The President declared the Meeting open at 4.08 p.m. OBITUARIES The President: Ladies and gentlemen, before we start the business of the meeting, it is my sad duty to announce the deaths of the following members of the Institute since our last meeting: Dr O. A. E. Jackson, Honorary Life Fellow and Past President; C. Airth, T. L. Blunt, A. E. Frazer, C. L. Lamb, and K. Richardson, Life Fellows; and J. T. Beaumont, Fellow. As you know, there were a number of other deaths during the year, which were reported at previous General Meetings of the Institute. As a mark of respect to the memory of the deceased, and in sympathy with the bereaved, I ask you to rise and observe a few moments' silence. MINUTES The President: Ladies and gentlemen, the next item on your agenda is confirmation of the minutes of the General Meeting and Special General Meeting held on May 22nd, 1974. These will be published in the August issue of the Journal, and, since you have not yet received this, I must ask that they be held over to the next General Meeting. WELCOME The President: It is a very pleasant duty for me to welcome many members of our Institute and our guests, among whom we are particularly pleased to see the President of the Chamber of Mines, Mr Dolf Schumann, who is also Honorary President of this Institute. Mr Schumann, we are extremely pleased to have you with us today. And, we welcome an old friend of ours, Mr Dillon, Minister of Mines in Rhodesia, who has come down for our Annual General Meeting. Mr Dillon, we are very, very pleased to see you here this evening, and we look forward to seeing Mrs Dillon a little later. And we have with us, too, the presidents or representatives of many of our sister and brother associations, institutes, and societies. In particular, we welcome Mr Mike Gericke, President of the South African Council of Professional Engineers, and Professor Midgley, President of A. S. and T. S. We are also pleased to welcome the Presidents of the Mechanical Engineers, Electrical Engineers, Certificated Mechanical and Electrical Engineers, the Civil Engineers, the Joint Council of Scientific Societies, the Mine Ventilation Society, the South African Association of Consulting Engineers, the Association of Mine Managers, the Institute of Foundrymen, the Institute of Welding, the Federation of Societies of Professional Engineers, Mine Surveyors, Production Engineers (London), and the Institute of Production Engineering. We are very glad, too, to have with us a visitor from England, Professor Raynor and Mrs Raynor. Professor Raynor is Professor of Metallurgy at Birmingham University, and a very well-known metallurgist in Britain. We also have with us the Chairman of the Ferro-Alloys Association. We are expecting the Chairman of our Witbank/Middelburg Branch, the Chairman of the Engineers' Liaison Committee, Pretoria, the Director of the Witwatersrand College of Technical Education, and, of course, our old friend, Mr Eric Boden, the Manager of A.S. and T.S. It is a very great pleasure to have with us a number of persons who will receive honorary Life Fellowship at this meeting, and there are some Gold Medal winners and winners of our Student Prizes. We have apologies from a number of people who are away on business, and unfortunately some are ill. But we are extremely pleased to see those of you who are here, and we are also very pleased to see so many ladies. We expect to see many more of them later this evening, at our Cocktail Party. A new type of pack has been developed primarily for the support of narrow stopes. It was shown in the laboratory that it has characteristics that very closely approximate the optimum required by underground support to achieve hangingwall stability.

The locations of potential reserves of chromite ores throughout the world are discussed. Reference is made to the marked changes in international trade in chromite ores during the past ten to fifteen years, and to the change in locality of the production of ferochromium aloys, which is curently largely carried out in the country of origin of the ores. The influence of these changes has been very profound in South Africa, which has the largest smelting capacity and the largest production of ferochromium aloys in the world. A proportion of South African ore is stil exported to meet the demands for the production of chromium chemicals and refractories, including a large tonnage of foundry sands. Ferochromium smelters in South Africa have a capacity of virtualy 1 Mt of aloy per annum. Nearly al this development has taken place since the introduction of the argon-oxygen decarburization (A.O.D.) process for the smelting of stainless steels. Formerly, expensive Iow-carbon ferochromium aloys were required as raw materials, but the AO.D. process, which is being used world wide, permits the use of high-carbon ferrochromium, the main product of the smelters in this country. The production in South Africa of chromium-containing corrosion- and heat-resistant steels is stil on a relatively smal scale, but serious atention is being paid to the exploitation of low-carbon weldable feritic chromium steel.

Pressure hydrometallurgy operations require vessels to be lined with an impermeable membrane for corrosion protection and one or more courses of refractory or ceramic brick. Examples of unit operations that utilize composite lining systems include pressure oxidation autoclaves, sulphide precipitation autoclaves, chloride leach reactors, flash vessels, cyclone separators, and direct contact condensers (heater vessels and quench vessels). The refractory lining must satisfy multiple requirements: it must thermally insulate the membrane from process fluid, be structurally stable, provide erosion resistance, be chemically compatible with process fluid, and provide an economic service life. New hydrometallurgical processes are pushing the pressure, and temperature with each new generation of plants. A fundamental understanding of all factors affecting the mechanical stability of the lining system is essential as lining designs move further away from the industry?s experience base. The method of designing a refractory lined vessel is examined taking into account the impact of irreversible chemical swell, operating factors, design factors, and installation factors. The effect of geometry and incorporating additional degrees of freedom to the analysis is explored using two-dimensional and three-dimensional finite element analysis (FEA). The effect of these additional degrees of freedom on the results of the one-dimensional model are discussed. Keywords refractory lining design,autoclave, finite element analysis.

This paper describes how a 'mined out' coalfield is being mined successfully by opencast methods. The coalfield is that at New Vaal Colliery, which is situated in the Vereeniging-Vanderbijlpark-Sasolburg industrial complex. Al three coal seams at New Vaal had been mined previously, when the better-quality coal had been removed. The coal-preparation plant at New Vaal, which is also described, supplies coal to the 3600 MW Lethabo Power Station. The Colliery has been designed to supply 600 million sales tons of coal over its forty-year life.

A dual rate kinetic model consisting of differential equations is used to describe the kinetics of the adsorption of gold cyanide on activated carbon. The partial differential equation describing the material balance in the liquid phase is written for the special case of a fixed bed system. It is shown that an isotherm for the case of a closed system is required to yield accurate simulations of the equilibrium in a column of activated carbon. Whereas the equilibrium loading of gold cyanide is influenced by the free access of oxygen to the system, the traditional open batch stirred tank experiments, which are used to estimate parameters for the calculation of breakthrough curves for organic solutes, cannot be used here. The program solves this model at incremental heights in the column at a specific future point in time. Runge-Kutta and backwards- difference methods are used in the numerical solution. A Von Neumann method is used to show that the solution is stable. Kinetic parameters can be estimated either from batch experiments or from short column runs. In the latter method the column should not be long enough to contain the concentration wavefront for the system of interest. Results obtained from bench scale continuous column experiments were used to verify the computer model. Pure gold solutions as well as real leach liquor were used in both short column and countercurrent moving bed experiments.

The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.

The paper presents a basic summary of the approach to hydraulic scale-model tests as may typically be applicable to slurry flow situations. A case study is presented illustrating how hydraulic scale-model tests can be of significant benefit in evaluating the performance of novel or unproven slurry handling equipment. In this case the equipment tested was a fan-shaped expansion piece used to spread the discharge from a launder over the full width of a dewatering screen. The tests showed that the device did indeed distribute the slurry flow both in terms of volume and solids mass, but not perfectly uniformly. Unfortunately the equipment was not taken beyond the model test phase. The scale-model test approach did, however, prove to be very useful as it is considered to have provided a good indication of the expected performance of the full-size unit. Significantly, this was achieved at very low cost compared to the cost of installing the device into the proposed plant and having to later change it out for an alternative or live with the less than optimal performance. The paper illustrates the value that can derive from applying hydraulic scale-model testing techniques to evaluating the performance of new or unusual slurry handling equipment. There is particular value in situations that do not lend themselves to numerical modelling.

The gold mine sector is presently facing low gold prices as well as technological challenges. Its competitiveness and survival will depend on new mining methods and equipment to improve ore extraction. In 1999, Natural Resources Canada has invested new funds over a period of three years at CANMET’s Experimental Mine to establish the Narrow-Vein Mining Project. A team of engineers and researchers specialized in mining, mechanics and electronics engineering are working to meet the critical need of ore-extraction technology. CANMET’s programme in mechanization and automation for narrow-vein mining had, prior to 1999, realised several important achievements, many in co-operation with a consortium of mining companies(Soredem). The investment of new funds in this area will contribute to develop technologies to improve the productivity, as well as health and safety conditions of the narrow-vein mining industry. Several important impacts of this project will be monitored. In particular, a database of methods and equipment used in narrow-vein mining is being developed. A key thrust is to identify operators’ needs with respect to the development and automation of mining methods and equipment. Based on those needs, research and development projects will be created. The paper will present the objectives of the narrow-vein mining project and some of the results, including the web site developed to present the results of the project.

This paper gives an overview of some criteria for the selection of processes for the recovery of lead and zinc from various raw materials and/or intermediate products. A glossary of possible processes and process variants, is presented and discussed, as well as the way in which these are interlinked. Recent developments in metallurgical process synthesis are also discussed, and the results produced by an eco-techno-.economic synthesis procedure for process routes in zinc metallurgy are given briefly. The way in which such a synthesis can complement a life-cycle assessment (LCA) of zinc-producing technologies is also described.

this paper describes an innovation in computer software that permits mining professionals to collaborate on exploration and mining projects regardless of geographic location. Growth of mining companies through merger and acquisition has created a greater need for mining professionals to collaborate, especially as projects and project participants are becoming geographically remote. Surpac NetVision, the name given to this new collaboration technology, satisfies this need by deploying interactive 3D graphics sessions across computer networks. It achieves this by using common web browser technology as the deployment medium. A plug-in architecture that supports diverse file formats permits transparent read and write of foreign data to further enhance the collaboration process. Surpac NetVision supports any number of connections from web browsers on remote computers using existing networks. Software components required to enable the collaboration session are deployed to the remote computer as required and cached for future sessions. The collaboration session at each computer is characterized by a fully functional replica of the user interface for Surpac NetVision from which any function can be executed by any client, at the owners discretion. All geometry and display attributes deployed to remote clients to render 3Dgraphics are highly compressed to reduce bandwidth requirements. The key benefits of this collaboration technology is improved communication in regard to exploration and mining projects leading to: •More informed decision making •Improved deployment of project objectives and plans beyond the technical planning group to project management and operations staff •Improved technical support for software users. During the exploration phase of mine development, drilling location is in the hands of the geologist, and drilling is spread over the entire domain of the property or deposit boundary. During the mine planning and production phases, however, the mining engineer also needs to use the information obtained from the drilling program. Thus it is important that he/she have some input into the selection of the drillhole locations. Usually, when exploitation will center on one portion of the property for the immediate future, the mine engineer will want to have more of the drilling performed in this area. In the early stages, the purpose of the drilling was to make a decision concerning whether or not to develop a mine. Once the decision is made to proceed with this development, the mine engineer needs to know, with as much confidence as possible, the estimate of the ore grade at each location where mining will occur. This paper addresses the problem of drillhole location for the needs of the mining engineer. The goal is to compare a variety of approaches to drillhole location with a new approach developed by the author. This approach is based on the theory of geostatistics, with the estimation variance used as the quantitative measure of the confidence attained. The goal of the algorithm is to select those locations that minimize the estimation variance subject to constraints on the number of drillholes and the total cost of the drilling program. The kriging equations are used as another set of constraints. The resulting nonlinear optimization model is expressed in terms of binary (0 - 1) decision variables leading to a solution by the branch-and-bound procedure. The algorithm has been applied at a number of operating properties, and practical results and suggestions for implementation are provided.

This paper presents an actor-critic reinforcement learning (RL) method to allocate trucks and shovels in open-pit mines, while defining short-term production scheduling of an industrial mining complex, given new information collected during operations. This new data obtained from sensors update the uncertainty of the orebody models. The RL agents interact with the mining complex environment; exploring the solution space, learning actions to improve metal production and equipment utilisation. A case study is presented at a copper mining complex, highlighting the method’s ability to adapt and make informed decisions while collecting new information.

The role of hardenability in the development of high-strength low-alloy (HSLA) steels is discussed. The applicability of the superhardenability treatment. a steel making technique for increased hardenability, to HSLA steels is indicated, and the literature on this treatment is reviewed. Several low-carbon superhardenability HSLA steels were designed by use of published superhardenability multiplying factors. It was found that the hardenability of these low-carbon steels can be increased to the same extent as that of medium-carbon steels. The mechanical properties as determined in normalized bars indicate that the superhardenability treatment can be used successfully in the production of low-carbon hot-rolled HSLA steels.

The objective of the investigation is to optimize the truck and shovel operations for pre-stripping at New Vaal Colliery by introducing campaign mining. The aim of campaign mining is to improve the efficiency of the loading, hauling, dumping, and maintenance operations which are critical to the success of truck and shovel operations. The current loading (single-sided loading method), hauling, and dumping operations at New Vaal Colliery were found to be inefficient. Time studies were used as a major indicator to highlight the inefficiency of the truck and shovel operations, and it is recommended that an improved loading configuration, hauling, and dumping operations be implemented by using campaign mining. It is also recommended that a service truck be used to maintain the pre-stripping fleet in order to reduce travelling times to the main workshop. As expected, the improved operating conditions will lead to an increase in pre-stripping production.

The skills differential between manpower supply and demand is due to deeply rooted socio- and politico-educational misconceptions that can be remedied only by a concerted cooperative effort on the part of the general public, the State, organized industry, organized engineering, and engineering education. This will require the general public to recognize that the reasons for the shortages in engineering manpower should be regarded as critical. Public perceptions of engineering, of the vocational and educational prospects in engineering, and of the skills required are poor. The spectrum of engineering vocations, the corresponding function profiles, the interaction between the vocations and the relative proportions of the vocations in the engineering team are in general not adequately appreciated. The recruitment and training of students and teaching staff, teaching facilities, educational curricula, practical training, qualifications, professional registration, and financing are aspects of engineering education that should be brought to the attention of all concerned. . In addition, the educational curricula for the various vocations need to be specified clearly and definitively if the overall mission of engineering education is to be properly appreciated. The uncertainties between university and technikon education and the pursuant vocations need to be resolved. This can be done only by defining the respective curricula in terms of the mental skills and scientific techniques required. The remedial actions with regard to the rationalization of engineering education comprise informing of the public; establishment of an active political lobby; revision of existing education policy; rationalization of existing educational infrastructure; promotion, development, and guidance of engineering student intake; financing of engineering education; accelerated creation of new employment opportunities; and monitoring of the supply and demand of high-level manpower. The parties required to nitiate these remedial actions are various State departments and corporations involved in engineering and industry, various departments of education, the Directorate of Technology of the Department of Trade and Industry, organized engineering education, organized engineering, organized industry, and the Human Sciences Research Council. Only if these interest groups actively initiate the various actions under the coordinated guidance of organized engineering wil the required results be achieved. The South African Engineering Association has proposed a comprehensive programme as strategy to solving the problem, and has obtained broad consensus from various State departments, organized engineering education and research, and the private sector. A joint venture between the Foundation for Research Development, the South African Engineering Association, and organized industry has been charged by the State President with the task of launching the programme.

As a national facility, Mintek?s brief is to conduct high calibre research that allows the most effective utilization of South African resources. The research takes two different forms, with the efforts being directed at both high-risk endeavours that may lead to the development or adoption of new technologies or the reapplication of technologies to potential new operations. Starting in the 80s Mintek began developing a process to upgrade the UG2 ore and invested heavily in projects, equipment and people to service the industry. Some of the highlights of that work that has been conducted here include: ?Development of a milling and flotation process for UG2 ores ?Development of the ?Mintek Process? for maximizing PGM recovery for UG2 ores ?Conversion of the UG2 milling circuits to open circuit ?Development of a robust pilot plant facility for use in plant design studies ?Use of dense media as a waste rejection option ?Use of attritioners in flotation circuits. More recently, and with the future in mind, the following processes are being researched, some of which have already been commercially applied: ?Development of a flowsheet for Platreef ores ?Use of optical sorting technology for upgrading platinum ores ?Use of a mini-plant for reagent optimization studies. Each of the highlights listed above will be discussed in the paper.

Prof D. D. Howat (Member): I am a man with a grievance this afternoon. The other authors of the paper entered into a conspiracy to ensure that I presented the paper, and finally even had the audacity to say that this was the least that could be expected from me as I had done so little of the other work. Looking at the distinguished audience here that includes some figures who have forgotten more about cement that some of us have ever learned, I realise how right the other authors were. I feel very much cast in the role of the fool who was pushed in where angels fear to tread. I hesitate to say, Sir, that I would not use the word angels in any definition of the authors of this paper. In presenting the paper, may I try to put forward a few simple points about cement that are probably as little known to the majority of the audience as they were to me-at least until very recently. Concrete, made by mixing Portland cement, sand, crushed rock and water is the most widely used constructional material in the world. Generally the production of actual Portland Cement is about two-thirds that of steel and by the time this is formed into concrete the total is about five times the world tonnage of steel produced. A very rough approximation suggests that world consumption of concrete is about one ton per person per annum. Apart from fresh water mankind consumes no other material in such quantities. What mankind originally required was a mortar to be used for joining blocks of stone or bricks. Such mortar was originally made from limestone burned in a kiln and then mixed with water. Production of mortar of this type began over 5,000 years ago. Some samples from pyramids in Egypt have shown this mortar to be in good condition although over 4,500 years old. The progress of technological development was very slow until 1824 when an English bricklayer, Joseph Aspidin, patented a new mortar material which he made by burning limestone and clay together in his kitchen stove. Aspdin called his product 'Portland Cement' because, in colour, it resembled a well-known building stone quarried in the Isle of Portland on the south coast of England. Aspid's same types of raw materials are used today in modern cement production and the product is still referred to as Portland cement. A lime-containing material such as chalk or shell and a clay-type material such as shale, slate or clay itself, are mixed in the required proportions, ground and fed to a kiln where the minimum burning temperature is about 1,500°C. The raw materials react to form hard chunks of a material known as 'clinker'. About 5 per cent of gypsum is added to the clinker and the mixture is then ground to a very fine powder, the function of the gypsum being to control the rate of setting of the concrete. The key oxides in cement production are lime, silica, alumina and iron oxide. The possible reactions occurring during and the products of the burning process are shown in Table I.
