The River Island mining site is located at approximately river mile (RM) 15 on the Clackamas River, a large gravel-bed river in northwest Oregon. During major flooding in February 1996, rapid channel change occurred. The natural process of meander cutoff, slowed for several years by dike construction, was accelerated by erosion into gravel extraction ponds on the inside of a meander bend during the flood. In a matter of hours, the river cut off a meander and began flowing through a series of gravel pits located on the inside of the meander bend. The cutoff resulted in a reduction in reach length of approximately 1,100 m. Erosion by bed lowering, knick point retreat and lateral erosion of upstream river banks occurred quickly. Within two days of the peak flow, 3.5 hectares of land and 105,500 m3 of gravel were eroded from the river bank just above the cutoff location. Much of this gravel moved a short distance downstream into the excavation. Reach slope increased from 0.0022 to approximately 0.0035 in the cutoff reach. Between 1996 and 2003, the knick point from the meander cutoff has migrated 2,290 m upstream, resulting in increased bed load transport, incision, and local lowering of the water table. In 1993, prior to the meander cutoff, transects were surveyed in the River Island reach upstream of the cutoff location. Resurvey of these transects and aerial photo analysis indicates that 96% of the knick point migration occurred during the first winter following meander cutoff. Connection of the flowing river to the off-channel ponds has had minimal effect on water temperatures in the mainstem Clackamas River. It is likely that this minimal change in temperature will decrease as ponds are isolated from active river flow by gravel bar deposition. Fish net-ting in spring 2002, suggests that salmonid use of the pond in the spring is minimal. The most abundant native species netted were large-scale sucker and northern pikeminnow. The most abundant non-native species netted was brown bullhead. Early regulation by state and federal agencies did not adequately evaluate potential impacts to the river and the floodplain; nor did it evaluate future impacts related to geomorphic processes and sediment transport. New permit evaluation methods, currently implemented by both Oregon and Washington, incorporate 1) river dynamism through historic river migration analysis; 2) stability of human structures in light of river dynamics; and 3) sediment transport and its impact on channel stability and dynamics. The gravel pit capture at River Island highlights the potential risks of mining in an active secondary channel of a large gravel-bed river. Mining deeper than the depth of the adjacent channel, within the active migration zone, may increase off-site impacts. In locations where multiple gravel excavations are present within the meander zone, a comprehensive reclamation and restoration plan should be developed which provides long-term channel stability within the natural variability of the entire river reach.

K.A. Grace's article advocates usage of the terms describing resources as defined by the US Bureau of Mines (USBM) and the US Geological Survey (USGS). Originally recommended in 1943, the terms were revised in 1976 and again in 1980. Mr. Grace further recommends that the term reserves should be severely restricted and that it should encompass mining and processing factors. The list of references quoted in the article does not, however, mention the study concerning reserves that was made over a period of almost four years by a joint Committee on Definitions. This committee was sponsored by three societies - the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the Society of Economic Geologists (SEG), and the American Institute of Professional Geologists (AIPG). Most of the detailed work was done by a working party appointed by the Society of Mining Engineers (SME) of AIME. After studying previous definitions in the US as well as in the United Kingdom, Canada, Australia, France, and other European countries, the following definitions were proposed and accepted in 1974 by the SME board of directors. (Ore reserve definitions in Rhodesia, South Africa, or New Zealand were not mentioned as having been reviewed.) Table 1 lists definitions from MINING ENGINEERING, July 1975. Notice in Table 1 it was mentioned, under Resources, that the definitions of reserves were recommended for the purposes of commercial evaluation. It was further stated that the terminology adopted by the USBM and the USGS, as released to the public, covering resources, was recognized as such. Mr. Grace also recommends that reserve calculations should allow for future losses in ore tonnage, ore grade, milling, and smelting. Unfortunately, it might take years to develop a prospect after it has been discovered. Mining methods have to be tested before being finalized in order to know what tonnage of ore is going to be lost, or how much dilution is likely to occur. The same problems are present in concentrating or in smelting. Operating mines usually know how mined grade compares with ore reserve grade. They can usually predict fairly closely what their final metal recoveries are probably going to be. It is, however, expecting too much to have to delay quoting reserves from say a recently drilled prospect. Any responsible mining geologist or mining engineer (or company for that matter) should state several things about an ore reserve calculation: that it is or is not a preliminary estimate only; that estimated grades have not been diluted to allow for a future, as yet unknown, mining method; that metal recoveries are or are not only tentative, based perhaps on drill hole samples only or on no metallurgical testing at all. Reserves of a partially explored prospect are always quoted when it becomes necessary to raise capital. If they are described as preliminary only (really just tonnage and grade estimates and not true "reserves") in addition to being accompanied by some of the items just mentioned, nobody is going to be misled. If, on the other hand, a report by a member of the SME or SEG is intentionally misleading, the individual must be reported and eventually disbarred from his or her society. To summarize, let us stay with the definitions of ore, ore reserves, and related terms as recommended and accepted by SME. I might add that on occasion I have used a fourth category in my ore reserve calculations, namely Geologically Possible Ore. This category is more or less the same as Inferred ore defined by the USBM and USGS. I have never given a grade to this category, which may be based only on geological mapping, geochemical sampling, or geophysical traversing.

Wollastonite, named after W.H. Wollaston, an English chemist and mineralogist, is a calcium metasilicate having the chemical formula CaSiO2. Although it is a unique mineral, wollastonite has a short history of industrial use. Wollastonite is the only naturally occurring, nonmetallic, white acicular mineral. Its acicularity is the main reason for its ascendancy in the late 1970s and 1980s as a reinforcing filler and as a replacement for short-fiber asbestos and short-fiber milled fiberglass. Wollastonite is used in applications ranging from bowling balls to automobile fenders, from ceramic tile to automobile brakes, and from thermal insulation board to protective industrial coatings. The United States is the largest producer of wollastonite, with China, India, and Finland as the other three major sources. The United States, Europe, and the Far East are where most of the production is consumed. Geology Mineralogy and Physical and Chemical Properties Wollastonite, a member of the pyroxenoid mineral group, has the theoretical composition of 48.3% CaO and 51.7% SiO2. Iron, manganese, magnesium, or strontium may substitute for some of the calcium. Commonly associated minerals include garnet, diopside, calcite, quartz, epidote, apatite, and sphene. Some of the physical properties of wollastonite are listed in [Table 1]. Wollastonite is largely chemically inert; however, it can be decomposed in concentrated hydrochloric acid. Some wollastonite will fluoresce under shortwave or longwave ultraviolet light, or both, with colors ranging from pink-orange to yellow-orange and, more rarely, bluish green. In addition, wollastonite may show phos¬phorescence. Because of its unique cleavage properties wollastonite breaks down during crushing and grinding into lath-like or needle-shaped particles of varying acicularity. This particle morphology imparts high strength and is therefore of considerable importance in many of the markets for wollastonite. The acicularity of particles is defined by their length:width, or length:diameter, ratio (i.e., aspect ratio). Individual particles, even the smallest ones, commonly ex¬hibit an aspect ratio of 7:1 or 8:1 and have an average diameter of 3.5 gm. Low aspect ratio products (powder wollastonite, or milled grades) with 3:1 to 5:1 aspect ratios are used as general fillers, in ceramics, and in metallurgical fluxing. High aspect ratio products with ratios of 15:1 to 20:1 are used as functional fillers for rein¬forcing thermoplastic and thermoset polymer compounds and as a replacement for asbestos. The dry brightness and whiteness of wollastonite are also important in determining its suitability for certain filler and ceramic applications. When pure, the mineral is brilliantly white, but impurities may color it cream or gray. Brightness is determined by measuring the reflectance of finely ground powder against a stan¬dard that is assigned a brightness of 100. Magnesium oxide and barium sulfate are the two standards used. G.E. brightness, a term used in North America, refers to brightness measured with a Gen¬eral Electric reflectometer. Commercial wollastonite products usu¬ally have a G.E. brightness ranging from 85 to 95. The Hunter method is also used to measure the brightness of wollastonite. Loss on ignition (LOI), another important property in determining applications for wollastonite, is the amount of volatile matter driven off when the mineral is heated to 1 000°C. Com¬mercial wollastonite products have an ignition loss ranging from 0.5 to 2.0%. Wollastonite's naturally high pH of 9.9 (10% water slurry) is of major importance to its use in the coatings industry. Coatings formulators use milled grades as a pH stabilizer in interior and exterior PVA (polyvinyl acetate) and acrylic latex paints. There are two polymorphs of calcium silicate: wollastonite, a low-temperature form, and pseudowollastonite, a high-temperature form. Conversion of wollastonite to pseudowollastonite occurs at about 1 120°C and results in an increase in the coefficient of expansion and a color change. Pure white wollastonite may change to a cream tint or to various shades of red or brown. This color change is thought to be due to the presence of iron and/or strontium.

There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

A novel concept involving the deployment of chemical stabilization has the potential to eliminate the need of slurry impoundments and significantly reduce the release of trace elements from the high surface area fine coal waste. The process involves mixing the fine waste generated from the underflow of a thickener operation with chemical stabilization agents to tie up the water and to create a solid waste material that can be discharged directly. Portland cement, sodium silicate, F type flyash, C type flyash and hydraulic lime were evaluated as stabilizing agents. A detailed experimental study has been conducted to identify the conditions that provide the maximum compressive strength within a short curing time. Results to date show the ability to achieve compressive strengths adequate for equipment to maneuver on using a Portland cement concentration of around 10% by weight. Quick-setting concrete was not found to enhance stabilization time and compressive strength.

"Since the United Nations conference on "environment and development" in Rio de Janeiro in 1992, the term "sustainable development" or short "sustainability" is used more and more in social-political discussions. Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. This project has been carried out on behalf of the German Federal Ministry of Economics and Labour."

For the last 15 years environmental Life-Cycle Assessments (LCA) have increasingly been used to evaluate the environmental performance of industrial processes and products and have been employed as a basis in decision making processes in the public and industrial sector. However, assessment methodologies for environmental protection measures and reclamation/remediation measures with respect to their consumption of natural resources are generally poorly developed. In this presentation a methodology for LCA of environmental protection measures and remedial actions, respectively is suggested, using the remediation/reclamation of mining sites as an example. Key aspect of this approach is the development of an evaluation method appropriate for environmental protection measures, which links the various impact indicators recognised in the impact assessments and allows their integrated assessment.

Pennsylvania has ample reserves of high-alumina clays which are potential sources of alumina, but many of these clays contain large amounts of iron, which makes them unsuitable for treatment by acid processes(1). The purpose of this investigation was to determine the optimum conditions for the selective hydrochloric acid leaching of iron (2-4) prior to the sulfuric acid extraction of alumina from Pennsylvania ferruginous high-alumina clays. This was accomplished by first testing the iron-bearing minerals and the clay minerals most often encountered in Pennsylvania clays to determine their rate of dissolution in hydrochloric acid solutions. The results of individual minerals were then based for leaching Pennsylvania clays with a 19% hydrochloric acid solution at the boiling point of the acid for approximately 30 minutes to achieve as high as 90% iron removal and only 2-5% alumina losses.

Cyclic voltammetric and potential step chronoam-perometric techniques were used to study gold dissolution in cyanide solution. Three distinct anodic and one cathodic peaks appear on the voltammogram between -0.50 and 0.80 V vs SCE. The corresponding reactions were proposed to explain the peaks and the passivations. The proposed reactions were in agreement with the effect of pH, cyanide concentration and the rotating speed of the electrode on the magnitude of the peak currents. Cyclic voltammetric tests, with various vertex potentials, were also conducted to examine the proposed reactions. Steady-state currents at various potentials were obtained by potential step chronoamperometric technique and were compared with transient currents obtained by the cyclic voltammetric technique.

After forty years of exploration and development, the heavy mineral sand deposits of the Murray Basin are on the eve of substantial exploitation by Iluka Resources Limited, Southern Titanium NL and RZM/Cable/Bemax, whom plan to initiate mining and processing operations in 2005. A trial mining and processing operation was undertaken on the Wemen North strandline deposit in 2001-2003 by Murray Basin Titanium, a joint venture of Sons of Gwalia and RZM/Cable, which brought to light a number of mining and processing problems which have since been the subject of extensive studies and process development work. The mineralogy of these weathered strandline deposits is complex by industry standards due to the variety of the heavy minerals present, coatings on the mineral grains and the extensive weathering and alteration which has taken place during the past 50 million years. This paper provides an overview of the complex mineralogy that, in turn, dictates the processes that can be used to recover the valuable heavy minerals. The Murray Basin encompasses some 300,000 km2 and has been a depositional basin, often land locked, since the start of the Cenezoic Era. The economic heavy minerals include ilmenite, altered ilmenite, leucoxene of highly variable composition, rutile, and zircon. There are also other heavy minerals present such as cassiterite, chromite, and monazite in quantities that pose both problems and opportunities. The clay content and overburden thickness also play a major role in the selection of the deposits to be mined. Project Services Consultants (PSC) has undertaken the preparation of this paper as part of its ongoing participation in the mineral sands industry and in particular the project development activities in the Murray Basin region currently being undertaken by Iluka Resources. PSC has been involved with the mineral sands business for several years with senior staff having in excess of 30 years global industry experience. Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.

The perlite industry in the United States continued to undergo rapid change and increased competition last year as it did in 2002. U.S. production in 2004 was 510 kt (562,000 st),an increase following five consecutive years of decline (Table 1). Perlite is exported to Canada and to the Pacific Rim. These partially offset imports. Perlite imports from Greece to the eastern and Gulf Coasts of the United States declined by about 22 percent after reaching a record 240 kt (264,000 st) in 2003.But their market remains protected by high rail rates from western U.S. plants. Minor imports of perlite persist by Termolita from Mexico.

With unprecedented worldwide growth and increasing global demand for energy expected to swell by 60 per-cent in the next two decades, mining matters as much now, if not more, than it ever has. This was the consensus at the 110th Annual National Western Mining Conference presented by the Colorado Mining Association, Feb. 12-14 at the Westin Hotel in Denver, CO. The role of coal ? America?s most abundant energy source ? the future of uranium and its possible resurgence in the energy marketplace, the skyrocketing value of gold as well as the issues of health, safety, climate change, legislation and government?s role in mining were all discussed during the three-day conference that operated under the banner of ?Mining Matters.? Barbara Filas, chairperson of the 110th National Western Mining Conference, president of Knight Piesold Co. and former SME president, welcomed the record crowd with an inspiring speech in which she pointed out that although ?most normal folks don?t know what role mining plays in their everyday life, mining does matter. ?Our industry,? she said, ?matters to Colorado. It matters to Colorado because it is a $3-billion industry. It matters to the 13,000 people who are employed directly or indirectly by the industry and it matters to schools that receive more than half of the royalties that are generated by mining.? During discussions of mining?s place in Colorado, the western United States and the world, special attention was paid to coal, uranium and the future of energy. ?It is time to rethink our perceptions about coal,? said Mark A. Smith, president and chief executive officer of Chevron Mining Inc. He spoke during the opening reception in a presentation titled, ?Coal to Liquids: Bridging America?s Energy Gap.? Although coal is America?s most abundant, and cheapest energy source, it is also one of the most scrutinized because of the pollution it causes and recent, and heavily publicized, tragedies that have claimed the lives of some who mine it.

The introduction of social media platforms has ushered in a new era of interaction and information exchange, which impact business-to-society relationships. Mining companies are closely watching these platforms, as the industry takes a cautious approach to control flows of information. This paper explores the risks, challenges and opportunities of using social media, based on a qualitative mixed methods investigation with stakeholders from the Canadian mining industry. Generational and language barriers, misunderstanding and limited motivation from regulators make implementing social media platforms challenging and risky at an organizational level. The benefits of social media include being able to mobilize communities and share information in real time. Despite the challenges, the study found that 62% of mining stakeholders are incorporating social media tools, mostly in an ad hoc manner. Flexible strategies for transparent communication and public engagement are creating new opportunities for information exchange.

"The development of indicators to assess the sustainability of mineral raw materials operations is amajor task with respect to its actuality and difficulty. This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

Soda ash is the common name for sodium carbonate (Na2CO3), an alkali compound that is the 11th largest inorganic chemical in terms of production of all domestic inorganic and organic chemicals, excluding petrochemical feedstocks. Despite that most people have never heard of soda ash, it is an important industrial compound used to manufacture glass, chemicals, soaps and detergents, pulp and paper, and many other familiar consumer products. Natural alkalis have been used by mankind for thousands of years; however, their industrial manufacture dates back to only the latter half of the 18th century. Natural deposits of sodium carbonate have been known as early as about 3500 BC, when the Egyptians used natural soda ash in making glass. They also mixed lime and soda ash to make sodium hydroxide (caustic soda) that was combined with silicate minerals found in the Sinai desert. This made a soluble silica, which when added to aluminum-rich silt from the Nile River, produced a silica- aluminate cement mortar with excellent bonding properties for construction. The Romans in the first century AD also used natural soda ash in glass manufacture but expanded its use medically for the treatment of colic pains and skin eruptions, and in the making of bread. Elsewhere, people used the ashes of wood to obtain their source of alkali. People learned over time that different types of wood yielded various ashes with different properties; therefore, various plants were burned specifically for their ashes. Ash from plants grown in salt-bearing soils (such as saltwort) and from kelp and other seaweeds, especially Spanish barilla, were so different from ashes obtained from other vegetation that it became known as soda ash (due to its sodium content) versus pot ash, a potassium-based alkali ash. About 13 t of barilla ashes produced 1 t of sodium carbonate and 14 kg of iodine as a byproduct. The difference between these two ashes was relatively obscure until Duhamel Dumonceau made the distinction clear in 1736. The word soda ash developed from common usage and is perhaps more well known today than its synonym sodium carbonate. One of the primary ores of soda ash is trona, a sodium carbonate-bearing mineral that's name is traced back to Arabic origin. Trona also is known internationally by other names such as urao (Venezuela), kaum (Nigeria), natron (from Greek nitron and Latin natrium), and szekso (Hungary). The beginning of the Industrial Revolution in Western Europe in the late 18th century soon put a strain on the availability of raw materials to meet consumer demands. One of these scarce materials was soda ash. Because of the Seven Years War with England and the Napoleonic wars with other parts of Europe, France could not obtain sufficient quantities of Spanish barilla or other supplies of vegetable alkali to meet the growing demand. Efforts were needed to synthesize soda ash. In 1775, the French Academy of Sciences offered a large prize of 2,400 livres to someone who could find an inexpensive method to make soda ash. In September 1791 at St. Denis, Nicolas Leblanc (1742- 1806), a French chemist, developed such a technique using salt, sulfuric acid, coal, and limestone. The French Revolution interfered with its development, and his patent and factory were confiscated with Leblanc receiving only token compensation. Napoleon returned his factory to him; however, Leblanc was not able to raise enough capital to reopen it, and he committed suicide in 1806. A small, but not particularly successful, Leblanc plant was established in England in 1814. It was not until 1823 when the process first became commercially successful in Liverpool, England. The process was introduced in Germany in 1843 and in Austria in 1851 (Harness and Coons, 1942). Soda ash production by the Leblanc process reached its peak of about 599 500 t in 1880, after which it began to decline as the Solvay process became more popular. The Leblanc process was used to a limited extent in Europe during World War I but had disappeared by World War II. The Solvay process, also known as the ammonia-soda process, was developed by Alfred and Ernest (1 838-1922) Solvay in 1861 based on a concept by Fresnel that had been known since 1811. For the next 50 years, the implementation of the idea evaded industrial chemists because no large-scale and economic means could be found to commercialize the concept. Although Ernest Solvay was unaware of the existance of an ammonia-soda concept, he solved the problems by utilizing carbonating towers. The Solvay process produced soda ash from salt, limestone, and coke, with ammonia as a catalyst. With a capital of 136,000 francs, the first plant was built by the Solvay brothers at Couillet, Belgium, in 1863 with production commencing in 1865. Synthetic soda ash production amounted to 1.5 tpd in 1866, but reached 10 tpd by 1872. They patented their use of carbonating towers in 1872 that had made ammonia-soda manufacturing a successful continuous process. Their second plant was built in 1872 at Dombasle, France. In 1874, the first Solvay plant in England was built at Northwich by Ludwig Mond, the namesake of Brunner Mond and Co. (formerly Imperial Chemical Industries), the company that currently operates the two English Solvay plants. In the United States, William B. Cogswell in February 1879 heard a presentation on the Solvay process and sailed to Europe to meet with the Solvay brothers to seek their support for using their process in New York. At first, the brothers were not interested; however, Mr. Cogswell was persistent and ultimately gained their support. The Solvay Rocess Co. was formed Sep. 2 1, 1881, and construction began immediately on the first Solvay plant at Geddes, near Syracuse, NY. The plant came onstream Jan. 10, 1884, and produced 11 180 t in its first year of operation. In 1910, rotary calciners were installed that increased capacity to 1 000 tpd. By 1930, plant capacity was up to 2 400 tpd. The facility remained in continuous operation for more than 100 years. By 1939. 10 Solvay soda ash plants were in operation in 6 States throughout the nation. The Syracuse plant was officially closed Jan. 6, 1986, with total shutdown completed by Feb. 1986. Ironically, this facility was the first Solvay plant as well as the last. Other than the first Solvay plant beginning in 1884, the majority of US soda ash supplies during the 19th century came from imports. The remainder of the US supply

SURFACE SUBSIDENCE IN MINING The consequences of subsidence are becoming progressively more serious as the consumption of an ever- increasing quantity of minerals conflicts with the needs of an expanding population for surface land area. The inevitable result will be an increase in the amount of land area on which undermining is restricted because surface subsidence must be prevented. Designation of land areas that may be undermined, provided that subsidence is controlled and kept within specified limits, also will increase. The decisions as to which land is to be used for urban, agricultural, or other purposes clearly involve considerations that go far beyond the scope of mining technology. Under the authority assigned to the US Bureau of Mines (USBM) by the Organic Act (May 16, 1910) and its succeeding amendments and pursuant regulations (30 U.S.C. 1-1 1 ), the Bureau conducts scientific and technologic investigations concerning mining and its related problems. Subsidence-control demonstrations that have been conducted under this authority include projects in Wyoming, West Virginia, Illinois, and the Pennsylvania anthracite region. The problenls for technology arc to devise methods for extracting minerals with controlled subsidence in varying geologic settings and for calculating or predicting the amount, extent, and characteristics of the subsidence that accompanies the extraction of our principal minerals mined by high-tonnage methods so that logical choices can be made from the possible alternative approaches. Where underground minerals and fuels are mined and removed, the voids that are created underground generate strong imbalanced stresses in the surrounding and overlying rock strata. The resulting readjustments in the rock masses may cause subsidence of the ground surface. Subsidence implies vertical collapse, because the most conspicuous component of movement is downward. However, the downward component is accompanied by differential horizontal strains that may be more damaging to man-made surface structure.; than the more apparent vertical displacements. SUBSIDENCE CONTROL The most widespread method of alleviating potential subsidence problems in undermined areas has been to backfill mine voids with mine refuse or some other in- expensive material that provides lateral support to the remaining mine pillars and vertical support to the mine roof and overburden. Most USBM backfilling work has been conducted jointly with the Pennsylvania Department of Environmental Resources in the anthracite region of northeastern Pennsylvania. These joint projects were conducted under the authority of the Anthracite Mine Drainage Control Act of July 15, 1955 (Public Law 84-162, as amended), and the Appalachian Regional Development Act of 1965 (Public Law 89-4. as amended). In addition to the Appalachian and mine-drainage projects, the Bureau has either conducted or participated in demonstration projects to develop the "pumped- slurry" method of backfilling mine voids. Three of these projects were conducted in Rock Springs, WY. The first was a field test of the pumped-slurry technique, conducted in 1970 under the combined participation of the City of Rock Springs, the US Department of Housing and Urban Development, the Dowell Div. of the Dow Chemical Co., and USBM (Candeub, Fleissig, 1971). The objective was to demonstrate that a large quantity of sand could be hydraulically injected under pressure through a single borehole, and that filling of the mine voids would be essentially complete. In the earlier "blind-flushing" methods, involving sluicing material through boreholes by gravity, quantities per injection hole ranged from 15 to 765 m3 (20 to 1000 cu yd), and the mine voids were only partially filled. In the first test of the pumped-slurry method, approximately 14 900 m (19,500 cu yd) of sand were injected success- fully through a single borehole. Subsequent information obtained through 43 monitoring boreholes indicated that mine voids below 11 330 m2 (2.8 acres) had been filled. As a result of the successful initial test of the pumped-slurry process, USBM conducted additional backfilling demonstration projects using the new technique. The first full-scale demonstration was carried out in the Green Ridge section of Scranton, PA, between 1972 and 1974. This project proved the feasibility of using the new hydraulic-injection technique to back- fill dry mine voids, as well as flooded voids, and it demonstrated that crushed anthracite refuse could be used as easily as sand in the process. Stabilization was pro- vided for about 202 300 m2 (50 acres) of Scranton, having a population of approximately 1000. Additional demonstration projects at Rock Springs, WY, between 1973 and 1975, resulted in the stabilization of about 364 200 m2 (90 acres). The work was necessary to preserve the physical and economic well- being of the city, because there have been numerous occurrences of subsidence during recent years. A demonstration project completed in 1976 in Rock Springs brought the total stabilized area in that city to 647 500 m2 (160 acres). At a cost of about $3,000,000, a population estimated at 7000 persons and property values exceeding $18,000,000 were protected. Presently. USBM is participating in subsidence- control projects involving backfilling in Pennsylvania, Illinois, and West Virginia. Eleven demonstration projects were in progress by USBM in 1977-eight in the Pennsylvania anthracite region and three in bituminous areas of West Virginia (one) and Illinois (two). The estimated total property value is over $100,500,000, and the total cost of the projects is expected to be nearly $20,000,000. The demonstration projects are designed to adapt the pumped-slurry technique to a variety of subsurface conditions, to increase efficiency, and to reduce costs.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). "Over 600 longwall panels have been mined in Pennsylvania in the last 50 years. Of those 600 panels, 25 panels undermined interstate highways. Despite this quantity of panels, much is still unknown regarding the detailed effects of undermining highways. The Gateway Mine, the Emerald Mine, and the Cumberland Mine undermined I-79 with 17 panels between 1982–1989 and 2003–2008, respectively; mine Eighty-Four undermined I-70 with 4 panels between 1987–2000.Through the examination of the panels that undermined I-70 and I-79, it is possible to determine which factors have most impacted the highway alignments. In some locations, the highway intersects with panels at angles ranging from 45 to 80 degrees, and at others, it runs between two panels, which simulates the effect of gateroads on the subsidence. The panels width to overburden ratio varies between 0.64 and 1.7, meaning that the interstates were influenced by both subcritical and supercritical subsidence basins. The face advance rates and overburden depths also vary between the panels.Unfortunately, specific information detailing highway impacts associated with unique characteristics of the subsidence basins are limited. However, using the profile function model and influence function model within the Surface Deformation Prediction System (SDPS), the effects of overburden, panel size, and orientation of the road to highway can be indirectly assessed by profile and influence models of subsidence basin formation.INTRODUCTIONCoal mining has been an integral part of Pennsylvania’s history. Room-and-pillar mines have been active since the late-1700s when coal was extracted from outcrops. By 1830, the city of Pittsburgh alone consumed more than 400 tons of bituminous coal each day for domestic and industrial use (PADEP, 2019). In the late 1960s, the face of mining in Pennsylvania changed with the development of full extraction longwall mines. Since that development, over 600 longwall panels have been mined in the Pittsburgh Coalbed in Pennsylvania alone (PADEP, 2019).As longwall mining and other forms of full extraction mining have increased in popularity, the amount of planned subsidence impacting the surface has also increased. The stresses and strains induced by longwall subsidence can cause damage to the surface as well any structures, water supplies, or water bodies that lie above the panel. Since the behavior of soils and structures vary, one way to study the surface effects of longwall mining is to analyze the impact on flat, rigid, pavement surfaces. Examining factors that vary the impact of subsidence with respect to highway alignment can demonstrate the favorable orientation of an alignment to avoid or mitigate damage and critical impact zones in a subsidence basin."

The establishment of a retreat system of longwall mining in this submarine coal field has been under study for many years and, although in special cases there have been limited local applications of this method of mining, there has been no attempt until quite recently to establish a uniform system of longwall retreating' in this area (see Figure 1) Where retreat walls were established, it was strictly as a result of physical, rather than economic conditions. In some of the operations- of the Corporation, where the coal was liable to spontaneous combustion- or the area subject to bumps as in No. 2 Mine of the Cumberland Railway and Coal Company in Springhills the recovery of the coal on a retreat system was more or less a necessity.
