The substantial investment in tunnels anticipated in the next twenty years has focused new attention on the economics of tunnel construction itself and on some costly problems associated with underground work: the uncertain geologic conditions, the performance and adaptability of men and equipment, and the need for quicker, more efficient excavation methods. There also exists a need to develop better ways of estimating tunnel construction. Inaccuracies in current bid estimates stem from a number of causes, among them (1) the effects of geologic conditions, which are not adequately known prior to construction, (2) the dependence of actual cost on the construction method used and on the interactions among the operations occurring underground, and (3) the reliability of tunneling equipment. Inability to estimate final costs for conventional tunneling more accurately has in turn caused difficulty in gauging the costs and benefits attributable to new tunneling technologies either under development or for which R&D programs are planned. ATTRIBUTES OF THE TUNNEL COST MODEL This paper presents a computer based Tunnel Cost Model (TCM) which quantitatively assesses the uncertainties inherent in underground work, and is detailed enough to aid in preparing estimates or bids. In 1982 this borer provided new and particularly interesting information In the field of hard rock boring. The abrasive quartzltes traversed proved to be a challenge to the cutter manufacturer and the project team. This paper examines the problems faced, the solutions found and the lessons learnt.

In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal. The subject of rapid excavation tunneling is one that is extremely important to the people in the Metropolitan area of Chicago. My personal observation is that it is also extremely important to the urban communities around the U.S., to many local and state governments, and to the public officials who are deeply concerned about state affairs and taxes. The Metropolitan Chicago area is in fact, (as are 40 other major urban areas in the U.S.) confronted at the present time with a very serious combined sewer overflow, drainage and pollution problem which accounts for an estimated 40% of the pollutional load on its waterway system. In response to this the District has to date spent some seven millions of dollars in an attempt to find the most economical solution available for the elimination of this problem. This study included extensive investigations of the geological strata, the quantity and quality of storm runoff to be dealt with, and the various methods of storage and treatment available. It has considered solving the overflow problem by a concept involving a series of tunnels, rock tunnels, shafts and storage areas which will collect, retain and subsequently treat that portion of the combined sewer overflow which can be handled in the most cost-effective and economical way, consistent with following the federal and state standards - with which we at the present time agree in principle.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. "The Scale-Distance formula is one of the primary means of determining the maximum amount of explosives that can be safely detonated at one time by a single delay. This paper describes a method of applying the Scale-Distance formula to the entire mining area using gridded surfaces. Using this technique, the operator can better determine the economic impact of nearby structures on the mine plan. INTRODUCTION As the surface mining of coal and stone encroaches near populated areas, precautions must be taken to minimize blast vibration damage to protected structures. The common method employed to minimize vibration damage is not to reduce the total amount of explosive in the hole (which would negatively affect fragmentation), but rather to introduce delays to reduce the amount of explosive detonated at any point in time. The Scale-Distance formula, an industry-accepted standard, may be used to calculate the maximum weight of explosive that can be detonated at one time without damaging the structure. This information may then be used to determine the number of delays required for each hole. Detonators make up a large part of the cost of blasting. At roughly $15 per detonator an additional detonator in the hole can be significant. It is normal to set off hundreds of holes at in one shot. An additional detonator in each hole can cost additional thousands of dollars per shot. The number of detonators is also a function of the depth of the holes and the hole spacing. Being able to accurately forecast the economic impact of blasting near structures improves a company’s ability to make informed decisions on how to approach property owners. Operators basically have three options when dealing with property owners: 1. Buy the property and blast without restriction 2. Negotiate with property owner for a waiver to allow unrestricted blasting 3. Comply with the legal blasting restrictions This paper proposes a method for the engineer to forecast for all points in the proposed mining area the impact of nearby structures upon the blast design. Being able to create a contour map and ultimately estimate the number of delays required for the entire forecasted mining area, the engineer can create accurate economic forecasts of the cost of blasting. The objective is to reduce the level of uncertainty in the forecast of the blast component portion of the forecast."

The Prospectors and Developers Association of Canada (PDAC) was established in 1932 in response to proposed regulations that would have threatened prospectors in Ontario. From there, the association grew to represent the interests of Canada?s mineral exploration and development industry. The PDAC?s mission statement reads: ?The PDAC exists to protect and promote the interests of the Canadian mineral exploration sector and to ensure a robust mining industry in Canada. The PDAC will encourage the highest standards of technical, environment, safety and social practices in Canada and internationally. ?Today, the PDAC?s 6,000 individual members include prospectors, developers, geoscientists, consultants, mining executives and students. In addition, the association?s membership includes 950 corporate members, representing senior, mid-sized and junior mining companies in addition to organizations that provide services and equipment to the mining industry. In 2010, the PDAC adopted its e3 Plus principles, a framework to guide its membership in responsible exploration.

The southeastern region of the United States has long been a major market area for coarse and medium particle size natural ground calcium carbonate fillers. The primary market for calcium carbonate in the southeast traditionally has been as fillers in building materials such as carpeting, joint cement and roof shingles. In these applications the economic value of the calcium carbonate in the final product is weighted more toward lessening the cost of the final product, as opposed to contributing any desirable physical characteristics. For example, in carpet backing applications the calcium carbonate filler does little more from a physical standpoint than add weight and body to the backing adhesive. The important factor in the use of calcium carbonate in carpet backing is that it can be used at high loading levels to replace the more expensive latex binder, thus lessening the cost of the final product. It is estimated that calcium carbonate producers in the southeast sell in excess of 200,000 tons (181,436,000 kg) annually for use in latex compounds for carpet backing applications.

The velocity of detonation (VOD) is a significant property considered when rating an explosive, and it is quantified as a confined or unconfined velocity. The confined velocity is more significant as explosives are usually used under a definite degree of confinement. This study evaluates the stepwise increment of the air-deck volume from 10 to 30 percent, and its effect on the VOD. The VOD estimation in the 172-mm-diameter explosive column was conducted using the Dáutriche technique. The air-deck volume increment has an attenuation effect on the steady-state VOD, and detonation failure is high at 30 percent air-deck volume. This attenuation effect is directly linked to the explosive’s rating and efficacy. The air-decking approach in this study is different from conventional air-decking techniques in that it does not employ the fixed blasthole parameters, air-deck volume and specific VOD.

The western coast of South Africa hosts a significant diamond resource within gravels associated with paleo-shorelines, channels and transgressive lag deposits. Diamonds were transported from the Kaapvaal Craton to the coast largely during the late Cretaceous via the paleo-Orange river systems. On shore and near shore environments are underlain by Proterozoic metamorphic and granitic rocks which provide gully and pot hole-type traps associated with paleo-channels, basins, bays and beaches. Inner and mid-shelf environments are covered by diamondiferous, poorly lithified upper Cretaceous and Tertiary sediments. The upper Cretaceous gravels were reworked along the sediment-starved coast during much of the Tertiary. Reworking was mainly achieved during marine flooding events which produced lag gravels along the paleo-shorelines. This process reworked the diamonds from low-grade Cretaceous gravels and concentrated them in higher-grade Tertiary gravels.

The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.

Blasting is used in mining and civil excavations to break the rockmass for ore production or creation of space. One of the disadvantages of the method is that it causes breakage beyond the proposed excavation lines. Pre-split is used to control such breakage in rockmass. This paper introduces the use of digital image analysis technique (DIAT) to measure rock breakage and half cast factor (HCF%). A new factor, undamaged area (AUD%), is introduced to improve the prediction, owing to the shortcomings of the HCF%. A comparison of significant data of AUD% and HCF% showed that HCF% has a lacuna of overpredicting, whereas AUD% can be used effectively to address the issue. Artificial neural networks are used to solve the complexity of multiple variables involved in predictions and to ascertain the importance and sensitivity of such variables in prediction regimes. This method will help users to evolve blast-induced damage objectively. A comprehensive scheme of things for future developments is included, which can be helpful to researchers in defining their research in this area.

In 1993 Ispat Inland Mining Company began mining its Laurentian ore reserve, which has six distinct ore types that are extremely variable. Initially batch processing was necessary to optimize mining equipment utilization. The variability as found in the ground was compensated for in plant operation, which proved ineffective. When the last of the six ore types was introduced in 1997, production, quality, and cost were seriously impacted. In-pit blending was the solution developed by the process management team to provide the plant feed required to economically process all six ore types in the Laurentian reserve.

INTRODUCTION The principal means for transporting men, supplies, and mined material in an underground or surface mine are rail systems, conveyor belt systems, or a combination of the two. Typically, large underground mines use rail haulage from the mining sections to the hoist, with conveyor belts being used within the sections. Small mines use conveyor belts in the mains and sub- mains as well as in the panels. The size and layout of surface mines also contribute to variations in the way these haulage systems are applied. The following sections address the typical problems confronting mining engineers in designing these haul- age systems. For rail, these include rail selection and turnout design, locomotive tractive-effort calculation, and motor sizing. Belt haulage calculations include belt width and speed specifications, tension and take- up requirements, idler spacings, and motor sizing. TRACK LAYOUTS Introduction The adequacy of mine track layouts is dependent upon such factors as rail weight (Table l), suitable ties, a well-drained roadbed, and properly designed curves, grades, and track alignment. As long as the installation conforms to the manufacturer's recommendations, good service can be expected from the rail system. Typically, mining-engineering calculations for rack layouts have dealt almost exclusively with the design of turnouts. As such, the following section provides the necessary information for computing the theoretically correct dimensions of turnouts. Turnout Design Fig. 1 shows a typical turnout with an identification of the component parts. Fig. 2 identifies the variables that are used to determine the turnout dimensions. The Guasare Coal Project is located a short distance from Lake Maracaibo, in the Northwestern region of Venezuela. In 1987, Carbones del Guasare, a joint venture comprised of Carbozulia, ACC Venezuela, a subsidiary of ARCO, and AGIPCoal of ENI Group, Italy, was formed to develop the Guasare coal reserves for world markets. Drilling with the Venezuelan state of Zulia has indicated a coal resource of over 6 billion metric tons. Further exploration has delineated the Guasare deposit as an area particularly suited for cost-effective surface mining. The calculated mineable reserves of this area (300 million metric tons) and the coal quality characteristics are based on extensive core drilling programs.

In recent years, there has been a growing realization of the importance of ground water as a national resource and increasing concern that this resource be properly managed and protected from a variety of pervasive practices that endanger it. Aquifers have been adversely affected in every region of the country. In dealing w.ith the underground water program, EPA will have the following objectives: to protect human health, and to protect and conserve an important national resource. In pursuing these objectives, EPA will take economic consequences and other national objectives (e.g., energy) into account. EPA intends to pursue these objectives in full partnership with the States. Generally the States should retain the lead in protecting ground water.

Microscopic observation of physical and chemical changes which take place in various materials under conditions of elevated temperature and controlled atmosphere can often yield valuable insight into the fundamental physical-chemical reactions which control processes in which these materials play an active role. The technique of high-temperature microscopy thus becomes an important tool for basic and applied research in pyrometallurgical and allied fields. Investigators have long been aware of this and through the years have applied the technique to a wide variety of problems. However, up to this time, application has been on a rather limited scale due to the high initial cost of equipment and the relatively low rate of production of data resulting from the complexity of the apparatus and attendant problems in manipulation.
