"Since being reported to the 2012 UMI in Shanghai, the Cook Islands has been steadily developing for the commencement of it Seabed Minerals sector in its large Exclusive Economic Zone which contain a vast and unique Manganese Nodule resource, estimated at 10 billion tonnes1. At the 2013 UMI in Brazil, it was reported that the Seabed Minerals Act had commenced and all the necessary complex Technical aspects of this developmental work was being undertaken. At the 2014 UMI in Portugal, full details of the final developments leading to the opening of the Tender of Exploration Blocks in the Cook Islands EEZ will be presented in a brief but comprehensive method, using Poster displays, Powerpoint and active Website interaction. This will show the drafted Regulations, prepared on best international standards, to address both Licencing and Environmental requirements, to give clarity and security to the Resources Owner, industry and stakeholders. This work in being coordinated by the Cook Islands Seabed Minerals Authority, with the valuable collaboration of many international, regional and national stakeholders, including the Cook Islands NGOs, Marine Resources, Marine Park and National Environment Service."

For practical purposes, the terms "natural frequency," "resonance" and "critical speed" are synonymous. A part passing though its "critical" or "critical speed" may also be said to be "resonant" or "resonating." The vibrations of a precisely balanced part can be magnified by the structure in which it is assembled. Anyone who has driven an automobile knows that it will vibrate more at a certain speed than at others. According to the formula for centrifugal force, vibration should increase steadily with a rise in rpm. What happens instead is that the vibration not only in- creases with r m. but suddenly rises at a much higher rate through the critical speed, and then apparently smooths out as the rpm passes beyond it. To visualize what happens, consider a simple flat spring with a weight mounted at one end. When the spring is deflected by pulling down on the weight and then letting it go, the spring will oscillate, and the spring-and-weight system will vibrate at its natural frequency. If the timing or direction bf the impulses imparted to the spring did not coincide with its natural frequency, the result would be an irregular vibration that would not build up. If, on the other hand, the timing and direction of the impulses did coincide with the spring's natural frequency, the result would be a larger and larger amplitude. If the impulses were continued indefinitely, the amplitude of the spring's vibrations would go on rising [while its frequency stayed the same] until the spring broke or the amplitude of the vibrations reached an equilibrium [because frictional or other forces would tend to damp it]. Resonance magnifies the amplitude of vibrations in a relatively undamped system between 100 to 200 times over that of nonresonant vibrations. Frictional or viscous damping often reduces the magnification [from 10 to 20 times], but even with this reduction the amplitude would still be large enough to cause excessive wear, and sometimes even fractures. For example, a blower might show only 0.001 in. of vibration on the manufacturer's test stand. Installed, the blower could pass into its critical speed [the speed at which the frequency of the vibrations caused by the rotor coincides with the supporting structure's natural frequency], and the 0.001 in. of vibration could be resonated to 0.010 in., or as much as 0.020 in. The cure for such a condition would not be to lower the vibration of the blower by further balancing or better alignment but to separate the two frequencies by at least 20 to 30%.

INTRODUCTION The Bunker Hill mine, located at Kellogg, ID, in the Coeur d'Alene mining district, has been a major pro¬ducer of lead-zinc-silver ore since 1887. Since its dis¬covery, it has produced over 25 401 171 t (28 million st) of ore from 20 to 25 veins and ore zones. The mine now covers an area of approximately 1.609 km (1 mile) in length and 0.8 km (1/2 mile) in width and extends from 1097 m (3600 ft) above sea level to 488 m (1600 ft) below sea level. Production is presently at a rate of 1542 t/d (1700 stpd). During 1965, a new stoping method, the Bunker Hill pillar system, was developed to enable the profitable mining of large, low-grade zinc ore bodies. The system was specifically designed to in¬corporate the Atlas Copco T26GH rubber-tired loaders. High productivities were achieved, and the method was adapted for mining the higher grade stopes where large timber square sets are utilized. This results in nearly 100% extraction. GEOLOGY The area encompassing the Bunker Hill mine lies immediately south of the Osburn fault, a major east-west striking, deep-seated strike slip fault which is the dominant structural feature in the Coeur d'Alene district. The Bunker Hill forms a series of veins and mineralized zones which occur as link structures, tension fractures, and breccia zones in folded, interbedded argillaceous quartzites of the Revett and St. Regis formations of the Precambrian belt series. The Rosco ore body is predominantly a zinc ore body above the Cate fault, which is presently known to occur from the 13 level. [elevation 488 m (1600 ft)] to the 1600 level [elevation 304 m (1000 ft) ]. These ore bodies are stringer zones with at least one dominant 1.8 to 4.5 m (6 to 15 ft) wide band of ore. They dip 0.09 to 0.26 rad (5° to 15°) steeper than the local 0.61 rad (35°) dip of the Cate fault, and also deviate 0.26 to 0.52 rad (15° to 30°) in strike from the Cate. Because of the flat dip and fractured weak hanging wall, normal cut-and-fill mining has not proven practical in this ore body. The mechanized timber methods described in the next section and the Bunker Hill pillar system are the mining methods successfully used. Improvements in computer technology and associated software have allowed the improvement and development of more advanced ventilation modeling software packages including those that have the ability to simulate the effects of a mine fire on the ventilation system in terms of heat, smoke and gas distribution. This ability has real applications for the mining industry in terms of emergency planning, training and response. The primary focus of this paper will be the benefits to training programs that this type of software can provide to all types of training for various personnel, from the newly hired inexperienced miner, mine rescue, atmospheric monitoring personnel and emergency evacuation drills. The results of the simulations can then be used to give miner?s more detailed information on what types of conditions they may face based on the type and location of the fire and the program itself can be used to manipulate the ventilation system in a way that emergency response personnel may (i.e. tear down stoppings to reduce airflow to the fire area) and see the effects in real-time.

The major waste product of the alkaline extraction of alumina from bauxite [Bayer Process] is known as red-mud. Approximately, a ton of red-mud is produced for every two tons of bauxite mined. The red-mud produced from Jamaican bauxite is rich in hematite, alumina and titanium oxide. It has been shown that over 90-wt. pct. alumina can be recovered from red-mud by soda-ash sintering and caustic leaching. Hematite can be carbothermically reduced with a degree of metallization of over 94 pct resulting in attempts for magnetic separation. These separations are desirable in the notion that there is no waste product generated from this type of processing and consequently an opportunity for complete utilization of the waste material. Conversely, the pre-separated material could be charged through the tuyeres in an iron blast furnace or smelted to produce pig iron. If smelted, the concentration of titanium oxide in the slag will be significantly high justifying its recovery by established acid-leach process. This paper describes the results of alumina recovery and the plans for titanium oxide recovery from red-mud. In addition, the situation of ongoing efforts in iron extraction, particularly, the method of magnetic separation of the reduced material. The problems associated with the use of reduced red-mud as an alternative to direct-reduced iron [DRI] has also been discussed. Critical assessment of the recovery sequence chosen for the products has been described based on economics.

The link between artificial ground freezing and the mining industry stretches back more than 140 years, and across an ocean. Patented by the German scientist F.H. Poetsch in 1863, the technique is reported to have first been used circa 1862 in the coal mining valleys of South Wales. In the United States, the first ground freezing application, to a depth of 30 m (100 ft), occurred in 1888 for the Chapin Mine Co. in Iron Mountain, MO. In England in 1901, the Poetsch method was used for the first time to successfully sink two shafts through 24 to 27 m (80 to 90 ft) of wet sand and boulder clay at the Washington Glebe Colliery, near Sunderland. British mining engineer T.H. Cockin, in his 1905 Class-Book of Practical Coal-Mining, noted that, ?This method of sinking through thick beds of very wet quicksand has met with great success; it is one of the recognized methods of sinking on the Continent.? Mine shaft freezing soon became relatively common in Europe where the project could bear the cost of a major refrigeration plant construction. However, it was not until 1952 that the second North American ground freezing project was completed to facilitate the sinking of a 4.5-m- (15-ft-) diameter, 233-m- (765-ft-) deep shaft at a Potash Company of America (PCA) mine in Carlsbad, NM. Nowadays, ground freezing is used worldwide for both mining and civil applications. In small mine shafts of 3 to 6 m (10 to 20 ft) in diameter, excavations have been carried out to depths of more than 820 m (2,700 ft) within the protection of unbraced or unlined frozen walls. In fact, for deep mines, no better method has yet been established for sinking production shafts through deep, water-bearing ground. Major deposits of coal, potash and salt would still be inaccessible if not for artificial ground freezing. There are several advantages of ground freezing unique to the construction of shafts. Proper instrumentation can provide complete assurance of the integrity of the freeze to full depth prior to excavation. The frozen wall allows construction to be scheduled without evaluating the in-shaft time necessary to probe ahead, place additional sup-ports or deal with ground water. The freeze can be implemented perfectly through the soil/rock interface, which is often the most difficult geology in which to create a ground water cutoff by other methods. "Hydrothermal systems are a major component of the processes that shape the composition and structure of the ocean crust, providing a major pathway for the exchange of heat and elements between the Earth’s crust and oceans, and a locus for prolific biological activity on the seafloor and underlying crust. On the other hand, the structure and composition of hydrothermal systems are the result of complex interactions between heat sources, fluids, wall rocks, tectonic controls and even biological processes.Ultraslow spreading ridges, including the Southwest Indian Ridge and the Gakkel Ridge, are most remarkable end member in plate-boundary structures (Dick et al., 2003), featured with extensive tectonic amagmatic spreading and frequent exposure of peridotite and gabbro. With intensive surveys during the last decades, it was suggested that ultraslow ridges are several times more effective than faster-spreading ridges in sustaining hydrothermal activity. This increased longevity can be attributed to deep mining of heat and even exothermic serpentinisation (Baker et al., 2004).Distinct from faster spreading ridges, one characteristics of hydrothermal mineralization on seafloor in ultraslow spreading ridges, including the active Dragon Flag hydrothermal field at 49.6 degree on the Southwest Indian Ridge, is the abundant and pervasive distribution of lower temperature minerals (such as Fe-silica or silica, Mn (Fe) oxides, sepiolite, pyrite, marcasite, etc.) in the hydrothermal fields. Structures formed by lower temperature activity in active and dead hydrothermal fields can also be identified. High temperature minerals such as chalcopyrite are rare or very limited in hydrothermal chimneys at ultraslow spreading ridges. The distribution of diverse low temperature hydrothermal activity is consistence with the deep heating mechanisms and hydrothermal circulations in the complex framework of ultraslow spreading tectonics. On the other hand, deeper and more extensive mineralization at certain locations along the ultraslow spreading ridges can be reasonably presumed."

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

In many papers concerned with fundamentals of the froth flotation process, authors have considered the contents of a flotation cell to be comprised of two immiscible phases, the froth and the pulp. I (Of course, each of these phases is in turn made up of several solid phases plus air and water.) This generalized concept of the flotation system can be extended by considering the cell contents to include two phases: an extracting phase, the air bubbles plus the collector, which removes a selected mineral component from the second phase, the ore pulp. Thus, there is an analogy between a flotation system on the one hand, and chemical extracting systems, such a solvent extraction system or a leaching system, on the other hand. Such extracting systems may be operated in cocurrent or countercurrent fashion. This paper includes first a brief discussion on the general nature of cocurrent and countercurrent operation as applied to froth flotation, and then presents the experimental results of flotation of a specular hematite ore by each method, using a tall oil fatty acid as collector. Cocurrent Flotation A conventional flotation circuit involving roughing, scavenging, and cleaning flotation is illustrated schematically in Figure 1. In such a circuit the col¬lector, or extractant, and new feed ore enter together at the head of the rougher circuit, and flow cocurrently to the scavenger circuit where more collector is added. According to this practice, sufficient collector is added to the head of the rougher (and scavenger) so that the final tailings are of low enough grade to be discarded. Since the flow of collector and ore is cocurrent, the process consists of single stage contact between the extracting phase and the ore pulp. If the scavenger concentrate is recycled to the head of rougher, the overall circuit has some of the characteristics of countercurrent flow. In order to understand the intricate nature of blast damage mechanism and to counter the associated problems, small scale blasting experiments were performed on hydrostone, concrete and granite. This was followed by a 2.4 m x 2.7 m (8'x 9') drifting operation in a quartzite quarry. Interior as well as exterior damage was assessed by different techniques. On the basis of the experimental results, the effect of explosive characteristics on the damage was examined.

The 3.5 km long Ashbridges Bay Outfall in Toronto, Ontario, Canada was a challenging drive set below Lake Ontario. After a remote machine acceptance due to the global pandemic, an 8 m diameter Single Shield machine launched in March 2021 from an 85 m deep shaft and began its bore in shale with limestone, siltstone and sandstone. During excavation, the TBM and its crew bored a city-wide record of 30 rings in one day, or 47 m of advance. This paper will cover the unique project, from TBM acceptance through to launch, tunneling in difficult conditions, and completion in 2022.

Quintette Coal Limited (managed and 50% owned by Denison Mines Limited) operates an open pit coal mine located in northeastern British Columbia, in the foothills of the Rocky Mountains. (See Fig. l). Mining commenced in 1982. The mine currently produces 4.75 million tonnes of medium volatile bituminous coal per year from three pits (Mesa, Wolverine and Shikano), using a truck/ shovel operation. (See Fig. 2). Conveyors and trucks transport run-of-mine coal to the heavy media/froth flotation process plan t, where it is cleaned and loaded into rail cars for delivery to the Ridley Island port at Prince Rupert, British Columbia. All coal is sold to the Japanese steel industry under a long term contract. The coal seams mined at Quintette are contained in the Lower Cretaceous Gates Formation. Mineable seam thicknesses vary from 0.6 m to 10 m. The regional structure of the area is typical of foreland fold and thrust belts, with open to tight folds and imbricate thrust faulting. The range of structural features found in the three pits, and their effect on mining, forms the subject of this paper.

BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. INTRODUCTION Today, flotation is clearly the dominant mineral concentration method. Since it is a relatively selective process, it is used for almost all sulfide minerals. A recent U. S. Bureau of Mines study indicated that approximately 225 million metric tons of sulfide ore was processed in 67 plants in the United States in 1980 (USBM Staff, 1981). There were over 100 plants processing copper ores in the world (Bassarear, 1985). Sulfide ores containing lead, zinc, copper, molybdenum, precious metals, cobalt, nickel, and iron are generally separated and concentrated by flotation. This chapter briefly reviews the plant practice related to the recovery of the above-mentioned sulfide minerals with emphasis on chemical reagents used for the production of marketable-grade products. PROCESSING OF SULFIDE ORES It is beyond the scope of this chapter to review the milling data for operating plants which have been extensively covered in literature (Tveter and McQuiston, 1962; Rausch and Mariacher, 1970; Weiss, 1985; Crozier, 1979). However, the following generalizations can be made regarding the processing of sulfide ores: 1. The primary grind is targeted to produce as coarse a product as necessary to provide an economic degree of liberation. 2. The concentration process, generally flotation, is designed to produce a concentrate consisting predominantly of valuable minerals and a middling fraction which may require further grinding to produce an optimum release of minerals. 3. The chemical reagent suite (collectors, frothers, etc.) for the separation of sulfide minerals from gangue minerals is generally complex. Total reagents used in the flotation process can be as high as six to eight, as is the case for lead and molybdenite separation from complex sulfide ores. 4. Chemical reagents are generally expensive because of the high selectivity for sulfide minerals. The process flowsheet is dependent on several factors, including ore grade and mineralogical composition. Generic process flowsheets for processing different sulfide ores have been developed for discussion in this chapter. However, there appears to be a consistent relationship between the reagent combination choice and the mineralogical composition of the ore (Tveter and McQuiston, 1962). These are covered in detail in the following sections. LEAD AND ZINC Galena (PbS) and sphalerite (ZnS), which commonly occur together, are the only minerals of lead and zinc, respectively, in most primary deposits. Feed ore grades are typically 1 to 5 percent Pb and 1 to 10 percent Zn. Very often economic quantities of copper and precious metals, silver and gold, also occur with these base metals.

To mitigate and control the combined sewer over-flows from 17 outfalls in Detroit, MI, three outfalls in Dearborn Heights, MI and eight outfalls in Redford Township MI, the Detroit Water and Sewerage Department (DWSD) completed the preliminary design of a storage tunnel in 2005. In 2006, a final design revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km (7-mile) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each and 14 drop shafts with various IDs. A small portion of combined sanitary and storm sewers serve the majority of the Rouge Valley water-shed. This includes Detroit, MI and most of the western suburbs. The Northwest Interceptor (NWI), that extends between Eight Mile Road and Ford Road and roughly parallel to the Rouge River, intercepts sanitary sewage and some wet weather flows from trunk sewers in the tributary areas for transport to the wastewater treatment plant (WWTP) for treatment. During extreme storm events, when the capacity of the NWI is exceeded, the excess combined sewer and overflow (CSO) over-flows into the Rouge River through 17 outfalls to local rivers. The purpose of the Upper Rouge Tunnel system (URT) is to capture and significantly reduce the uncontrolled CSO from these 17 outfalls in Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township. A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine opening stability. Laboratory test data, borehole measurements and geological mapping assisted in constructing a coupled finite element model of the rock mass. The model was used to make quantitative estimates of: 1) rock stress, strain and displacement changes, and 2) water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. Stability of crown pillars between stopes was of particular interest. The relatively low effective stress and high rock mass strength showed that water pressure changes were of no great consequence in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific input data.

Geologic mapping was undertaken in the Sierrita Mountains as part of a Doctoral program at the University of Arizona, Tucson. During the study, approximately 35 square miles was mapped in detail, with particular attention given to specific areas of great or significant structural complexity and their relation to mineralization in the vicinity. A combination, of field studies and photogeologic interpretation was used in order to define regional and local structural controls for disseminated copper-molybdenum mineralization in and adjacent to the study area. Gratitude is expressed to the faculty of the University of Arizona, Department of Geology for their assistance in this work and to Bear Creek Mining Company for making numerous reports and drill cores available for study.

Coal is still a part of energy generation worldwide and has a significant role in the sustainable development of countries. The amount of shallow coal deposits is getting scarce, making efficient underground mining operations crucial for both local and global economies. In underground mining operations, longwall mining is a commonly utilized method to extract deep coal deposits. One of the leading engineering goals in longwall mining is increasing the efficiency of the system by investigating the effects of operational factors on equipment. This paper investigates the shearer performance for a longwall top coal caving operation by discrete event simulation that includes modeling the double-drum shearer, belt conveyors, stage loader, and armored face conveyors (AFC) to evaluate system performance by considering the amount of daily coal production of the shearer. As a result, the most influential factor on mine production is determined and a data-based framework is developed. This study suggests a framework for data collection, data analysis, and the interpretation of the operational data to evaluate the primary production unit’s performance. The models developed for the face coal extraction operations in a longwall top coal caving (LTCC) mine have a bi-directional cutting system and can be implemented in other operations readily.

The introduction of nitro-carbo-nitrate (NCN) blasting agents has been one of the most significant innovations in the explosive industry in the last twenty years. The most commonly used blasting agent is a rather narrowly proportioned mixture by weight of 94% ammonium nitrate (AN) and 6% No. 2 diesel fuel oil (FO) that is generally designated as ANFO. Other formulations have been developed but none of these have been as extensively used as ANFO. The relative safety of the nitro-carbo-nitrate (NCN) blasting agents almost immediately suggested bulk loading techniques to obtain economies in materials handling. The first attempt at bulk handling was to pneumatically load boreholes with ANFO. When the initial experiments were made in 1957, it was apparent that there were three problem areas which needed study to minimize potential hazards. These were: 1. Static Electricity 2. Fumes 3. Safe Handling Procedures Since those early days, considerable work has been performed in evaluating these problem areas and in arriving at procedures and recommendations that would provide the required safety. Despite the relative insensitivity of ANFO type products, all normal practices for the safe handling of explosives should be obselved. Smoking should not be tolerated in the vicinity of blasting agents and misfires should be handled in the same manner as a misfire with a dynamite charge. The purpose of this Technical Report is to discuss the problems of static electricity and fumes and the solutions that have been developed. Safe handling procedures have been discussed by the Bureau of Mines and are specified by various state and local regulations. Since regulations vary from state to state, the local, applicable regulations must be followed within the area of their jurisdiction. General information is contained in a U. S.
