There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

Theories on the origin of the Itabira iron formation (itabirite) in Quadrilßtero Ferrffero (QF), as elsewhere in the world, are restricted by the apparent lack of adjoining volcanic units, severe syndeformational metamorphism and deep weathering. Besides the three types of iron formations at QF (siliceous, dolomitic and amphibolitic; Dorr, 1969) we include a fourth type initially described as ocherous, goethitic, limonitic or even yellow iron formation. Considering its high magnetite content, it has been described as yellow magnetite itabirite (Pires, 1979). It was reported as formed by the alteration of the dolomitic itabirite (Dorr, 1969) although the anomalous Al2O3 contents are high for normal weathered itabirite. The yellowish magnetitic itabirite occurs at the bottom of the Itabira Iron formation, along the contact with the Batatal schists, and at the top units of the Itabira, within the Gandarela Formation. Within the magnetitic itabirite at the Tamanduß iron ore mine there are metric zones, concordant to the bedding of pillow-like structures, exhibiting a porous core, surrounded by an intermediate, more granular zone with numerous, minute rounded cavities grading to an external, fine-grained zone with much less minute cavities. In the external portions of some pillows a breadcrust type structure, derived by quenching with the water can be observed. In some other zones, such as the Barreiro hill, an outer, vesicular, whitish yellow, 5 - 10 mm thick, band grades to an aphanitic, isotropic band. The vesicles are slightly flattened against the band surfaces. The existence of fragmental layers showing flowage and fragment alignment, kaolinitic laminas and vesicles filled with kaolinite at Barreiro Hill and Capitpo do Mato Mine represent mesoscopic structures, indicators of a possible volcanic origin. Chemical compositions of the magnetitic itabirite from a wide area in QF revealed a relatively high Al2O3 content, consistent with a volcanic origin.

An intermediate scale (8 m + 8 m + 5 m high) constructed waste rock pile experiment was built upon a contiguous grid of 16 gravity drainage lysimeters to investigate the flow of water in unsaturated waste rock. Average net infiltration to the uncovered waste rock pile is 55 per cent of precipitation. Large rainfall events have net infiltration of 55 per cent to 85 per cent. Net infiltration estimates range from 23 to 120 per cent of precipitation between lysimeters. Small-scale lysimeters of less than 4 m2 area are shown to be poor predictors of net infiltration for uncovered waste rock. The appropriate size for lysimeters increases with increasing flow rate. The residence time distribution has an estimated median value of 3.0 to 3.9 years under average infiltration conditions. Water flows within the fine grained matrix, within larger pores (macropores), and in matrix free areas of the pile. In situ tracer concentrations vary between pore sizes, and between spatially distinct areas of the pile, indicating water geochemistry may also be variable. Water samples collected from in situ soil water samplers are dominated by the most mobile water fractions. In situ measurements of water content and matric suction are compared to the measured outflow. The data indicate the focusing of flow in spatially distinct areas can make in situ instrumentation a poor (non-conservative) predictor of volumetric water flow.

During the intial two years (1972 - 1974) of exploration at Telfer, water require- ments were limited to supporting a 50 man camp and diamond drilling to verify thickness and grade of the stratabound ore deposit. Water bores were drilled to intersect the Middle Vale Reef down dip from its outcrop about 70 metres below surface. The MVR reef is an oxidized pyritic horizon which contains 30% - 65% sulphide below the zone of oxidation and forms a highly porous leached gossanous zone to a depth of 100 metres. Good morning and thank you for the opportunity to address this yearÆs New Zealand Minerals Conference.   As you have already heard from the Associate Minister of Energy, the Government believes that the minerals industry is an important part of our economy. In particular, our coal and lignite resources have the potential to play an important role in New ZealandÆs energy sector as both a primary fuel and as a means to produce electricity.   The Government has taken a keen interest in the primary fuel sector given the declining reserves of natural gas sector. The energy sector is a key driver of economic growth and it is therefore critical that we have a reliable supply of primary fuel as part of the energy mix.   In a global sense, New Zealand is like many other countries regarding the need to secure energy for the future. Natural gas will be a key bridging fuel in the transition from an energy market based on fossil fuels to one based on renewables over the next century.   However, natural gas as a solution to this energy transition has some pragmatic limitations for New Zealand. There is uncertainty as to when new domestic reserves of gas can be discovered and developed. And the alternative of imported LNG poses a number of costs and risks to the economy.   New ZealandÆs coal resources are vast-estimated to be enough to last hundreds of years at the current rate of extraction. The main question is can extraction be increased and sustained to meet the demand of domestic power producers and at the same time meet commitments to lucrative international markets?   At this point it is appropriate for me to place coal into context with Governments overarching policy objectives for energy. The Government has stated objectives for the energy sector emphasising energy efficiency and an increased focus of renewable energy, while still ensuring security of supply and certainty as to energy costs and risk. Coal certainly can make a contribution to these objectives going forward.

The backfilling operation at Olympic Dam mine supports a 9.8 Mtpa underground Long Hole Open Stoping (LHOS) operation. It involves a combination of Cemented Aggregate Fill (CAF), surface rockfill and underground rockfill. The fill material is introduced from the surface via boreholes into the top of the stopes. Due to the deleterious effects of the dust and the thickness of the atmosphere in the stope it is not possible to view the filling process either at optical or infrared (IR) wavelengths. The need for a means to measure the filling process is driven by the placement of both rock and CAF fill in the stopes. The large volumes and high relative cost of CAF makes the minimisation of CAF fill a business priority. Incorrect filling can lead to the sterilisation of ore reserve. The use of millimeter wave radar to view through the haze to give real-time data on the relative positions of the different fill masses is being developed as an in-stope fill monitoring device. This paper reviews the salient points of the technology and its potential use in the backfilling operation at Olympic Dam. The broader potential of this technology for use in the mining industry by æseeingÆ through water and dust laden environments such as that found in stopes and ore passes is also discussed.

Backfill systems using unconventional cementitious binders have been successfully used in relatively deep and hard rock tabular mines for longwall, scattered stoping and shaft pillar removals. Two unconventional cementitious systems are discussed: A ground granulated blast furnace slag (GGBS) with an activator containing lime. This has been used with a total tailings æstableÆ slurry at a relatively low dosage of less than seven per cent, by mass, based on dry solids. The room and pillar stopes supported with this fill were up to 20 m high and the tailings were relatively high in pyrite. A GGBS binder plus a silicate based activator and gelling agent that virtually eliminated all water drainage (and hence post filling shrinkage). The system used a slurry, but the addition of the activator created a final placed product that had the behaviour of a paste. The system has been successfully used for almost ten years in the following applications: stoping widths (mining heights) above 1.6 m; and shaft pillar removals in seismically active areas at the end of the life of the shafts. This paper discusses the technical merits and costs of the systems and compares them to other fill systems (including true paste systems). the acceleration (normally g, 9.81m/sec2) is increased to a significantly larger (but generally unmeasured and unknown) value, as shown in Figure 1.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

It is crucial to record ground movement of any magnitude to enable the safe and economical design of excavations and infrastructure. The DigiMine Laboratory is equipped with technologies to record such movements. This paper analyses the effectiveness of the Digital Mine instrumentation in recording earth movements in light of the Botswanan earthquake which occurred on the 3rd of April 2017 at 17:40 UTC. Recordings from the Digital Mine are compared with other ground sensing technologies which also captured the event (USGS and GEOFON systems). USGS and GEOFON system’s recordings suggest that, there are a number of possible mechanisms that could have resulted in the earthquake as discussed in the paper. Compared to the USGS and GEOFON systems, DigiMine system could not provide an analysis that could give possible source mechanisms. However, the system’s success in recording the Botswanan earthquake, is an indication that the system works and can be further developed or improved. For a comprehensive analysis, more data from various sensors needs to be collected. For example, DigiMine connecting to the national seismic monitoring system or to the local mine’s seismic monitoring system. Such connections will enable the development of a better self-analysis system and possibly prediction of future events. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.

Over recent years a number of techniques have been developed as part of the Australian Minerals Industries Research Association (AMIRA) P9 project to represent mathematically or measure directly subprocesses occurring in flotation cells. These include the determination of a:machine parameter (bubble surface area flux, Sb); froth parameter (froth recovery, Rf); entrainment and drainage parameters; and ore floatability parameter (Pi). A cost-effective methodology was developed for using these techniques to derive models of flotation circuits. This methodology was applied to derive a model of the flotation circuit at the Western Mining Corporation (WMC) Ltd Mt Keith Nickel Concentrator. The model was used to simulate a number of minor circuit flowsheet changes, the results of which are discussed in this paper. One year later, a second study of this plant was conducted. In this second study, data were collected while operating the plant in the flowsheet configurations that were simulated from the model developed from the first study. The results obtained from the second study showed reasonable agreement with the trends predicted from the first study model; discrepancies can be explained in terms of the model assumptions. This suggests that this simple circuit modelling methodology can be useful in assisting plant engineers to optimise flotation circuits.

A new national-scale geochemical survey is under way inAustralia with the aim to provide energy and mineral explorers with state-of-the-art precompetitive data and information about the continentÆs potential resources. This low-density geochemical survey will provide a national geochemical data layer using consistent sampling medium and sampling, preparation and analytical methods. Large-scale geochemical patterns thus revealed are expected to point to new areas of exploration potential. The project is funded under the Onshore Energy Security Program. It is hoped that this new national geoscience dataset will help make Australia a more attractive destination for energy and mineral exploration investments. Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.

Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

Robe River Iron Associates (RRIA or Robe) is widely regarded as the worldÆs most cost-effective, consistent and reliable supplier of iron ore. It has been in operation since 1972 and globally is the fourth largest seaborne trader in iron ore exporting 25.5 million tonnes of -9.5 mm sinter fines and 4.5 million tonnes of pisolite lump (-31.5 +6.3 mm) during 1999. Robe is a joint venture that controls major iron ore resources in the Pilbara region of Western Australia. ItÆs participants are North Limited with an interest of 53 per cent (65 per cent including minority interests) and Japanese companies Mitsui (33 per cent), Nippon Steel Australia (10.5 per cent) and Sumitomo Metal Australia (3.5 per cent). Robe River Mining Co Pty Ltd manages the project which is a subsidiary of North Limited and Mitsui.
