The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. Coal preparation is an integral part of producing coal for thermal powerplants and metallurgical processing plants. Coal processing plants use various unit processes to separate gangue and ash content from mineral coal, thus increasing the specific energy content.A flow sheet and a simulation model was established for a typical coal processing plant using Microsoft Excel. This model used the mass balance and split factors for run-of-mine (ROM) coal, tailings and water usage from a typical, generic coalmine.The common method of coal preparation initially involves several stages of crushing to reduce the size of coal. It is then sent to the processing plant for further washing. The typical method in Australia for coarse coal material processing is the use of dense medium cyclone (DMC) (Kininmonth and Baafi, 2009). Flotation cells are used for processing of fine coal. The fine products are utilised for coking coal only. In our case study, the intended coal product is for thermal powerplants. Understanding watercourses and river processes at a landscape scale is vital for managing risk to mining infrastructure and operations as well as minimising future environmental impacts beyond the life of the mine. Recognising this, Iluka Resources Limited engaged Alluvium Consulting Australia to identify and characterise watercourses across several neighbouring mineral tenements in the Eucla Basin, South Australia (Alluvium, 2013, 2014a, 2014b). The objective of the studies was to inform planning for risk management during mine planning and operation and appropriate landscape rehabilitation for mine closure.Mining operations in the area are by open cut extraction of mineral sands. The extracted resource is processed on-site before leaving the site for export. Several pits are to be developed in stages with simultaneous backfilling and surface reinstatement. Mining is initially taking place in the Jacinth tenement, where up to 100 km of watercourses may be directly or indirectly impacted (refer to Figure 1).The total study area (shown in Figure 1) is approximately 330 km2 and spans three smaller areas that were the focus of separate investigations during mine planning.CITATION:Ferguson, C, White, K, Harding, M and Hardie, R, 2016. In mining, water management is an operational necessity, requiring planning and detailed engineering, as well as risk assessment. Yet, the hydrology of streams and aquifers typically extends well beyond the boundaries of mine operations and intersect with environmental and social values. Mine managers often plan, design and assess the impact of water management activities (such as dewatering, excess water disposal and flood management) with a mine site or process specific focus. The challenge is that the impacts are spatial, long-term and complex – and may be cumulative across multiple mine sites. Further, there is usually little consideration of the feedbacks and interactions between surface water, groundwater and catchment hydrology. Failure to understand these processes can lead to poor decisions and increased costs. In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. For more than four decades, rehabilitated lands in the Bowen Basin have been planted with buffel grass (Cenchrus Ciliaris), which is often used to provide rapid, stabilising and erosion reducing cover to reshaped landforms (Erskine and Fletcher, 2013; Harwood, Hacker and Mott, 1999; Grigg, Shelton and Mullen, 2000; Naidu et al, 1997). Historically introduced to Central Queensland and encouraged by pastoralists in the early 1900s (Humphreys, 1967), the species has been extensively used by mine managers in seeding mixes (Coaldrake and Russell, 1970; Edye, 1975), and the invasive nature of the grass has led to the monodominance in rehabilitated areas of semi-arid Central Queensland. With 40 open cut coalmines in Central Queensland (Department of Natural Resources and Mines, 2015), a considerable amount of land is either disturbed mine footprint (156 200 ha) or rehabilitated (29 200 ha) (Dale, 2015), and the bulk of rehabilitation consists of relatively young (<30-year-old) developing ecosystems, with demonstrated biomass fuel loads up to 20 t/ha (Grigg, Shelton and Mullen, 2000).Uncontrolled fire poses a significant risk to rehabilitated landforms that are located in close proximity to mining infrastructure, neighbouring communities, open pits with exposed flammable coal seams and flammable stockpiled coal resource. Mine lease holders in Queensland have the added responsibility of managing and protecting any endangered regional ecosystem communities, and flora and fauna listed federally under the Environment Protection Biodiversity and Conservation Act 1999 or the State Vegetation Management Act 1999; as well as, any culturally significant sites such as scar trees or middens that are found on-site. Additionally, uncontrolled fire in rehabilitated landscapes poses a significant risk to mine site closure goals, with the potential to create altered states and stalled ecological trajectories (Grant, 2006). The influence of the life of a mine extends beyond its immediate vicinity both in geographic and temporal terms. Decisions around mine approvals are generally made based on economics, for the mine owner and immediate environmental and social impacts by governments and communities. The value from life-of-mine planning can also be viewed in a holistic frame across the entire value chain from mine to product user. Closure options under consideration at some sites include backfilling mined-out pits with waste rock. Backfill may include mineralised and non-mineralised waste rock. Following groundwater rebound, flow-through conditions may develop in the pit post-closure. The backfill located in the saturated zone below the water table may release solutes under such conditions. It is therefore important to understand the potential impacts that backfilled pits could have on postclosure groundwater quality.Geochemical characterisation programs are the foundation for assessing the potential chemistry of water that has contacted mined wastes. Such programs must be designed to obtain data relevant to the closure options under consideration. Successful closure of tailings storage facilities (TSFs) is an environmental issue faced globally by metalliferous mines. During the initial feasibility and design phase of the mine life importance is placed on the physical stability of above ground TSFs, largely driven by legislative requirements, whilst closure planning is often a secondary consideration. However, as the landform is further developed and constructed attention must be paid to regularly revisit the original closure plan and update it to achieve the best (sustainable) possible outcome for both the environment and stakeholders. A mine in northern Queensland is in the process of developing a closure strategy at their TSF. Appropriate closure measures for the TSF are required to mitigate the impact of any seepage emanating from the TSF on the groundwater and surface water receptors. O’Kane Consultants Pty Ltd (OKC) have provided the mine assistance with the development of a TSF cover system design in order to appropriately manage tailings during operations and to prepare for the facilities’ closure. OKC has collected data since 2007 from cover system field trials located on the TSF. To enhance engineering judgement in the design of future cover systems, calibration of soil-plant-atmosphere numerical models to field data (referred as ‘field response modelling’) were completed. Calibrated model inputs can be used to provide insight into long-term cover system performance as well as a tool for design of the final landform.Following a site investigation, materials characterisation and numerical modelling program various cover system alternatives were developed. Two of the preferred cover system alternatives referred to as Test Plot #1 (TP#1) and Test Plot #2 (TP#2) (Figure 1), were constructed at the site and instrumented. Monitoring instrumentation comprised several nests of in situ volumetric water content and thermal conductivity sensors to measure changes in water content, temperature and matric suction within the cover system materials and underlying tailings waste. The concept of the circular economy has been gaining traction both in Europe and China.In Europe the Ellen Macarthur Foundation see their mission as accelerating the transition from a linear take-make-dispose economic model to a circular model that is restorative and regenerative by design, and aims to keep products, components and materials at their highest utility and value at all times. The Chinese Circular Economy initiative is effectively a sustainable consumption and production program utilising cleaner production, industrial ecology and life cycle management approaches to meet the national challenges of maintaining rapid economic growth while simultaneously enhancing environmental quality and maintaining social progress. A key characteristic of both of these circular economy initiatives is to design out, reuse or minimise the generation of waste.The mining sector, by definition, is represented by linear rather than circular activities, by supplying resources to society. However, being one of the world’s largest waste generators, the sector can adopt similar logic to that of the circular economy to improve its sustainability performance. Ranger Uranium Mine, surrounded by Kakadu National Park is located in the Alligator Rivers Region (ARR) in the wet-dry monsoonal tropics, 250 km east of Darwin, Northern Territory. A trial landform (TLF), measuring approximately 200 m by 400 m (8 ha) was constructed during late 2008 and early 2009 by Energy Resources of Australia (ERA), adjacent to the northwestern wall of the tailings storage facility at the Ranger Mine. A collaborative research program involving the Environmental Research Institute of the Supervising Scientist (eriss) and ERA, has been underway to measure long-term (five to ten year) rainfall, run-off, sediment and solute losses, seepage and vegetation establishment on the TLF (Saynor et al, 2012; Lowry et al, 2014). This paper reports on bed load losses from four erosion plots built on the TLF. These were achieved by physically isolating approximately 30 × 30 m areas from the surrounding landform on three sides with sidewalls along with an open polyvinyl chloride (PVC) pipe on the downslope side. Each plot was instrumented with a range of sensors. Two plots, 1 and 2 were constructed on waste rock material, while plots 3 and 4 were constructed on waste rock mixed with approximately 30 per cent lateritic material. Plots 1 and 4 had tube stock planted in early 2009, and plots 2 and 3 were initially planted by direct seeding in July 2009 and were infill planted with tube stock in January 2011.CITATION:Saynor, M J and Erskine, W D, 2016. Achieving relinquishment of mining sites is becoming increasingly difficult, with a study by Byrne (2013) estimating that out of a set of 73 mining and metals sites around the world, less than ten per cent had achieved relinquishment over the last 50 years. The median forecast duration of time allocated for water management in the closure plans studied was approximately ten years, while the reality at the actual sites was a median duration of 22 years to date and growing.One of many challenges in mine closure planning is managing geomorphic stability of stream diversions. The challenge is to be able to demonstrate to regulators and the community that a proposed rehabilitation solution will be stable over the long term.During the mining operations, local watercourses and surface drainage can be diverted and managed using engineered channels and drainage structures. However, during the post-operations stage, the engineered channel and drainage may require modification to a more natural condition that will facilitate long-term environmental sustainability. Achieving geomorphic stability of a diverted watercourse is difficult, with the majority of stream diversions in Australia failing to meet expected design performance (White et al, 2013). Geomorphic stability is a complex process that is controlled by a combination of factors, including hydraulic flow conditions, geotechnical conditions and vegetation.This paper proposes that a fully dynamic and deterministic geomorphological model can be used to supplement the traditional empirical approaches to assess long-term geomorphic stability. The paper provides an overview of the geomorphological models and how they have been applied in engineering studies for forecasting future evolution of stream systems. Mines are typically located in remote, inhospitable locations and movement of materials between site, processor and port are often at risk from extreme weather events. Mining companies have recorded multiple supply chain, production and logistics delays caused by climatic events. Recent analyses of extreme temperature and rainfall events (90th and 99th percentile values) for 1960 to 1985 and 1986 highlighted regionalised increases in the frequency and intensity of extremes. The trajectory of this change is likely to be maintained (IPCC, 2014) in regions where increases have occurred historically, suggesting that some parts of the industry may be faced with management challenges beyond current experience (Hodgkinson et al, 2010; Loechel, Hodgkinson and Moffat, 2012). Reliance on historical data to plan for extremes (such as scheduling production downtime to reduce impact) will become increasingly ineffective as the data become less representative of future conditions. Importantly, mine site remediation and closure management need to consider the future climate to ensure rehabilitation is sustainable under changing conditions.Vulnerability assessments and risk-reducing adaptation will become more common as the industry reaches to secure both a mine’s longevity and the industry’s reputation as shareholders and clients become less tolerant of repeated or prolonged interruptions (Hodgkinson, Hobday and Pinkard, 2014). Climate-resilient new mines may be planned using site planning tools combined with knowledge of future climate scenarios. Mining is experiencing a difficult period of low profitability and declining productivity. To achieve sustainability, mining companies are challenged with improving output, quality and safety while decreasing costs. At the same time, organisations are having to manage a workforce in which individuals no longer accept a traditional style of management, employees prefer more flexible employment, and diversity within teams is becoming the expected norm.Increasing organisational diversity has been shown to have a positive impact on performance and therefore sustainability. Gender diversity and equality between working men and women is the area most studied in this regard. Executives are becoming more aware of the correlation between gender diversity and performance with some larger organisations having dedicated resources to increase the number and status of women in their organisations. Despite this, limited improvement in gender equality is apparent globally over the last decade with some industries, including mining, going backwards. So why is this the case and what other strategies are available?In 2015, the United Nations Women National Committee Australia (UN Women NCA) in conjunction with Autopia released a white paper discussing the lack of visible change in gender equality despite the widespread implementation of merit-based personnel management strategies. Using research from around the world and thoughts from influential government, education and business leaders, the paper ‘Rethinking Merit’ debunks the myth of the meritocracy. It provides a number of recommendations for organisations committed to improving their performance and sustainability through diversity, including a variety of real-life company examples, instead of relying solely on merit-based decision-making.This paper takes the recommendations of ‘Rethinking Merit’ and applies them to the mining industry. It shows the relevance that rethinking merit has for the industry and why applying the recommendations can result in an increase in diversity, therefore enabling greater performance and sustainability of mining companies. This paper explores recent industry training programs and lessons for supervisors. The Belbin Team Role model was used to increase participants’ awareness of behaviour and its application. The application of the Belbin model to underground, open cut mine and quarry supervisors is discussed.The key to team success may rest with the expertise and experience of its members, but increasingly effectiveness depends on how team members understand, acknowledge and support each other’s behavioural strengths. Discovering strengths is a challenge, both for their measurement and for the encouragement of team members to use the knowledge of themselves and others in the team. Using behavioural models provides a constructive approach and a language for supervisors as they build personal motivation and engagement.Prima facie, the mineral industry’s work may be too vigorous for teams and their managers could be more prone to use ‘solo’ or traditional management styles. Managers and supervisors must know when work allocated to a team is appropriate or where individual effort should be applauded and rewarded. For practical people with well-developed technical skills, improving the soft skills necessary for a supervisor requires some reflection and effort. The Belbin behavioural model can be an effective tool for recognising characteristics that can assist teams to be more productive.Experiencing the Belbin Team Role model as part of an industry qualification is important for supervisors studying to refine their team leadership skills. Data are available for participants to assess the nature of their teams and to confront the appropriateness of the behavioural mix for the work of the team and its individual members.So what are the next steps? All team development must have a place in the strategic thinking and plans of the enterprise. "The common-held view of the future of copper mining is one of declining quality of mineral resources and increasingly limited long-term development options. This decline, in turn, is viewed as inevitably leading to increasing economic, socio-political and environmental costs. As a result, new technologies and innovations will be required to mitigate cost escalation. The future is therefore typically summarised as a battle of a ‘below-ground’ declining quality asset base pushing costs upward versus ‘above-ground’ technology and innovation driving costs downward. The role that high quality new mineral discoveries could play in mitigating industry cost pressures is typically understated, if considered at all. New high quality discoveries can be mined at lower cost than existing assets and potentially if discovered in the right locations within a more amenable contemporary environmental and socio-political setting. Such deposits, once discovered, would improve the overall quality of the industry asset base, as well as benefitting their owners substantially through higher margins. However, to target new high quality deposits explorers need some understanding of the nature of high quality copper mines in the long-term future. Conventional scientific and economic techniques for analysing the future of copper supply, generally by studying the project pipeline, ignore as yet undiscovered resources and also struggle to fully incorporate the multiple internal and external factors that could impact upon copper mining practices in the future.Scenario analysis is specifically designed to consider multiple factors interacting in the future, and is thus more creative than simply looking at the visible project pipeline. The use of scenarios is therefore potentially capable of providing insight into aspects of the future of copper mining about which little is currently known or that remains considerably uncertain. In this study, the Oxford University Scenarios methodology was employed to analyse different plausible futures for copper mining and the consequent implications for exploration targeting strategies. The scenario analysis highlights two key dimensions or axes that serve to map out potential industry futures: firstly the technical and economic optimisation of the existing industry; and secondly the generation of new prospects or ‘search space’ for the copper industry. These two axes in turn frame four different scenarios for the future of the copper mining industry. These copper mining scenarios are then compared to the 20 largest existing copper mines and projects, and their owners, to determine if any represent an appropriately robust exploration targeting proxy: none do. The paper therefore concludes that efforts by industry are required to generate mine concepts that would be viable across all scenarios, and thus act also as exploration targeting proxies. In the interim, companies will have to seek to build portfolios that create an overall robust asset base, out of individually less robust assets. Failure to do this implies that consequential, irreversible strategic decisions lie ahead for the copper mining industry, which may be a threat to both incumbents and the very industry itself. Mining has been typified of late as a boom and bust, cyclical industry operating against a steady decline in the size and quality of mineral deposits. Decreasing deposit grades and increasing costs of traditional mining techniques, all in the face of another commodity downturn, are forcing mining companies more than ever before to seek out new and innovative ways to operate. New technologies are emerging to model, control and track resources through the mining value chain, to move material about mines more efficiently, and to identify and separate ore from gangue early in the extraction process.Discovering such technologies however is only the first challenge for mining companies. Actually implementing technological change successfully has proved to be an even bigger challenge. Like for many industries, fulfilling the promised benefits for the expense and timing envisioned, has not been easy when innovative technologies are introduced.Citing the author’s insights and experiences in a number of emerging technologies, this paper explores barriers to implementing technological change in the mining context. Over the last six years Mandalay Resources has increased production rates and improved safety outcomes at its Costerfield mine in Victoria, Australia. This mine is an underground operation utilising narrow mining techniques to extract vertical veins, and produces up to 80 000 equivalent ounces of gold per annum, in both gold and antimony value.The operational challenges of narrow vein mining include controlling overbreak when veins being mined are only 300 mm wide. The mine has developed methods and modified equipment to suit extraction of these veins. Productivity improvements over the period have involved development of a stoping method and equipment to suit 1.8 m wide development drives. Over the last five years and during a skills shortage, recruitment, training and retention of personnel has been key to keeping corporate knowledge and skills to execute a careful efficient mining technique to minimise overbreak.Managing an underground operation close to nearby residents has unique challenges. Historically Victorian residents had family members work as underground miners; however, in the current day with few underground operations in this jurisdiction, community knowledge of mining has decreased. The Costerfield Operations are only 100 m from the nearest residence and the company values community engagement, partnership and investment with local Heathcote organisations.The mine has invested substantially in executive coaching of its leadership team early, which has paid dividends in problem solving potential of that team and ensuring the operation delivers on its promises to all stakeholders. The operation has become safer and employees are now more aware of their individual contribution in producing safe, efficient gold and antimony that benefit the whole operation, community and the region.CITATION:McCarthy, M, 2016. The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business.
