Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

In an ever increasing ?carbon? society; management and growth will be measured by one?s carbon footprint (or output). Industries, especially mining, are under an ever increasing scrutiny of carbon, water and environmental mandates. These mandates are measured by the emissions caused by the combustion of fossil fuels. The fundamental building-block for any business, strategic or management decision must be based on an understanding of one?s ?footprint?. The scrutiny is most stringent for the commodities producers, power producers & fuel suppliers in the energy market. An overview of currently acceptable standards, application of those standards and nuances experienced in collecting the data necessary to analyze and complete a company?s carbon footprint will be presented. A lack of regulation, the fear and expectation of new and ever constraining rules, regulation and a change in the federal administration is a recipe for uncertainty in the marketplace.

Production began in the Deep 1 zone of Goldex mine in 2017 at a depth of 1,200 m. Stope dimensions are 50 m high by 22 m wide (along strike) and the panel thickness varies between 22 to 35 m. The Deep 1 orebody is 350 m high by 400 m along strike and 200 m from hanging wall to footwall. The mining method is longhole with paste backfill with a three dimensional primary/secondary sequence advancing upwards in a typical chevron approach and retreating from hanging wall to footwall in a V-shape from a central panel. Mining at a depth of 1,200 m in massive granodiorite brings challenges related to seismicity.

Approximately 30% of the world’s production of soda ash comes from mining and processing of naturally occurring deposits of sodium carbonate containing species. Of these deposits, the largest and most profitable have been the trona beds found near Green River, Wyoming. Processing of trona ores is water-energy intensive, particularly due to unit operations of calcination, dissolution, and evaporative crystallization to wield a high-quality dense soda ash product and reject the insoluble gangue species, primarily in the form of oil shale. However, it is speculated that the glass-manufacturing industry, the largest consumer of soda ash, may be able to use a product of a lower grade and consistent level of the insoluble constituents. Thus, pre-concentration of trona ore was investigated using sensor-based sorting, to produce a beneficiated trona stream that would be fed to calcination. The study encompassed preparation of a run-of-mine (ROM) Green River ore sample, selection of 25–75-mm-sized specimens, imaging of the specimens by x-ray transmission (XRT), color, and laser-induced fluorescence (LIF)-based sensors, insoluble analysis of the specimens, and a bench-scale sorting test. Results of the study established that a correlation between the color of the individual ore particles and their insoluble content existed and that a surface detection-based sensor, particularly LIF, was apparently more suitable than XRT to produce a beneficiated trona stream. The bench-scale sorting test demonstrated that a 65% separation efficiency and a 70% recovery of trona could be achieved.

Diatomaceous earth or diatomite is a sedimentary rock of organic origin that is composed principally of the silicious skeletal remains of diatoms. Diatoms are microscopic single cell acquatic plants that are related to algae. Diatoms first became abundant in the Cretaceous period from about 65 to 135 million years ago. Most of the commercial deposits are of Pliocene through recent age, and are younger than 35 million years. Diatoms are still abundant in present day lakes and seas. The living diatom is supported and protected by two half cell walls or valves united by a connecting band or girdle. These valves are composed of opaline silica extracted from the water in which the diatom lives. After death of the diatom, the silicious remains settle in the lake or sea and accumulate at variable rates approaching several millimeters per year for very active diatom colonies. This accumulation of silicious sediments, after decay of the organism, burial, and uplift, can result in the formation of diatomaceous earth deposits.

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". Halfway through a 17,770-ft long stormwater tunnel, an 11-ft diameter TBM encountered a karst void below the Mississippi River in Missouri, resulting in significant inflow. It was decided that the TBM could not safely advance without external intervention. Low-mobility grout was pumped from the surface. A rescue shaft was constructed and a conventional tunnel with spiling support was mined back to the machine. The TBM was removed and a 14-ft diameter TBM equipped with probing drills was relaunched. Probing from the new TBM encountered one additional karst feature but the machine advanced after grouting and successfully completed the tunnel.

The Barrick Bullfrog underground mine was established as an afterthought to the main open pit. As open pit ore dwindles, the underground mining becomes increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines, and there is a strong move towards underground mining in the United States today. There are inherent problems in starting and operating underground mines in the shadow of any open pit operation, and at the Bullfrog there were several attempts at productive increases that were both successful and unsuccessful.

Water-powered jackleg rock drills, introduced recently in South African mines are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. A comparative testing of both drill types was performed in Quebec. Based on its results and time studies done in the mines, water-powered drilling has been reviewed with regards to drilling rates achieved, infrastructure needed, side effects, health and safety considerations. This study shows that the application of water-powered drills may help increase footage drilled and improve working environment, but under specific conditions. The examples of such applications are given in the conclusions.

"Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on four recently constructed rock tunnel projects in New York, Ohio, Georgia and California. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed. INTRODUCTION Tunneling is a risky business. More than ever, attention is being paid to the risks associated with tunneled facilities and implications on project or program cost and schedule. Questions about why tunneling projects notoriously exceed budget numbers abound. Evaluations in retrospect and going forward have focused on the wide breadth of inherent risks associated with tunneling. More and more, these risks are being identified, studied and managed to a higher degree. As more and more scrutiny pervades the industry, little value is being obtained and leveraged on future projects. The industry seems to be headed in a direction of making the same mistakes over and over. The notion of risk evaluation has been around for decades and received wide notoriety with the U.S. Space Program and ambitious projects in the energy industry such as hydropower and nuclear power in the 1960s and 1970s (Stewart and Melcher, 1997). This led to the evolution of tunnel risk analyses with more rigorous identification of the unique risks in tunneling projects impacting cost and schedule. As tunneling risks became more readily identified, more attention has been paid to the frequency and impact of the occurrences unique to tunneling (ITIG, 2012). Currently, few tunnel projects are being planned, designed or constructed without a formal risk register that identifies the risks, mitigates the risks and quantifies the probable impacts of risks that cannot be mitigated. In hind sight on many recent projects, events that brought projects to “its knees” were not addressed in risk assessments or were not dealt with to adequately mitigate the risk of these events."

"The McCook Main Tunnel connects Chicago’s Tunnel and Reservoir Plan (TARP) Mainstream Tunnel to the McCook Reservoir. The tunnel system consists of a 10 m (33 ft) finished diameter and 490-m (1,600-ft) long hard-rock tunnel constructed from a 27.5-m (90-ft) diameter and 92 m (300 ft) deep main gate shaft. The gate shaft houses six high-head 4.4 x 9 m (14.5 x 29.5 ft) wheel gates installed in the bifurcated and steel-lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir. Construction of the McCook Main Tunnel in live flow conditions was a challenging task for the McCook Main Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch and contractor Kiewit Infrastructure Co. (Kiewit). Once completed in two stages in 2017 and 2029, the McCook Reservoir will hold 38 billion L (10 billion gal) of combined sewer overflows (CSO) and flood waters from the city of Chicago and 36 surrounding communities in Cook County, IL The construction of the tunnel system was divided into two contracts. The first contract for the gate and construction access shaft was completed in August 2011. The second contract included tunnel excavation and concrete and steel lining that was completed in September 2014; installation of gates and hydraulic cylinders that was completed in June 2017; and the last major construction activity was the removal of a temporary concrete plug (bulkhead) and lining that tunnel section to bring the overall tunnel and gates system online before Dec. 31, 2017.This article focuses on the installation, testing and commissioning of the high head wheel gates. Live tunnel connection details to TARP Mainstream Tunnel were addressed in a previous paper submitted at the World Tunneling Conference in 2016."

Cominco Snip is a 60: 40 joint venture of Cominco Ltd. and Prime Resources Group Inc. Cominco manages the operation. The mine site is located in a narrow mountain valley where Bronson Creek enters the Iskut River in Northwestern British Columbia. Access is by air only to the company's 1,500 meter airstrip. Milling at a designed feed rate of 300 tpd began on schedule in January 1991. Tonnage and gold production in the form of bullion bars from the gravity circuit and gold bearing float concentrate have exceeded design forecast. This presentation will examine many of the factors that influenced the final plant design inclusive of exploration findings, bench scale and pilot plant test results, environmental and social considerations, capital and projected operating costs and product transportation alternatives such as the operation's Hovercraft.

The United States contains one of the world's largest reserves of uranium. Domestic production and exploration activities, however, have declined since the early 1980s due to weaker-than-expected growth in nuclear power demand and to foreign competition. The main result has been that more costly and less productive conventional mines and mills have closed. Meanwhile, industry productivity as measured by uranium output per employee has increased threefold since 1980. At the end of 1992, only six plants, all nonconventional, were operating in the United States. Due to cost considerations and increased environmental awareness, any additions to existing capacity are expected to be met through nonconventional in situ leach plants.

"Hard rock mines move large volumes of material. But the conveyors essential to this movement suffer lots of problems, including carryback, spillage, dust, and belt wander. Many of these issues are created at the transfer points where the belts are loaded. This presentation will start with an overview of the latest transfer point systems that incorporate safety and serviceability by design. It will then report on recent projects. One project is the Conveyor B Transfer at the Coeur Rochester silver mine near Lovelock, Nevada. Here performance was improved with the installation of belt support cradles, engineered chute walls with external wear liner, and a compact dust collector. A second project is the improvement of belt support idlers and skirtboard sealing in a long loading zone of a conveyor under the concentrator at an Arizona copper mine. THE IMPORTANCE OF TRANSFER POINTS Conveyors are essential in mine material handling. Their performance will often make the difference in mine productivity and profitability. A key to conveyor performance are the transfer points where the conveyor belt is loaded and discharges. At these transfer points, many of the problems encountered with the conveyor system are created. The problems that arise at the transfer stations include off-center and segregated loading, mistracking, blockages and plugging. And there are a variety of problems originating with fugitive material—cargo released in the form of carryback, spillage, or airborne dust—that are created or exacerbated in the transfer points. These fugitive materials turn into other conveyor-related problems, including shortened component life, unplanned outages for conveyor maintenance, unexpectedly high labor costs for maintenance and cleanup, worker health and safety problems, and issues with community relations. As estimate attributed to the U.S. Mine Safety and Health Administration (MSHA) notes that 85 percent of conveyor maintenance is a result of fugitive material at conveyor transfer points. TECHNOLOGIES TO IMPROVE TRANSFER POINTS A number of techniques to improve the performance of conveyor transfer points have been developed. They include: • Absorbing impact, to prevent damage to belt, belt support systems, and conveyor structure, and reduce spillage caused by the impact energy arising from long material drops or large lumps of material loaded onto the receiving belt. • Stabilizing the belt line, to eliminate sag that allows spillage and encourages material entrapment that can damage the belt. • Protecting the skirtboard seals, by sheltering the sealing strips from the mass of cargo pushing material toward the edges of the belt. • Using self-adjusting, multiple-barrier edge seals, to keep material on the belt by providing long-lived seal efficiency with minimum maintenance requirements. • Controlling and centering the belt’s path, to eliminate belt wander and the spillage and damage it can cause. • Allowing dust to settle, through the incorporation of chutework that provides expanded stilling zone and the use of dust curtains at the points where the belt enters and exits the transfer. • Adding supplemental dust control systems, through the installation of systems for passive dust gathering, water-based dust suppression, and/or active dust collection."

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. Many processes in the hydrometallurgical and chemical industries require the separation of dissolved material from suspended solids. Counter current decantation (CCD) with thickeners is one of the methods generally used. The process engineer needs a quick and accurate CCD calculation method. Several theoretical 1-12 CCD calculation methods are available in the literature . The simultaneous 1, 2 equation method for a complex circuit as used would take too long to solve the problems. Approximate equation method1 is not accurate and is for simple cases only. A shortcut method developed by Counselman3 contains no mathematical equation, and thus is not suitable for computer programming. Based on Counselman's method, Woody4 derived two simple equations in terms of percent soluble loss for two typical examples. Scandrett5 included a term for mixing in his formulas. This mixing efficiency was defined by Murphree6. Another method which depends on making volume calculations instead of using weights is presented by Mastin8 and Cahalan9. None of these methods is related to dissolution and pre¬cipitation reactions. Chen 10,11 demonstrated his methods for counter current leaching. His results are calculated from the general solution of a derived linear difference equation for constant underflow, and from the solution of a derived non-linear Ricatti difference equation for variable underflow. This paper concerns derivation of a general equation for CCD washing with provisions for adding and withdrawing the streams, and for leaching (dissolution) or precipitation reactions. The Washington State Highway Department consists of seven geographic dis¬tricts. District offices are located in Seattle, Wenatchee, Olympia, Vancouver, Yakima, Spokane and Bellevue. District is covered from the Spokane office, and is responsible for the six counties in the northeast corner of the state (Fig.l). It is bordered on the north by the International Boundary, on the south by the Snake River, on the east by the Washington - Idaho border, and on the west by a north-south line thru Lake Roosevelt. The landslides to be discussed in this paper are at Colfax, Washington, which is located in the southeast corner of the district. The town of Colfax is situated in a narrow valley eroded into the Tertiary volcanic basalts by the Delouse River. The valley walls are steep and generally colluvium mantled. State Highway 1°c, from Spokane to Colfax, descends into the valley from just north of Colfax on a bench cut into the valley wall. The highway department designed a widening project to increase the misting two lane roadway to three lanes, thus providing a passing lane for uphill traffic. The third lane was constructed as a cut section for the entire length. Construction excavation was begun at the top of the hill in silts of eolian origin. Proceeding downhill, excavation encountered three individual basalt flows with two zones of palagonite tuff separating them. The upper palagonite zone was dry, and excavation proceeded across this zone with no mishaps. The lower palagonite zone carried considerable groundwater. As excavation crossed the lower zone landsliding became contemporaneous with excavation, due to removal of toe of slope and saturated conditions. Remedial measures for landsliding consisted of designing shot rock buttresses across the palagonite zone and also the installation of horizontal drains to reduce hydrostatic pressure.

Starting with rutile, containing more than 55% TiO2 and of the proper particle size, the commercial production of titanium tetrachloride via fluidized bed chlorination is relatively very simple and economical. As compared to shaft chlorination, it operates at a much higher capacity for given sizing of equipment, and appears more foolproof, requiring less attention. Operating data were obtained on a 53" diameter fluidized bed chlorinator using Australian rutile and petroleum coke of controlled particle size. Production rates varied from 20 to 50 tons of crude TIC14 per day for a campaign extending over one month. Close to theoretical yields and efficiencies were obtained from the viewpoint of chlorine and/or rutile consumption. Details of important equipment design, critical operating conditions and pertinent results are described.

This paper will present the design and construction of a deep underground station of the Réseau Express Métropolitain (REM) project; the Édouard Montpetit station. The Édouard-Monpetit station is an interchange station that will connect the deeply sitting REM tracks to the existing metro station of the same name located closer to the surface. Édouard-Montpetit station is expected to be the deepest in North America, surpassing the famous Forest Glen Station. The various challenges and solutions put forth for the successful completion of this underground work are presented to serve as a valuable example for future deep excavation performed in urban area, in the close vicinity of highly sensitive structures.

Waste clay ponds are a necessary part of the phosphate rock beneficiation process. They are large, averaging a square mile in size; unsightly, in that they protrude 20 to 50 feet (6 -15 meters) above natural grade; stabilization and reclamation is slow; and they have had a history of catastrophic failure. The State of Florida has never published a specific rule regarding the configuration or height of these ponds, but has enforced numerous policies along these lines. The current rules are given and interpreted, along with the reasoning for current policy. In addition, an overview of the history of the policies, and an attempt at explaining the reasons for the changes that have occurred is given. The industry has been forced to make major monetary decisions, having effect for decades on mine economics, in a constantly changing regulatory environment. The Bureau of Mine Reclamation is confident that a direction of regulation has been solidified, but changes are still to be anticipated.
