The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Flyrock is the unexpected and undesirable projection of rock fragments during detonation of a blast and managing this risk is becoming an increasing challenge as urban development encroach toward mineral extraction sites. The basic factors associated with flyrock are discussed in relation to geology, blast design and management. Published data of historical flyrock events are investigated and compared with local information on incidents. Good agreement was found between the data sets. A computer program of flyrock was developed using projectile motion based on launch velocity and angle, rock size, shape and density. This deterministic model was coupled with a probability model to simulate blast events. The impulse time ?t of the explosive pressure was taken as the stochastic variable to replace launch velocity. The variables were calibrated to replicate field data. A simulation was executed to demonstrate the capability of the approach to defining flyrock danger zones. For a simplistic situation it was identified that an appropriate distance to be cordoned off for the blast danger zone is a radius of 120 m in front of the blast and 65 m behind.

Geological exploration and mining development increased their intensity and rate of success during the last five years in Peru. Particularly relevant are the mining projects of Yanacocha and Pierina for epithermal Au and Ag. Also relevant are the new mining operations at Iscaycruz and Uchucchacua for limestone replacement Zn- or Ag-rich base metal skarn deposits. Miocene continental volcanics host the low-grade but near-surface orebodies of the Yanacocha mining district in Cajamarca. Several deposits have been mined since 1994 with open-pit and heap-leach gold production increasing from 300 000 ounces to 1 300 000 ounces in 1998. In a similar geological setting, but with three times the grade of Yanacocha, the Pierina valley-leach operation in Ancash is set to produce 800 000 ounces Au during 1999. At Iscaycruz in Lima, Cretaceous limestones host massive pyrite and sphalerite skarn deposits with 10 to 20 per cent Zn. Mining and milling were started in 1996 with last yearÆs production rising to 180 000 tonnes of Zn concentrates. At Uchucchacua, selective underground mining of fracture-controlled Ag skarns, with 400 to 420 g/t, has been recently increased from 1200 to 2000 tonnes per day to produce 5.5 million ounces Ag during 1998. Advanced exploration projects are located in the framework of nine Phanerozoic metallogenic provinces. Mineral deposits of preferred attention are precious metal disseminations and veins, base metal replacements and skarns, porphyry Cu (Mo-Au), Mississippi-Valley-type Zn and base metal volcanogenic massive sulphide deposits. Geological discovery of new orebodies enables a sustainable development of the mining industry in the country.

The treatment plant at Martha Mine was upgraded from a nominal throughput of 110tph (O.93mtpa) to 150tph (1.25mtpa) late 1999. Post-upgrade performance did not meet expectations when treating either the competent primary ore or the clay-rich oxide ore.   ò Plant throughput is constrained by milling capacity when treating the competent primary ore. This is not an issue at present as current plant feed is oxide ore from the top of the open-pit, but will become so in future years as the pit deepens. To counter this future threat, ball mill power has been restored to 1100kW through modifications to the drive train. The addition of a crushing circuit may also be necessary.   ò Plant throughput was originally constrained by thickener and leach/adsorption tank issues when treating the oxide are. Changes to plant equipment and operations has seen the removal of these constraints and throughput on this material is no longer a problem.   The most significant issue facing plant staff at present is the high silver grade and its impact on gold recovery. These high grades impact upon recovery through losses caused by insufficient leach and adsorption capacity. To counter this, the geology, mining, and milling teams are working together to blend the high grade silver zones with lower grade ores - this is seen to be the quickest and most cost effective way to deal with the issue. The plant design has also been evaluated with a view to modifying it to cope with the higher silver grades. The viability of these modifications will depend on cost and time (that is, the length of time to implement any modifications versus the length of time to mine out the high silver zones).

This study provides quantitative data on vein distributions within seven selected epithermal systems, four deposits hosted predominantly in rhyolitic rocks: Ohui, Wharekirauponga, Neavesville and Komata, and three major deposits mainly hosted in andesite: Martha Hill, Golden Cross and Karangahake. The technique of fractal analysis was used to help quantify vein distribution patterns. The fractal dimensions (D) obtained are related to the number of veins per metre, the degree of vein clustering, and vein thickness. An increase in any of these tends to increase the fractal dimension.   It is the relative relationship of these parameters that is important for the characterisation of vein distributions, and the comparison of different deposits. Within the same systems, the rhyolites are characterised by lower vein thickness and vein density, but have a higher degree of vein clustering compared to the andesites. Sections that are deeper and more centrally located within the epithermal system and/or close to major structures tend to have a greater degree of vein clustering, higher average vein thickness and density, and higher thickness to density ratios. This depth control is most pronounced in epithermal gold-silver systems because they have formed at shallow crustal levels where physico-chemical conditions change drastically both vertically and laterally. In addition to lithological and structural control at vein scale, deposit scale structure is of great importance in the deposition of economic mineralisation. Large open vein structures capable of sustaining high fluxes of hydrothermal fluid, favourable for the formation of large, high-grade gold deposits, are best developed in andesite sequences.

The comparison between J Visman and C O Ingamells’ works with P M Gy’s works has been the object of intense debates in the past. Such negative debates inevitably resulted in a loss of many good opportunities. The author’s long experience in applying works of these three authors led to the pragmatic conclusion that it is relatively easy to integrate everything Visman and Ingamells created into the Theory of Sampling; therefore, it is suggested that the compatibility has been vastly overlooked, and a correction for such anomaly is recommended. It is important to emphasise that Visman and Ingamells works may be beneficial and provide relevant, harmonious additions in some areas, and ultimately offer attractive possibilities to sampling practitioners. Such additions may enhance our capabilities to predict sampling difficulties by using a stronger strategy and to design better sampling experiments that would allow us to further understand the heterogeneity of minor constituents, and especially trace constituents. Basically, the suggested integration is essential for sampling trace constituents in the environment, in food, in chemicals and in the pharmaceutical industries.CITATION:Pitard, F F, 2017. In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

We report 40Ar/39Ar ages for adularia and illite from veins and wall rocks at the Waihi and Favona deposits, in the Waihi district. One sample of vein adularia from the Favona deposit yielded a plateau age of 6.04 ¦ 0.06 (la) Ma, and two samples of vein adularia from the Waihi deposit yielded plateau ages of 6.17 ¦ 0.03 and 6.17 ¦ 0.09 Ma. Two samples of wall rock adularia from the Waihi deposit yielded plateau ages of 6.07 ¦ 0.06 and 6.08 ¦ 0.03 Ma. Adularia ages overlap at the 2s level, and we do not consider them to be significantly different. Two samples of illite from wall rocks at Favona have total gas ages of 5.66 ¦ 0.04 and 5.65 ¦ 0.04 Ma, and retention ages of 6.57 ¦ 0.04 and 6.61 ¦ 0.04 Ma, whereas one sample of vein illite yielded a total gas age of 5.29 ¦ 0.17 Ma, and a retention age of 6.26 ¦ 0.19 Ma. The total gas ages of illite are minimum ages that are equivalent to conventional K/Ar analyses, whereas retention ages of illite are maximum ages. Although interpretation of the illite data is complicated, the adularia results strongly suggest that the Waihi and Favona deposits formed contemporaneously in the same fossil geothermal system at 6.0 to 6.1 Ma.

The general goal of passive acid mine drainage (AMD) treatment is to reduce levels of acidity and metals to acceptable levels. Most treatment systems use either an oxidising or a reducing strategy. In oxidising systems, alkalinity is added along with dissolved oxygen; in reducing systems, dissolved oxygen is removed (if present) and then alkalinity is added. It is recommended that small-scale field trials be conducted as part of the methodology of selecting the best remediation strategy at AMD sites. Following successful field trials at the Sullivan Mine AMD, the Pike River Coal Company (PRCC) has shown foresight by using the same system to treat AMD generated as a result of taking a bulk sample of coal at the Pike River coal field. The system reduced acidity by 100 per cent, iron by 99 per cent, aluminium by 96 per cent, nickel by 95 per cent, manganese by 51 per cent and zinc by 99 per cent. The success of this field trial suggests that a system using a reducing strategy may be appropriate for the Pike River Adit AMD site.

Western Australia (WA), alongside Brazil, has remained at the forefront of the global seaborne traded iron ore market for over 40 years. Despite this apparent stability and strong market position, WA continues to face strong external international supply-side competition, mainly from Brazil, but also periodically from often marginal, non-traditional sources of iron ore. Additionally, WA iron ore supply has undergone significant decadal change internally, both of an evolutionary (brownfields expansion) and revolutionary nature (major new greenfields projects). Since 2006, a new generation of WA-focused iron ore explorers, developers and producers have emerged.The majors, BHP Billiton and Rio Tinto, have expanded mine production to record levels and the Roy Hill project is now approaching nameplate capacity. Fortescue Metals Group (FMG) is, however, the largest new market entrant of the last decade, delivering upon their vision of becoming the ‘new force in iron ore’. Unlike most of the other new WA market entrants, FMG’s operations are substantive. Most of the other smaller, new WA iron ore miners have struggled during the period of falling prices, though it is worth noting that collectively they have made a material supply-side impact during the price boom – typical of marginal supply. Finally there have been some contributions from new magnetite projects, however, the delivery and economics of these projects have not met expectations.In this paper, we touch briefly upon the key global market changes of the last decade, namely China-driven demand growth and the changes to the pricing mechanisms for iron ores – before reviewing the rise in WA iron ore supply in response to these markets. We finish by focusing on the most significant WA-focused supply-side development of the last decade, the rise of FMG as a major new supplier and the strategic situation that facilitated its rise. The unprecedented China-led rise in iron ore prices felled many traditional barriers to market entry into an oligopolistic industry, allowing many new market entrants (in WA and around the world). However, the downturn in iron ore prices resurrected these barriers to entry, with only FMG (thus far) breaking the entry barrier with significant scale. Difficult corporate decisions have been forced upon the smaller WA iron ore miners who, in some cases, will now struggle to further expand, or indeed continue to operate in the longer run.The changes that have taken place over the last decade of WA iron ore production hold insights for other emergent mineral commodity exports from the state. Successful market entry, even when industry barriers are high, does not always require an immediate low-cost production assumption alongside a strong balance sheet. FMG could see a new market, within an established commodity market, target an appropriate and new product at it, overcome temporarily-felled barriers to entry in infrastructure and finance, then innovate and aggressively cut costs ensuring it was behind the barriers to entry when they rose again after the price boom.CITATION:Barrere, L, Trench, A, Sykes, J P and Davies, R S, 2017. Coal seam gas (CSG) exploration and development requires the abstraction of significant amounts of water. This is so because gas desorbtion in coal seams takes place only after aquifer pressure has been reduced by prolonged pumping of aquifer water. CSG waters have a specific geochemical signature which is a product of their formation process. These waters have high bicarbonate, high sodium, low calcium, low magnesium, and very low sulphate concentrations. Additionally, chloride concentrations may be high depending on the coal depositional environment. This particular signature is not only useful for exploration purposes, but it also highlights potential environmental issues that can arise as a consequence of CSG water disposal. Since 2002 L&M Coal Seam Gas Ltd and CRL Energy Ltd, have been involved in exploration and development of CSG in New Zealand. Anticipating disposal of CSG waters as a key issue in CSG development, they have been assessing CSG water quality along with exploration work. Coal seam gas water samples from an exploration well in Maramarua closely follow the geochemical signature associated with CSG waters. This has helped to identify CSG potential, while at the same time assessing the chemical characteristics and water generation processes in the aquifer. Neutral pH and high alkalinity suggest that these waters could be easily managed once the sodium and chloride concentrations are reduced to acceptable levels.

Analysis of Electrostatic Separation for Rutile Cleaning Duty Using a Plate Electrode Assisted High Tension Roll Separator A plate assisted electrostatic high tension roll separator has been used for the removal of impurity mineral grains from a rutile rich product stream. A laboratory study and a subsequent production study explored the effect of machine conditions with a view to the optimisation of the separation performance of the separator. The performance requirement was that the TiO2 grade in the non-conductor stream was to be less than ten per cent whilst at the same time the ZrO2 grade in the conductor stream had to be less than 0.5 per cent at mass recoveries of greater than 90 per cent to the conductor stream and less than 5 per cent to the non-conductor stream. Mineralogy data was utilized to determine the feasibility of achieving the production targets with the feed under study. Since the feed stream mineralogy was dominated by rutile, leucoxene and zircon, it was possible to use an approximation to the actual mineral assemblage as well as the raw X-ray fluorescence data to understand the separation duty of the Carrara machine. Since there were four conflicting criteria used for the performance requirement, an index was devised that incorporated all the requirements simultaneously. This new index was the sum of the squares of the difference between the achieved and desired values, weighted with respect to the variance of each variable. If the desired value for a particular criterion had been met its contribution to the sum was set to zero, no matter how well the criterion had been met. For the production machine the strict requirements were almost achieved. As expected, the achievement of the target performance was dependent of the feed conditions at the time of measurement. This paper reports the results of this study.

A Simulation Study on Two-Stage Grinding with High-Pressure Roller Mills By the application of high-pressure roller mill (HPRM) in the field of mineral processing, computer simulation can be used to predict overall performance of a grinding circuit based on data obtained from HPRM comminution test in pilot scale or industrial scale. Using the model developed by Klymowsky and Liu for HPRM comminution and an extended Plitt's model for classification, steady-state of a closed circuit grinding can be calculated by means of a virtual locked-cycle-test conducted on computer. This paper presents the result of a simulation study on two-stage grinding with HPRM as the comminution device. The emphasis is put on the influences of circuit-configuration and way of recirculating classifier's coarse-product on the overall circuit performance. The results show that two-stage grinding with HPRM has its merit and flexibility in meeting demands of various grinding tasks in mineral processing.

The effect of liner wear on SAG mill performance has gained much attention in recent years. It is commonly observed that the three key performance criteria of SAG milling; throughput, power and product size all improve as the liner wears.The increase in throughput is generally ascribed to the increase in the grate apertures and the increase in mill volume due to the wear of these components. Whilst the decrease in product size is attributed to the reduction in lifter height and angle, resulting in more breakage by means of attrition and abrasion.Though it is widely acknowledged that the wearing of liner components such as Lifters, Plates and Grates have a significant impact on mill performance, their individual contribution to changes in mill performance has been unclear, and resultantly lead to questions like; what percentage of the throughput increase can be attributed to the increase in mill volume (plate wear)? and how much can be attributed to the increase in grate aperture (grate wear)?It has been found that through the use of grinding surveys, analysis of production data and JKSimMet it was possible to separate the effects of changing liner profile, increasing mill diameter and increasing grate aperture on the mill performance allowing for the quantification of each.The outlined methodology allows for both troubleshooting of problem liner components which reduce milling efficiency in their wear life as well as providing a basis for a more quantitative approach to liner design and reline scheduling.CITATION:Toor, P, Powell, M, Hilden, M and Weerasekara, N, 2015. THE object that the writer has mainly in view in presenting this paper is to draw the attention of those connected with the technical side of the industry to the unsatisfactory and by no means up-to-date methods employed in estimating the tin contents of an ore. At the same time, what is regarded, from the writer's personal experience, as a satisfactory and reliable method is explained in detail. It is a curious fact that for the last 25 years tin·assay methods have made little or no advance, while those now in general use ill connection with copper and lead ores can scarcely be compared with those then obtaining, so greatly have they been improved upon. Though it. is not altogether expected that the method herein advocated will at once meet with general approval, the writer hopes the resultant discussion may bring out points that have hitherto escaped detection.FIRE METHODSThe old Cornish method of smelting with anthracite is now obsolete. The cyanide assay, although unreliable, is still much used because of its simplicity. In the Malaya many buyers of tin ores use the cyanide assay, the smelting being carried out generally in a benzine furnace. The treatment plant at The Great Boulder Proprietary Gold Mines Limited was designed and erected by Chas. Ruwolt Proprietary Limited in 1934 to mill 12,000 short tons per month. The flow sheet called for fine grinding, straking, flotation, roasting of the flotation concentrates and cyanidation of the resulting calcine.In 1937 considerable alterations and additions were made to the plant. The grindin,g section was duplicated with addition of two 8 ft. x 6 ft. Abco Ball Mills to increase the throughput to 28,000 tons per month, and the flow sheet was changed from "straight flotation" to "precyanidation and flotation" neeessitating the addition of thickeners, agitators, Oliver filters and Edwards roasters.A further change to the flow sheet was made in 1942 with the introduction of sulphur dioxide conditioning ahead of the flotation section, to permit the treatment of 500,000 tons of oxidised ore. Since that date no major alterations were made to the flow sheet or equipment until 1950, when the modifications set out in this paper were commenced with the object of reducing costs and increasing plant efficiency.These modifications are dealt with under the section headings and are therefore not necessarily in chronological order.CRUSHING SECTIONThere has been no material alteration in this section although at the time of writing a 650 ton capacity ore bin is being erected ahead of the primary Jaques crusher. Over the years, predictive techniques for Acid Mine Drainage (AMD) and the natural processes affecting acid generation have received considerable attention. Less emphasis has been placed on the sampling strategy and the integration of testwork results with the geological data base. The sampling strategy employed and the development of a geological model to determine the spatial distribution and volume of acid producing material are often crucial for developing cost-effective containment and mitigation measures. The geological model provides a link between the occurrence, timing, destination and placement of mined waste rock. Careful and accurate interrogation of a comprehensive geological database provides this linkage. The AMD testwork program at Cadia in NSW has been designed to identify the temporal selective handling requirements that will be required during operation. Sampling involved collection of representative combinations of all waste rock types identified within an extensive geological database. These samples were subjected to static, kinetic and accelerated weathering predictive tests. Preliminary results have been used to construct a waste block model for the deposit that identifies the quantity and distribution of acid producing material. Integration of the block model with the mine scheduling determines when the material will be mined.
