, and has given complete satisfaction. It may, therefore, prove of interest to other metallurgists who are faced with a similarproblem. A furnace of this type should be most suitable for the reduction of "cyanide preeipitate," "charcoal ash," "anode sludge," &c. formerly the melting was done in fire-clay crucibles, using coke or crude oil as fuel, but this method is costly, slow, and unsatisfactory. A small water-jacketed blastfurnace was also tried on this material after briquetting it, but was discarded in favour of the electric furnace. The furnace may be described as a simple form of the Heroult resistance furnace, with an adjustable upper electrode and a fixed bottom electrode. This is in accordanee with Stansfield's classification of electric furnaces. The heating is mostly due to the resistance offered the current by the molten slag. The melting chamber consists of a steel drum 14 in. in diameter and 21 in. high, and is lined with silica bricks specially made to fit the shell. The internal diameter is G in. The bricks contain 92 % silica, are made from calcined quartzite bonded with fireclay, and are similar in composition to those used for lining steel converters. They are set in a mixture of finely-ground quartzite and clay, and well dried out. The shell is bolted to a steel plate, which forms the decking of a truck running on rails, so that the furnace can be moved under ahood for carrying off the fumes. A cast-iron slag spout is bolted to the shell below the tapping hole, which is 4 in. from the bottom of the shell. Cadmium occurs in the Broken Hill Lode essentially as a camouflaged element, substituting diadochically for zinc in the sphalerite.Analyses of a series of zinc concentrate flotation products, prepared from samples of ore taken at intervals throughout the developed lengths of the several orebodies forming the lode, have revealed a pattern in the distribution of cadmium relative to zinc. This pattern appears to reflect the temperature and order of deposition of the several orebodies, and the direction of movement of the mineralizing solutions.INTRODUCTIONThis investigation into the distribution of cadmium in the several orebodies of the Broken Hill lode was undertaken by the Mineragraphic Section. of C.S.I.R.O. in conjunction with the Broken Hill Geological Research Committee, as part of a study of Broken Hill mineralization.It arose from the examination of cadmium and zinc assays supplied by Mr. T. A. Read, Chief Metallurgist of the Broken Hill South Ltd.; of experimental zinc concentrates prepared from localized samples of the No, 2 and No. 3 orebodies in the Broken Hill South Mine. These assays suggested that the two orebodies were characterized by distinctive ZnjCd ratios.In view of the possible sigmficanc'e of such a difference, comparable data were sought from each of the other mines. The necessary samples of ore were collected by the geological staffs of the several mines. The preparation of separate zinc concentrates and lead concentrates from these samples, and their assaying, was conducted by Mr. Evan Hardy, for the North Broken Hill Mine, and its assodated leases, and by Mr. D., Swan, under the direction of Dr. J. Factors governing the dissolution of nickel and iron in pentlandite and pyrrhotite concentrates from Mt. Windarra were studied for aqueous solutions at normal temperatures and pressures. The effects of dissolved dioxygen, carbon dioxide, hydrogen ions, and chloride ions are described. The direct reaction of aerated water wiili pyrrhotite is much faster than with pentlandite, and reaction rates are proportional to the dissolved dioxygen concentration. In both cases divalent metal sulphates are produced initially. The subsequent oxidation of iron(II) to iron(III) and its oxolation produces acid solutions which rapidly attack both minerals. The presence of carbon dioxide or chloride ion has little effect on these rates.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Recent exploration by the Cyprus Amax-Highlands Pacific-OMRD Joint Venture at the Frieda River project, PNG has demonstrated the extent of igneous phases, alteration and mineralisation, and the relationships between the various mineralisation styles in this major Cu-Au porphyry-epithermal system. The project area is in the obducted volcano-sedimentary section of the New Guinea mobile belt 78 km NE of Ok Tedi. It is between two major NNE dipping faults interpreted to have undergone thrusting then sinistral shear in the Late Miocene to Recent. The Frieda River Igneous Complex is a 15 km +7 km ovoid area with a central pod of basaltic andesite volcanics with cogenetic diorite to quartz diorite subvolcanic intrusions, and flanking clastic sediments. A series of late-stage, hornblende quartz diorite plugs ring the main igneous mass. The igneous rocks have a normal K calc-alkaline character with a very limited compositional variation. The intrusives are exposed on the eastern flank of the complex and have five mappable units and numerous defined phases. The southeastern quarter of the complex is host to a cluster of at least seven stockwork porphyry copper and skarn-hosted deposits within an area of 4.5 +3.5 km. The Horse-Ivaal and Koki deposits have identified resources totalling 804 mt @ 0.46 per cent Cu and 0.3 ppm Au, and the other deposits are in various stages of exploration. All these deposits are related to the Horse Microdiorite phase of the Complex and are outlined by a zone of potassic-propylitic-SCC alteration. Local overprinting argillic and advanced argillic alteration is related to a separate, post-porphyry mineralisation intrusive phase. The recent emphasis has been on the identification of higher-grade zones using ideas of structural control and specific intrusive-alteration-mineralisation relationships within the known resource areas. An elongate area 13 km x 4 km in the centre of the Complex has advanced argillic alteration in the volcanic rocks. This alteration zone hosts the Nena deposit (52.8 mt @ two per cent Cu and 0.7 ppm Au) and approximately 20 prospects of high sulphidation type. These deposits are distributed along two prominent NW-trending siliceous ridges interpreted as regional scale structures. Nena is a pod of vein and replacement sulphides hosted in a tectonically controlled multiphase breccia that overprints the advanced argillic alteration. The Nena deposit is 4 km from the nearest of the major porphyry occurrences. It is underlain by basemetal veins and minor porphyry mineralisation that are related to the Flimtem Trachyandesite intrusive phase. The recent search for additional Nena-type ore has focussed on the siliceous ridges using detailed structural and geochemical ore control criteria. Widespread, but poorly mineralised, basemetal-bearing carbonate and sulphate veins form a ring around the mineralised area. These veins have sericitic selvages, cut the porphyry mineralisation, but are cut by and locally underlie the silica-alunite phase of the advanced argillic alteration. The current model is that there are discrete intrusive phases responsible for each of major hydrothermal events at Frieda. These include from oldest to youngest:the Koki phase has no related alteration or mineralisation; the dominant Frieda phase has the hornfels, early skarn and minor magnetite-chalcopyrite mineralisation; the Horse phase has the bulk of porphyry copper and skarn-hosted mineralisation and minor basemetal veins; the peripheral Knob phase is barren; and the Flimtem phase has the high sulphidation epithermal deposits and minor porphyry and vein mineralisation. The intrusive phases span the interval 17 to 11.5 Ma and are co-magmatic. They represent discrete batches off the parent magma, rather than simple fractionation products.

Mount Read is 'situated in the county of Montagu, on 'the west coast of Tasmania, about 20 miles inland from. Remine in an easterly direction, 15 miles northerly from Mount. Lyell, and 30 miles south-east from Mount Bischoff, and is one of the mountains forming the west coast range; it rises to a height of 3890 ft. above sea level.About eleven years ago the first mineral section was taken up on Mount Read by a Hobart company, known as the Mount Reid Silver Mining Company, consisting of 25,000 shares its holding consisted of one section of 80 acres, held under mineral lease. Prospecting was carried on for some months under great disadvantages, as all supplies had to be carried up the mount from Dundas, a distance of nine miles, on men's backs, until a pack track for horses was made.The track rises 2500 ft. in the first five miles, and then falls 200 ft. from that point to the mines, which are at an altitude of 3000 ft. above sea level, and at a point about two miles westward from the summit of the mountain, approximately midway between Mounts Read and Dundas.

Experiments in the bolting of a mine roof were commenced at Elrington Colliery on the South Maitland Coal Field early in 1949, following the appearance of an article in the American publication, "Coal Mine Modernisation Year Book" 1948. Prior to this, although bolting had not been used in the maintenance of satisfactory roof conditions, the principle of roof bolt anchorage had been illustrated in instances such as the hanging of a trolley locomotive power wire using an expanding shell type of bolt anchorage, or the insertion of an eye bolt with a split and wedge, as used to suspend a rope block over a winze being sunk in a metalliferous mine.The experiments at Elrington Colliery were the first efforts in this country to supplement the work of timber supports under a mine roof with systematic placement of roof bolts.Following the series of experiments at Elrington, full scale bolting was commenced at that Colliery in a trackless mobile section in April, 1950.The obvious success of the system at Elrington indicated that it might also be a success in the support of weak roof strata immediately overlying the workable section of the Victoria Tunnel Seam at John Darling Colliery.The system was commenced at John Darling Colliery in April, 1951, in one mechanical section on the Victoria Tunnel Seam, and the scope was gradually widened until by December, 1952, ail'six mechanical units then operating on this seam were working under bolted roofs.

The Fraser Range is composed dominantly of basic pyroxene granulites derived from basalts, many of which appear to have been vesicular and pillowed. Acidic and basic garnet-bearing granulites are important in the west, and acidic granulites and narrow anorthosite layers are dominant in some regions east of the Fraser Range. An extensive flat-lying olivine gabbro sheet cuts the granulites, and in places has been converted to spineI-bearingmeta-gabbros and pyroxene granulites. The granulites of the Fraser Range (Proterozoic) are separated from the gneisses and schists of the goldfields regions (Archaean) by the Fraser Fault, over which there is a large gravity anomaly (gradient 20 milligals per mile). Some of the problems associated with the concentration of Cu, and Ni liberated from mineral lattices during metamorphism, and other principles of metal concentration in granulite terranes, are discussed. The recognition of vesicular and pillowed zones, even though highly metamorphosed, is of fundamental importance.

The countercurrent gas-solid heat transfer during the drying of brown coal briquettes in the pilot carbonization plant at Morwell has been analysed and theoretical gas and solid temperature distributions through the drier have been calculated. Although the calculations rest on several simplifying assumptions, the theoretical temperature distributions compare well with those observed in practical operation. Valuable conclusions are reached as to the effects of changes in drier operating conditions on the rate of drying of the briquettes which controls the strength of the char produced. The analysis shows why a limitation was reached in the improvement of char strength in the pilot plant in 1961 due to the performance of the drier and a prediction is made of a way in which the limitation could be overcome.

MetPlant conferences have focused on ensuring mining projects are well designed then optimised to operate safely and effectively at the top end of world’s best practice to ensure shareholders are not just happy but delighted. This assumes the MetPlant was built right the first time. However, reality is, too often Plant Metallurgists (PlantMets) find after commissioning they are faced with the expensive task of correcting errors or modifying shortcomings to achieve product quality at name-plate capacity, i.e. get it right the second time. Why do companies spend good money to engineer an excellent feasibility study then allow “wise men” remote from the project team to impose cuts in budget and schedule, often under the guise of value engineering? Since mining is full of uncertainties, such actions can increase the risks of failure with the result that some MetPlants do not work well. Can PlantMets influence the remote wise men who often are also imposing the rules for lending and the required returns to appreciate the uncertainties of mining and their associated risks then let the project team get it right the first time? PlantMets can negotiate with the wise men from the outset of the project and bring them into an outer layer of the team where they can understand the risks then share responsibility and accountability to achieve the common goal of building a MetPlant which works well the first time and deliver the forecast profits. Since shareholders are not in the business to make losses they appoint a Board of Directors to deliver the best outcomes for the shareholders. High pressure grinding rolls (HPGR) have been used for more than 20 years to grind iron ore pellet feed. Besides coarse comminution (crushing), where HPGR are installed upstream of the ball mill, there are numerous flow sheets where HPGR are used after ball milling and dewatering for re- or finish grinding.There is a clear growing interest in grinding of pellet feed with HPGR during the last few years. In addition to their known advantages of low specific energy consumption, high availability, low steel consumption and improved pelletising processes the lower environmental load (reduced or no water consumption) became a strong driving factor for the application of HPGR in pellet feed grinding.This growing demand increases the interest in better understanding of the HPGR grinding process with fine iron ore concentrates. One of the most important process parameters is the moisture content of the feed material which influences the performance of the HPGR enormously. The HPGR can react to fluctuations of the fresh feed properties to a certain degree by adjusting grinding force and roller speed. Nevertheless, there are limitations by the physics of the compression process and the capability of water absorption by the concentrate. The capability varies for different concentrates and different specific surface areas. The only simple sulphide mineral of antimony of importance is stibnite, SbS3, containing 71·8% antimony when pure. It is lead-grey, has a densityof 4·5 to 4·6 and melts at 546°C. It is both friable and sectile (Hardness 2 on Moh's scale) and, as a result, slimes very readily during milling.It is commonly associated with pyrite and arsenopyrite other minerals occurring with stibnite in minor quantities are chalcopyrite, galena, and scheelite. The latter mineral occurs in sufficient quantity at the Yellow Pine Mine, Stibnfte, Idaho, to justify the production of a scheelite concentrate.Stibnite mayor may not contain gold. Other minerals such as pyrite or arsenopyrite may contain gold. At Wiluna at the main mine nearly all the gold is asociated with arsenopyrite the stibnite being almost free from gold, whilst at the Moonlight Mine both arsenopyrite and stibnite carry gold.The mineral, tetrahedrite, which is a complex sulphide of copper and antimony; must also be considered an economic source of these two metals.Part of the copper may be replaced by iron, zinc; silver; or mercury, whilst part of the antimony is often replaced by arsenic.CLASSIFICATION OF ANTIMONIAL GOLD ORESFor the purposes of this paper antimonial gold ores may be conveniently classified as follows: CLASS 1. Ores from which a satisfactory gold extraction may be obtained by fine grinding, followed by cyanidation and which contain insufficient antimony to justify tIie production of an antimonial concentrate.CLASS 2. Patterns of quartz veining in epithermal gold-silver deposits at Wharekirauponga, Neavesville and Ohui in the Hauraki Goldfield, have been analysed to determine the effects of different lithologies on vein distributions. At Wharekirauponga, quartz veins are hosted in rhyolite and minor andesite, with the andesite containing slightly higher gold grades. Local basement andesite, rhyolitic tuff and silicified black shale host gold-bearing quartz veins at Neavesville. At Ohui, quartz veins are hosted in rhyolite, rhyolitic tuff and andesite. Fractal analysis was used to quantitatively describe the distribution of veining. The fractal dimension (D) of veining in silicified tuff is 0.25, moderately silicified rhyolite has D = 0.23 - 0.26, clay-altered andesite has D = 0.3, strongly silicified rhyolite has D = 0.3 - 0.39, silicified andesite has D = 0.4, and silicified black shale has D = 0.43. The D values are related to the composition of the host rock, and appear to be controlled by its competency. Hydrothermal silicification results in increased competency and higher D values. Vein thickness frequency plots for different lithologies show that andesite at Ohui, and to a much lesser degree at Wharekirauponga, contains more thick veins than rhyolite and tuff. Gold grades show a strong to fair correlation with higher vein density in three drillholes at Wharekirauponga. The fractal dimension of veining is an important control on fluid flow and gold deposition within an active epithermal system. Vein systems with higher D have a greater density of veining which would have favoured increased fluid-rock interaction. Lower D vein systems have more clustered arrays. The increased fluid-rock interaction induced by a high D vein system, when combined with a reactive host rock, results in an environment which is highly favourable for gold deposition. This situation is seen in the andesite at Wharekirauponga.

Geological mapping in various parts of Australia is revealing a number of regional associations of mineralizations with particular persistent stratigraphic horizons. Such associations have been found in the Broken Hill district of New South Wales, in the Nairne district of South Australia, in the Mount Isa district of Queensland, and in the Cloncurry district of Queensland. The question has arisen as to whether such mineralizations are of sedimentary origin, syngenetic with the enclosing formation, or whether they are of epigenetic origin, and reflect the selective hydrothermal mineralization of favourable beds on a regional scale.The purpose of this investigation is to test the use of sulphur-selenium ratios as an objective method of distinguishing between suphide deposits or sedimentary or supergene origin, and sulphide deposits of hydrothermal origin, with particular application to the districts mentioned. At the same time much data has been accumulated as to the selenium content of Australian sulphide ores. The possible use of sulphur-selenium ratios for this purpose was first demonstrated by Goldschmidt and his coworkers (1933; 1935), and later by Carstens (1941). Goldschmidt and Strock (1935) found that pyrite of sedimentary origin had a sulphur : selenium ratio of the order of 200,000 or more, whereas pyrite of hydrothermal origin had a sulphur: selenium ratio of 10,000 to 20,000. Carstensfound that sedimentary pyrite deposits in Norway contained less than 1 g. Se per ton, whereas hydrothermal pyrite deposits contained 20 to 30 g. per ton.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

After a five year period representing the strongest resource and commodity rally ever experienced, we are now faced with a subdued recovery following the global financial crisis. This renewed economic growth will be steady but eventually attain levels that reignite export demand out of China and other emerging nations, which are now reliant on increasing domestic demand to support their economies. This backdrop of weaker share prices and less available investment capital creates a greater imperative for company management to ensure that its share price is fully valued. The mining geologist plays an important role in achieving this outcome through direct estimation of asset value (resources) but also in strongly communicating the æupsideÆ value opportunity in both mine site and adjacent brownfields exploration and an efficient and technically sound mining operation. The contribution of mining geologists to assist in conducting analyst site visits should not be underestimated, particularly with reduced analyst coverage of the resources sector and some simplification in company analysis through ranking companies on Reserve and Resource positions.

The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.
