The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

Iran has had an active mining sector for some 7000 years. Exceptional in terms of its mineral diversity, Iran produces 62 minerals, and is ranked among the world’s 15 most mineral-rich countries. Many people around the world know Iran as one of the major petroleum exporters. Oil and natural gas dominate Iran’s economy, and oil exports provide the principal source of income, contributing more than 80 per cent of foreign exchange earnings. Transformation of Iran from an oil exporter to an independent country to oil has been on the table for many years, even before the Islamic Revolution of 1979. Development of the Iran’s mineral industry is one of the major replacements for petroleum exports. In the last decade, Iran invested billion dollars in the mining and mineral industry sectors and to increase the added value, tried to export processed minerals instead of the raw materials. In accordance with the ‘20-year Perspective 2025’ that targeted by the Supreme Leader, Iran will be a country with the first rank in economy, science and technology in its region. The objectives over this perspective include briefly increasing annual production to 55 Mt of crude steel, 800 000 tonne of copper cathode, 1.5 Mt of aluminium, 200 Mt mineral products, 300 000 tonne of zinc and 5 000 kg of gold. These goals are achievable in normal circumstances, but concurrency of the 20-year Perspective 2025 with commencement of the UN Security Council sanctions against Iran, frustrated objectives of the perspective, at least the ones related to the mining and mineral industry sectors. This paper tries to elaborate the development programs and following challenges for the mining activities of Iran by 2025.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Landscape interpretation, geology and mining history is being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations - both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage.   Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point; they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history.   Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The pooling of resources under the banner of geotourism has led to cost effective marketing, targeting and promotion of products.   Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

Thank you for your introduction and the opportunity to speak at such an important forum. I feel honoured to be the Tas McKee speaker for this yearÆs conference. I can honestly say that Tas McKee typified the spirit that has ensured the survival of the mining industry despite the modern-day challenges that we encounter. He was one of the most influential people in the New Zealand minerals industry. In 1938, with his father and brother, Tas established Lime & Marble Limited. Over its history, this company evolved from its original base of marble mining to diversify into gold mining and exploration for other industrial minerals, uranium, precious and base metals. He was truly a pioneer that persevered against the odds.   That leads me to the subject of my discussion today. I am going to delve into todayÆs challenges as they apply to gold companies. While we gold miners should be generating record returns, the gold industry shareholder return performance in this buoyant market has barely equalled that of the gold price. It is a dilemma but one that can be resolved with the right strategy.

Laboratory batch rod and ball milling tests were conducted on samples of Heavy Medium Separator (HMS) sinks from Renison Limited. The effects of mill rotation speed, rod volume and ball size on the resulting product size distribution were investigated. Between 48 and 69 per cent of critical speed, the product sizing distribution curves remained very similar, with a finer grind resulting from increasing the speed of rotation at constant grind time. Increasing the rod loading from ten to 53 per cent by volume caused the product size to become finer and more closely sized with a transition occurring at approximately 29 per cent. This was interpreted as a change of dominant grinding mechanism from abrasion to impact. No preferential grinding of the cassiterite was observed. The effect of increasing ball size at constant charge weight was to preferentially grind the coarser particles and generate more intermediate sized particles, whereas the product from a mixed ball charge gave a distribution similar to that obtained when a charge containing only smaller balls was used.

The Ernest Henry Mine is currently a copper-gold open pit operation situated in north-west Queensland, Australia. It is owned and operated by Xstrata Copper with a current throughput of 11 million tonnes per annum; however, open pit operations are scheduled to cease in late 2011. The deposit dips at approximately 45¦ and extends for at least another 400 vertical metres below the final 530 m deep pit design. Resource drilling from 2002 until mid 2008 has enabled an Indicated Mineral Resource to be established to 1000 m below surface. Scoping and prefeasibility studies (PFS) have been completed toward determining if this resource is suitable for underground mining and a feasibility study is currently progressing with a sublevel caving (SLC) concept. This paper briefly describes the process by which the SLC method was selected, conclusions regarding the non-selected methods, and then discusses the optimisation process used to derive the mining plan. The key optimisation parameters include the production drive spacing, level spacing, draw strategy, cut-off grade and production rate. Key risks will then be assessed and economic sensitivities studied. Final sensitivities will use Monte Carlo simulations to improve the transparency of the projectÆs risk profile. The feasibility study (FS) began in March 2008 and this paper describes the main optimisation steps at the time of writing and outlines the plan for study completion through to March 2009.

PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. The trends are analysed to extract the reasons behind the changes and most importantly, what can be done about it.CITATION:Lumley, G, 2012. The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

The Institute of Geological and Nuclear Sciences' Mineral Resources Programme is currently carrying out research under two major projects:   HAREM (Hauraki Andesite Rhyolite Epithennal Mineralisation) The Hauraki Goldfield lies within a belt of andesite-dacite-rhyolite volcanics of Miocene Pliocene age which is underlain by a basement of Mesozoic greywacke. It contains some 50 separate epithermal gold deposits and is a world-class gold and silver producer. The HAREM project is aimed at improving models of the epithermal gold mineralisation, and to better understand the processes and controls of origin, transport and deposition of the gold.   MARGO - (Marlborough Gold) The MARGO project is aimed at determining the geological factors that controlled the formation of the Mesozoic mesothermal gold-antimony-tungsten deposits in the Marlborough Schist belt. Following reconnaissance work on 12 deposits, our current work is concentrated on deposits in the Wakamarina valley.

There are large tonnages of low-grade manganese ores in India fromwhich it is uneconomic to produce ferroalloys by conventionalsubmerged arc furnace smelting. A possible way to utilise these ores is to smelt them with carbon to produce pig iron and a manganese-rich slag, then to metallothermically reduce the molten slag to silicomanganese. Thermodynamic modelling of the metallothermic reduction stage using aluminium, silicon or aluminium-silicon alloy as the reductant at 1450¦C showed that an acceptable grade of silicomanganese could be produced. Manganese recoveries were predicted to be about 80 per cent. Heat balances indicated that silicothermic reduction may not produce enough heat to maintain reaction temperature. Small-scale laboratory experiments showed that the manganese grade of the alloys, and the manganese recoveries, were close to those predicted, but those for silicon were muchlower. Aluminothermic reduction produced the highest grade manganesealloy. The slag-metal equilibrium involving manganese, silicon and their oxides was investigated and it was found that equilibrium was not attained in any of the experiments, due probably to the very low rate of reactions involving silicon. This could be used to advantage in practice to achieve higher manganese levels in the alloys.

Amorphous silica deposits have been identified at Tikitere and Taheke near Rotorua. Two areas at Tikitere have been surface sampled and drilled to establish a resource of amorphous silica in excess of one million tonnes. A pilot plant was established to develop a process to manufacture a high quality super pozzolanic material. This development process took two years before a commercial product was introduced to the construction industry in 1996. The amorphous silica product, marketed as Microsilica 600, is used as a pozzolanic material to produce high quality strong and durable concrete, sprayed tunnel linings, mortars and grouts. Microsilica 600 has been used locally and exported to 11 countries.

The Telfer concentrator, located in the Great Sandy Desert of Western Australia, consists of a dual train gold/copper operation processing ore from one underground and, currently, two open pit mines with differing mineralogy. The flotation circuit of each train was designed to operate in several modes depending on the feed mineralogy. The majority of ore mined at Telfer is processed in a sequential mode where copper minerals are first floated into a saleable copper concentrate followed by the flotation of an auriferous pyrite concentrate which is treated in an on-site hydrometallurgical plant (carbon-in-leach (CIL)). Gold is recovered as a gravity product within the primary grinding circuit, to the copper concentrate, and to a lesser extent, the CIL circuit.Since Telfer was re-opened, with a new concentrator, in 2004, the processing plant has struggled with poor copper concentrate grades, partially due to the excessive entrainment of non-sulfide gangue minerals in the copper flotation circuit and, more recently, due to composite copper particles produced when processing ore from a supplementary satellite pit that has not previously been processed through the new Telfer concentrator. Gold recoveries in the CIL circuit have also been below industry standard. This paper presents the implementation of recent changes made to the circuit to address these performance issues. The reconfiguration of the circuit has involved the installation of the following major equipment items: two ISAMillsÖ in ultra-fine grinding applications (one in the copper circuit and one in the pyrite circuit), two Jameson Cells to improve fine gangue rejection and a bank of 5 + Outotec TC30s to recovery copper and gold from the reground pyrite stream. Attempts to rationalise the geological environment of nickel sulphide deposits associated with Archaean ultrabasic rocks has produced much speculation as to the origin of the sulphides and the relative importance of geochemical, mineralogical, textural and structural characteristics of the host rocks. From an economic viewpoint the object of such work is to establish geological criteria which can be used as an exploration guide. Exploration procedure for nickel sulphide mineralisation of the 'Kambalda type' (Hudson, 1972), which occurs at or near the basal contact of Archaean ultramafic flow units and lenses consisted of geological mapping, surface prospecting with soil sampling and rock geochemistry.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. During 2015 and 2016, the authors conducted a number of surveys, workshops and reviews of ventilation and gas management practices in Australian underground coalmines. The study was funded by ACARP with a brief to identify gaps in ventilation and gas management practices for current and future needs, and to prepare a road map for change that would assist in delivering improvements.The study found that despite many examples of leading practice, gas and ventilation management is not afforded the attention and priority that is warranted and that this must be remedied if future operational performance targets are to be achieved and the safety of the industry protected.
