This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

Presented in this volume are the basic mining techniques and production operations associated with underground bituminous coal mining. Chapter 2, "Multiflow Process Charts", presents, in sketch form, a description of the various operations characteristic of conventional and continuous mining. In order to focus attention upon the major components and operations in each work cycle, certain items are not shown in the sketches, e. g., machine electrical cables, brattice, and rib posts. The elapsed time shown for each sketch is considered representative for the various work elements summarized by the sketch. More detailed work element times can be found in Chapter 3, "Typical Work Cycle Times", and Chapter 4. "Standard Time Data".

Exploration activities in 1980 felt the effects of unstable economic conditions and oscillating metal prices. In the cyclical, boom-or-bust precious metals and uranium markets, precious metals activity flourished and uranium was definitely in a slump. By November last year, the price for vellowcake was down nearly $20 from two years earlier. Many mining and milling operations closed, particularly in Wyoming, New Mexico, and Colorado. Decreasing emphasis on nuclear power continued to impact the market, as did the Three Mile Island accident of 1979. Earlier forecasts estimated that 10 to 12 reactors would be ordered per year by US utilities throughout the 1980s, but current forecasts suggest that it may be 1983 or 1984, or even later, before any new US plants are ordered, according to Thomas A. Boyden, vice president of Nuclear Exchange Corp. "Without those new plants, the consumption loss to industry is 4 to 5 million pounds (1.8-2.3 kt) of uranium per year. The cumulative loss to the industry is currently estimated at 25 to 30 million pounds (11.3-13.6 kt)," Boyden said in a May 1980 presenta¬tion. Despite the plunging market, there were a few notable uranium explora¬tion programs: •Exxon expanded uranium exploration in New Mexico, where the company reportedly took preliminary steps toward acquiring mineral rights to a 22-km2 prospect, 19 km south of Santa Fe. • Mountain States Resources began the second phase of an exploratory drilling program on its Sinbad/ Solo prospect in Utah. • Also in Utah, Cotter Corp. drilled its first exploratory hole in the Dirty Devil River district. Exploration for precious metals in 1980, however, appeared to tend toward the opposite extreme. High prices sparked near feverish searches in Alaska, California, Colorado, and Nevada. Numerous mines abandoned years ago were revived with some signs of success. Significant gold finds were reported in California and Nevada: • Homestake Mining Co. announced a gold discovery in California estimated to contain over 5 Mt with an average grade of about 5.8 g/t. Because the deposit consists of finely disseminated particles not visible to the eye, many speculate that prospectors bypassed the area during the 1849 California gold rush. • Newmont Mining Corp. discovered two gold ore bodies-Maggie Creek and Gold Quarry. Maggie Creek reportedly contains an estimated 13.7 t of gold in 4.3 Mt of ore, and Gold Quarry contains about 31.1 t of gold in 9 Mt of low grade ore and 2.3 Mt of higher grade ore. Highlights of this year's exploration review include articles on the modest growth recorded in geophysical activity, technical developments in exploration geochemistry, the variety of new instruments being tested or made available for exploration, and a state-by-state exploration review for the year.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines - mining, metallurgical, chemical, civil, electrical, mechanical and environmental - as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies - and hence no two development projects - are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource project's development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as `doing a feasibility study'. But the principal purpose of a `feasibility study' is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant - they are a prerequisite to the demonstration of a project's viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of `feasibility studies' and provide guidance to minimum standards and best practice.

"In early 1988 the decision was made by Noranda Minerals Inc. to install pressure filters at the GECO mill to replace the vacuum disk filters and bunker-C fired rotary kiln dryers. Two filters were installed, one for copper concentrate and one for zinc concentrate. Completion of the project was scheduled for the third quarter of 1989. The filters were made operational in October 1989. Some work remains to be done yet on loadout conveyors for total project completion. Capital expenditures for the project have been approximately $2,700,000 to date. The paper describes the selection criteria for the filter, the installation, startup and associated problems.1. INTRODUCTIONThe filter model chosen for the project was the Verti-Press model VP-50-6(7) (Figures1 ,2 and 3) by Filtra Systems of Farmington Michigan, USA. The decision to purchase the Filtra Systems filter was based on gaining familiarity with a different, mechanically simpler pressure filter than the Larox design and to a lesser extent a necessity for repairs to the the disc filter, rotary kiln dryer system used at the GECO operation for its' copper and zinc concentrates. The fact that it is manufactured in North America was an important consideration. The same basic principles of pressure filtration as the Larox machine are used but the implementation is quite different and somewhat simplified with some interesting innovations. 2 filters were installed to allow direct and immediate comparison of the same machine on both fine and coarse materials. Copper concentrate is reground for cleaning on the flotation circuit while zinc is not. Screen analysis of composited samples of concentrates for 1988 indicated that expected copper concentrate would be approximately 66% minus 400 mesh and zinc 50% minus 400 mesh (Tables 1 & 2).The filter is composed of six horizontal chamber module layered vertically and held together in a frame by 1 O large bolts; torqued down to 4000 ft-lbs. 6 individual belts are used; each with its own drive system. The belts themselves are of a 3 piece design with a filter cloth portion, a support belt and a rubberized intermediate portion. They are held together with steel clipper lacings. A basic description (1) of the filter operation is as follows. ""The horizontal filler chamber is closed by hydraulically pressurizing seals across each end of the filter chamber to 200 psi. The feed pump then pumps slurry into the filter chamber. Suspended solids are retained on the filter belt and the filtered solution drains into a lower drip tray and flows from the filter by gravity. At the end of the filtration or feed cycle, a rubber diaphragm in the filter chamber is pressurized hydraulically to 100 psi pressure. This removes all free liquid from the filter chamber and the filter cake. After the diaphragms are retracted the filter cake is blown with compressed air to remove any residual cake moisture. The seals are then retracted and the belt is advanced to discharge the filter cakes. During the cake discharge the belts are washed with a spray header located at the drive end of the filter. The belt assemblies move one (1) complete revolution during the cake discharge cycle. The cycle automatically repeats until the filter is shut down by the operator."

U. S. Steel's Oak Grove Mine experienced several top hinge failures on their caving shields. It was determined that all the caving shields needed to be replaced with new caving shields before more thilures occurred. The cost and amount of time needed for several scenarios of caving shield change outs were compared. This paper discusses how Oak Grove Mine decided to and did change 126 caving shields in six specially designed jig stations underground during a longwall move using their own UMWA employees.

Risk analysis is an important step in the design of rock slopes in open pit mining. Risk is defined as the product of the probability of slope failure and the consequences of the failure, and is generally evaluated in terms of safety and economic risk. Most of the risk analysis done at present is based on the use of limit equilibrium (LE) techniques in evaluating the probability of failure (POF) of the slopes. The approach typically makes use of full Monte Carlo simulations of the limit equilibrium models, with all uncertain variables randomly varied. The number of required simulations is generally over a thousand, at times as high as 20 000, in order to produce statistically valid results of the POF. Such an approach is clearly not practical when using numerical modelling programs dueto the high computational effort required. This paper explores the impact of using numerical modelling instead of the traditional LE techniques in evaluating the probability of slope failure. The difference in the overall assessed risk, in terms of economic impact, for the mining operation is then evaluated. With numerical models, approximate methods are used in the calculation of the probability of failure instead of full Monte Carlo simulations. This paper will use a method called the response surface methodology (RSM) for estimating the POF from numerical analyses. Simple slope models were used to verify the accuracy of the RSM method by comparing the results with those obtained from full Monte Carlo simulations. It is shown that there is good agreement between the POF values computed using full Monte Carlo simulation and those obtained using the RSM method. Finally, the use of numerical modelling in the assessment of risk is shown to bring a significant difference in the result compared with that from LE methods. One of the reasons for the difference is that LE models tend to underestimate the failure volumes and hence the consequences of slope failure.

Mining equipment life may be extended through preventive maintenance and the proper application of quality lubricants. There are several practices mine operators should consider implementing to preserve their equipment. An exercise in review — Begin by reviewing original equipment manufacturer (OEM) recommendations regarding servicing and maintenance intervals for each part of the equipment, especially the engine. And the verdict is — If the manufacturer’s recommendations have been followed, good. If not, owners/operators should begin periodic service work on equipment, to help minimize equipment downtime and extend engine life.

OWING to the gradual depletion of the hitherto plentiful supply of firewood in the immediate vieinity of Queenstown and Gormanston, which caused a steady increase in the cost of fuel for domestic purposes, the Mount Lyell Company took steps several years ago to make available as a substitute electric current from its Lake Margaret hydro-electric supply. In order to make this practicable it was necessary that the cost of electric power for heating purposes should compare favourably with the cost, of fuel, and the installation of domestic appliances brought within reach of the average householder, and efforts have been continuously directed towards this end since the year 1928.WATER HEATERSThe installation of electrical apparatus in local dwellings began with hot-water services, the heating elements being the types then procurable on the market and adapted to meet requirements.These, however, did not prove satisfactory, but the study of their bilure resulted in a type being developed locally which has overcome all difficulties. The first type of water heater evolved was an outside circulation one the element of which consisted of an iron pipe through which the water passed, insulated with micanite and wound with nichrome wire, the latter being covered with alundun cement to keep it in position and prevent oxidation. This was insulated on its outside surface with a layer of asbestos flour, and connected to the hot-water container as shown in Fig. 1. It was found, however, that the iron pipe had a short life, due to a certain amount of acidity in the water, and a copper pipe was substituted which proved very durable. Some heaters with this improved type of element are still operating after six years of use. The resistance wire is run at a very low current density, which ensures durability.

An analysis of the wash thickener-two stage filtration circuit was undertaken to quantitatively describe the circuit performance. On the basis of information developed in this study, the factors of major importance in reducing soluble loss are: filter wash, wash zone size, filter capacity, filter feed pulp dilution, blow back, filter cloth, water to repulp, water to primary wash, water to feed pulp and thickener underflow. The wash thickener-two stage filtration circuit has been used in many hydrometallurgical plants to separate solute from leach solids. As many as 20 to 30 plant operating variables determine the performance of the wash circuit and hence the soluble loss. The complex relationships of these variables, with each other and with soluble loss, make the evaluation of their effect on mill performance difficult. An analysis of this type of circuit was undertaken to quantitatively describe the circuit performance. THE CIRCUIT The diagram in Fig. 1 represents the operation of the wash thickener-two stage filter circuit. This circuit provides for counter current, cross current or for a combination of countercurrent-cross current operation. The feed pulp stream, J, is intended to include any solution or water, other than primary and secondary filtrate, which enters the wash thickener. Except for filter washing, the operations in the circuit are simple mixing operations which can be described by material balance. The concentration of solute in the filtrate and cake solution after application of wash liquor cannot be described by simple material balance. The displacement washing equation, derived by Rhodes1 and extended by Choundhury and Dahlstrom,2 appears to best describe this case of miscible displacement in porous media. In a useful form, it is

An understanding of the thermodynamics of smelting copper anode slimes is a prerequisite for improvements to the process. During slimes smelting, a silver-copper selenide matte is formed and subsequently oxidised to silver metal. As part of a series of investigations, molten silver selenide matte was oxidised at 1 100 degrees C with pure oxygen. The chemical potential diagram for the system was developed and used for qualitative prediction of the results of the experiments. A simple, computational thermodynamic model of converting is presented, the adjustable parameters of which were determined by matching the model with the experimental results. The practical usefulness of the model was demonstrated by predicting the effect on silver recovery of smelting temperature and of using either oxygen or air as the smelting gas

The trapezoidal tapered ring method has made significant progress in recent years for shielded-TBM projects, excavating tunnels with high overburden, strict water tightness criteria, and multiple curve alignments. The selection of compatible tapered rings is critical for successful advancement of the tunnel, assuring efficient installation of rings, as well as prevention of ring damage and excessive leakage. Using experience from the Arrowhead Tunnels Project, this paper describes guidelines for ring selection in tunnel curves, geometric analyses that comply with criteria principals, and provides techniques developed to determine the appropriate relative key position.

Ferroalloys like FeCr and FeMn are mostly produced in submerged electric arc furnaces. Typical of these processes is that the amount of slag is quite high. The role of slag for the process is thus essential and specific chemical, physical and electrical properties are required. Slags in FeCr process are Al2O3-MgO-SiO2 based with minor contents of CaO and CrOx. Slags in the FeMn process are principally similar, originating from silicate minerals but can have quite large composition range depending on the manganese ore and its gangue minerals. Characteristic of the FeMn process is that the slag is rich in manganese oxide up to above 30%. A common feature is that the ?ore oxides?, CrOx and MnOx in slag are not only divalent oxides but also contain some higher valent of Cr3+and Mn3+, respectively. In FeMn production conditions the slag consists mainly of Mn2+. This is a clear difference from CrOx containing slags in which both two and three valent coexist in slags in FeCr process conditions. Oxidation state of the slag depends on the ambient oxygen partial pressure and temperature in the examined process. The thermodynamics of slags in ferroalloys, production are discussed in terms of phase diagrams, activities and oxidation state of chromium and manganese oxides. Further, slag properties influencing reduction kinetics and furnace operation i.e. viscosity and electrical resistivity are discussed. Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

Communications with moving tracked vehicles in a rail haulage mine pose a difficult problem. These communications take place from dispatcher to vehicles or from vehicle to vehicle via the trolley line, which is a very poor communications line. As a result, deadspots and high-signal areas can occur anywhere along the line, or signal can decrease simply as a function of distance. An analysis is made of the trolley line as a communications line, and methods of improving its characteristics are discussed. Data from inmine experiments are presented, showing actual improvements in communications. Recent Bureau developments in new hardware are also discussed. These include an adaptive speaker control for existing carrier phones and a new generation of improved carrier phones.

Conversion of hydraulic equipment to fire resistant fluids has been hampered by less than satisfactory component performance and in some cases, catastrophic equipment failure. Concern over identifying possible causes to these problems led to a joint research project between the Potash Corporation of Saskatchewan Mining Limited and the University of Saskatchewan. This paper summarizes some of the results and conclusions derived from this joint project. In this study, the research was limited to evaluating the effects of potash contamination on the performance of hydraulic equipment. Two separate types of tests were conducted in order to provide a basis upon which trends could be established. This study concluded that the presence of potash dust in the hydraulic fluid can induce severe wear over relatively short periods of time. It was also deduced that a contaminant free fluid combined with proper fluid maintenance could extend the performance of hydraulic components using fire resistant fluids even under very severe operating conditions, such as elevated pressures and temperatures. Recommendations as to how to achieve this goal and the practicality of doing so are presented.
