The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high Btu low sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high Btu midwestern coal and blending it with low sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal is presented.

The Duquesne Light Company and GAI Consultants, Inc. conducted a demonstration program aimed at establishing permanent vegetative cover directly on acidic, deep coal mine refuse. Several plots were treated with formulas varying in soil amendment application rates and plant species. Periodic monitoring of refuse chemistry has indicated when maintenance applications of seed and soil amendments were required. To establish drainage control, the site had to be regraded. The most successful formula was applied to the entire site. Specific treatment for acidic spots has been initiated. Results of the program indicate that adequate permanent vegetation has been established.

ABSTRACT It has been suggested that effective disaster prevention and response in mining requires that elements of emergency management be incorporated into everyday operations, planning, and decision-making, much in the same way that the industry approaches routine risk management. Since Congress passed the MINER Act in 2006, the newly mandated structural and technological advancements in mine emergency response preparation have been made and are apparent, but measureable improvement in mineworker emergency preparedness is difficult to ascertain. To begin exploring whether measurable indicators of mine workforce preparedness can or should be addressed within a risk management framework, NIOSH researchers examined the datasets from two separate research efforts—one which measured the organizational safety climate and self-reported safety performance, and the other which measured individuals’ perceptions of their own self-escape competency. INTRODUCTION In response to the mine disasters in 2006, the United States Congress passed the Mine Improvement and New Emergency Response Act (MINER Act), which strengthened existing regulations [30 CFR, Part 48] and introduced new provisions to improve mine emergency response. Since that time, new technological and structural features, such as mandated redundant communication systems, personnel tracking systems, and lifelines in primary and secondary escapeways, have been installed in underground coal mines across the country. Additionally, mine operators are required to develop emergency response plans, provide adequate supplies of breathable air throughout the mine, provide more frequent and realistic expectations training, and are required to immediately notify the Mine Safety and Health Administration (MSHA) in the event of an accident. While the structural and technological advancements in emergency preparedness are readily observable and easily measured, levels of individual mineworker preparedness remain difficult to assess. There is a general consensus that deficiencies in competence in the non-routine tasks required for individual miners to effectively respond to a mine emergency likely remain (e.g., National Research Council [NRC], 2013), and NIOSH research continues address this concern (Haas, et al., 2015; Hoebbel et al., 2018). To maximize an operation’s capacity to effectively prevent disasters and/or respond to emergency events, it has been suggested that individual and emergency management efforts be incorporated into everyday operations, planning, and decision-making in much the same way organizations manage routine risks to health and safety (Haddow et al., 2017). To the authors’ knowledge, the mindful intersection of routine risk management policies and practices and emergency prevention and response readiness have yet to be empirically studied within the mining industry.

This study investigates the evolution of dimensional properties of grinding products, namely, the mass, the surface area, the length, and the number of particle distributions with the energy input in a ball mill. The size analysis of the mill products enables the calculation of the mass distribution of each material at predetermined size classes and then the determination of the other dimensional properties by taking into consideration the geometry of the particles. Based on the distribution of dimensional properties, an effort was made to determine whether the grinding products are fractal in nature. The effect of material type and grinding conditions on the relationship between the dimensional properties and the specific energy input was also investigated. Special importance was assigned to the study of the specific surface area and the surface area production rate, both during the initial grinding stages and at higher energy levels. The determination of the surface area production rate allows the identification of the grinding limit and the maximum specific surface area which could theoretically be achieved. This approach has as ultimate objective the maximization of energy efficiency and subsequently the minimization of the high grinding cost.

Nowadays, the HPGR (high-pressure grinding rolls) is an intermediate step between filtering and balling in the most modern iron ore pelletizing operation. The operation debottlenecks filtering process and reduces pressure over the typical milling process to control particle size to the balling. The present study evaluated aspects of microwave application to the iron ore concentrate fed to HPGR in a bench scale unit. Iron ore concentrate was irradiated varying the microwave exposure time and grinding efficiency was evaluated. The moisture influence in the HPGR efficiency was also assessed. The pellet feed blaine surface area (BSA) improved by 300 cm2/g and % < 325# fraction by 3%. Scanning electron microscope (SEM) images show the formation of micro-cracks onto the particle surface induced by microwave; the effect observed helped improve the milling process performance, in addition to the moisture reduction observed due to the temperature increase.

Research efforts are just beginning to identify the acoustic signatures of very short pulses of sound associated with the fracture of single particles in an autogenous mill. This presentation will discuss the anticipated correlation between these data and the fundamental mechanisms of rock fracture It is hoped that further tests will help identify what design and operating parameters influence the acoustic spectra, determine whether different minerals have different spectra and correlate product particle size distribution with acoustic spectra.

The run-of-mine coals in the U.S. being fed to coal cleaning plants have become increasingly finer due to the adoption of modern, mechanized mining methods, and economics are dictating that finer fractions, as well as the coarser fractions, be cleaned. Traditional dewatering methods (vacuum disc filters and centrifuges) are proving inadequate for preparing fine refuse for disposal or fine coal product for downstream handling. The Electric Power Research Institute has been supporting research into the nature and limitations of mechanical dewatering, and novel ways of improving it. The efficiency of various silicone-based chemicals at aiding dewatering was investigated, and it was shown that the final moisture content of hydrophilic coals after vacuum Filtration could be reduced by 1 to 5% with up to 40% increase in filtration rate by addition of one of several of these silicones. EPRI also has an on-going program at its Coal Cleaning Test Facility to investigate the performance of the Larox pressure filter in comparison with that of the disc filter and solid bowl centrifuge. While improvements to the dewatering performance currently being obtained in existing operating plants by such means are achieveable, a fundamental study has shown that, regardless of changes in operating conditions, there may be a limit to the lowest cake moisture content attainable by mechanical dewatering of a given sample of coal fines. Determination of this limit for a specific coal would be useful in designing facilities to dry and handle it.

Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

A variety of mathematical techniques are available in the pertinent literature concerning the interpretation and reduction of aeromagnetic data. The quantitative methods applicable to this data en¬compass a wide spectrum including filtering, continuation, derivatives, reduction to the poles, spectral analysis, and "undraping" of flight line data. With the aid of the digital computer, the techniques listed, and others, can be computationally performed on a gridded data set. In addition, current sophisticated computer hardware permits the systems analyst greater latitude in the storage and retrieval of data and in the display of resultant naps on a digital x-y plotter than previously available. Although many interpretive techniques concerning magnetic data have been published and computer machinery has been on the market, little has been written incorporating both disciplines into a unified digital processing system. In February, 1976, Ranchers Exploration and Development Corporation obtained an option from Foote Minerals, Inc., to evaluate reprocessing of two uranium tailing piles. Foote received ownership of the Naturita and Durango tailing piles in 1967 through the purchase of Vanadium Corporation of America. The option was exercised in November, 1976, after initial testwork proved that a viable extraction technique existed. Preparation for production at Naturita began immediately with engineering and en¬vironmental permitting proceeding simultaneously. Production began in December, 1977, just 22 months after acquisition of the property and-was completed 17 months later.

In oil sands mining, tailings are voluminous unwanted by-products generated from extracting the desired mineral from the mined ore. Dyke construction and backfilling activities require well-managed techniques to facilitate progressive reclamation at the earliest opportunity. This directly affects the sustainability and profitability of the mining operation. This research introduces a goal programming framework that simultaneously optimizes the (1) production schedule with limited duration stockpiling and directional mining; (2) dyke construction schedule; (3) size, shape, and location of tailings-cells; and (4) mining and processing production targets. The results show that in creating in-pit tailings-cells designs, decreasing the mining-cells volume and increasing the number of mining-cells improve the net present value of the operation due to increased operational flexibility. The model generated a uniform schedule for ore and practical tailings-cells designs for backfilling activities. Integrating tailingscells optimization into oil sands mine planning and waste management ensures the efficient use of in-pit mined-out areas required for sustainable operations.

The mining industry is at a crossroad. To sustain our technically based society, demands for commodities are increasing, and exploration for these commodities is a must. The debate is between sustainable development and the status quo and begins with exploration, where it is determined if a mineralized area contains enough potential ore to be mined economically. Mineral deposits are relatively rare and depend upon certain natural geologic conditions to form and may not always occur in locations that are most suitable to society. Exploration can be compatible with environmental protection and social responsibility, but difficult challenges face the industry to develop a property that is environmentally, economically, and socially responsible.

The demand for natural gas continues to increase at higher than anticipated rates, partly because of its widening price advantage over most other fossil fuels when the cost of air pollution control is included. However, there are clear indications that natural gas supply from the contiguous 48 states and continental shelves will not indefinitely keep up with this rapid growth in demand. Projections are presented which define the extent of potential deficiencies from the 1970&apos;s to the year 2000. Among the sources of supplemental gas - imported pipeline natural gas from Canada and Mexico, tanker import of liquefied natural gas, and synthetic pipeline gas from coal and oil shale - by far the most abundant at potentially competitive costs is pipeline gas from coal. The state of development and relative economics of the various coal gasification processes are reviewed. It is shown that synthetic pipeline gas could become a very substantial market for bituminous coal and lignite at current minemouth prices - 60-70 million&apos; tons of coal for each trillion cubic feet of synthetic pipeline gas produced. This corresponds to only slightly more than the current annual increase is gas demand.

Paul Y. – SELI Joint Venture had been contracted to build the longest section of the Strategic Sewage Disposal Scheme (SSDS) – Stage I. This involved two tunnels under urban and marine areas excavated by high performance hard rock open type TBMs operated from deep shafts. A specific ground treatment program was developed using advance probing and grouting to control water inflow into the excavations. The article describes: the technologies adopted, the experienced problems, the encountered productions and their interrelation with the water inflow amounts, the possible improvement in the technologies for the excavation of the future stages of the same project as well of any other project under similar conditions.

Particle size analysis is a fundamental measurement utilized in the mining industry, especially in comminution, hydrometallurgy, and mineral processing. While sieves and cyclosizers are the standard methods used to determine particle size distributions, in recent years alternative instruments have been developed that claim to provide more rapid and equally reliable results. Newmont Metallurgical Services has implemented the use of two such instruments, along with traditional methods (sieves and a cyclosizer), on a daily basis. The Malvern Mastersizer 2000 laser analyzer is a wet sample system that can analyze particles in the size range 0.02µm to 2000µm, and the Horiba CAMSIZER® is a dry system that can analyze particles in the size range of 30µm to 30mm using digital image processing. A comparative analysis has been performed to determine the applicability of each particle sizing method in laboratory testing.

The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously. Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. From the MAP3S Precipitation Chemistry Network data bank five years of data from January 1, 1977 to December 31, 1981 have been analyzed. No definite trend has been observed in the concentrations and the total depositions in the analyzed period. Comparison between the weekly and event samples show that the weekly samples could underestimate the total deposition. Preliminary results show that there is a reasonably good correlation between the precipitation composition and the emissions feeding the air in which the precipitation is formed.
