The 70th Regular Meeting of the Rocky Mountain Coal Mining Institute convened at the Steamboat Village Inn, Steamboat Springs, Colorado, and was in session at 10:00 a.m. The session was called to order by Past President O. F. Lewis. Consultant, Colowyo Coal Co., Denver, Colorado. Mr. Lewis introduced President A. F. Geiger, Manager, Navajo Mine, Utah International, Inc., Fruitland, New Mexico. Following are Mr. Lewis' remarks: Ladies and gentlemen, members of the institute, guests and friends, welcome to Steamboat Springs and the 70th meeting of the Rocky Mountain Coal Mining Institute. From all appearances this is our largest meeting and should be the most successful. When I last spoke to you I was President of Colowyo Coal Company and the Rocky Mountain Coal Institute but that has changed. Colowyo Coal Company was acquired last Dec. by W. R. Grace & Co. and operates as Colowyo Coal Company, Division of W. R. Grace & Co. I am confident these people will make a worthwhile contribution to the coal Industry.

When the writers were asked to prepare a paper on this subject for this meeting of the Institute there was some question in our minds as to what to say that would be of interest to the members. You all know that Utah has some wonderful seams of good coal, on which have been opened some of the most modern mines in the United States, and that her coal operators have been putting forth many efforts to reduce losses due to accidents as well as disease. While I believe that the physical condition of Utah's mines is as good as in any other state we are not unaware of the fact that a great deal can still be done and we are always willing to frankly discuss the accident situation in the state. Dr. Murray has assembled some interesting figures showing the monetary loss due to accidents and disease which I will will proceed to give you to show the necessity of continued efforts in welfare work regardless of humane considerations.

For several years the C. F. & I. Co. men have been working on a fan signal and many different schemes have been tried. I will describe a few of them. A make-and-break attachment was placed on the fan shaft which caused a light to flicker. A hinged door was placed on air course and counter balanced so that it would have a slight travel when the air pressure was reduced an appreciable amount. This motion was used to open the power circuit, blow a whistle, or ring a bell. Series transformers were placed in motor leads of fan drive motor and the variation in amount of power to motor was used to control the fan signal through a magnet or relay. A governor was placed on the fan shaft which opened a signal circuit when speed of fan was reduced. We tried to produce a machine actuated by the volume of air, (that is on the principle of the anemometer) but had to discard this due to its being too delicate. None of the above schemes seemed to fill the conditions which the State and our Mine Inspector wanted covered. They gave us the following demands for a signal: 1. Must open mine circuit and sound alarm when air pressure was reduced below a certain amount. 2. Must be fool proof. 3. Must work on any kind of fan drive (steam or motor). 4. Must be safe to ' install- in any mine or fan house. 5. Must not depend upon mechanical device which could become inactive due to friction or other causes. 6. Must be as simple and easy to adjust as possible.

Mr. Robert Von Storch opened the meeting at 9:00 a.m. Mr. Von Storch: As a matter of fact, I am very much surprised to see many of these faces. The way you were acting last night I did not expect to see so many but you are evidently all right, and survived. This morning's session is the ?RESEARCH DEVELOPMENT? theme, and our first speaker- (and we made a little switch) - is Jack Huebler, Associate Director, Research Institute of Gas Technology, Chicago, Ill. The switch is because of a projector problem. Jack Huebler was born in Michigan and received degrees in Chemical Engineering and Mathematics from the University of Michigan in 1941. He joined the Surface Combusion Corp. immediately and was with them for 20 years, rising to the head of research. He took leading roles in the invention and development of many heat using processes involving gas chemistry combustion and metallurgy. The now famous Erie Mining Taconite Pellet Process was one of these. He pioneered in gas carburizing and in the preparation and use of prepared atmospheres. He specialized in the heat transfer aspects of many new industrial metal heating processes. He left Surface 5 years ago to join IGT.

Mr. Pickett's remarks were primarily concerned with the legislative aspects of the coal industry. Mr. Pickett stated that as a result of the 1952 election, only two senators and eleven representatives are now in the legislature who have ever served under a republican administration. He said there are 425 legislative issues now on the floor of Congress concerning the coal industry, but the coal industry has difficulty in legislation, because, although there are 31 coal states, only 11 states produce more than 5,000,000 tons per year, and 11 states produce between 500,000 and 5,000,000 tons of coal a year. In these states there are 44 senators and 195 representatives, less than a majority in either house, if all could be counted on to support the coal industry. An important committee to the coal industry is tile House Ways and Means Committee, composed of 25 members, 15 Republicans and 10 Democrats. Even with the support of the senators and representatives from these 22 states, legislative action is difficult.

MR. STROUP: As soon as the mine workers realize that machine loading is going to be with us permanently, they will gradually accept the view that they, as well as the Mine Operators, will be in the end better off. Don't you find that to be true? MR. BUTLER: I do find that the antagonistic feeling that prevailed at the start is getting less and less and that the miners are co-operating with us. The machine is going to stay with us and I believe it is going to be better for them because instead of having the hard work of heaving coal, they will merely run the machinery that heaves the coal for them. I believe they all feel that way about the matter. MR. McAULIFFE: Mr. Farnham, out of his professional diplomacy, was very careful not to even mention his own machine by name. I would like to say a word about salesmen and about the men who develop the machines. They are perhaps doing more for the industry than we are doing ourselves. This applies also to the railroad business that I put a great part of my life in. If it were not for the energy, courage, and ingenuity of the men who manufacture machines, we would not occupy the advanced position we do today in the mining world.

Lloyd W. Ingles, Superintendent, Allen mine, Colorado Fuel and Iron Corporation. Stonewall, Colorado, called the meeting to order at 9:30 a.m. He introduced George C. Trevorrow, Safety Director, Bituminous Coal Operators' Association, Washington, D. C., who spoke on "Recent Developments for Improving Safety in Underground Coal Mines." (Refer to the index for the printed text of this paper.) Following Mr. Trevorrow's paper, James Westfield, U. S. Bureau of Mines, Washington, D. C., spoke briefly to the group or some of the new methods of controlling fire mentioned in Mr. Trevorrow's paper. Mr. Westfield stated that the Foam plug had been used in the Bureau's experimental mine, and was also used in New Mexico, but was not successful in putting out the lire. In a recent fire in Southwest Virginia where 18 men were lost, the foam plug was used after the fire had been burning for about 6 or 7 days. It did have a good effect, but the section had to be finally sealed off. In a fire in Pennsylvania about 2 weeks ago, the foam plug was put into action after about 9 hours. Although the section was finally sealed, managers of the mine credited the foam plug in saving the mine. Mr. Westfield stated that equipment must be at hand when fighting a fire; that time wasted in securing proper equipment may make the difference. Mr. Westfield also stated that as late as 2 months ago, it seemed that a methane monitoring device was as far as 4 or 5 years away. Now it is expected that it may be put in production within the year. Experimental models are in use in Pennsylvania and West Virginia. Mr. Westfield concluded by complimenting Mr. Trevorrow on his excellent paper.

The 63rd Regular Meeting of the Rocky Mountain Coal Mining Institute convened at the Stanley Hotel, Estes Park, Colorado, and was in session at 10:00 a.m. The first session was called to order by Past President George A. Nugent, Vice President and General Manager, Big Horn Coal Company, Sheridan, Wyoming. He thanked and offered his congratulations to the Program Committee for a very wonderful job, namely, John Reeves, Chairman, E. G. Fox, Lee Jensen, O. F. Lewis, J. Peperakis, R. M. von Storch, J. E. Ward and R. R. Williams, Jr. He thanked the suppliers for a fine cocktail party the evening before. The third session of the Rocky Mountain Coal Mining Institute was called to order by Edward G. Fox, President of the Bitumious Coal Operators' Association, Washington, D. C., at 9:M A.M. He stated he had enjoyed being present at the Institute the past two years, and was honored to be asked to preside at this morning's session. Mr. Fox introduced Cloyd M. "DOC" Smith, Vice President of World Mining Consultants, Inc., Washington, D. C., whose talk, "World Trade in Coal" was illustrated with a number of graphs. (See Index.) M. E. "Shorty" Wade, Assistant Purchasing Agent, Kaiser Steel Corporation, Fontana, California, was introduced and gave a paper on "What Is Required to Realize Profits Through Purchasing." (See Index.) Mr. Fox suggested that all members take an active part in their association. He stated that much more can be done in association work than as a lone wolf. He urged all to support their organization and stay with it. It is for each member's good and not for the good of a few. Carl G. Schilbe, District Manager, Jeffrey Manufacturing Company, Columbus, Ohio, was introduced, and he presented a paper on "Results of a Study in Belt Idler Design -The Perma-Seal Idler." This paper was illustrated with a number of slides. (See Index.) "Operation of A-C Mines," was the topic covered by W. C. Painter, Service Engineer, Joy Manufacturing Company, Price, Utah. (See Index.) Each of the papers was well received, and presented a number of things valuable to all who heard them. Mr. Fox then turned the meeting back to President von Storch who read several announcements of committee meetings, and the meeting was adjourned at 11:30 A.M. for an afternoon of recreation before the banquet and dance that evening.

Hair, General Superintendent, Coal Mines, Colorado Fuel & Iron Corporation, Pueblo, Colorado, opened the meeting at 10:00 a.m. "I will now call the Fifty-Third Regular Meeting of the Institute to order this morning and welcome the members and the guests. I'm on the program to introduce John Peperakis, President of the Institute for this year. I regret to announce that Mr. Peperakis received word this morning of an emergency at his mine and left to attend to this. We hope it is of a minor nature and he will return. (Editor's Note: Please refer to the index for printed text of the President's address which he had intended delivering, had he not been called away.) However, in the meantime, Robert von Storch has graciously consented to act as president until John Peperakis returns. "I needn't tell you who he is. Robert M. von Storch is General Superintendent of Coal Mines and Quarries, Columbia-Geneva Steel Division, United States Steel Corporation, Columbia, Utah. I now present Bob von Storch." Mr. von Storch: "As most of you know, the Rocky Mountain Coal Mining Institute cannot compare to the Mining Congress, as it is not a professional organization. It represents the coal operators in New Mexico, Utah, Colorado, Montana and Wyoming. We have a group of volunteers to put this together and use this occasion to get together and exchange ideas.

FEBRUARY 26TH. MORNING SESSION: The sixteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in one of the private dining rooms of the Albany Hotel, Monday morning, at 11 o'clock, with the President, F. W. Whiteside, in the chair, one hundred and one members being registered. The minutes of the previous meeting were read and approved. The Treasurer reported the finances of the Institute in excellent shape. The President appointed J. B. Marks, J. S. Veach and W. A. Ream as a Resolution Committee, and Frank A. Young, M. B. Urquhart and G. A. Murphy a Nominating Committee. There being no further business the meeting adjourned. AFTERNOON SESSION: The afternoon session was called to order in the Ball Room of the Albany Hotel, with approximately one hundred members present, President Whiteside presiding. A. L. Jones read his paper entitled, "The Power Problem of the Coal Mine," and C. E. Drennan, his paper, "Why Alternating Current." These papers were thoroughly discussed, after which the meeting adjourned. EVENING SESSION: At 6:45 p. m. two hundred and fifty-three members and invited guests met in the Ball Room of the Albany Hotel for the banquet. Harry F. Nash was toastmaster, and George Sanford Holmes the principal speaker. Following Mr. Holmes speech, H. N. Wheeler delivered his humorous oration of the "Annexation of Cuba;" following this certain members of the Institute gave an entertainment depicting a fictitious meeting of the United States Coal Commission. Chester Mott, formerly a member of the Institute wrote the words and songs of the entertainment, and directed it. After the show the assembly enjoyed a dance.

PRESIDENT WHITESIDE: I am sure we are very grateful indeed for this very interesting talk that Mr. McClure has given us. If anyone has any questions to ask Mr. McClure I am sure he will be glad to answer them at this time. MR. WEITZEL: I want to ask Mr. McClure whether in the instance he described by-passing the drier, whether there was any rest period between the crusher and the furnace, whether the powdered coal that was not dry was allowed to rest in the pipe or was blown directly into combustion chambers. MR. McCLURE: Yes, it moved directly; there might have been some difference had we given it an opportunity to rest. We just had to get in and get out so as not to interfere with operations. MR. WEITZEL: Your idea is, even though you did use a high moisture lignite, you could store it under water if you eliminated surface moisture later. That is a new idea to me; I always had thought that you had to reduce the moisture down under 2 per cent, and to try to store it with anything more than that, any higher moisture, you would have to break the stuff loose again, as it gets so hard it won't move. MR. McCLURE: It might develop I am absolutely wrong; I am just saying what I observed, and I may have had some unusual condition, which I did not detect; something may actually develop which will make my statement of drying lignite entirely wrong. Mr. Chairman and Gentlemen: At the request of our Secretary, Mr. Shubart, I am pleased to present the following brief discussion of the Alamo Washery. In order to insure an excellent and uniform preparation of nut coal, the Alamo Coal Company erected last year a modern washery at a cost of about $50,000, in which, since the completion last December, all of the nut coal shipped from the Alamo Mine, has been washed. In part of the workings of the Alamo Mine, the coal is overlaid by a lenticular strata of slate, which invariably falls when the coal is shot down and breaks for the most part into fragments of such size as pass through three-inch round perforations, and are retained on plates having one and a fourth inch round holes with the nut coal. This "draw slate" comprises the principal impurity in the Alamo coal, and to remove it, some bone and a few small fragments of sandstone from the roof and floor, the washery was designed and erected. February 22nd, 1926. Mr. Benedict Shubart, 521 Boston Building, Denver, Colorado. Dear Mr. Shubart: At your request, am submitting to you several suggestions for the amendment of our safety code which you felt should be kept up to date. As before, am advising you that these suggestions do not have the approval of the entire Safety Committee, but rather are the individual opinions of several members who have expressed their wishes in the form of letters to me. I am particularly indebted to Mr. Dan Harrington and Mr. Wm. Littlejohn for their assistance. Would recommend the following amendment a to the various sections. Section 1. Wherever possible trolley wires should be securely hung to roof or timbers at a distance of not less than five feet and not more than six and one-half feet above rail and six inches to one side. Spacing of hangers should be from 20 to 25 feet apart. Section 2. 500 volts D. C. should not be allowed in any installations. Trolley wires should not carry a voltage of more than 250 D. C. Pumps, mining machines and other small machinery units where A. C. power is used should not carry a voltage of more than 220. Large units, such as pumps, motor genera- tor set and hoists, may use a voltage of 2,200. When power cables to operate same are of armored construction, cables should be securely buried at all crossings. Section 4. All low cost coal has been mined. Engineers are searching for a safe and effective way to mine coal seams' deep within the earth. The most modern of these is the RL, an acronym for Robotic Labor. Mining robots are programmed to do specific jobs but can think on their own during an emergency. MR's, or mining robots, usually have a same basic shape. A torso is mounted on treads. Designers chose treads because it gives the robot a great deal of mobility. The torso has two arms. One arm is equipped with a human hand. The other has a human-like hand. Mining is done underground. A small robot goes around punching holes in the coal. A small charge is inserted in the hole. The MR ignites the charge with his laser. It explodes after three minutes. The MR returns to the station where his battery is recharged. Mobile cement barricades are moved between the blasting area and other working MR's. After the charge explodes the barricades are moved to another area. The MR returns and cuts the coal chunks into pieces. Another robot comes and loads the coal and carries it to the loading bin. From there it is taken to the surface where it is weighed and shipped. The whole process was done by robots. Humans just supervise but help in an emergency or malfunction.

MR. C. M. GODDARD: Mr. Poli invented this little safety switch box. This junction box he has does improve the appearance mentioned in the underground junction boxes used in the foreign countries, where this thing is compulsory. There was some arrangement whereby the attachment could not be made with the switch in. The switch has got to be out of place before they can put the terminals into this box, which avoids all possibilities of short-circuits, except where protected on the inside of this box. In mines that are not gaseous, this is not so essential, but he has invented a very small junction box which probably. could be built for six or eight or ten dollars; if those things are necessary, for the handling of mining machines and their apparatus, takes current off the transmission line, and he has something that would meet that requirement, and I think when it is looked into it will meet the approval of the Bureau of Mines. He had this little box yesterday, and some of the members had looked it over and think, if they will look more favorably into it, they will find something to their advantage. PRESIDENT PRYDE: I think it is a good idea to bring in safety appliances and devices at this meeting. There were two more devices brought in here this morning; one a safety powder flask, and the other a carbide can. We have talked a great deal about permissible powder. It is going to take a little time to change over, and we would have to use the black powder cans. I will leave them in the window, if you care to investigate them.
