The continuously growing demand for rare earth elements (REEs), in combination with the crisis of 2009 and the price spike of 2011, has initiated a treasure hunt for rare earth deposits all over the world in recent years. Since then, commodity prices have declined and are now quite stable, yet the world is still dependent on China’s dominance of the market and its export policies. Exploration is unremitting and numerous resources of potential interest have already been revealed in many countries; however, proceeding to mining operations is not that simple, especially when it comes to the exploitation of rare earth deposits. Evaluating the feasibility of a mining project is always a unique, sensitive and rather complex process that depends on multiple criteria.This paper focuses on clarifying the present and future global situation in the development of respective deposits and on identifying rare earth-specific criteria that influence the overall feasibility assessments of any potential (especially underground) mining projects. Environmental impacts, legislation issues and the presence of radioactive pollutants are some of the notable boundary conditions that govern rare earth mining operations and need to be taken into consideration. Furthermore, the balance problem between the supply and demand of the different REEs can determine decisively whether a deposit of specific REEs is economically exploitable. For this reason, evaluations are made regarding the future strategies to be enacted in order for the rest of the world to detach itself from this situation. In recent years, the use of steel fibre-reinforced concrete (SFRC) for segmental tunnel linings has become increasingly popular due to numerous advantages including durability, resistance to spalling, reduced cracking at corners and edges and significant cost-saving potential. One of the key parameters for measuring the performance of SFRC is the residual (post crack) flexural strength. A problem often faced in design and quality control of SFRC is the high variability of results obtained by standard beam test methods, with reported coefficients of variability (CoV) in the order of 25 per cent. The high test variability results in a relatively low permissible design strength relative to the average flexural strength of the material and commonly leads to non-conformances with respect to residual flexural strength during production testing.This paper presents the implementation of an alternative testing method using large round determinate panels (RDPs) for quality control testing of the SFRC used in the segmental lining of the City East Cable Tunnel (CECT) in Sydney. The alternative RDP test method was found to correlate well with standard beam tests and significantly reduce the variability of test results, minimising the risk of outlying residual flexural strength results, with zero non-compliant test results reported during the production period.This successful implementation of an alternative test for post-crack flexural strength with lower variability in results constitutes a relevant precedent to demonstrate the feasibility of this approach which contributes to the development of more cost-effective concrete mixes and minimises the risk for non-compliant results and the contractual disputes that commonly arise from these.CITATION:Cortes, F, Nievergelt, R and Kost, S, 2014. The 50 million tonne Mount Morgan gold-copper deposit (4.99 g/t Au, 0.72 per cent Cu) was an irregular pipe-like body of quartz and pyrite, with subordinate chalcopyrite, magnetite and gold. Mineralisation was hosted by the Middle Devonian Mine Corridor Volcanics which occur as a roof pendant within the Late Devonian Mount Morgan Tonalite. On three sides, the deposit was enclosed by a series of normal, concave, listric faults and surrounded by outward-dipping Mine Corridor Volcanics. The tonalite which bounded the western side of the deposit transgresses the domal structure with no apparent interference. A pipe of intense, texturally-destructive, quartz-sericite-chlorite ¦ pyrite underlay and partly surrounded the deposit.The volcanic setting of the deposit, its shape, metal content and associated footwall alteration are consistent with a subsea-floor replacement origin for the gold-copper mineralisation. Mineralogical studies have confirmed the deposit has been recrystallised and annealed by a thermal metamorphic event, most likely the intrusion of the Mount Morgan Tonalite. Pyrrhotite Pipe mineralisation replaces annealed massive pyrite, suggesting that it formed during retrogressive metasomatism associated with tonalite emplacement. Telluride minerals have a close association with chalcopyrite, and no evidence for a late telluride paragenetic stage was observed. Telluride mineralisation is inferred to be genetically related to the massive sulphide mineralisation, and a separate magmatogenic origin for this mineralisation is discounted.

An important aspect of the project evaluation process is the achievement of a clear and quantitative understanding of the primary drivers influencing project value and risk. A business scenario-based approach is required to ensure that the project meets value and risk hurdles over the short, medium and longer term. Adopting an optimising approach can aid significantly in the development of a project concept into a business that is optimal and sustainable in the longer term. Through the application of case studies, based on work performed with various mining organisations during the last five years, this paper will demonstrate how project value and robustness can be optimised. Experience has demonstrated that applying this approach results in significant value improvements and risk reduction û primarily by application of a rigorous, fact-based analysis and optimisation process that rapidly increases management team understanding and insight of key driver of value and risk.

Subsea massive sulfide deposits have particular mineralogical compositions and textural features differentiating them from onshore ore. When extracted from salty water and exposed to the air, massive sulfide samples strongly oxidise and soon become covered by thin layers of iron, copper and zinc-rich sulfates and oxides, as well as elemental sulfur. The textural properties vary according to the degree of maturity and the sample position within the hydrothermal deposit. Because of the variation of secondary mineralisation and porosity level, sea floor massive sulfides respond differently from terrestrial ore to processing methods. Froth flotation, commonly applied to separate all types of sulfides from the gangue minerals, is one possible treatment technique to process sea floor ore. Sulfide recovery rate is, in most cases, excellent (>90 per cent). However, separation of the various mineral phases is difficult to obtain even when applying known methods used for onshore ore. Moreover, the flotation behaviour decreases dramatically with time of conservation, even when the samples were stored in a confined environment. High pH range, which is a good way to depress pyrite and therefore to favour the flotation of copper and zinc sulfides, does not have the same effect on subsea ore. Consequently, careful flotation procedure should be elaborated to obtain efficient mineral separation for this specific marine ore.CITATION:Filippov, L O and Filippova, I V, 2015. Small-scale mining operations are characterised by a large variety of equipment availability and a high level of operational flexibility. Mine planning is usually scarce or absent in small quarries in Brazil, and mine management generally focuses on daily operations. As a result, analysis of the effects of unit operations, such as blasting, over the whole mining process is often neglected. The goal of the following project was to study the effect of production blasting on loading and hauling times, secondary breaking times and primary crushing times at the Experimental Mine of the Research Center for Responsible Mining of the University of São Paulo, Brazil. The operations analysed included blasts that performed:under the average operational standard, defined in this paper as Case 1according to quarry standards, defined in this paper as Case 2.In order to establish the effects of blasting on the downstream process, three key performance indictors were used:The time taken to load the truck, when there is the need for material selection. Due to the fact that we do not have an operational baseline, the increase in time cannot be established, meaning that we must content ourselves with comparing the mean time in each scenario.The average time used for secondary breaking machinery.The time required for the primary crusher to fully process the load of a single truck. The results obtained indicate correlations between the coarseness of the blasted material and these operational times. "This paper provides an assessment of the current challenges in strategic mine planning and design and suggested approaches for addressing them. The specific challenges covered are: realistic quantification of downstream processes applied to orebody models to provide an integrated approach to mine design and optimisation modelling, estimation and simulation of geometallurgical variables and their integration into resource and reserve estimation and mine planning modelling, estimation and simulation of new variables for new forms of mining – deep mining, particularly block caving, and solution mining flexibility in planning and design to manage risk and minimise its impact information technology (IT) infrastructure and platforms for rapid online data collection, storage, access and processing.Most of these challenges require new types of data, variables, modelling and estimation methods. Foremost among the new types of variables and data are geometallurgical and dynamic rock mass characterisation variables. For effective backfilling, a system with the 13 features covered under the section: effective backfill systems, is required. Effective backfilling cannot be done with systems that are badly designed, outdated or overextended. But in cases where the requirements for effective backfilling are overlooked, the shortcomings of such systems may wrongly come to be regarded as limitations to the capabilities of backfilling per se. Mining is currently done to depths of 3500 m, and is to go deeper since the gold-bearing reef extends down to 4000 m and 5000 m below surface. Effective backfilling systems will be required at such depths, and with suitable design this can be achieved. Mining the narrow tabular orebody of a typical South African gold mine is described at the start of this paper, then cycloned backfilling is discussed in general, and its effectiveness (most of the fill placed in South Africa is cycloned backfill or ædeslimed tailingsÆ).

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

The Mary Kathleen tailings storage facility (TSF) contains 7.1 Mt of uranium mill tailings. This waste repository was rehabilitated in the mid-1980s using a multibarrier dry cover. At the time of mine closure, it was predicted that acid mine drainage (AMD) generation would not eventuate and that uranium, heavy metals and radionuclides would be adsorbed within the tailings and not seep from the TSF into the environment. This study reports on the environmental status of the TSF. Gamma-ray measurements indicate an intact dry cover of the waste repository. However, seepage (~0.5 L s-1) of acid (pH 5.71), saline (0.31 per cent), high conductivity (8.8 mS cm-1), slightly oxygenated (DO 2.6 mg L-1), radioactive waters occurs from the toe of the tailings dam into the former evaporation ponds and local drainage system. Seepage waters are calcium-magnesium-sulfate rich with elevated Fe, Mn, Ni, U and Zn values. Oxygenation of tailings seepages causes the precipitation of Fe and coprecipitation and adsorption of other metals (Pb, U, Y), metalloids (As), rare earth elements (Ce, La) and radionuclides (U-235, U-238, Th-227). In contrast, Ba, Ni, Sr, Mn, P, S, Ca, Mg, Na and K as well as Ra nuclides (Ra-226 and Ra-228) remain in solution until pH neutralisation and evaporation lead to their precipitation in efflorescences and sulfate-rich evaporative sediments further downstream. Dry capping of Mary Kathleen uranium mill tailings has resulted in physical containment of the wastes. The dry cover shows no signs of erosion and radiation levels are within acceptable limits. However, the flow rate of surface seepage from the TSF occurs at a much higher rate than predicted. Also, the neutralising potential and adsorption capacity of the tailings and underlying aquifer were overestimated at the time of mine closure. AMD has developed mobilising metals, metalloids, rare earth elements, alkalis, radionuclides and sulfate from the waste repository into surface water seepages.

"Metal prices are central to a mineral investment decision and have a profound impact on the financial performance of companies in the mining industry. At its most basic level, metal prices are influenced by the disequilibrium between international metal volume supply and demand. That is, the commodity price is a regulator that equates international metal supply and demand where inventories act as a buffer between the emergence of this disequilibrium and its dissolution through a price change.From this viewpoint, mining companies are required to forecast metal and bulk commodity prices when evaluating minerals projects through discounted cash flow (DCF) analysis. While supply-demand models are instructive, many companies use historical prices, spot prices, futures/forward pricing and consensus opinion (or a combination of all of these) to develop price forecasts.This paper discusses the definition, fundamentals and differences between futures/forward and consensus pricing and the appropriateness of each in a DCF model for mine project economic evaluation.Our results demonstrate that great care is required when using either futures/forward or consensus pricing and that the decision to use one rather than the other requires consideration of other important elements in the DCF model (ie the risk-adjusted discount rate).CITATION:Martinez Tipe, L A, McKibben, J and Barry, S, 2016. Determination of stress-strain behaviour of rocks plays a crucial role in understanding the response of rocks during loading. However, it is a tedious, expensive and a time-consuming process to obtain such characteristics both in the laboratory and in situ. On the other hand, non-destructive testing methods such as ultrasonic velocities can produce a reliable and fast solution to indentify state of strain and stress in rocks. The present paper aims to provide insight into the relations amongst ultrasonic wave velocities, amplitudes and deformability properties of porous siltstone under compressive loading. For this purpose, pulse (vP) and shear wave velocities (vS) along with amplitudes (AP - AS), and applied loads with resultant strain were measured simultaneously so that response of siltstone to compression can be evaluated. In addition, initial vP and vS were recorded at the beginning of each test to calculate dynamic elastic properties of the specimens. This provided a comparison between static and dynamic elasticity properties of siltstone. Crack damage associated with the onset of dilation was also investigated. The results showed that there is a non-linear logarithmic relation between velocities and stress-strain level for siltstones.

The development and application of new effective environmentally friendly reagents for the flotation of thin and ultrathin mineral components is an urgent task. The analysis of the nomenclature of chemicals, including flotation reagents and flocculants, showed that water-soluble polymers (WSP) might be used in flotation separation of fine grinding products containing non-ferrous and precious metals. Water-soluble polymers that are responsive to temperature changes are the most attractive as reagents during flotation. These are the thermo-responsive polymers or thermomorphic polymers. The presence of nitrogen and oxygen atoms in the polymer molecule contributes to the formation of a coordination bond with non-ferrous and precious metals. A research conducted at the ICEMR RAS within the framework of the scientific school of Academician of the Russian Academy of Sciences Chanturia helped to develop a method of flotation of finely ground mineral particles containing valuable components using modified thermomorphic polymers. The paper focuses on the experimental study of poly (vinyl caprolactam) (PVC) as a flotation reagent for gold recovery from finely ground mineral products. PVC is a ready-made water-soluble thermosensitive polymer that does not require complex synthesis. PVC has a high ability to form complexes in an aqueous environment when heated. According to experimental data, the polymer interacts with gold nanoparticles, contributing to the extraction of gold from fine mineral products and the tailings that makes it perspective as an additional flotation agent for the processing of gold-containing ores.

The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co., Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralization, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

Simulation is increasingly being used to analyse mineral processing operations and explore efficiency options. Engineers that use simulation are rightly concerned with the quality and applicability of the underlying models. However, many of these models have a significant empirical component, and the best structure for this component may not be apparent. There is an opportunity to improve the quality and application range of these models by exploring potential structures for this empirical element. One approach to this problem is the use of structural optimisation, which is a formalisation of the model development process. This method searches through a family or hyper-structure of candidate models for a model that is optimal with respect to some measure of model quality. This method has been applied to the modelling of an industrial flotation circuit. The result was a model that was a significant improvement over a number of standard models reported in the literature. Structural optimisation provides a method to compare potential models in a systematic and efficient way, and hence to improve the structure of process models.

Pebble recycle crushing circuit performance at Telfer has historically fallen significantly short of the design product P80 of 12 mm. An investigation was undertaken to evaluate the current pebble crusher circuit performance, quantify the optimum performance achievable with the existing circuit and examine the impact of pebble crusher performance on the overall grinding circuit throughput. The primary objective of this investigation was to develop an operating strategy that could consistently deliver the finest possible pebble crusher product to maximise the overall plant throughput.The pebble crusher specific energy (Wc) was proposed as a key control variable for pebble crusher operation based on the results of plant survey work. Over the range of pebble crusher specific energies encountered at Telfer, a strong linear relationship was found to exist between Wc and the crusher product size. This direct linear relationship between specific energy and crusher product size remained constant regardless of how the change in specific energy was generated, ie through changes to the crusher closed side setting (CSS), feed rate, liner profile or moisture content. Key findings for the Telfer pebble crushing circuit were: each 0.1 kWh/t change in Wc resulted in a 4.9 per cent to 6.0 per cent change in plant throughput, each 1 mm change in pebble crusher CSS resulted in a 2.2 per cent to 2.6 per cent change in plant throughput, and 0.57 tonne of new feed was displaced for each tonne of crushed pebbles recycled to the semi-autogenous grinding (SAG) mill. The presence of an existing 3000 tonne pebble stockpile between the SAG mill and pebble crushers provides an opportunity to manipulate the feed rate to the pebble crushers independently of the SAG mill pebble production rate. This flexibility, along with excess pebble crushing capacity, enables the pebble crusher specific energy to be maximised the majority of the time. Pebble crusher specific energy has subsequently been incorporated as an online crusher control measure to assist in maximising plant throughput.

is placed in a waste rock dump, which is usually later reshaped to be erosionally stable, initiate and sustain vegetation and ultimately integrate with the surrounding undisturbed landscape. However, it is unclear how this exhumed material will weather and evolve for most sites. Also, there is a lack of data on the weathering of post-mining materials. If weathering is better understood, then there is the potential to improve rehabilitation outcomes. To improve predictions of the evolution of soil properties and weathering-limited erosion, estimating the rate at which fine, transportable material is produced from the weathering of larger, non-transportable particles and the resultant fragment size distribution and how that distribution evolves over time is necessary. This study examines the weathering process for four different coalmine waste rock materials for a Bowen Basin, Queensland site. Materials obtained from various areas of the coalmine were subjected to cyclic wetting and drying and heating and cooling. Particle size distribution and other material properties were explored after each experimental cycle to ascertain how the material changes during the experimental cycles. The particle size distribution data of wet and dry cycles were used as input data in a numerical weathering model to explore the dynamics of the weathering process for each material sample. A Monte Carlo framework was employed to assess the geometry of the weathering products, weathering rate and the number of daughter particles produced within a weathering cycle. Then the SSSPAM Landscape Evolution Model was used to evaluate the influence of weathering on erosion and landscape evolution of a post mining landform. SSSPAM simulations with: (i) active weathering and (ii) without weathering were run for each material. The erosion rate and the overall landform structure were then compared between weathering and non-weathering simulations.

Owing to the deterioration of iron ore, the Al2O3 concentration in iron ore increases, and thus it is important to investigate the effect of increment in Al2O3 concentration on the microstructures of iron ore sinters. During the sintering process, a melt is present in the sinter for only a few minutes, and therefore the microstructure of the sinter doesn’t reach thermodynamic equilibrium. Nevertheless, the formation process of the microstructures can be interpreted and predicted to some extent from the equilibrium phase diagram. This study investigated the liquidus isotherm in the CaO-SiO2-Fe2O3- 5 mass% Al2O3 system at 1240°C in air and the phase equilibria of silico-ferrite of calcium and aluminium (denoted by SFCA) and SFCA-I by XRD (X-ray diffraction analysis) and electron probe micro analyzer (EPMA). The following results were obtained: 1. The ferrite melt region with a high Fe2O3 concentration shifts to the lower Fe2O3 side than the liquidus isotherm in the CaO-SiO2-Fe2O3 system. 2. The compositional region of SFCA extends in the CaOꞏ3Fe2O3-4CaOꞏ3SiO2 direction than the silico-ferrite of calcium (denoted by SFC) composition region with a 0 mass% Al2O3. 3. SFCA-I is observed in the present system, which suggests that the increment in the Al2O3 concentration contributes to the stability of SFCA-I. These results imply that an increment in Al2O3 concentration in iron ore leads to a decrement in the volume fraction of the bonding phase and that the fraction of the SFCA phase increases, and those of 2CaOꞏSiO2 and slag phases decrease in the bonging phase. The SFCA-I phase is also precipitated from the slag with an Al2O3 concentration around 5 mass%.
