This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

"Since the commencement of mining operations at the Cowal Gold Operations (CGO) in 2005, reverse circulation (RC) drilling has been the preferred method for grade control (GC) sample collection. This method was selected because it allowed:for multibench drilling (20 m hole depths for two benches of mining) to aid mine planning increased data density for comparison against the wide spaced ore reserve model angled drill holes to intersect perpendicular to the strike and dip of the shallow dipping mineralisation ability to take two metre sample intervals to enhance the understanding of the mineralisation’s short-scale variability and provide the ability to flitch mine.From June 2008 to December 2013, RC GC was performed using a UDR rotary cone splitter. The field duplicate data over the period displayed strong precision, with a correlation coefficient of 0.94 and an average relative per cent difference (RPD) of 21 per cent for gold. Up to 66.1 per cent of field duplicate data greater than 0.1 g/t fell within ±20 per cent RPD. This is within limits of industry best practice. The Mine to Mill reconciliations over the same period showed the estimated GC grade was 7.7 per cent lower than the calculated head grade (CHG).In December 2013, the Progradex sampling system (PGX) was introduced at CGO due to its advertised ability to capture 100 per cent of the drill cuttings for the complete sample interval, inclusive of fines. Analysis of field duplicate data indicates that since the introduction of the PGX, the sample precision has drifted. From January 2014 to February 2016, the correlation coefficient was 0.92 and up to 51.2 per cent of field duplicate data, greater than 0.1 g/t fell within the ±20 per cent RPD. Over the same 26 month period, the Mine to Mill reconciliation improved to one per cent lower than the CHG. Granulometric analysis of the RC samples collected from the PGX indicated the fines material(<212 µm) averaged up to 22 per cent of the samples mass and following assay determination, the fines material represented a weighted average of 31 per cent of the total gold content within the sample.This paper highlights the:importance of the complete capture of all drill cuttings during an RC drill programinfluence of fines material on the sample quality and accuracyimpact sampling of the fines material has on the Mine to Mill reconciliation performancechallenges experienced in commissioning a PGX system.Citation:Reid, B, 2016. Following the successful completion of a marked ball test defining the potential wear benefits the high chrome alloys may offer against forged steel, as well as laboratory test work investigating changes in pulp chemistry and improvements to metallurgical performance, a plant trial was commissioned at NewcrestÆs Ridgeway concentrator. The paper briefly describes these results.Newcrest decided to convert their media charge by the top-up method. To monitor the trial a sampling protocol was put in place whereby the pulp chemistry was monitored before, during and after the purge. The metallurgical shift data was analysed using various statistical methods to determine if the metallurgical performance had improved with the change in grinding media. While the analysis indicated that the metallurgy had improved, not all of the benefits could be assigned to the change in grinding media alone. However, the combination of reduction in media wear and the increases in copper and gold recoveries suggested that it was economically viable to operate with high chrome grinding media.As with many trials of this nature the prevailing economic conditions are fluid and a decision was made to revert back to forged steel grinding media in an effort to reduce operating costs. It was further agreed that Magotteaux could monitor the pulp chemistry and metallurgical changes in this reverse trial to confirm the results observed in the earlier conversion to high chrome grinding media.CITATION:Greet, C J, Hitchen, C and Kinal, J, 2012. Underground production from the low grade copper orebodies at Mount Lyell in recent years has involved surface subsidence of open cut areas. Relevant structural and lithological features of the geological environment are described. The highly mechanised underground mining system involves sublevel caving and sublevel open stoping with associated hanging wall cave. Monitoring of subsidence and caving has been made by regular visual inspection and measurement of crack development, and by surface profile surveys. These simple techniques have proved adequate in assuring management that ground movement is proceeding normally and safely.

Flyrock is the unexpected and undesirable projection of rock fragments during detonation of a blast and managing this risk is becoming an increasing challenge as urban development encroach toward mineral extraction sites. The basic factors associated with flyrock are discussed in relation to geology, blast design and management. Published data of historical flyrock events are investigated and compared with local information on incidents. Good agreement was found between the data sets. A computer program of flyrock was developed using projectile motion based on launch velocity and angle, rock size, shape and density. This deterministic model was coupled with a probability model to simulate blast events. The impulse time ?t of the explosive pressure was taken as the stochastic variable to replace launch velocity. The variables were calibrated to replicate field data. A simulation was executed to demonstrate the capability of the approach to defining flyrock danger zones. For a simplistic situation it was identified that an appropriate distance to be cordoned off for the blast danger zone is a radius of 120 m in front of the blast and 65 m behind.

Study on Iron Ore Sintering with High Proportion of Specularite Concentrates Specularite iron ores have poor hydrophilicity and ballability as well as bad high-temperature reactivity, which restricts the large-scale application in the sinter and pellet production. In order to make the best use of the specularite concentrates, a novel process of Composite Agglomeration Process (CAP) is applied in this research. By the CAP, the percentage of specularite concentrates in the sinter mixture is increased to no less than 40 per cent as well as the coke breeze dosage is reduced by 0.3 per cent~0.6 per cent. Moreover, all the sintering indexes are obviously improved compared with the traditional sintering process. Researches on the metallurgical performances shows the finished composite agglomerates are high-quality burdens for blast furnaces. This investigation can provide an effective route to utilize the inferior specularite concentrates in the sintering.

In an environment of lower zinc prices, falling revenues and reducing zinc feed grades, Century mine implemented a fast-tracked capital upgrade program in less than 15 months. The program was designed to increase ore milling throughput capacity by 20 per cent and optimise the capacity of the flotation plant to increase zinc recovery by approximately 2.5 per cent whilst maintaining final zinc concentrate grade.A key aspect of this program was minimising capital expenditure by better utilising existing capacity and only adding capacity where absolutely required to address critical processing bottlenecks. By gaining an understanding of plant process bottlenecks and future ore blends, and by carefully selecting appropriate technologies for particular specific flotation applications, maximum return on minimal capital investment was achieved.The close collaborative work achieved between the metallurgy processing department and other operational departments on-site was also critical to the success of this project. This work increased the mining and processing capacity of the mine and port site respectively, such that the full value of the process plant modification could be achieved.Capital payback on this investment was achieved in approximately three and a half months.This case study demonstrates the extra value to a mining business that can be achieved through fully understanding the mining/processing value chain and by careful targeted action to address critical bottlenecks in the processing chain from the mine through to the port site.CITATION:Akroyd, T J, Wynn, R and Costa, C, 2014. Four manganese dioxide leaching microorganisms, an Achromobacter spp, Aspergillus niger, Elllerobacter cloacae and Elllerobacter agglomerails were purified from sucrose enriched crude mixed cultures which contained at least sixteen, non-leaching, morphologically different, colony types. Fastest leaching rates were obtained from the original enrichment's mixed cultures (1.26 g Mn++ I/d) while best yields of Mn++ m terms of sugar use came from Achromobacter and A. niger being 0.84 and 0.89 g Mn++/g sucrose respectively. The peak efficiency in manganese reduced, per carbohydrate used, coincided with the exponential growth phase for Achromobacter. The two Elllerobacter species performed better in stationary or senescent growth phases.

Comparing Energy Efficiency of Multi-Pass High Pressure Grinding Roll (HPGR) Circuits With increased emphasis on reducing costs and carbon emissions in mineral processing, it is becoming essential to employ the most efficient comminution devices and to use them to maximum effect. High pressure grinding rolls (HPGR) are considered highly efficient compared with other devices, however their relative efficiency in multi-HPGR circuits is less well understood. A series of comminution tests was carried out to evaluate three multi-pass HPGR circuits and a jaw crusher-ball mill circuit. Combinations of HPGR units (1.0 m and 0.25 m diameter), jaw crushers and Bond ball mills were used to grind a 32 mm top size porphyry copper feed (BBWI = 12.1) to a product P80 size of about 150 ¦m. Up to three passes of HPGR were used in each circuit, with energy measurement and size analysis at each point in the comminution process. The energy efficiencies of individual comminution stages and of the overall circuits were quantified and evaluated using three different approaches. The operating work index method for comparing comminution energy efficiency underestimated HPGR performance due to the large amount of fines generated. The -75 ¦m efficiency factor and F50/P50 reduction ratio interpolation methods both give a fairer measure because they better take into account the amount of fines generated by HPGR. The results show that the relative comminution efficiencies of the three multi-pass HPGR circuits tested differ by as much as 22%, providing insights as how to best employ HPGR in a comminution circuit. The most energy efficient of the circuits tested was a three-pass HPGR circuit with a 1.0 m diameter roll on the first pass in closed circuit with an 8 mm screen followed by a second and third pass in a 0.25 m roll.

Mining is being carried out using the sublevel open stoping method at the Kayad underground mine. The mine will ultimately reach a depth of 390 m. Kayad village is only 100 m (horizontally) from the underground mining areas. As a result, blast-induced ground vibration is one of the major issues for the residents of the village. This paper deals with the process involved in optimising blast design parameters at the development face blast, slot raise blast and ring hole blast to control blast-induced vibration within safe limits while ensuring improved production, productivity and safety. In total, 1041 development face blasts, 110 slot raise blasts and 52 ring hole blasts were conducted, and 2612 vibration data were monitored in the village at different locations. Initially, electronic delay detonators were used, with an emphasis on controlling vibration in the surface structures. Subsequently, shock tube (Nonel) initiations were used as the blasting faces reached lower depths. A comparative study was also performed for both the initiation systems. The orebody width generally varied from 3.1 to 7 m, and ring hole designs were optimised accordingly. The number of holes in a ring was up to seven and the depth was up to 23 m, depending on the size/width of the orebody. The ring blasts were performed with 64–340 kg of emulsion cartridge explosive and detonated with explosive weight per delay of 10.92–17.16 kg. Extensive experiments were performed and blast-induced vibrations were controlled in the village. Deck blasting (ie up to four explosives decks) was used in a blasthole and the explosive charges were separated by delay detonators, which helped to control the vibration in the village. The actual detonation time of each deck was recorded by monitoring the in-hole velocity of detonation of the explosives, and the charging patterns were optimised accordingly to get the desired blast results.CITATION:Roy, M P, Singh, P K, Sarim, M, Jaitawat, P S and Joshi, A, 2015. This research concerns the mineralogical study of the physico-chemical reactions taking place at the pozzolan-binder interface. Lime binder/ pozzolan mixtures have been prepared for different natural zeolites. Analcime, phillipsite, chabazite, erionite, mordenite and clinoptilolite were mixed with portlandite and water, after which the progress in the reaction was quantitatively determined by thermogravimetrical analyses from three to 180 days. A first and important step was the thorough characterisation of the raw materials by quantitative X-ray diffraction (XRD), X-ray fluorescence (XRF), scanning electron microscope energy- dispersive X-ray (SEM-EDX) measurements of the zeolite minerals, Brunauer-Emmet-Teller (BET) specific surface area measurements, grain-size analyses and cation exchange capacity measurements. Beside these zeolite samples with varying Si/Al ratios, two clinoptilolite samples exchanged to the calcium, potassium and sodium form were studied and the difference in their short- and long-term reactivity was assessed. Also the difference in reactivity between identical clinoptilolite samples ground to different grain sizes, obviously having different specific surface areas, was determined experimentally. The results indicate that the external surface area only influences the short-term reactivity, whereas the cation content has effect on both long- and short-term. Na-exchanged samples combine clearly more portlandite in the first few days, whereas the reaction slows down afterwards compared to K- and Ca-exchanged samples. The early reactivity of the unexchanged zeolite samples could be explained by these two parameters, but their long-term reactivity seemed to be related to their Si/Al ratio. Samples with zeolites rich in Si reacted faster then their Al-rich counterparts.

A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. The epizonal Ag-Pb-Zn vein deposit at San Bartolome is characterised by a base-metal sulphide assemblage containing the spectacular development of interpenetrating, bladed networks of pyrrhotite which have been replaced by marcasite and pyrite. A similar assemblage displaying the same crystal habits and textures are also a diagnostic feature of the Sn and SnAg deposits ofBolivia. On this basis, it is reasonable to conclude that both deposits were formed from fluids of similar nature and origin. Although no economic accumulation of Sn is known in San Bartolome, further comparison of the geologic setting, age, mineralogy, fluid inclusion data and magmatic association of this deposit with the Bolivian systems has highlighted additional similarities consistent with a hypothesis that more extensive Sn mineralisation might exist in the San Bartolome area.
