Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

"Although CO2 content indicates the quantity of carbonate in altered basaltic rocks, it does not measure the intensity of carbonate alteration. CO/CaO molar ratios, which correlate with the relative proportions of individual carbonate species, measure the intensity of carbonatization. The Timmins gold area is characterized by pervasive carbonatization, with large parts of the area having CO2/Ca0 ratios greater than 1, representing C02 supersaturation relative to CaO. The mean CO/CaO in the Timmins area is0.67, compared to 0.13 in two unmineralized control areas. Regional arsenic abundance in the gold-bearing area averages 4 ppm, compared to about 0.35 ppm for the non-mineralized areas. The average K20 and Rb abundances are similar in both mineralized and non-mineralized areas (about 0.30% K20 and 7 ppm Rb). Although there appears to have been no wholesale addition of K20 or Rb to the mineralized area from external sources, these alkalies have been redistributed internally, resulting in patterns of local enrichments and depletions which are characteristic of the mineralized region.Local target anomalies associated with known mineralization consist of CO2/Ca0 > 1.5, As > 10 ppm and K2O > 0. 75%. Not all three values are required to be above these thresholds in order to identify local targets. Combinations such as C02/ Ca0 > 1.5 and As < 10 ppm, CO/CaO 1-1.5 and K20 > 0. 75 or K20 > 0. 75 and As > 10 ppm are equally indicative of proximity to gold occurrences. Gold-bearing veins and associated anomalies occur throughout the entire volcanic succession and are not restricted to any particular stratigraphic horizons. The levels and patterns of alteration and occurrences of gold appear to be structurally controlled."

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry&apos;s underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. Remote and isolated, located in a frigid, hostile environment, the Black Angel mine in Greenland had to create a warm social environment which would help attract and retain a stable work force of miners and support staff. The high cost of personnel turnover plagues many mines and, when the mine is inside the Arctic Circle, accessible by helicopters which are highly vulnerable to unpredictable weather conditions during the long, dark winters, the potential costs of personnel turnover become critical factors in the success or failure of the mining venture. Manpower planning should start from the date the engineers begin the technical design of the new mine. The plan should include provisions not only to ensure an adequate, skilled work force, but also to ensure a stable work force of people who are happy enough in the mining environment to want to remain, take their vacation and return to work at the mine. The skilled work force was assured with training courses of four months, designed to produce highly specialized underground workers from unskilled Danes and Greenlanders supported by trained Swedish and other Scandinavian miners. The stable social unit was assured by plans the primary attribute of which had to be flexibility. The accommodation changed from shared accommodation with communal washroom facilities to single accommodation with private washroom facilities. A recreational director was hired to help the workers make use of elaborate recreational facilities. A closed-circuit TV and radio system was installed to operate as a private broadcasting system using taped programs originally broadcast on European TV networks or developed by the mine personnel themselves. The liquor rules were changed and the mine manager became a licensed innkeeper responsible for the orderly operation of the Black Angel Bar in accordance with the Danish laws governing the services of a public bar. The result is a relatively stable work force. Some 35% of the people have more than two years&apos; service with the company, Greenex A/S, and some 62% complete 10 months of service.

The pores within iron ore sinter are important for producing a high quality material that is strong and easily reduced. The complementary methods of mercury intrusion porosimetry (MIP) and X-ray computed tomography (CT) were used to characterise the structure of industrial and pilot scales sinters across a wide range of pore sizes (3 nm to 100 µm for MIP and 50 µm to 5 mm for CT). The inhomogeneous nature of sinter and the variation in the measurements make it difficult to compare samples. The generalised additive modelling (GAM) approach, using the open source statistical software package, R, has been applied to highlight where there are peaks in the concentration of pore sizes. Importantly, the shape of the GAM-fitted function and the heights of the peaks show statistically significant differences between samples. For the samples investigated, the GAM-fitted functions for the MIP volume distribution of pore diameters were found to have a common set of distinctive peaks at 0.005, 0.6 and 20 µm. The GAM approach was also applied to the X-ray CT measured pore wall thickness, highlighting a single peak whose position varies between samples. The cause of these distinctive peaks and their implications for sinter quality are discussed. Correlation was found between the volume in peak 1 (0.005 µm) and the concentration of primary hematite. No correlation was found between the pore wall thickness and the strength of the sinter, suggesting the composition of the pore walls may be more important. Experimental results are presented that test the hypothesis that the descaling behaviour of stainless steel slabs following reheating is controlled by interfacial roughening at the scale-steel interface. In this investigation, two stainless steels were considered: type 304 (austenitic, with 18% Cr and 8% Ni) and type 412 (ferritic/martensitic, with 11.6% Cr). It was found that the entanglement that arises at the scale-steel interface was in fact effective in maintaining scale-steel adhesion, under the mechanical descaling conditions used. In the case of type 304, descaling proceeded by fracture along chromite layers, which formed (by internal oxidation) on the austenite grain boundaries; for this steel, the extent of descaling depends most strongly on austenite grain structure, and not primarily on the conditions in the reheating furnace. In contrast, type 412 samples descaled only at the edge of the entangled zone, and showed a greater sensitivity to the reheating conditions; specifically, higher free oxygen in the reheating gas and longer reheating times were found to increase the residual scale thickness. For mining medium-hard materials on the surface, "Continuous Surface Miners" have been employed for some years. The latest generation surface miner extends the performance of this type of machine to the point where the same cost efficiencies can now be achieved in medium-hard materials as has been achieved in softer materials by machines such as the bucket wheel excavator. The paper explains briefly the technology of the Krupp Surface Miner (recently released to the market) and develops the costs of ownership and typical operating costs. Comparisons are made between a shoveLtruck system and Krupp Surface Miner (KSM) systems based on both truck and conveyor transport systems. Further benefits of mining with the KSM, such as environmental, selective mining and improved product reovery are discussed briefly. The equipment is now available to mine semi-hard materials (with compressive strengths up to 60MPa) on a continuous basis and reap the benefits which continuous systems can deliver. All new and existing open cut mines should review their costs with regard to this technology.

"SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

"The Cobalt embayment is a large domain of Paleoproterozoic clastic sedimentary rocks that unconformably overlies the Archean Abitibi greenstone belt. Regionally extensive sills and dikes of Nipissing diabase, emplaced circa 2219 Ma, occur throughout the embayment and are the preferential host to gold-bearing polymetallic vein systems on the Merico-Ethel property, near the northeastern margin of the Cobalt embayment. These gold-bearing, polymetallic veins are predominantly east-west-trending, steeply dipping, discordant calcite- quartz vein systems that formed close to the time of crystallization (within ~15 m.y., based on Pb-Pb ages) of the Nipissing diabase. The ore mineralogy is complex in character, typically comprising sulfides, arsenides, native metals (gold and silver), and specular hematite, preferentially concentrated along the interface between silicate and calcite gangue. A simplified sequence of mineral deposition in the veins is: (1) "Early-stage" pyrite ± chalcopyrite hosted in quartz ± chlorite gangue; (2) "Main-stage" polymetallic (Cu + Co + As + Ag + Au + Bi ± Pb ± Ni ± U) sulfides, arsenides, and native metals hosted in calcite gangue; and (3) "Late-stage" calcite flooding ± galena. Wall-rock alteration in Nipissing diabase is restricted to narrow (<5 cm) haloes of calcite-chloriteepidote- bearing assemblages, whereas a weak alteration halo of specular hematite, calcite, and allanite-epidote has been observed in the surrounding sedimentary rocks. In terms of their age, geology, mineralogy, paragenesis, and morphology, the gold-bearing vein systems at Merico-Ethel closely resemble the silver-sulfarsenide vein deposits of the historic Cobalt and Gowganda mining camps. These observations indicate that the Au-bearing veins are variants of the Ag-vein systems and as such, have a common genesis belt. "Murrin Murrin Operations has not had a successful beginning. Numerous reliability and operability issues many of which are the result of design decisions have been addressed through mechanical and operational changes and the CCD circuit is no exception. Four design aspects of the CCD circuit that have caused and continue to cause operational problems are:1. the inclusion of solution neutralisation gypsum in the CCD circuit feed which was designed solely for HPAL residue without proper investigation of its impact on the achievable underflow density and resulting wash efficiency;2. the decision to construct the thickener base from thickened solids;3. the lack of redundancy in the overflow, underflow and tailings pipe work; and4. the lack of thickener operational flexibility in the central rake-lift and feedwell dilution system.In November 2002, the lack of operational flexibility in the rake-lift and the feedwell dilution system through mechanical modification as follows:•, CCD1 has a modified rake mechanism that now allows central vertical lift of 600 mm;•, CCD1 has forced dilution using the Outokumpu Turbodil® technology and replacing the E-Duc® technology of Eimco;The decision to install, the installation and the results of the CCD1 rake-lift mechanism and feedwell dilution system are discussed in this paper. The installation was justified on improved operational robustness and an increase in the in the underflow density of 1 per cent (per cent w/w). At approximately the same time process modifications in the solution neutralisation circuit were implemented and these changes altered the rheology of the slurry reporting to CCD1. Since the modifications to CCD1 and the solution neutralisation circuit, the CCD circuit has averaged a 2 per cent improvement in the circuit underflow density.The CCD1 modification was completed on time and mechanically has performed well. From a risk point of view, the central rake-lift and Turbodil®dilution system add a degree of freedom and robustness to CCD1 operation that has extended the range of operational confidence. In this respect, the modification has been a success and is complementary solution neutralisation improvements."

"In December, 1999 Stillwater Mining Company (SMC) commissioned a new paste /cement backfill plant to supplement the existing sand backfill system for the cut and fill mining operation at it’s Nye, Montana mine. The new plant uses the Baker Process Deep Cone TM Paste Thickener to thicken the total concentrator tailings from 30% solids slurry to a 71% solids paste. This paper describes both general paste formation concepts and the evolution of the SMC paste plant operation from original design criteria, through problem solving and plant modifications, to the operation of the existing plant.Although the original process design was not effective for consistently producing and delivering acceptable paste to the stopes for backfill, SMC was able to make the mechanical and process modifications which allow the plant to now produce and deliver an acceptable product to the stopes. Ongoing test work is targeted at increasing the pumping range of the system, increasing the paste solids concentration from the Deep Cone Paste Thickener and reducing the operating and maintenance costs of the system.INTRODUCTIONThe authors would like to thank both Stillwater Mining Company (SMC) and Baker Process for their assistance in the preparation of this paper. To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. The benefits of the programme for Anglo American Platinum have been tangible, and will be discussed in the paper. Keywords: graduate training, technology transfer

"This paper describes a method of deciding on various design parameters for a sublevel caving layout. Layout design curves are obtained from the output of a computer optimization program. The program uses mathematical relationships derived from the theory of gravity flow of material to optimize the large number of interdependent design variables which are involved.IntroductionIn the design of an efficient sublevel caving mining system, a large number of interrelated variables need to be considered. Although many papers discuss individual variables, very little exists in the literature to show how these variables interact to achieve optimum results. This can lead to trial and error in sublevel caving design, which can prove costly, particularly because sublevel caving is a mining method which requires integration with sublevels above and below. With no pillars being left, experimental stopes cannot be isolated for study. Unfortunately, the complexity of layout design and the costs associated with trial and error have caused many planning engineers to choose more tried and tested mining methods.Sublevel caving works best to extract low-value ore surrounded by incompetent rock. All phases of the mining method can be highly mechanized, allowing low operating costs and high production rates. Good safety records are achieved, as workers are always in &apos;good&apos; ground and the method is regular, making it comparable to an industrial process."

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

The paper reviews the latest developments of this technology for the metalliferous mining industries. The SIROLOG logging system developed by CSIRO Exploration and Mining has been commercialised and is available to the mining industry.
