To many people, rescue from elevated, sometimes vertical, locations brings about thoughts of heroism mixed with brawn and self-sacrifice. Images are conjured of cliff rescues where the technical effort is hanging from a few seemingly small nylon ropes hundreds of feet above the ground. Such is the vertical realm of technical rope rescue. This is a technical field in which the author serves professionally as battalion chief of (rope) operations for a northern Arizona fire district, and as a private sector instructor to mines in the United States and Canada.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

Efficient design of grinding circuits for efficient production of ultrafine material requires rapid feedback of information concerning the fineness of material leaving the grinding device. Generating this information requires efficient sampling and adequate rapid characterization of the material leaving the grinding machinery. Recent developments-in electrooptic inspection of dry end wet material leaving a grinding device are critically reviewed. New methods for characterizing ultrafines are discussed. A rapid operating automated cybernetic (intelligent) permeability device for automatic control of grinding circuits using Blaine index and other fineness indices is described.

"Researchers from the National Institute for Occupational Safety and Health (NIOSH) recently developed a coal-mass model to realistically simulate the deformation and loading behaviors of the ribs of coal pillars in underground coal mines. The scale-dependent properties (stiffness and strength) of coal material were considered in the coal-mass model. In this paper the orientation of face cleat with respect to driving direction was integrated in the coal-mass model. The controlling parameters (dimensionless coal-mass scale and fracture strains) of the modified coal-mass model were calibrated using a published case study of coal pillar strength. Numerical models with wide ranges of controlling parameters were conducted to simulate the test pillar. The best match between the numerical modeling results and the measured stresses and deformations was achieved by using a coal-mass scale of 30 and fracture plastic shear and tensile strains of 3.25% and 0.325 %, respectively. INTRODUCTION The failure of coal pillar ribs by itself are a major hazard in underground coal mines. Furthermore, failing ribs can indirectly contribute to roof and floor instability by increasing opening widths across intersections and entryways. Over the past decade, rib failures have resulted in 12 fatalities, representing 28% of the ground-fall fatalities in U.S. underground coal mines. Mining depth has always played a very important role in assessing rib stability. Gauna and Mark (2010) completed an analysis of rib fatalities that occurred between 1996 and 2010. One of their most prominent and influential findings was the identification of a relationship among fatalities, depth, and mining height. Therefore, Coal rib stability will continue to be a challenge for future deeper mines in U.S. coal basins. In the past several decades, research efforts have focused on roof support. The current rib control practice in U.S. coal mines is to select rib bolts through a trial-and-error approach (Mohamed et al., 2015a). Rib failure incidents can be can be substantially reduced or even eliminated by adopting an engineering-based coal rib design approach. The factors affecting rib stability in coal mines are numerous and mutually dependent. These factors include but not limited to mining height and overburden depth, interburden thickness for multiple-seam mining, coal strength, cleat density, entry direction with respect to cleat orientation, existence or absence of partings in the coal, percentage of extracted roof and/or floor rock, density of rib bolt support (Mohamed et al., 2015a). Moreover, it is difficult to isolate the particular effect of a specific factor on the overall rib stability. Therefore, a reliable empirical rib design approach is not achievable because it requires a significant number of case histories to be collected in order to have a reasonable range of all of the critical parameters. However, numerical modeling can be a practical tool to assist with rib support design if the modeling is realistic, which can only be achieved through calibration and validation of the numerical model against field data."

The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers fromthe National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand, and gravel mine sites throughout the USA. A primary purpose of these interviews was to verify the competencies included in the hazard recognition competencies framework and to understand why these competencies are critical. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

Mill tailings from skarn-type base metal deposits were studied in order to ascertain potential element mobility in response to weathering. Hypogene ore minerals are sphalerite, galena, and chalcopyrite, showing minor supergene oxidation to smithsonite, cerussite, and covellite. Gangue minerals are pyrite, pyrrhotite, magnetite, hematite, andradite and grossular gamet, hedenbergite, calcite, ankerite, and quartz. Foremost of the eleven tailing piles studied, the hypogene sulfide minerals show no or only incipient post-mining oxidation. Iron oxides and hydroxides form the main oxidation products in the tailings and are enriched in heavy metals. A distinction between pre-and post-mining oxide phases may be obtained based on petrographic observations which distinguish whole-grain versus partial grain replacement. Zn and Cd do not appear to be enriched in the weathering derived oxidation minerals and will be more easily leached from the tailings than other metals.

Sustained elevated metal and coal prices in 2011 continued to drive mining projects across British Columbia. The province is the top producer of copper, exporter of coal and the only producer of molybdenum in Canada. The province also produces significant amounts of gold, silver, lead and zinc and more than 30 industrial minerals. The total 2011 value of solid metal production is an estimated $8.6 billion and the outlook for 2012 is positive. British Columbia is poised to bring several new mines onstream in the next few years. Construction continues at the New Afton and Mt Milligan copper-gold projects that are anticipated to be open in 2012 and 2013, respectively. The provincial Environmental Assessment Office indicates there are 26 mine proposals in process with three currently under review and 23 in the preapplication stage. The following text briefly describes 2011 metal and coal mining activities in the five regions reported on by the provinces? regional geologists (Fig. 1).

Introduction A longwall mining demonstration currently in progress in the Herrin (No.6) Coal Member near Benton, Illinois, involves the extraction of three adjacent panels by the longwall method. The first panel was completed in May, 1977. The Illinois State Geological Survey is involved in this project for two reasons: (1) to detail the geology of the roof and relate the geologic features to the behavior of the roof during mining operations, and (2) to study the nature and occurrence of coal balls (carbonate petrifactions of peat) encountered during this demonstration. General Geology of Area The stratigraphic sequence of beds immediately above the No. 6 Coal in this area, ranging from oldest to youngest, is: gray shale (Energy Shale Member), black carbonaceous shale (Anna Shale Member), and argillaceous limestone (Brereton Limestone Member) (figure 1). In some areas of the mine, where one of these units may rest directly on the coal, one or more of the members is absent from the stratigraphic sequence. The nature of roof for the area is shown in figure 2. It is greatly exaggerated in the vertical direction. The Walshville Channel, 11.3 km west of this mine, was a river at least in part deposited at the same time as the coal. The gray shale wedge on top of the coal, which thins away from the channel, is thought to represent an overbank deposit of mud from the channel. The next layer deposited on top of the gray shale, and on the coal not covered by gray shale, is the black carbonaceous shale, believed to represent a mud deposited in a brackish environment. "The application of passive tracer gas sources in underground mines is particularly useful for long-term tracer gas studies, as well as for studies in permissible areas of underground coal mines. The use of passive perfluoromethylcyclohexane (PMCH) sources have previously been demonstrated in mines, but this new work details the development and testing of multiple, distinct tracer compounds that can be used in passive sources. A description of their potential application in mine ventilation systems is also provided. Three tracer compounds are detailed, which are PMCH, PECH and PMCP. The release rates of these tracers were examined over a 180 day period at multiple temperatures. The advantages and disadvantages of these sources are presented, along with potential applications in understanding complicated ventilation circuits, flow through gob, and leakage. INTRODUCTION The use tracer gases for ventilation applications is an established practice, with various research projects being perform with Sulfur Hexafluoride (????6) in the past. Perfluorocarbon tracers (PFTs) however are relatively new compared to ????6, which is proven to be useful in ventilation and air modeling experiments along with other PFTs (Watson, Wilke, Dietz, Heiser, & Kalb, 2007). These liquid tracers are characterized by low background presence in air, inert behavior with other gases, high detectability with a gas chromatograph and low toxicity. A design was proposed called a permeation plug release vessel (PPRV), which initially introduced by Brookhaven National Laboratory to meet those requirements. The PPRV works by allowing the gaseous form of the tracer to diffuse through the permeable silicone stopper and evaporate into the open air on the other side. The PFTs inside the vessels are injected as a liquid but instantly begin to convert to their gaseous phases at room temperature due to high vapor pressures (Zhang, H., Cloud, A.,2006). Previous studies have detailed how release rates change based on plug thickness across various temperatures (Jong et al., 2015), but not on the release rate stability based on temperature across multiple tracers. For use in underground mines passive release sources need to be durable, be simple to manufacture, have customizable and reliable release rates as well as a long operating life. The PPRV vessel provides a steady release of tracer gas that is essential for long term passive release experiments, making it a viable vessel for the PFTs being tested. The PPRV design also allows for vessels to be bundled together to achieve release rates at detectable levels and allows for the capability to run ventilation surveys with multiple tracers simultaneously. The ability to conduct ventilation surveys with multiple tracers using the PPRV bundling design and detection of the PFTs makes testing the tracers and design together a promising potential for complex and long term mine ventilations studies."

In modern industry, cost and productivity concerns and environmental concerns are sometimes incompatible, but at other times only appear to be incompatible. Surface disposal of wastes from coal preparation plants appears to be an area of the production system with little opportunity for initiating measures which cut costs and concurrently benefit the environment. However, improving the recovery efficiency of fine coal circuitry can cost-effectively reduce the plant waste environmental burden by a substantial amount. Studies at Jim Walter Resources indicate that fine-coal waste measuring 50% ash contains over 50% recoverable, marketable coal. Modifications to the plant circuitry which reduce the amount of misplaced coal in the fine-coal waste stream could substantially reduce the volume of fine waste disposed aboveground. Studies at Jim Walter Resources indicated that episodic overloads of the vacuum filters in the fine-coal circuits at the preparation plants were a source of misplaced coal in the fine-waste stream of the cleaning plants. To improve the filtration rate and reduce overload episodes, conventional rotary blowers were replaced with high pressure air blasters on most of the filters. Subsequent testing indicated that measurable benefits can be derived from this modification.

Although I will briefly review the current status of coal slurry pipeline technology, I wish to make it clear that this is not a technical paper. It is intended instead to review the current situation on energy resources and requirements, and the environmental, political and economic considerations that mandate a serious consideration of Slurry pipelines as a viable mode of coal transportation into the Georgia and Florida markets. In order to more fully appreciate our current energy situation, it will be helpful to go back a few years and review the evolution of our so-called energy "problem." It was about two decades ago that the first and only major natural gas transmission pipeline was built into the State of Florida by Florida Gas Company. This line was conceived and implemented during a time when gas was plentiful and cheap, and it appeared at that time that unlimited gas reserves were continually being discovered, thus assuring the availability of a clean, cheap fuel and the ,viability of the pipeline system. One of the major factors justifying the original pipeline construction as well as subsequent expansions was a series of long-term commitments under which Florida Gas transported natural gas owned by electric utilities for use as boiler fuel. Thus for the past 20 years Florida industry, commerce, and domestic fuel requirements have been met either directly or indirectly through clean, cheap natural gas which would not have been otherwise available without the pipeline system.

First, take a broad look at the role of mining in the Latin American economy; then, review briefly the current situation in four principal metallic mineral exporting nations -- Chile, Mexico, Peru and Venezuela; and. finally, raise some, policy questions that seem to me to be important. The Role Of Latin America In World Mining First, let's consider Latin America's position in world mining markets. Latin America provides more than 5% of world output in 16 metals or ores, ranging from antimony and barite to Tungsten and Zinc. Latin America supplies a fifth or more of the world's antimony, beryl, bismuth, copper, fluorspar, silver and Tellurium.

Mining has evolved in recent years, taking steps forward in the way that the industry is considerate of the environment and the communities in which it operates. Technology plays a major role in that evolution. Osisko Mining?s Osisko Mine near Malartic, Quebec is developing a new way of doing business. One manager said, ?We are building the Osisko culture,? but the company is doing many things that could become industry changers. Much of the change is driven by mine ownership and management to offer a better workplace and better community relations. Mining equipment manufacturers are changing, too, by engineering products with more operator comfort, fuel economy, ease of maintenance and more cleanly designed machines. And for those drills working close to communities, smaller bore sizes and sound retention are just two changes for the better.

During the past eight years there has been a dramatic change in the iron ore industry of Minnesota, in that its status has changed from that of a seller's market to a higly competitive buyer's market. Minnesota's natural ores must now be beneficiated and up-graded considerably to be marketed in order to compete with the higher grade foreign ores as well as with the locally produced and highly desirable taconite pellets. With the passage of the "Taconite Amendment' in the November, 1964 election, the taconite industry commenced to expand in Minnesota, which, although initiated in that state, was benefiting many other states and some foreign countries to a much greater extent than Minnesota. These other areas were actually appropriating markets that had been established and retained by Minnesota for many years. Since the approval by the state voters of this amendment, there has been a great increase in the development of taconite properties on the Mesabi Range.

A compact 4.87 m (16 ft) diameter tunnel boring machine (TBM) is capable of boring a 12.2 m (40 ft) radius curve while gripping horizontally, or vertically, as may be required for the excavation of turnouts. The machine's 5.0 m (16.5 ft) length and a patented machine structure allows steering while boring without causing harmful eccentric loads. An extremely stiff thrust system, rigid front and rear grippers, and the torsional stiffness of a front end electric cutterhead drive combine to create superior machine stability and boring efficiency. A 2.2 m (7.2 ft) diameter prototype, complete with a soft ground shield attachment, was used successfully on a tunnel project in Scotland.

In the construction of "Hamacho" subway station (Tokyo Metropolitan Rapid Transit), in order to minimize ground surface settlement, the pipe-roof method was employed as an auxiliary measure when removing the portion between two parallel shield tunnels to form one large tunnel for the station. 14 steel pipes (dia.1,219.2mm, length 75m) were driven in horizontally so as to cover tunnels and support heavy and extremely soft covering soil and surface structures. Procedures of temporary supporting, excavation under compressed air, reinforcing, concreting, etc., and some comparisons with conventional methods are described.

The paper’s intent is to evaluate pumpable foamed cementitious mine seal material by determining the shear strength of a generic foamed cement in the laboratory. The tests were conducted on three scales: small-size specimens, consisting of cylinders 4 in. in diameter or 3-in. prisms; double shear medium- size specimens, measuring 13 in. by 10 in.; and large-size specimens, measuring 6 ft by 4 ft by 4 ft. The small-specimen shear tests resulted in average peak and residual shear strengths of 128 psi and 56 psi, respectively. These values are fairly consistent with published shear strengths of foamed cementitious material. However, the other two types of shear tests did not achieve the shear strength of a typical pumpable foamed cementitous mine seal material. Based on the test results, the paper concluded that the structural analysis of cement foam seals should be based on their residual shear strengths, approximately 20 psi, determined from small laboratory-scale tests of the cement foam/concrete or rock interface, and not be based on their peak strengths.

The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.

Dewatering is a major operational cost at sane mines. Under certain conditions, costs associated with water disposal may continue beyond the productive life of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from the examination of a number of closed underground metal mines that exhibited drainage problems. It was observed in certain cases, that had appropriate steps been taken prior to closure, that the resulting drainage problems could have been largely avoided. The pre-closure steps would have involved alteration to the "plumbing system" of the mines: i.e., the drifts and crosscuts interconnecting the workings of the mine. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.
