In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

Extensive thick lignite apparently lies within 250 feet of the land surface in Dyer, Lake, Lauderdale, Obion and Tipton counties. Information on geology, land use, soils, groundwater and instability is compiled, along with a bibliography. A test and monitoring site was investigated at Fort Pillow Prison in Lauderdale County. Analyses were made of lignite, overburden, associated water and leachate. Lignite has high BTU (about 7800) and low sulfur (1.1% avg.). A year or more of data are presented on rainfall, water levels, and chemistry of surface water, groundwater, leachate and water from test pits. Main potential environmental problems are quality of surface water, and possibly shallow groundwater. The main aquifer of the region will likely be un-affected by mining. Low transmissibility of shallow aquifers will minimize lowering water levels of wells. Soil reclamation and conservation should be readily accomplished, Dangerous earthquakes have a low probability and mines are not significantly more hazardous than steep bluffs.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra rake for keywording and information acquisition are gratefully acknowledged. The process development described in this report was carried out at the Morgantown Station of the U. S. Bureau of Mines in cooperation with West Virginia University. An experimental laboratory-scale pilot unit to gasify coal dust in entrainment was constructed on the Campus of the University in Morgantown. The enormously accelerated demand for liquid and gaseous fuels and utilization of our immense coal resources require that a low-cost process be developed for the gasification of a wide variety of coals. Such a process would be a major factor in lowering the cost of synthetic liquid fuels. None of the proc3sses developed in Germany prior to and during World War II, such as the Winkler process, the H. Koppers dust gasification process, the Wintershall-Schmalfoldt process, etc., meet all the requirements for a low-cost process under American conditions. Nor has any other process designed and experimentally operated at atmospheric pressure during the post-war period in this country appeared to fulfill all of the necessary conditions for a low-cost process.

The following pages discuss the objectives, the background, the scope and a statement of the problem of the study of methods to improve the pillar extraction practices in underground coal mines. 1. OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

This paper is the third of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. The second papers deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in the second paper applies to all forms of placer mining. The present paper treats of dredging and other forms of mechanical handling of placer gravels, and drift mining.

When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. "SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.

Bis-basic ethers off fluorene and fluoren-9-substituted derivatives such as tilorone have been reported to inhibit silica-induced fibrosis in rats. The potential antifibrotic potency of 2,7-bis (diethylamino) ethixy fluorine fluorenone (F-9-H.H), fluorenoxime (F-9-one), and fluorenol (F-9-ol) was F-9-axime > F-9-one ~ F-9-H,H > F-9-ol. Since the release of reactive oxygen species and growth factors from alveolar macrophages (AM) in response to silica exposure has been linked to the development of pulmonary fibrosis, the present study was carried out to determine the inhibitory effects of these compounds on rat AM activity in vitro. The following parameters were monitored: (1) cellular viability; (2) zymosan-induced respiratory burst activity (superoxide and hydrogen peroxide release, chemiluminescence, and oxygen consumption) of AM; (3) drug binding to AM; and (4) lipopolysaccharide (LPS)-stimulated interleukin- I (IL-1) release from AM. The bis-basic ethers, at 40 did not affect cell viability when incubated with AM for 30 min, but significantly inhibited zymosan-induced macrophage respiratory burst activity. The inhibitory effect of these agents was F-9-oxime > F-9-one ~F-9-H,H > F-9-ol. Binding of these drugs to AM was time and dose dependent, and exhibited the following binding affinity: F-9-oxime > F-9-one > F-9-H,H > F-9-ol. F-9- oxime was shown to inhibit LPS-stimulated IL-I release by AM in a dose-dependent manner. This inhibition of IL-1 release by AM cannot be explained as a decrease in viability. In addition, these drugs were also shown to impair human fibroblast proliferation in response to serum stimuli without impairing cell viability. These results indicate a positive correlation between drug binding to AM or other cell types and their inhibitory effects on cellular activities including oxygen consumption, superoxide release, hydrogen peroxide secretion, chemiluminescence, IL-I release, and proliferation. The ability of-these bis-basic ethers to modify AM and fibroblast functions in vitro suggests that further investigation of their reported antifibrotic potency in vivo is warranted.

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are made primarily to provide preliminary information to Department of Interior agencies and others concerned with the planning of the proposed Federal power developments within the Missouri River Basin . The present report has been designed to permit public distribution of the factual data obtained . The field investigations in Meagher County were made during tually all 1948 ; Vir- known metallic mineral occurrences within the county were investigated ; some nonmetallic mineral deposits also were investigated . The investigations cannot be considered complete , however , because some long-inactive mines or prospects may have been missed . Most of the old mine and prospect openings are caved; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from Federal and State publications , supplemented by information provided by owners and local residents .

Multiple seam interactions are a major ground control hazard in many U.S. underground coal mines. The two most common types are: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the primary concern, and; • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The National Institute for Occupational Safety and Health (NIOSH) has completed a major study aimed at helping to identify the location and likely severity of these interactions. In the course of field visits to mines throughout the U.S., more than 300 multiple seam case histories were assembled into the largest data base of multiple seam case histories ever collected. These data were analyzed with the multivariate statistical technique of logistic regression. The study also employed LaM2D to estimate the multiple seam stresses, ALPS and ARMPS to determine pillar stability factors, and the CMRR to measure roof quality. The study resulted in the development of a computer program, called Analysis of Multiple Seam Stability (AMSS), which can help mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. AMSS first evaluates pillar design by calculating the single seam Stability Factor (SFSS) using ALPS or ARMPS. It also automatically generates a LaM2D analysis that provides the additional multiple seam stress so that the final, multiple seam SFMS can be determined. The second part of the AMSS procedure builds upon the statistical findings that overmining is much more difficult than undermining, isolated remnant pillars cause more problems than gob-solid boundaries, and weaker roof significantly increases the risk of multiple seam interactions. AMSS quantifies these effects and predicts the outcome in terms of three levels of risk: GREEN (where a major multiple seam interaction is considered unlikely), YELLOW (where adding a pattern of cable bolts or other equivalent supplemental support could greatly reduce the probability of a major interaction.), or RED (a major interaction should be considered likely, and it may be desirable to avoid the area entirely).

The purpose of this program is to demonstrate the feasibility and practicality of noise control for secondary and tertiary crushers in surface non-coal mining plants and mills. It is a part of the broad Bureau of Mines program to reduce noise in mines to levels mandated in the Coal Mine Health and Safety Act. Utilizing the results of previous contractual research efforts in which noise levels of secondary crushers had been measured, two noise enclosures were designed and evaluated for the REXNORD Symons 7-ft diameter secondary and tertiary crushers installed at the Jackson County Iron Company, in Black River Falls, Wisconsin. The first enclosure had a circular shape following closely that of the crusher and was built up entirely of quick-release panels which can be handled by the crusher operator alone. The second enclosure was octogonal in shape and can be rapidly removed, partially or totally using an overhead crane. Both enclosures fully satisfy the noise reduction objectives and permit daily and long-term maintenance of the crushers. Cost analyses show the cost of the enclosure to be less than 10 per cent of the cost of the crusher, the cost of the octagonal enclosure being estimated at only 60 percent of that of the circular one, e. g. $15,000 against $25,000. It is concluded that the octagonal enclosure best meets the needs of the Jackson County Mining Company and it is recommended that an experimental enclosure be built at the earliest possible time, as proof-of-concept.
