This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

With over 260 tons of gold reserves, the Shuiyindong gold mine is one of the largest Carlin-type gold deposits in China. A particular challenge in the processing of the ore is the presence of carbonaceous compounds, which can cause substantial losses in recoveries via the preg-robbing and adsorption of gold. To investigate the structural properties of the native carbon and to compare between different characterization techniques for such compounds, pre- and post-flotation mineral samples containing 0.9–4.8% non-carbonate carbon from the Shuiyindong mine have been examined via mineralogical and thermogravimetric approaches, as well as spectroscopic techniques, including X-ray photoelectron spectroscopy (XPS), near-edge X-ray absorption fine edge structure spectroscopy (NEXAFS), solid-state 13C nuclear magnetic resonance (NMR) spectroscopy, diffuse reflectance infrared Fourier transform (DRIFT) spectroscopy, Raman spectroscopy and preg-robbing measurements. NEXAFS and DRIFT yielded the most reliable results, indicating that 60–75% of the organic carbon in all samples consist of aliphatic alkenes with substantial unsaturated content, highly similar to activated carbon, with the remainder being graphitic and humic. Speciation by XPS was sub-optimal due to spectral overlaps between graphitic and aliphatic carbon, and between carboxylic and carbonate functionalities, while NMR spectroscopy could not provide reliable speciation of the carbon groups. The preg-robbing strength was strongly correlated to the aliphatic content and structural disorder in the carbon, while no such relationship was found with the graphitic and humic content.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. Very few mineral properties spend their entire lifespans from discovery to depletion in the hands of one owner. More likely, properties will have several owners, and partial interests may change quite often. Similarly, mineral companies are bought and sold with frequency, in recent years at what appears to be an accelerating rate. The reasons for selling a property can be manifold -need for additional capital in other parts of the business, need for development capital, realization of a large gain at a perceived high point in the market, pessimistic commodity outlook, retirement of principals, or resolution of estate problems. Regardless of the reasons for a sale, there are specific steps that logically follow. Spruce up the business, package the information, market the property, negotiate the terms, close the sale, and make sure it stays sold. Adherence to certain very basic ground rules in property sales can maximize the profits and minimize the effort.

The combination of high-resolution X-ray microtomography (HRXMT) image analysis and Lattice-Boltzmann Method (LBM) simulations has demonstrated the ability to describe real multiphase flow problems in fine coal filtration. The single component multiphase flow He-Chen-Zhang LBM model was used to simulate filtration with actual HRXMT images of pore network structures produced in filtration experiments. The analysis performed on coal, silica, and glass bead filter cakes showed that particle shape and wettability are two of the most important factors in the retention of moisture during filtration.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut-point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce cut-point and improve separation efficiency. Preliminary economic analyses show that the new circuit provides an attractive payback on the capital investment.

Two mineral processing facilities in North America required near terminal density slurries to perform de-bottle necking in their circuits. The installation at Barrick Goldstrike to ensure efficient oxidation conditions and throughputs in the refractory ore treating autoclaves. The Kidd Metallurgical Division unit to provide a steeper tailings slope to extend the life of the existing tailings dam. To achieve these goals, both operations selected a Supaflo "High Compression" Thickener following on site pilot plant evaluation. Commissioning and the first year of operation is reviewed. Operating data is compared with the pilot plant data. In particular, unusual doughnut formation at Goldstrike and the effect of temperature on the terminal density at Kidd Metallurgical Division are discussed.

The organization and operations of the information gathering system, and examples of the products prepared for the commodity phosphate rock by the Division of Nonmetallic Minerals, U.S. Bureau of Mines, are used to describe the Bureau's commodity program. Selected examples from publications about phosphate rock are used to illustrate the program. The Commodity Divisions reporting to the Office of the Assistant Director-¬Metals, Minerals and Materials, have the responsibility in the Bureau of Mines to maintain commodity records, understand the present supply and demand status of the commodity, and forecast future supply, demand, and problems. Within the Divisions, commodity specialists have the broad charter of acquiring as much information about a commodity as is necessary to characterize its history, current status, and future. This information and understanding are the base for the development of mineral policies. To accomplish these objectives, the commodity specialists acquire data and information about each commodity and produce a number of standard publications each year. In addition, as circumstances dictate, each specialist will prepare or participate in the preparation of special documents for specific purposes or problems associated with his commodity. In the preparation of reports and publi¬cations, he may communicate with industrial organizations and other Government agencies.

Iron ore pelletizing using compressive and shear action on wet mixture feed has been studied. The physical properties, namely, moisture content, drop strength, green compressive strength (GCS), dry compressive strength (DCS), porosity, and cold crushing strength (CCS), have been studied. Pelletizing tests were carried out on four different types of ore, namely, hematite ore, magnetite ore, goethite ore, and sinter return fines. The inference of shear forces on silica distribution index in dry pellet has been studied using optical and scanning electron microscopy. Significant improvement in physical strength was observed due to compressive and shear forces on the pellet mixture feed. However, decrease in moisture content and ball porosity has been observed. Silica distribution index improved by 1.72 times for hematite ore, 1.47 times for magnetite ore, and 1.68 times for goethite ore. It has been found that bubble cavity has been reduced which is good indicator in terms of physical properties.

The accurate estimation of ore reserves along with capital and operating costs are two key components to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by improper estimation of ore reserves. The accurate estimation of ore reserves for any deposit relies heavily on understanding its geology and underlying assumptions unique to the estimation techniques being used. The assumptions unique to commonly used traditional and geostatistical reserve estimation technique will be reviewed. The shortcomings of the estimation techniques and their possible impact on a given project's economic outcome will be discussed. The latest developments in geostatistics in overcoming existing reserve estimation problems will be presented.

The National Mining Association’s (NMA)MINExpo International ’96 is shaping up to be the organization’s largest. About 30,000 mining industry business and technical professionals are expected to descend on Las Vegas, NV Sept. 9-12 to take part in the 25 technical sessions and visit the more than 900 exhibitors who will be showing off their products and services. MINExpo will be the largest mining equipment and services exposition in the United States this year. Exhibits at MINExpo will fill the Las Vegas Convention Center, parking lots and part of the Hilton Center, located next door to the convention center. NMA estimates that this year’s show will cover more than 46,450m2 (500,000 sq ft) of exhibit space. Some of the exhibits on display will include haultrucks, hydraulic shovels and excavators, conveyors, continuous miners and tunneling machines. In addition, an array of computer equipment and software will be demonstrated. A new feature this year will be a helicopter pavilion, located in the Hilton Center. Helicopters and fixed-wing aircraft have become indispensable to many remote mining operations. NMA said that at least one full-size helicopter will be on display.

Dravo Corporation was founded in 1891 and has long been recognized as a major domestic engineering and construction firm headquartered in Pittsburgh. In 1977, Dravo had revenue of $852.2 million with international business activities contributing $248 million; quite a different picture than envisioned at the turn of the century. Engineering and construction activities still dominate Dravo's most recent history and will do so for the immediate future. However, fluctuations in capital spending by large industrial sectors of our economy during the late sixties were affecting Dravo's planning for continued growth along its traditional lines of business. Diversification was a possible solution to smooth out the upward trend in corporate earnings. One large result of these continuing efforts was the formation of Dravo Lime Company, a vertically integrated, proprietary chemical supplier for the air pollution control market. Briefly retracing the seventies, the passage of the Federal "Clean Air Act" in 1970 supplied the impetus for Dravo Lime Company. This law promulgated limits on the emissions of sulfur dioxide (SO2) from large stationary sources that would affect local air quality. The major industry that felt the brunt of this regulation was the electric utility industry, especially those generating electricity with coal-fired boilers. The law hastened the development of a new industry, flue gas desulfurization (FGD), and is composed of three major segments: (1) the electric utility, (2) the FGD equipment suppliers (the scrubbing modules), and (3) the scrubbing chemical suppliers. Dravo's experience suggested the equipment end of the business but market analysis indicated that our long range corporate goals could be better attained by investigating the chemical processes involved in the removal of the SO, gas. The result being Dravo Lime Company. This paper will briefly describe the Thiosorbic lime scrubbing process and review our innovative mine and calcining facility.

Hecla?s Lucky Friday Mine is a deep, underground producer of silver, lead and zinc in the Coeur d?Alene mining district of northern Idaho. Main access into, and production from, the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk by J.S. Redpath to an original depth of 1,890 m (6,200 ft) in the early 1980s. The shaft is divided into four compartments (Fig. 1), with sets made of 225 mm x 175 mm (9 in. x 7 in.) hollow structural section (HSS) steel buntons and 150-mm x 150-mm (6-in. x 6-in.) HSS dividers spaced every 4.5 m (15 ft) down the length of the shaft. Two skip compartments on the east side of the shaft are equipped with 125-mm x 150-mm (5-in. x 6-in.) HSS steel guides and 9-t (10-st) skips with three deck trailer cages for men and materials. The west side of the shaft is divided into a manway, and a fourth compartment that was originally designed for a service cage. Shaft services consist of a 250-mm (10-in.) a compressed air line and 150-mm (6-in.) sandfill line along the south side of the shaft, and 250-mm (10-in.) discharge (gray) water and 150 mm (6 in.) fresh water lines on the north wall. The mine?s primary 13.8 kV power lines, as well as communication lines are located on the west wall of the shaft. The production hoist is a 3.7-m (12-ft) diameter, double drum, double clutch, 2,238 kW (3,000 hp), direct current unit equipped, at the time, with thyristor drives. The 30-year-old drives would prove to be problematic during the rehabilitation project, leading to an upgrade to modern ABB drives later in the project, after the shaft rehabilitation was complete. The shaft had been subjected to the typical wear and tear of 30 years of operation, including intermittent sandfill and muck spills, and, in the lower areas, some corrosion. During those 30 years, the west compartment, originally designed for the service cage, could only be accessed from a work deck on top of the skips or from the manway.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. This study focused on joint interpretation of the aeromagnetic and radiometric data to allocate and describe the structural elements and mineralization zones such as uranium, gold, and sulfide in the Gebel Umm Tineidba and its surroundings, Eastern Desert, Egypt. The study region is covered by exposures of Precambrian rocks such as gneisses, migmatites, ophiolitic mélange, metavolcanics, younger granites, and Quaternary sedimentary covers. The application of the total intensity magnetic and reduced-to-pole maps, power spectrum, analytic signal, tilt-angle, and local wavenumber maps helps in recognizing magnetic sources distribution, lineament features, and mineral zones delineation. The obtained results indicate that the depths of the deeper NE–SW, NNE–SSW, and N–S trending structures extend from 400 to 1750 m and shallower ones range from 100 to 400 m. Finally, the main trends of these structures affect the probable mineralization zones.

"INTRODUCTIONIn view of a global trend towards urbanization, more and more trunk sewers and combined sewer overflow tunnels (CSO) with medium to large diameters and the corresponding link sewers are currently built and under design. Shielded tunnel boring machines using segmental lining as tunnel support represent an efficient solution for construction of new wastewater and supply tunnels. Especially in the field of sewers, the durability of concrete structures both exposed to any groundwater present on its exterior and to aggressive waste water as well as gases on its interior is a key requirement. Despite thorough research on segmental lining and mechanized tunneling machinery, conventional thermoplastic liners show comparatively minimal progress in terms of practical advancements. This is in contrast with the development of the latest segment embedded high density polyethylene (HDPE) system. Based on experiences achieved, this paper discusses the latest development of an integral protective lining system in respect of material characteristics and its adaptability to both project and customers’ demands. Reviewed performances, as the bondage behavior of the embedded HDPE system at axial stress loads due to acting thrust cylinders during ring build as well as the ability to drain pressurized water behind the embedded membrane, tested at full scale segments, are also presented. The paper is round off by presenting first details of sewer projects endeavoring to utilize this cutting-edge solution for an integral concrete protection, which will be commenced beginning of 2016.CASE HISTORIES ENCOURAGE ADVANCEMENTS Past experience has shown that unprotected concrete surfaces as well as chemical based linings such as coatings, sprayed linings and cured in-place-systems cannot reach the desired life times. Also the fact that in deep tunnel sewer system hardly maintenance is possible, a durable and maintenance free system is required which only can be reached by applying mechanical anchored HDPE (CPL)."

Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.

Many coal seams are associated with soft floor strata and during mine development if coal pillars are not properly designed, floor heave occurs and causes interruption of coal production. In the severe cases, the section or mine is abandoned. One of the methods for controlling floor heave is floor bolting. This paper describes the demonstration of floor bolting methods in a West Virginia coal mine. Three methods were used: (1) vertical full resin bolting, (2) floor truss bolting, and (3) floor truss bolting plus a floor cut at the center of the entry. The design of each method and the experimental results are discussed in detail.

Research and development studies were carried out at the Canada Centre for Mineral and Energy Technology to produce a synthetic forsterite sand from asbestos tailings for Les Sables Olimag Inc. The National Research Council of Canada also supported and collaborated to the project. Theoretically, the technological approach consists of a heat at over 1300°C; however, the process without additive would result in the production of an enstatite-rich product (MgSiO3) having a fusion temperature less than 1600°C. The purpose was to foster the formation of forsterite (Mg2SiO4), a more refractory compound. The fabrication of the forsterite product requires pre-agglomeration of serpentine-MgO with a binder, which is stable at high temperature, to prevent the loss of the powdered magnesium oxide as dust in the kiln off gases and to maintain the mixture homogeneous during the process. Characterization of the end products with respect to mineral composition and thermal resistance are described. The synthetic forsterite in sand form was tested with success under a bath of liquid steel maintained at 1700°C for up to two hours. The advantages of the new sand and its potential applications will be reviewed.
