A part of the East Bay Municipal Utility District?s Folsom South Canal Connection Project, 430 feet of raw water pipe was installed using micro tunneling beneath the Mokelumne River. The access shafts for this crossing were constructed 50 and 35 feet deep through very dense sands and soft sandstone and siltstone. High groundwater and the immediate source of recharge from the river required watertight shaft construction methods. The shaft contractor, Drill Tech of Antioch, CA, used a brand new Bauer cutter-soil mixing (CSM) rig to construct the large shafts. The structural concept is similar to secant piles, but instead of creating cylinders of soilcrete, the CSM rig creates interlocking rectangular panels. This technology has been used previously in Europe, Asia, and Canada, but this was the first project to use CSM technology in the United States. Cutter-soil mixing technology has other applications beyond shaft construction, including retaining wall construction and levee reinforcement.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. This paper describes the field application of the NTH fracture classification to rock encountered in the construction of the 9.6 km long, 10m diameter, Second Manapouri Tailrace Tunnel. Excavation of the tunnel was undertaken by TBM between 1997 and 2002, in gneisses, granitic and diorite rocks. The paper outlines an adaptation of the NTH fracture classification used during the geological logging of this tunnel. The NTH fracture classification was primarily applied to assess discontinuity spacing for tunnel support requirement decision-making. The paper includes some general comparison of NTH classes with overall penetration rate.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

A conference on coalbed and coal mine methane was held March 27 and 28, 2000, in Denver, CO. The conference, organized by the Strategic Resource Institute, was attended by leaders in the coal mining and gas energy industry. The conference focused on the recovery of methane from coal beds as an energy resource and the removal and utilization of coal-mine methane (CMM) related to underground coal mining. The two-day conference discussed methane resources around the world, methods of recovery, methane markets, underground coal mining, health and safety issues and environmental issues related to methane. The consensus among the presenters is that the future looks promising for coal bed methane (CBM) and CMM.

This paper presents the modern techniques of limestone sawing and quarrying developed and adopted by Indiana Limestone Company, Inc.(ILCI).To fulfill the growing market demands, ILCI’s quarries are committed to deliver planned quantities of all type of stone blocks in a variety of different colors, sizes, and textures. This involves scheduling which quarry ledges should be mined and when in order to minimize unnecessary inventory buildup. Challenges associated with ILCI’s operation are discussed and summarized in the closing of this paper.

A mathematical model to represent the expansion and fragmentation of copper matte particles oxidized under flash converting conditions is presented. The model assumes that the particles are initially nonporous, have a constant mass prior to fragmentation and travel at a constant velocity throughout the reaction chamber. The model requires the specification of the following five parameters: the particle expansion rate, a fragmentation diameter factor, a fragmentation size distribution parameter and the fractions of the finest and the coarsest particles in the feed that undergo fragmentation. The model predictions show good agreement with the experimental data collected in a laboratory furnace over a wide range of experimental conditions. The evolution of the size distribution of the particles along the reactor length was computed, and the model parameters were correlated with the experimental operating variables. Model predictions indicate that particle residence time is an important factor in the generation of dust. The presence of two maxima in the particle density function may be attributed to turbulent conditions prevailing in the furnace, which cause particles to follow different trajectories within the furnace even if they are injected at the same location.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

The influence of bacterial growth phase on the flotation behavior of malachite has been investigated in a well-controlled Hallimond tube system. The microflotation tests were conducted for malachite (45?53 µm) using different amounts (bulk phase concentration=1×108?5×109 cells/mL) of Rhodococcus opacus (R. opacus) as a collector, which was grown at mid-exponential versus stationary phase, at a constant speed (340 rpm), pH (6), and malachite-bacteria interaction and flotation time (each 10 min). Hug differences between R. opacus cells in mid-exponential and stationary phase was observed from the results for electrophoretic mobility and flotation tests. Specifically, the isoelectric point of the cells in the stationary phase was lower than that in the mid-exponential phase, suggesting that the amount and distribution of surface functional groups onto cell surfaces are likely different. Additionally, the cells in stationary phase led to significant increase in the flotability compared to those in mid-exponential phase over the background bacterial concentration level of 1×108?5×109 cells/mL. Furthermore, the flotation efficiency tended to increase with increasing cell dosage for stationary phase cells while no distinct difference was observed for mid-exponential cells.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

The dry grinding and leaching circuits of the Barrick Gold’s new Roasting Facility at Goldstrike Mine in Nevada, USA incorporate well proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available technologies from the perspective of capital, environment and operating costs. Crushing is a two stage process using gyratory and cone crusher. Ore is stockpiled and then reclaimed to two parallel dry grinding mills. The double rotator dry grinding mills include a drying chamber, coarse and fine compartments and utilize a gearless motor drive (GMD) or “wrap-around”. In-circuit product transfer is accomplished with air slides and bucket elevators. Finished product separation is performed by both static and dynamic classifiers with the final product captured in baghouses. Recycle of unfinished product utilizes cascade chutes. The final ground product reports to two 2000 ton roaster feed silos. The two-stage oxygen flu-solids roasters with their associated gas train are the subject of a separate paper. The cyanide leach circuit is a standard carbon in leach system with circular swept screens for interstage carbon retention. The loaded carbon is sent to the existing Goldstrike autoclave plant for stripping and regeneration. Tails, after cyanide destruction, are deposited in the existing tailings dam with tails from the autoclave facility. Throughout the circuit, Clean Plant Design criteria were used to assure environmental compliance, ambiental acceptability and ensure worker health and safety. The commissioning and operation of the double rotator grinding technology has been very successful at Barrick Goldstrike.

Heap and valley leach operations rely on solution collection piping placed within the heap to enhance both solution recovery and to assist overall solution management. The most common piping used in leaching operations is solid or perforated High Density Polyethylene (HDPE) pipe and Corrugated Polyethylene pipe (CPE). These pipes are widely used because of their low cost, ease of installation, durability, and flexibility. The typical recommended maximum design depth of burial for HDPE and CPE pipes is on the order of 30 meters (100 feet). However, ore heap heights at many facilities exceed 30 meters and some are now approaching 180 meters (600 feet) in height. At very high ore heap heights, the stability and performance of HDPE and CPE pipes becomes a critical issue for leaching facility design and operation. Failure of solution collection piping can lead to poor solution recovery, high hydraulic heads on the liner system, and in some cases, unstable ore slopes due to high solution pressures near slopes. This paper presents a review of methods that have traditionally been used to evaluate pipe stability under high normal loads. A common shortcoming of these methods is the inability to account for beneficial effects of ore arching around pipes and the time-dependent creep (stress relief) behavior of polyethylene (PE) materials. A new analytical approach is developed and presented which includes the effects of ore arching around pipes and creep of PE materials. The results of the new approach show that PE pipes will deform under high heap loads, but can remain stable and functional. Pipe stability is shown to be dependent on the type of pipe backfill and initial backfill compaction. The new approach represents a useful tool for designing applications for PE pipe under high normal loads.

INTRODUCTION The plate loading test is a simple, useful tool in rock mechanics. The test consists of applying load to a rock surface and noting the resulting deflections. Plate loading tests are typically used to obtain modulus of deformation and related material properties, but can also provide information on blast damage and in situ stresses (1). Properties obtained are of course dependent on test procedure and test environment . In order to eliminate extraneous results it is essential that the interrelationship between the physical test environment and various rock properties obtained be thoroughly understood. Test interpretation is based upon elasticity methods, and the general assumptions made during analysis which include the following: 1. The rock is homogeneous, isotropic, elastic and continuous. 2. The stress is induced in a semi-infinite solid. 3. The plate is perfectly rigid or completely flexible. 4. Rock properties are independent of in situ stresses. 5. The plate and rock surface are smooth and parallel.

Dense medium processes are used to clean over 50% of the coal that is fed into preparation plant facilities worldwide. The dense medium is formed using ultrafine magnetite which is recovered after the cleaning step using drain-and-rinse screens and magnetic separators. Despite the high efficiency of the recovery system, magnetite losses of around 0.5 to 1.0 kg/ton are common. Considering the recent escalation of magnetite to around $300/ton, an alternative source of magnetic material from coal combustion bottom ash has been investigated. A relatively low cost recovery system has been developed. Dense-medium tests using the bottom ash magnetics revealed a high level of efficiency as indicated by probable error values around 0.03 over the range of medium densities investigated. The results from both the recovery and coal cleaning efforts will be discussed in detail.

The Modified Detroit River Outfall No. 2 (MOD DRO-2) will discharge treated wastewater to the Detroit River. Construction of a 6.4-m-diameter, 1.9-km-long tunnel was halted in 2003 by flooding during tunneling with an open face hard rock TBM. A new design for a higher rock tunnel, a ?Modified? design, was completed in 2007 and Notice to Proceed to the tunnel contractor was given in November 2008. Project duration is four years for completion of tunneling and start of outfall tunnel operation. This tunneling project has high groundwater pressure (5 bar), pervious limestone rock of up to 140 MPa (20,000 psi) strength, and hydrogen sulphide in the groundwater. The new tunnel will be connecting to access shafts and outfall diffuser riser shafts previously built for the now-abandoned tunnel. The new tunnel design construction contract, and initial planning to use a pressurized-face (slurry) hard rock TBM are presented.

This article advances an innovative concept explaining the connotation and technical system of "green" mining. The important theoretical foundations of "green" mining are the distribution and development characteristics of joints, fractures and bed separations, and the seepage and flow behavior of methane and water in the broken rock strata following coal mining. The main focus of "green" mining technique includes water-preservation in mining areas, coal mining under buildings with bed separation spaces grouted to retard surface subsidence, partial extraction and backfill mining, simultaneous extraction of coal and coal-bed methane, coal roadway supporting and underground disposal of rock waste, underground coal gasification, etc.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. Major world ilmenite and rutile accumulations reveal similar regional geology and Proterozoic age deeper crustal source rocks. During crustal collision titanium crystallizes as ilmenite and rutile at buried sites of high pressure and temperature rock metamorphism. Hydrothermal activity can convert titanium minerals to rutile, but titanium migration and enrichment seem only local. Many melts crystallize rocks with iron-titanium oxides in solid solution, but titanium enrichment at economic scale takes place in basic intrusive melts often associated with anorthosites and charnokite. Sedimentary placer enrichments have formed since the Proterozoic with water-resistant ilmenite, and rutile segregating by gravity from quartz sands deposited from flowing water. Placers have residual, alluvial, strand and shallow marine variants. Time, organic acids, and sand permeability play lead roles in the leaching of iron from ilmenite during weathering and diagenesis.

Grouting is mainly used to improve mechanical properties or decrease the permeability of rock mass around civil and mining projects. The purpose of this paper is to present the most effective factors on grout penetration depth in rock mass. Such factors are essential for reliable estimation of the grout penetration depth and the expense for cement take of any grouting project. In this paper, about 50 different types of the relations presented so far by various researchers to estimate the depth of penetration in fractured rock were studied. The effective factors are classified to rock mass properties, grout properties, and operational factors. Results show that firstly, the discontinuities aperture and Lugeon value are respectively the most investigated factors of rock mass properties influencing on penetration depth. Secondly, the yielding stress, viscosity, and density of grout are the most effective factors of grout properties. Finally, grouting pressure has an intense effect among other operational factors.
